Since then, it has preserved the region’s natural wealth: the diversity of plants and animals, the beauty of snowy peaks, and the clarity of mountain streams. The Almaty Reserve is not just a protected area – it is a precious heritage passed down from our ancestors, a gift of nature intended for future generations.The reserve covers an area of 71,700 hectares. Elevations range from 1,200 meters to the summit of Talgar Peak at 5,017 meters above sea level. There are 160 glaciers within the territory, including Korzhenevsky, Shokalsky, and Bogatyr glaciers. From these glaciers originate the turbulent mountain rivers – Talgar, Esik, and Shelek. Nestled in the gorges are stunning alpine lakes – Esik, Bozkol, Akkol, and Muzkol. Among them, Lake Esik stands out for its crystal-clear waters and natural beauty.The reserve encompasses all altitudinal zones: at the base lie deciduous forests, followed by spruce forests, then alpine and subalpine meadows, and higher up –  rocky peaks covered with eternal snow.Each belt represents a separate world, with its own climate, life, and ecosystems.The plant life is extraordinarily rich: over 1,440 species of plants, 29 of which are listed in the Red Book of Kazakhstan. Among them are the Tulipa ostrowskiana, Iris albertii, Malus niedzwetzkyana, and the legendary Malus sieversii – the ancestor of all modern apple varieties. The region is also home to 14 relict and 18 endemic plant species found only here and nowhere else in the world.The animal life is equally diverse. The reserve hosts more than 1,100 animal species, including 41 species of mammals, of which four are listed in the Red Book of Kazakhstan: the Snow Leopard  – the symbol of the Almaty Reserve, the Tien Shan Brown Bear, the Turkestan Lynx, and the Stone Marten. Siberian Ibex freely roam the steep slopes, while Marals and Siberian Roe Deer grace the alpine meadows.The world of birds brings melody to the reserve. There are 177 bird species, 12 of which are listed in the Red Book. Notable among them are the Golden Eagle, Bearded Vulture, Ibisbill, and the rare Blue Whistling Thrush. A new mini-football pitch for children and teenagers has opened in the city of Arkalyk. The facility was commissioned on the eve of June 1st — International Children's Day — on Auelbekov Street.The sports facility was built with the support of socially responsible businesses. Заместитель Премьер-министра-министр национальной экономики Серик Жумангарин провел совещание по вопросам финансирования и реализации Комплексного плана социально-экономического развития города Аркалыка, Амангельдинского и Джангельдинского районов Костанайской области на 2026-2028 годы.Документ утвержден Постановлением Правительства в рамках исполнения поручений Главы государства Касым-Жомарта Токаева, озвученных в Послании народу Казахстана «Казахстан в эпоху искусственного интеллекта: актуальные задачи и их решения через цифровую трансформацию», в котором была обозначена необходимость комплексного социально-экономического развития Торгайского региона. Трехлетний план включает в себя 51 мероприятие по 10 ключевым направлениям, в том числе: промышленность и транспорт, туризм и спорт, АПК, образование, здравоохранение, социальная защита, тепло- и электроснабжение, водоотведение, гражданская безопасность.Мероприятия направлены на развитие производственного потенциала, модернизацию инженерной и социальной инфраструктуры, улучшение качества жизни населения, а также создание условий для привлечения инвестиций и открытия новых рабочих мест.Особый акцент в Плане сделан на развитие агропромышленного комплекса, в том числе животноводства, реализацию инфраструктурных проектов, а также поддержку предпринимательской и инвестиционной активности. В частности, в городе Аркалыке предусматривается реализация ряда крупных инвестиционных проектов. Среди них – создание модульного репродуктора на 6 тыс. голов крупного рогатого скота, строительство завода по выпуску желатина и биоактивного костного матрикса, возведение животноводческого комплекса на 10 тыс. голов овец и откормочной площадки на 6 тыс. голов. Кроме того, запланировано расширение и модернизация яичной птицефабрики с увеличением мощности до 300 млн яиц в год, включая ввод в эксплуатацию комбикормового завода.Аким Костанайской области Кумар Аксакалов сообщил, что на текущий 2026 год запланирована реализация 33 мероприятий на общую сумму 78,4 млрд тенге. К настоящему моменту фактически выделено уже 39,2 млрд тенге.«Мы делаем все необходимое, чтобы все намеченные планы были реализованы строго в срок. В текущем году из областного бюджета выделено 8,8 млрд тенге – это позволило в полном объеме профинансировать ключевые проекты. Главный из них – строительство аэропорта в Аркалыке. На сегодняшний день финансированием полностью обеспечены реконструкция аэродромной инфраструктуры, возведение пассажирского терминала и закупка необходимого оборудования. Работы идут строго по графику, и уже в августе этого года объект будет введен в эксплуатацию. Запуск аэропорта не просто восстановит воздушное сообщение, но и откроет новый этап в развитии региона, значительно повысив его транспортную доступность и инвестиционную привлекательность», — подчеркнул Кумар Аксакалов.Параллельно в Аркалыке ведутся работы по благоустройству, восстанавливаются пустующие здания, ремонтируются внутридворовые территории и привокзальные площади. В городе завершена реконструкция здания университета и на финальную стадию выходят работы по ремонту автодороги Жезказган -Аркалык.