Беспошлинный ввоз сахара-сырца, медного сырья и кооперационные проекты в сфере АПК 31.01.2026
На заседании Совета Евразийской экономической комиссии, состоявшемся 30 января в Москве, принят ряд важных для экономик государств-членов ЕАЭС решений.В частности, принято решение об обнулении ввозной таможенной пошлины на импорт в Казахстан сахара-сырца в объеме до 100 тыс. тонн сроком до конца 2026 года. Данная мера направлена на обеспечение загрузки казахстанских сахарных заводов сырьем и производство доступного по цене сахара для внутреннего рынка.В настоящее время основной объем сахара в Казахстане производится из тростникового сырца. При этом в рамках Комплексного плана развития сахарной отрасли предусмотрена поэтапная диверсификация производства, включая строительство новых мощностей по переработке сахарной свеклы. С учетом длительности этого процесса импорт тростникового сырца остается необходимым условием стабильной работы отрасли.Кроме того, до конца 2026 года от уплаты ввозной таможенной пошлины освобождается импорт в Казахстан штейна медного и меди цементационной в совокупном объеме до 2,5 тыс. тонн. Решение принято в целях поддержки предприятий цветной металлургии за счет оптимизации затрат на приобретение сырья и повышения конкурентоспособности готовой продукции.В Казахстане цементационную медь производит ТОО «Казцинк», которое одновременно является производителем и потребителем данной продукции. Годовая потребность предприятия в штейне медном и меди цементационной составляет порядка 1,8 тыс. тонн. Обнуление ставки ввозной таможенной пошлины позволит увеличить объем закупок сырья за счет снижения фискальной нагрузки и минимизации издержек.Принято решение об обнулении сроком на три года ввозных таможенных пошлин на ряд товаров, ввозимых в Казахстан и другие страны ЕАЭС, предназначенных для обработки текстильных материалов, кожи, меха и других материалов химической промышленности.Также на Совете ЕЭК договорились до 15 мая 2026 года освободить от таможенных пошлин на ввоз в Казахстан вишню (500 тонн), абрикосы (3 тыс. тонн), черешню (1,5 тыс.тонн), сливу (1,5 тыс. тонн).Участники заседания Совета ЕЭК договорились оказывать финансовую поддержку для совместных кооперационных проектов в сфере АПК. On the application of the clearing mechanism in exchange trading 31.01.2026
In connection with the widespread media coverage of the use of a clearing mechanism in exchange trading, the Ministry of Trade and Integration reports the following. Clearing activities are provided for by the legislation of the Republic of Kazakhstan on commodity exchanges and have been a mandatory element of the exchange settlement system throughout the entire period of operation of commodity exchanges.In accordance with Article 17 of the Law "On Commodity Exchanges," the commodity exchange clearing center carries out clearing activities for exchange transactions, including collecting and processing information on concluded transactions, recording and confirming their terms, determining the obligations of the parties, and organizing settlements.The use of a clearing mechanism ensures the guaranteed fulfillment of obligations under an exchange transaction by both the buyer (in terms of timely and full payment for the goods) and the seller (in terms of proper and confirmed delivery of the goods), which is a prerequisite for the transparent and stable functioning of an organized commodity market.At the same time, the provisions of the Law of December 30, 2024, on Exchange Trading, entered into force on January 1, 2026. These provisions establish a comprehensive regulatory regime for clearing activities, including mandatory licensing, state oversight by the Antimonopoly Authority, and requirements for classifying clearing organizations as subjects of financial monitoring and oversight by the Financial Monitoring Agency.In this regard, Clause 75-1 of the Exchange Trading Rules, which entered into force on January 1, 2026, was adopted to align the Exchange Trading Rules with the provisions of the Law of December 30, 2024, on Exchange Trading. This amendment aims to clarify the settlement procedure for exchange transactions, taking into account the introduction of updated regulatory requirements for clearing activities, increasing the transparency of the organized commodity market, monitoring cash flows, and ensuring the guaranteed fulfillment of exchange obligations.However, the use of a clearing mechanism for settlements on exchange transactions is not a new or additional requirement introduced on January 1, 2026.According to Article 17 of the Law "On Commodity Exchanges," the funds of exchange trading participants are separately accounted for by the clearing center, stored in separate bank accounts, and used exclusively for settlements on specific exchange transactions, ensuring the transparency of cash flow and their intended purpose.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/1151694?lang=kk
Kazakhstan Improves 55% of Public Financial Management Indicators — PEFA Assessment 31.01.2026
Kazakhstan has improved its performance in 17 out of 31 areas under the international PEFA (Public Expenditure and Financial Accountability) framework, a globally recognized standard for assessing public financial management. The results were presented at a roundtable marking the launch of the Public Expenditure and Financial Accountability (PEFA) Assessment report. The event was attended by the Minister of Finance of the Republic of Kazakhstan, Madi Takiyev; Najy Benhassine, World Bank Division Director for Central Asia; and Utsav Kumar, Asian Development Bank (ADB) Country Director for Kazakhstan.The Government of the Republic of Kazakhstan, with the support of the World Bank and ADB, has completed the Public Expenditure and Financial Accountability (PEFA) assessment. The assessment provides an objective evaluation of the budget process, transparency, accountability, and the efficiency of public resource use in line with international standards.Compared with the previous assessment conducted in 2018, Kazakhstan has made notable progress. The share of indicators with the highest rating (‘A’) increased from 16% to 39%, while 94% of indicators received a rating of ‘C’ or higher, which represents the baseline level.“Kazakhstan’s progress since 2018 demonstrates responsible public financial management,” said Najy Benhassine, World Bank Division Director for Central Asia. “The next phase of reforms will involve using the results of this assessment, including its climate dimension, to update the country’s public financial management strategy, further improving the efficiency of public spending and its benefits for citizens.”The evaluation covered key components of the public finance system, including budget planning and execution, revenue and expenditure management, public procurement, internal and external audit, as well as fiscal transparency and reporting.Among the system’s strengths highlighted in the report are stronger fiscal discipline, effective budget execution, and transparent revenue management. The assessment also placed special emphasis on the strategic allocation of resources. International experts noted improved alignment between medium-term budgeting and strategic plans, as well as the enhanced role of key performance indicators (KPIs) in resource allocation. An internal control and audit system aligned with international standards now covers nearly all government expenditures, ensuring compliance with financial regulations.“The assessment demonstrates Kazakhstan’s continued progress in improving the transparency and accountability of its public financial management system, while also identifying areas for further improvement, including competitive procurement, debt management, and access to information. Stronger public financial management strengthens the nation—where transparency empowers citizens, accountability builds public trust, and development progress becomes more resilient and impactful,” said Ruth Farrant, Director, ADB Procurement, Portfolio and Financial Management Department. A milestone achievement was the country’s first PEFA assessment incorporating a climate component (PEFA+Climate), reaffirming Kazakhstan’s commitment to the goals of the Carbon Neutrality Strategy until 2060 and its international climate obligations. This work was coordinated by the Ministry of Ecology and Natural Resources.“Kazakhstan will continue to pursue macroeconomic stability and effective public financial management despite global uncertainty. Our priorities include further strengthening transparency, improving credit ratings, boosting investor confidence, and attracting long-term investment to support economic growth. These reforms will contribute to citizens’ well-being and the country’s sustainable development,” said Minister of Finance Madi Takiyev.The international PEFA assessment serves as an independent tool for analyzing strengths and identifying areas for improvement in public finances. Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Kuantyrov held a meeting with Ambassador of the Islamic Republic of Iran, Ali Akbar Jokar.During the meeting, the parties discussed key issues of Kazakhstan-Iran trade and economic cooperation, the current state and dynamics of bilateral trade, as well as prospects for expanding collaboration in logistics, transit, and investment cooperation. It was noted that in 2025, the trade turnover between Kazakhstan and Iran amounted to 430.2 million US dollars, marking a 26.4% increase compared to the previous year. On the instruction of the Head of State, a large-scale modernization of the system for combating natural fires and updating the material and technical base of the forestry sector is being carried out.The Akim (Governor) of the Kostanay region, Kumar Aksakalov, handed over specialized firefighting equipment in the amount of 79 units to the region's forestry institutions. Thirty-six forest fire complexes, 17 tractors, and 26 patrol cars have been transferred to the disposal of the forestry institutions. The received equipment will significantly increase the speed of response to fire outbreaks and strengthen preventive work during the fire-dangerous period."Over the past three years, 8 billion tenge