New Opportunities for Pension Asset Management: Results-Based Investing 25.12.2025
Effective January 1, 2026, a system based on Ki composite indices will be introduced to ensure an objective assessment of investment portfolio managers' (IPM) performance based on return and risk.A composite index is a type of benchmark that includes national and global stock market indices, providing an objective assessment of IPM performance, taking into account global economic trends and capital market conditions. Comparing the dynamics of these indices with the performance of the pension asset (PA) portfolio managed by the IPM will allow one to assess whether the management company is outperforming or underperforming market conditions. A benchmark is a standard indicator or benchmark used to compare the performance and evaluate the results of private managers.To date, UAPF has entered into trust management agreements with five IPMs. It should be noted that under the current approach, IPMs comply with established standards and legal requirements and ensure returns no lower than the minimum level calculated based on the average return on pension assets. There has been a steady increase in the volume of pension funds transferred to IPMs for management. As of December 1, 2025, the total volume of pension assets transferred to IPMs for management amounted to approximately KZT107.3 billion. Most of the IPMs' assets are invested in bonds and government securities, consistent with a conservative investment strategy. The current approach means that IPMs with the largest pension assets under management have the most significant influence on the formation of the weighted average return and, as a result, to a certain extent, limit the investment opportunities of managers.The introduction of a management approach based on a recognized benchmark, which is independent of the performance of other IPMs and reflects the situation in global and local markets, will allow IPMs to rely on objective guidelines and strive for the best results in investing pension assets.New rules for developing investment strategies and expanding investment opportunities Starting January 1, 2026, IPMs will select a portfolio for their investment strategies based on composite indices. The benchmark portfolio consists of a set of financial instruments reflecting the contributor's strategic interests. The benchmark portfolio's performance serves as a metric for assessing the effectiveness of pension asset management. The composite benchmark includes indices developed and tracked by leading global financial companies, as well as indices of the Kazakhstan Stock Exchange JSC, in certain proportions depending on the investment strategy.Each IPM will continue to manage assets within a single investment strategy; the IPM will not be able to choose between multiple strategies. However, IPM investment strategies will vary in risk level, expected return, and investment term. Based on this, IPMs will be able to offer contributors one of three investment portfolios for pension asset management:Portfolio Ki (12) for contributors, regardless of the period until retirement. The minimum return is determined based on the results of 12 months and must be at least 95% of the nominal return of the corresponding composite index.The following indices serve as benchmarks for the Ki (12) investment portfolio:10% - KASE index[1];60% - KZGB_DPs index [2]10% - MSCI ACWI Index[3]20% - Bloomberg Global-Aggregate Total Return Index Value Hedged USD index [4].Portfolio Ki (36) for contributors retiring no earlier than in 3 years. The minimum return is calculated based on the results of 36 months and must be no less than 90% of the nominal return of the composite index.The following indices serve as benchmarks for the Ki (36) investment portfolio:20% - KASE index20% - KZGB_DPs index40% - MSCI ACWI Index20% - Bloomberg Global-Aggregate Total Return Index Value Hedged USD index.Portfolio Ki (60) for contributors who have more than 13 years until retirement. The minimum return is determined based on the results of 60 months and must not be less than 85% of the nominal return of the composite index.The following indices are the benchmark portfolio for the Ki (60) investment portfolio:20% - KASE index10% - KZGB_DPs index60% - MSCI ACWI Index10% - Bloomberg Global-Aggregate Total Return Index Value Hedged USD index.Furthermore, starting January 1, 2026, the list of financial instruments permitted for acquisition using PA funds will be expanded, and new risk standards will be established. Thus, depending on the selected IPM benchmark, the investment portfolio structure will differ by instrument type, and each IPM will determine its investment objectives based on the risk-return ratio.Contributors will choose a strategy offered by a specific IPM, taking into account their acceptable risk level and established time limits for approaching retirement. The reimbursement is made based on a reconciliation report between the management company, the custodian bank, and the UAPF.The amendments to the legislation also provide for the possibility for IPM to terminate agreements between UAPF and IPM based on the following conditions:the agreement on trust management of the PA at the initiative of the IPM may be terminated after one full calendar year from the date of conclusion of this agreement;The IPM is obligated to notify the authorized body, the UAPF, and the custodian bank responsible for the registration and safekeeping of the PA no later than one year prior to the date of agreement termination, and to post a corresponding notice on the corporate website;Within 5 business days of fulfilling its obligations, the IPM returns the PA to the UAPF's custodial account with the National Bank of the Republic of Kazakhstan based on an acceptance certificate.These standards ensure the transparency and security of contributors' funds when trustees are changed.Thus, the adopted innovations will:increase long-term returns and the safety of PA;develop a competitive environment among IPMs;expand contributor opportunities and strengthen their trust in the funded pension system.As a reminder, an application for the transfer of a portion of pension savings to the IPM trust management can be submitted through your personal account on the website www.enpf.kz or in the UAPF mobile app, as well as by visiting the UAPF office in person.UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. Kazakhstan and European Union Continue Cooperation in Visa Sphere 24.12.2025
Astana, December 24, 2025 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Bakayev held a meeting with the Ambassador of the European Union Aleška Simkič, following the official launch of negotiations between Kazakhstan and the EU on the conclusion of agreements on visa facilitation and readmission, which took place on 2 December 2025 in Brussels.The parties noted that the launch of the negotiations reflects growing mutual trust and the shared commitment of Kazakhstan and the EU to enhancing mobility, expanding opportunities for citizens, and strengthening humanitarian and people-to-people ties. История Целей устойчивого развития начинается с 25 сентября 2015 года. В тот же день в штаб-квартире Организации Объединенных Наций в Нью-Йорке мировые лидеры приняли повестку дня в области устойчивого развития до 2030 года. Повестка дня в области устойчивого развития ориентирована на масштабные и долгосрочные изменения. Она объединяет 17 направлений Целей устойчивого развития, охватывающие основные аспекты социального, экономического и экологического развития. Об этом на пресс-конференции в СЦК напомнил вице-министр национальной экономики РК Асан Дарбаев.В Казахстане сформирована институциональная основа, направленная на реализацию Целей устойчивого развития Организации Объединенных Наций. Сегодня в Казахстане свою деятельность осуществляет Парламентская комиссия по мониторингу реализации национальных целей и задач в области устойчивого развития в Республике Казахстан. «Заседания Комиссии проводятся на постоянной основе с участием руководства Правительства, министерства национальной экономики и заинтересованных министерств и ведомств. Проведено 11 заседаний. Таким образом, вопросы реализации Целей устойчивого развития находятся на постоянном контроле депутатов Парламента, что обеспечивает дополнительный мониторинг и механизм общественной ответственности. Адаптация стратегических Целей устойчивого развития осуществляется через документы системы государственного планирования. В Казахстане действует обновленная система государственного планирования, в рамках которой национальные индикаторы Целей устойчивого развития внедряются в документы программного и стратегического планирования, в том числе путем их локализации в региональных документах. Об этом сообщил вице-министр национальной экономики РК Асан Дарбаев на площадке СЦК.По данным Министерства национальной экономики РК, порядка 94,2% национальных индикаторов включены в планы развития государственных органов, а в планах развития областей уровень охвата ключевых индикаторов для регионов достигает 100%.