Соучредитель птицефабрики ТОО «Arkalyk QUS» Максим Божко презентовал проект двухэтапной модернизации предприятия, который позволит в два раза увеличить объемы производства – со 150 млн до 300 млн яиц в год. «В текущем году мы планируем ввести в эксплуатацию новые птичники на 70 млн яиц и построить собственный комбикормовый завод. В следующем году будут запущены птичники еще на 80 млн штук. По итогам реализации двух этапов мощность птицефабрики достигнет 300 млн яиц в год. Сейчас у нас трудятся порядка 250-270 человек. NU Launches Initiative to Strengthen Women’s Leadership in KazakhstanNazarbayev University (NU) announces the launch of the Women Leadership Development Programme (WLDP), a new executive education initiative aimed at strengthening the leadership capacity of women in Kazakhstan and supporting the development of a sustainable pipeline of leaders across key sectors of society.The programme is designed for women leaders and emerging professionals working in higher education and science, public administration and policy, business and entrepreneurship, as well as in non-governmental and regional organizations focused on human capital and leadership development.Speaking at the launch, NU President Waqar Ahmad addresses current challenges with increasing the representation of women in technical and scientific academic fields.«We are a technical university and it is very difficult to hire women as professors in areas such as physics, chemistry, mathematics, engineering and so on. Our hope is that as our own graduates go on to do Masters and PhDs in these fields, we will hire more of them back here. I have seen recently a few universities going to hire faculty and they are advertising for only female applicants. It is something that we want to experiment with. So, this is a start».Vice-President Gulmira Qanay highlights on the programme outcomes:«This is an opportunity for career advancement, which we will pilot for our female staff members at NU. For participants from business and public policy, the initiative will enable networking and institutional collaboration, drawing on international best practices. This is particularly timely in the context of the upcoming electoral cycle for the National Kurultai, where new avenues for civic participation and leadership are expected».The programme plans to support career mobility across sectors, including transitions from business into public policy, as well as broader shifts in leadership trajectories shaped by participants’ evolving professional goals.NU Provost Rehan Sadiq shared insight from his experience in engineering education, noting that women make up about 17% of the engineering profession in Canada, compared to approximately 52% in civil engineering at NU, highlighting significant differences in gender representation across contexts. He emphasized that while progress exists, increasing women’s participation in STEM fields remains a long-term priority globally. Chairperson of the Kazakhstan Institute of Social Development Zhuldyzai Iskakova noted that women account for around 48% of small and medium-sized business ownership in Kazakhstan and about 55% in individual entrepreneurship, but remain underrepresented in political leadership, with parliamentary representation at approximately 17–18%. She added that Kazakhstan performs relatively strongly in the region but has declined to 92nd place in the Global Gender Gap Index, mainly due to faster progress in other countries, and emphasized that political representation remains the key structural challenge.The WLDP is positioned as a long-term investment in human capital development, aimed at equipping participants with advanced competencies in leadership, strategic management, decision-making, negotiation, and organizational transformation.WLDP is jointly developed by the Graduate School of Education, the Graduate School of Public Policy, and the Graduate School of Business at NU, in partnership with the National Commission on Women and Family-Demographic Policy under the President of the Republic of Kazakhstan.The initiative will bring together more than 80 participants selected through a competitive process. It is delivered in a blended learning format and comprises 120 hours of training, combining academic instruction, applied leadership development, mentoring, cross-sector networking, and a final Capstone Leadership Project. Около двух третей денежных доходов казахстанцев формируется за счет работы по найму. Такой вывод был озвучен на заседании Экспертного совета при Министерстве национальной экономики под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина. В работе совета приняли участие свыше 30 экспертов из различных секторов экономики и финансов. Экспертам был представлен анализ взаимосвязи экономического роста и реальных доходов населения, подготовленный Институтом экономических исследований, а также проект Комплексного плана повышения доходов населения на ближайшие четыре года.  