How is the tourist infrastructure of Kostanay region developing 13.09.2025
Today, the tourism industry is a fairly promising area of activity that directly affects the development of related sectors of the economy such as trade, catering and the provision of hotel services.According to the results of the first half of the current year, the volume of services provided by accommodation facilities amounted to 2.0 billion tenge, an increase of 33.2% compared to the previous year.The number of Kazakh citizens who visited the region amounted to 121.9 thousand people, the number of foreign tourists amounted to 6.0 thousand people, the number of rooms amounted to 6331 beds.In general, 2 sanatoriums, 1 rehabilitation center, 94 hotels, 2 motels, 4 hostels, and 14 recreation centers operate in the region.The main tourist sites of interest among tourists are the Sosnovy Bor sanatorium, the Naurzumsky Nature Reserve and the Thermal Park, which are equipped with the necessary communications and "soft" infrastructure. Transport accessibility of these facilities is provided.Sanatorium-resort recreation is an important link in the development of tourism. Today, there are 2 sanatoriums and 14 recreation centers in the region.Basically, the facilities of the medical and wellness area are located in the resort area of the Altynsarinsky district, these are the Sosnovy Bor sanatorium, the Dzhailau health and entertainment complex, the Munich recreation center, and the Village in the Forest.It is worth noting that there are other interesting and promising places in the region for the development of health tourism.Such an object is the rehabilitation center named after him. Karabayeva in the Mendykara district, which resumed its activities after major repairs.Despite the low popularity of the tourism industry in our region, the tourism sector is gradually developing, new flights are being opened, investment projects are being launched, excursions are being conducted, etc.Thus, investment projects in the field of tourism are being implemented in the region.One of the most significant is the construction of a multifunctional tourist complex in the Amangeldy district. On its territory there are buildings built in the form of replicas of architectural monuments: the Taj Mahal in India, the Chichen Itza building in Mexico, the Eiffel Tower.A Wall of national memory has also been built on its territory, which contains 200 names of outstanding Kazakhstani figures, which have no analogues in the world.Also, for the convenience of tourists, a hotel, a restaurant, a summer amphitheater, sports and playgrounds have been built on its territory. In general, the project cost is 3.5 billion tenge, construction is scheduled to be completed this year.It is safe to say that this tour facility will become a center of attraction for tourists and will allow creating a full-scale tourist product in the Torgai region, which will include not only visits to the hub, but also a number of other facilities of interest to tourists located in the nearest regions.Thus, there are unique structures on the territory of the district - the Torgai geoglyphs (the Torgai swastika is located 22 km away, and the Ushtogai square is 125 km from the village of Amangeldy), which are of great interest to the scientific community and tourists.No less interesting object for guests and residents of the region are the "walking" dunes of "Kumkeshu" located at the entrance to the area.To organize recreation away from the daily hustle and bustle, a recreation center "Shanyrak" is being built in the Denisovsky district.The recreation center is located on a section of the Tobol River within the Verkhne-Tobolsk reservoir. To date, the first stage of the project has been completed: two comfortable beaches with shaded and children's areas, a pier for swimming, catamaran rentals, 6 comfortable houses designed for year-round living in the residential complex "Fishing Village" and 8 barbecue areas with gazebos have been built.It is also planned to build a year–round thermal complex "Baden Baden" in the region, the investor has acquired a franchise, allocated a plot of land, the estimated cost of the project is 3.5 billion tenge, the project is planned to be implemented by 2028.In addition, it is planned to build a hotel complex of the international Marriott hotel chain (Courtyard by Marriott Kostanay) in the city of Tobyl, Kostanay region, the project cost is 9.8 billion tenge. The hotel complex will consist of 9 floors with 141 rooms.Also, in the territory of Kostanay, it is planned to build a hotel complex of the international chain of Holiday Inn hotels ("Holiday Inn"), the project cost is 9.0 billion tenge, the complex will consist of 100 rooms.The reconstruction of the dormitory building for a hotel is underway at the Kostanay airport, the project cost is 600 million tenge.At the same time, in 2024, a project was implemented in Altynsarinsky district to build a recreation center "MUNCHEN" (Munich) in the amount of 700 million tenge.This year, the reconstruction of the former bus station building for a hotel complex was completed in Arkalyk, the project cost amounted to 200 million tenge.Also, by the end of this year, it is planned to complete the construction of the recreation area "Green House", located in Altynsara district, the project cost is 150 million tenge.In addition, in order to organize recreational activities and recreation, a project for the reconstruction of the Octopus water park began in Kostanay this year, the project cost is 11.2 billion tenge, the project capacity is 1,200 people. More than 400 entrepreneurs received government support in the field of trade. 12.09.2025