has been allocated for equipping forestry institutions. During this period, 26 fire trucks, 86 tractors, 39 small forest fire complexes, and 78 units of motor vehicles were purchased. This year, the delivery of another 25 fire trucks and 9 tractors is expected, which will further strengthen the material and technical base of the industry," noted the Akim of the Kostanay region.Along with the renewal of equipment, work is underway in the region to strengthen personnel potential. On January 28, 2026, a meeting of the Situation Headquarters for Domestic Market Protection, chaired by Aidar Akhmetbekovich Abildabekov, Vice Minister of Trade and Integration of the Republic of Kazakhstan, was held. $335 million in record contracts: results of Kazakhstan's business program at Gulfood 2026 29.01.2026
A record-breaking package of export and investment documents worth $335.4 million was signed at the Gulfood 2026 international exhibition in Dubai. The agreements were reached during a roundtable discussion organized by the QazTrade trade policy development center and became one of the key practical outcomes of Kazakhstan's participation in the world's largest food industry exhibition.The event was attended by over 35 representatives of Kazakhstani businesses and over 50 foreign companies and organizations from the UAE, the Gulf states, Turkey, China, and other markets. The roundtable brought together producers, traders, distributors, representatives of chain retailers, HoReCa, and investment structures, and was focused on concluding specific commercial agreements.A total of 19 documents were signed or announced, covering the export of grain, highly processed grain products, oil and fat products, confectionery, legumes, and rice, as well as the distribution of Kazakhstani food products in the UAE market. The largest agreements relate to the supply of grain crops. Cooperation agreements for the export of up to 800,000 tons of grain with partners from the UAE and Oman, worth over $240 million, have been established. Separate contracts cover the supply of durum wheat, feed flour, legumes, and rice, as well as the development of distribution channels through local retail chains and specialized distributors. A number of memorandums are aimed at creating a sustainable infrastructure for the presence of Kazakhstani companies in the region, ranging from logistics and service solutions to the promotion of high-value-added products.The roundtable, organized by QazTrade, served as a working platform for substantive dialogue between producers and foreign partners. Discussions focused on the transition from one-time deliveries to long-term contracts, GCC market requirements for quality and certification, logistics, and the development of direct B2B supply chains without intermediaries.The business program also included a working meeting between Arman Shakkaliyev, Minister of Trade and Integration of the Republic of Kazakhstan, and the management of LuLu Group International, one of the largest retail chains in the Middle East and Asia.The parties discussed expanding the presence of Kazakh goods in the LuLu retail chain, developing direct contracts with domestic producers, and increasing the supply of high-value-added products. Special attention was paid to investment opportunities, including the development of logistics and warehousing infrastructure in Kazakhstan, packaging and pre-sale preparation projects, and the development of long-term purchasing programs for export markets.The signed agreements and negotiations take place against the backdrop of Kazakhstan's first-ever participation in Gulfood with a single National Pavilion. The exhibition, held in Dubai from January 26 to 30, is a key global platform for the international trade of food and beverage products. She highly commended the country’s efforts in promoting the Global Initiative to Galvanize Political Commitment to International Humanitarian Law, as well as its contribution to protecting the values of humanism, advancing the sustainable development goals, and promoting international peace and security at regional and international platforms.First Deputy Minister Ashikbayev reaffirmed Kazakhstan’s commitment to close cooperation with the ICRC and further support for global efforts aimed at ensuring full respect for international humanitarian law, strengthening collective ethical and legal responsibility.The interlocutors discussed further work within the framework of the Global Initiative to Galvanize Political Commitment to International Humanitarian Law, as well as the preparations for the High-Level Conference on Humanity in War, to be held in Amman, Jordan at the end of 2026.The parties confirmed their mutual interest in further strengthening long-term cooperation between Kazakhstan and the ICRC at the global, regional and national levels.The ICRC is an independent non-governmental organization whose primary objective is to provide assistance to victims of war, violence and humanitarian disasters worldwide. The organization has been present in Central Asia since 1992, with its Regional office based in Tashkent.