По данным Института экономических исследований, начиная с 2000 года отмечается положительная динамика роста реального ВВП, заработной платы и денежных доходов населения. В то же время именно доходы от работы по найму остаются основным источником благосостояния граждан. В 2025 году их доля составила около двух третей всех денежных доходов населения. Как отметил председатель правления Института экономических исследований Биржан Баткеев, проведенный анализ показывает, что повышение благосостояния граждан требует усиления ключевых каналов передачи экономического роста в доходы населения. В числе приоритетов – создание качественных рабочих мест, повышение производительности труда и рост заработной платы. Анализ также выявил существенные отраслевые и региональные различия. По ряду показателей, включая уровень заработной платы, в 2025 году среди отраслей-лидеров выделяются горнодобывающая промышленность, финансовая и страховая деятельность, информация и связь, а также обрабатывающая промышленность. Вместе с тем с точки зрения доходов населения особое значение имеют не только сектора-лидеры, но и то, насколько они создают устойчивые и качественные рабочие места, формируют цепочки добавленной стоимости и передают импульс другим секторам экономики. Поэтому приоритеты повышения доходов должны учитывать не только отраслевые темпы роста, но и масштаб занятости. Для роста благосостояния особенно важны сектора, где сочетаются высокая занятость и потенциал повышения производительности. Кроме того, на уровень благосостояния влияют доступность инфраструктуры, образования, здравоохранения, транспорта и других базовых услуг На основе результатов анализа Министерство национальной экономики разработало проект Комплексного плана повышения реальных доходов населения. Документ включает 58 мероприятий по шести направлениям: повышение заработной платы;создание качественных рабочих мест;развитие человеческого капитала и повышение занятости;снижение инфляции и рост реальных доходов;налоговые и социальные меры;снижение долговой нагрузки и повышение финансовой устойчивости населения. Проект плана представил участникам Экспертного совета первый вице-министр национальной экономики Азамат Амрин. В ходе обсуждения эксперты отметили, что на уровень доходов населения продолжают влиять внешние экономические факторы. По словам кандидата экономических наук, профессора Жаксыбека Кулекеева, существенное воздействие оказывают торговые противоречия в мировой экономике, геополитическая нестабильность, ограничения экспортной логистики и замедление экономической активности у ключевых торговых партнеров Казахстана. Эти факторы отражаются на экспортной выручке, доходах бюджета и общей экономической динамике страны.  Своим опытом повышения производительности труда поделился директор ТОО «АВЗ» Марат Баккулов. «На моем заводе роботизация идет уже второй год. Благодаря этому производительность труда на одного сотрудника за последние два года практически удвоилась – с 27 млн до 50 млн тенге. Мы заменяем низкоквалифицированный труд высококвалифицированным: если раньше у нас работали обычные слесари, то теперь их место занимают инженеры. Соответственно растет и уровень заработной платы», — отметил Марат Баккулов.  Член Совета директоров Teniz Capital Investment Banking Галим Хусаинов обратил внимание на необходимость повышения производительности труда и технологической модернизации экономики. «Доля фонда оплаты труда в структуре ВВП Казахстана составляет около 32%, тогда как в развитых странах этот показатель достигает 50–60%. Повышение заработной платы без роста производительности неизбежно ведет к инфляции. Поэтому необходимы развитие агломераций, внедрение искусственного интеллекта, технологическое перевооружение предприятий и расширение финансирования реального сектора экономики», — подчеркнул Галим Хусаинов. Подводя итоги заседания, Серик Жумангарин отметил, что все предложения экспертов будут внимательно рассмотрены и учтены в дальнейшей работе.«Сейчас мы находимся на этапе, когда вместе с новыми производствами в страну приходят современные технологии. Это создает возможности для подготовки специалистов нового уровня и освоения востребованных навыков. Вместе с экспертным сообществом мы начали большой разговор о том, что означает благосостояние в понимании каждого казахстанца и какие факторы реально влияют на рост доходов населения. Институт экономических исследований уже начал исследование на эту тему, и мы приглашаем вас делиться с нами своими исследованиями, предложениями, экспертным мнением. Очевидно, что ни одного бюджета не хватит, если решать эту задачу исключительно через повышение заработных плат. Необходим устойчивый экономический рост, развитие производств, повышение производительности труда и расширение возможностей для занятости. Minister of Finance of the Republic of Kazakhstan Madi Takiyev held a meeting with the new Head of the International Monetary Fund (IMF) Mission to Kazakhstan, Amina Lahreche, Senior Economist Dyna Heng and other experts.Madi Takiyev expressed his appreciation for the IMF’s regular missions conducted under Article IV Consultations, as well as for its targeted consultations and technical assistance.The meeting took place at the Digital Government Support Center and focused on discussing key issues of the country’s socio-economic development, the current execution of public finances, and further strengthening cooperation between Kazakhstan and the International Monetary Fund.During the meeting, Vice Minister of Finance of the Republic of Kazakhstan Asset Turysov delivered a presentation on the initiatives being implemented in the country to advance the digital transformation of public administration and the digitalization of budget processes.
