Karasu district: there is no threat of flooding 01.04.2026
Kumar Aksakalov, the Akim of the Kostanay Region, paid a working visit to the villages of Karamyrza and Oktyabrskoye in the Karasu district, where he reviewed flood control measures. The district has prepared 20 thousand bags, 450 thousand units of inert materials, and mobilized over 110 personnel and 20 pieces of equipment.As of now, no incidents of residential house flooding have been registered in the village of Karamyrza. In the spring of 2025, work was carried out to embank 56 flood-prone yards in Karamyrza. To date, additional embankment work has been completed for the village. 1000 units of bag containers have been laid.Additionally, clearance of drainage channels into the Tyuntyugur River is being conducted.The first and second stage hydraulic structures on the river ensure the safe passage of floodwaters on the Tyuntyugur River.The first stage was commissioned in 1956, the second – in 1972. Over decades of service, the structures have undergone significant wear.To ensure the safe passage of floodwaters and prevent flooding, repairs to the hydraulic structures were carried out in 2025.The repair work was completed in December 2025. Under the chairmanship of the Akim (Governor) of the Kostanay Region, Kumar Aksakalov, a regular meeting of the regional headquarters for coordinating the activities of state bodies on drug addiction prevention and countering drug-related crime was held. The meeting was attended by heads of law enforcement and state agencies, as well as, via video conference, the akims (mayors/heads) of cities and districts of the region.Statistics for the first two months of the current year show a decrease in the number of registered drug-related offenses. However, the volume of substances seized from circulation has increased 10-fold (exceeding 220 kg) compared to the same period last year. Over 2.3 thousand bank cards and 703 crypto wallets used in criminal schemes have been blocked. Property worth 371 million tenge has been seized in connection with 38 criminal cases.This trend confirms that preventive measures combined with targeted operational work yield the expected effect, allowing for the neutralization of criminal activity and the disruption of major distribution channels, including those using cryptocurrency for transactions.In the context of implementing the Law "On the Prevention of Offenses," which came into force on March 2, 2026, the head of the region emphasized that the focus should shift from punitive measures to prevention and providing early assistance to at-risk youth.The akims of cities and districts have been instructed to ensure the real involvement of non-governmental organizations, enhance the activities of youth resource centers in blocking drug-related graffiti and internet advertising, and engage opinion leaders and experts to build a conscious immunity to drug use.Only through a comprehensive approach, combining the efforts of the state, society, and citizens, and applying modern, targeted, and more effective methods, will we be able to effectively counter the drug threat and ensure the safety of our citizens.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1192086?lang=kk

Another meeting of the Interdepartmental Commission on Crime Prevention was held at the akimat (administration) of the Kostanay region. The meeting was chaired by the akim (governor) of the Kostanay region, Kumar Aksakalov, with the participation of the heads of law enforcement and state bodies.During the meeting, issues relevant to the region were considered - crime prevention in the cities of Kostanay and Rudny, as well as the ongoing preventive work with minors.The akims of the cities of Kostanay and Rudny reported on the work being done, problems in their regions, and informed about upcoming plans to improve public safety.On the issue of protecting the rights and interests of children, the Commissioner for Children's Rights of the Kostanay region, N.Z. Basenova, the Deputy Head of the Regional Police Department, K.A. Mendybaev, and the Head of the Education Department, A.E. Kazakh companies reached $125 million in Qingdao deals 01.04.2026
Following the trade and economic mission in Qingdao, Kazakh companies reached agreements with Chinese partners totaling $125 million. Shandong Province is one of China's largest economic regions with a developed industrial base and a capacious consumer market. According to QazTrade, by the end of 2025, trade turnover between Kazakhstan and Shandong reached $2.2 billion, having increased by over 40%. More than 25 Kazakh companies participated in the mission. The main focus was on direct B2B meetings with Chinese importers and distributors. The Kazakh side presented products from the agro-industrial complex and deep processing. Flour, oil and fat products, honey, dairy products, and confectionery goods generated high interest from Chinese businesses. During the visit, the Minister of Trade and Integration of the Republic of Kazakhstan, Arman Shakkaliyev, held meetings with the leadership of Shandong Province and business representatives. Issues of expanding supplies and transitioning from negotiations to specific contracts were discussed. The topic of industrial cooperation was also addressed. The Minister visited the production facilities of Haier, one of the world's largest