«За последние 10 лет с момента принятия Целей устойчивого развития наблюдается положительная динамика по многим направлениям. Так, если охват дошкольным образованием в 2015 году составлял 53,8%, то в 2024 году показатель достиг 95,9%. Вместе с тем дальнейшее улучшение показателей достижения Целей устойчивого развития требует обеспечения тесной взаимосвязи стратегического и бюджетного планирования», – отметил спикер.Таким образом, национальные индикаторы Целей устойчивого развития, включенные в стратегические документы, напрямую увязаны с бюджетными программами. During his participation in the first forum of agricultural workers, the Head of State noted that the agro-industrial complex should become one of the main driving forces of economic growth. In this regard, systematic work is underway in the region to develop agriculture and improve the efficiency of the industry.Gross agricultural output has increased 1.6 times over the past three years, from 642.1 billion tenge to 1.1 trillion tenge. A significant increase is also noted in terms of labor productivity: by the end of 2024, it reached 5.6 million tenge per employee, which is 20% higher than the level of 2022 (4.7 million tenge). This result was made possible thanks to comprehensive government support.This year, about 207 billion tenge has been allocated for the development of agriculture, which is 20% more than in 2024 (175 billion tenge). The funds are used for leasing machinery, subsidizing and lending to farmers.For the first time, financing for spring field work in 2025 was allocated in advance - at the end of 2024, which allowed farmers to prepare for the sowing campaign in a timely manner.According to the results of the harvesting campaign, 7 million tons of grain were harvested, which is the second indicator in the republic after the Akmola region (7.6 million tons). The volume of grain harvest exceeds the level of 2022 by 1.2 times (5.7 million tons).Active work continues to attract investors to the agro-industrial complex. The priority areas are deep processing of meat, milk and grain.A number of significant investment projects are being implemented in the industry:• in 2024, 3 dairy farms with a total capacity of 19 thousand tons of milk per year were commissioned;• In July, a 600-head MTF was opened in the Fedorovsky district;• the construction of a 1,200-head farm in Mendykara district has been completed;• By the end of the year, 2 more MTFs will be launched in Altynsara district.In addition, 20.7 billion tenge was allocated for the construction of 5 new dairy farms in Altynsara, Auliekolsky, B. Mailina and Kostanay districts.The construction of modern farms contributes to the development of rural areas, the creation of new jobs and the provision of residents with high-quality natural products. Новые механизмы гарантирования позволили вовлечь банковскую ликвидность в реальный сектор экономикиВ рамках поручений Главы государства по вовлечению банковских средств в реальный сектор экономики, на базе Фонда «Даму» созданы два специализированных гарантийных фонда. О ходе их реализации на заседании Правительства доложил заместитель Премьер-министра Серик Жумангарин.По его словам, новые инструменты эффективно решают главную проблему бизнеса – нехватку залогового обеспечения:Первый фонд (для МСБ): уже охватил более 2,4 тыс. проектов, предоставляя гарантии до 85% от суммы займа. Это позволило предпринимателям получить кредиты на общую сумму 424 млрд тенге.Второй фонд (для крупных инвестпроектов): ориентирован на займы свыше 7 млрд тенге. На сегодня поддержано два проекта на сумму 24 млрд тенге. Государство покрывает до 30% стоимости проекта на срок до 15 лет, что стимулирует банки направлять ликвидность в долгосрочные индустриальные и инфраструктурные проекты.«Наша цель – трансформировать структуру экономики через технологическое обновление. In anticipation of a New Year's miracle, they sang the song «Zhana Zhyl» (Winter Night) with Father Frost and Snegurochka.         On behalf of the Ministry of Defense, Lieutenant General of Aviation Dauren Kosanov congratulated the children and parents on the upcoming New Year.         «You are the bright future of our country. Each of you possesses talent and great potential. May 2026 bring you new achievements, joy, and good fortune. I wish you all good health, prosperity, and happiness»,- he said.The children were in a great mood when the students from the «Zhas Sarbaz» creative studio performed a New Year's dance. The matinee participants also had the opportunity to showcase their talents.         They sang New Year's songs, danced, and recited poems. They received traditional gifts from fairy-tale characters, with whom they took souvenir photos.         A New Year's performance then unfolded in the concert hall, giving the children a thrilling experience and a great mood.