More than 400 entrepreneurs in the trade sector received state support as part of the implementation of measures to develop domestic trade. The Ministry of Trade and Integration of the Republic of Kazakhstan is systematically working to create favorable conditions for the modernization of trade infrastructure and increasing the competitiveness of small and medium businesses.Since the beginning of this year, 418 projects have been signed under the subsidy instrument for a total of 57.5 billion tenge in loans. The total amount of subsidies paid amounted to 2,788 million tenge. Along with this, 103 guarantees for loans of 8 billion tenge were signed under the guarantee instrument with the amount of state guarantees of 3.6 billion tenge.Particular attention is paid to the development of trade infrastructure in the regions. In the East Kazakhstan region, 21 projects worth about 7 billion tenge in the sphere of domestic trade are currently being implemented with state support.As part of the Roadmap for Market Modernization, it is planned to complete the renovation of three trade markets, Zarya, Zarechny, and Tsentralny, in the city of Ust-Kamenogorsk in 2025. Two of these markets, Zarya and Zarechny, received state support from the Ministry of Trade and Integration.During a working visit to the region, Deputy Chairman of the Trade Committee Yernur Zhautikbayev familiarized himself with the progress of the projects and inspected the trade facilities, where he noted the positive dynamics of the modernization of retail space.The Zarya market, commissioned in 2002, is a universal retail market with a predominance of food products in the assortment. In 2024, two new one-story pavilions with central communications were built here. Thanks to state support, the market continues to develop: in 2025, a parking area was equipped, and two more pavilions are under construction. A complete modernization of the facility is planned before the end of this year.The Zarechny Market, which has been operating since 1999, is also undergoing a large-scale renovation. Its territory includes 5 indoor buildings and several shopping arcades. Since last year, construction of a permanent retail facility has been underway, with completion scheduled for September 2025. Work on laying utility lines and interior finishing is actively ongoing. The facility has its own parking lot.The Central Market, which was commissioned in 2000, is represented by two main permanent buildings, where both food and non-food products are sold. There are also pavilions and shopping arcades on its territory. Work is being carried out at this facility as part of the Roadmap for the modernization of markets.“Full modernization of retail markets by the end of this year is among the Government’s priority tasks. This is the path of law and order. The Ministry of Trade has fully developed the necessary regulatory framework. Now retail facilities must bring their activities into compliance with the requirements of the law. First of all, this is a matter of social responsibility of business. From the beginning of next year, markets that have not undergone modernization will not be able to continue operating,” said Deputy Chairman of the Trade Committee of the Ministry of Trade and Integration of the Republic of Kazakhstan Yernur Zhautikbayev.The Ministry of Trade of the Republic of Kazakhstan plans to increase the share of modern trade formats to 70% by 2029. In Kazakhstan, work continues on the introduction of a special digital service "Baqylauda", which will show the full picture of state support online, the Ministry of Finance reports. The agency has combined all state support measures, and there are more than a hundred of them today, in order to quickly monitor: what exactly are state funds used for and is there any sense in this? The tool will increase the efficiency of government spending, the agency is confident.The Baqylauda service is hosted by the Ministry of Finance of the Republic of Kazakhstan on a digital platform "Qoldau.kz " (https://baqylauda.qoldau.kz). Today, data on government support measures over the past 10 years is uploaded to the system. When this work is completed, the analysis will show which of the state support tools were effective, and which were a dubious waste of government tenge. In the system, it will be possible to check and evaluate the effectiveness of benefits, subsidies, or other tools, "scaling" them to the level of individual areas, individual industries, operators, and even a specific recipient company.Despite the fact that the data for the last two years has not yet been uploaded, interesting analytical data is already available in the service. So, for 9 years (from 2015 to 2023), the volume of state support amounted to 9.94 trillion tenge. At the same time, state support measures for the "Employment Roadmap" in the "covid" period became the most ambitious budget costs – the costs amounted to about 973 billion tenge. In second place in terms of cost is the cost of preferential leasing of agricultural machinery and equipment – 920 billion tenge, in third place again is the sphere of agriculture – more than 675 billion tenge was spent on the development of livestock breeding. This was followed by the agricultural sector again – the financing of the Ken Dala program, for which 650 billion tenge was spent."It is obvious that many companies, especially in the agricultural sector, receive and use state support measures from different government programs or receive support through different operators, through different ministries. Until today, there was no single database. Therefore, it was difficult to assess the effectiveness of these expenses. Now the state will clearly see whether it makes sense to support a company that receives tens of millions of tenge from year to year, but at the same time its indicators for taxes, productivity, technology, employment and other indicators are not growing," explained A.N. Turysov, Vice Minister of Finance.According to the speaker, the Baqylauda electronic service is a first–level system. She checks the entrepreneur and evaluates his compliance with the established criteria. Currently, there are four key stop factors in it: the absence of persons related to the financing of terrorism on the lists, the absence of signs of false entrepreneurship, bankruptcy facts, as well as unfulfilled obligations under previously received state support measures. If such factors are present, the system will display this information to the service provider, i.e. the government agency or operator. For example, for the Ministry of Agriculture or a Food Corporation. And the service provider will independently decide whether to approve or refuse government support to the business."Yes, we understand that, for example, in agriculture, a lot depends on the weather, on the volatility in the market for products. However, the assessment will be conducted not for one year, but for several years. Contribution of Women with Disabilities in Central Asia to the Implementation of the Sustainable Development Goals and the UN Conventions Discussed at the Kazakh Foreign Ministry 11.09.2025
Astana, September 10, 2025 – An international conference entitled “Making the SDGs Count for Central Asia Women with Disabilities” was held at the Ministry of Foreign Affairs of the Republic of Kazakhstan. This event marks the final stage of the project of the Central Asian Network of Women with Disabilities, supported by the “Kynnys” Association (Finland).The event was organized by the “Shyrak” Association of Women with Disabilities, the Central Asian Network of Women with Disabilities, in cooperation with the Ministry of Foreign Affairs of Kazakhstan, the National Commission on Women’s Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan, the “Kynnys” Association, and the OSCE Programme Office in Astana.During the conference, along with thematic analyses and recommendations for achieving the Sustainable Development Goals in the context of ensuring the rights of women and girls with disabilities the experience of organizations of women with disabilities in Central Asia was presented.“Achieving the Sustainable Development Goals is a universal agenda aimed at the future. However, their implementation is impossible without considering the interests of vulnerable groups. Women and girls with disabilities are millions of citizens worldwide who must have equal access to education, healthcare, employment, and public life. Therefore, it is our common duty to ensure that no one is left behind or excluded from opportunities,” noted Olga Perepechina, Deputy Chairperson of the Senate of the Parliament of the Republic of Kazakhstan.“Advancing the principles of inclusion and the achievement of the Sustainable Development Goals remain key priorities for Kazakhstan. We are convinced that by joining the efforts of states, international organizations, and civil society, it is possible to build an inclusive society in which women and girls with disabilities have equal opportunities for self-realization and active participation in all spheres of life. 10–11 сентября в Гонконге проходит 10-й Саммит инициативы «Один пояс, один путь». Вице-министр национальной экономики Ерлан Сагнаев, выступая на сессии по политическому диалогу, подчеркнул, что именно в Казахстане 12 лет назад было объявлено о запуске этой глобальной инициативы, которая сегодня стала ключевым фактором международного сотрудничества.«За это время Казахстан и Китай подняли двусторонние отношения на новый уровень, придав мощный импульс инвестиционному сотрудничеству на пространстве Нового шёлкового пути. Сегодня для нас важно продолжить развитие контейнерного маршрута Китай - Европа, и в этой связи Казахстан активно развивает транзитно-логистическую инфраструктуру», - подчеркнул Ерлан Сагнаев.Он отметил, что объёмы грузоперевозок из Китая в Европу через Центральную Азию стремительно растут, в том числе благодаря совместному развитию «золотого коридора» - Транскаспийского международного транспортного маршрута.«В целях обеспечения дальнейшего стабильного роста транзита китайских грузов мы приглашаем гонконгские компании принять участие в развитии транспортной инфраструктуры и реализации совместных проектов на казахстанском побережье Каспийского моря в формате «Центральная Азия – Китай». По итогам 2024 года объём перевозок составил 4,5 млн тонн. 9 июня 2025 года совместно с АО «КТЖ» и «Lianyungang Port» в порту Актау запущен контейнерный хаб, способный обрабатывать до 500 тыс. транзитных контейнеров в год по маршруту ТМТМ.На полях саммита Ерлан Сагнаев также провёл встречи с министром торговли и экономического развития Гонконга Алджернон Яу и заместителем руководителя Валютного управления САР Артур Йен. Стороны обсудили перспективы торгово-экономического взаимодействия, включая новые инициативы в сопряжении с «Один пояс, один путь».По словам вице-министра, Казахстан демонстрирует стабильный экономический рост: по итогам первого полугодия ВВП увеличился на 6,2%, а инвестиции в основной капитал – на 19,3%. Эти результаты подтверждают, что Казахстан остаётся привлекательным для инвесторов и надёжным партнёром в регионе.Китай является одним из крупнейших внешнеторговых партнёров Казахстана. В 2024 году двусторонний товарооборот превысил 43 млрд долларов, а за первое полугодие 2025 года составил 21,8 млрд долларов.