manufacturers of household appliances. The year 2026 has been declared the Year of Import of Kazakh Goods in China. In Kazakhstan, it is the Year of Export to China. Against this backdrop, the trade and economic mission in Qingdao became a practical step towards expanding supplies. As part of an official visit to China, Minister of Trade and Integration Arman Shakkaliyev participated in the "Export to China - SCO Selection" forum, which became one of the key platforms for promoting Kazakh exports to the Chinese market. Opening the forum, the Minister emphasized that Kazakhstan views China as a strategic partner and consistently develops cooperation in trade, investment, and industrial cooperation. "Under the leadership of our heads of state, Kazakh-Chinese relations have reached the level of an eternal comprehensive strategic partnership, demonstrating steady growth in trade turnover, expansion of investment cooperation, and deepening of industrial cooperation. Заместитель Премьер-министра – министр национальной экономики Серик Жумангарин  встретился с членом Коллегии – министром по конкуренции и антимонопольному регулированию Евразийской экономической комиссии Максимом Ермоловичем.В ходе встречи стороны обсудили широкий круг вопросов взаимодействия в сфере конкуренции и антимонопольного регулирования. Рассмотрены подходы к развитию сотрудничества между профильными органами, включая выстраивание системного взаимодействия, обмен опытом и лучшими практиками.«Цифровизация государственных закупок, развитие конкуренции и обеспечение равного доступа на рынки ЕАЭС остаются ключевыми направлениями нашего взаимодействия. В Актобе обсудили концептуальные вопросы внедрения нового Налогового кодекса 31.03.2026
В Актобе прошел круглый стол, посвященный реализации норм нового Налогового кодекса. На площадке встретились депутаты Сената, представители акимата Актюбинской области, Комитета государственных доходов МФ, НПП «Атамекен» и предприниматели региона.Первый вице-министр национальной экономики Азамат Амрин, выступая на круглом столе, подчеркнул, что ключевая задача Налогового кодекса - не просто изменить цифры в законе, а выстроить работающие механизмы, исключающие давление на бизнес.«Для оперативной настройки реформы был создан Проектный офис, ставший штабом быстрого реагирования: уже проведено 10 заседаний, решены 64 конкретных кейса бизнеса, устранены риски при запуске ИСНА и развернута инфраструктура поддержки - от консультационной сети и call-центра до цифровых помощников, включая SalykBot», - сообщил Азамат Амрин в ходе круглого стола.В ходе диалога был озвучен пакет точечных поправок, которые уже вступили в силу или готовятся к внесению в Налоговый кодекс. В частности, уже снята неопределенность по НДС на импорт медикаментов, а предельные цены на лекарства теперь устанавливаются без учета налога. Особое внимание уделено социальной справедливости: для лиц с инвалидностью внедряется принцип «поглощения», закрепляющий максимальный налоговый вычет вне зависимости от смены группы в течение года. Кроме того, экспортеры энергетиков будут освобождены от акцизов, а доходы от НДПИ на общераспространенные ископаемые теперь будут направляться напрямую в региональные бюджеты по месту добычи.Отдельно Азамат Амрин остановился на итогах переходного периода, который официально завершился 1 марта 2026 года. Он подчеркнул, что режим упрощенной декларации выбрали более 1,2 млн налогоплательщиков, включая как действующих бизнесменов, так и значительное число новых налогоплательщиков.  Высокую активность показал и режим для самозанятых. Within the framework of the implementation of the "Hearing State" concept, the Chairman of the Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan Yerzhan Mynzhasarov held an online meeting with the population of Pavlodar region, during which he announced the results of the work and new approaches in the field of state audit. Alsoduring the meeting, he gave comprehensive answers to the questions that arose.The meeting was held in the format of an open dialogue, residents actively asked questions, including on remote checks.At the end of 2025, the audit covered 6.6 trillion tenge, financial violations were revealed for 462.4 billion tenge and more than 4.4 thousand procedural violations. At the same time, the number of inspections was reduced by 22%, and the volume of violations identified increased by 36%. This was made possible by an increased risk-based approach and the use of digital tools that improved audit accuracy.Particular attention is paid to the prevention of violations. Desk audits prevented attempts to increase the value of public procurement contracts by 57.5 billion tenge. A pilot was launched for a desk check of acts of work performed before payment.Online budget monitoring made it possible to stop the overstatement of planned government spending by 1.5 trillion tenge and identify fraudulent schemes by 1.5 billion tenge. The prospects for expanding legal framework, including the possibility of introducing a visa-free regime for holders of national passports were considered.The leadership of the Ministry of Foreign Affairs of North Macedonia congratulated Kazakhstan on the successful adoption of the new Constitution in the referendum held on March 15 and expressed confidence that the reforms would contribute to the country’s further development.Arman Issetov noted: «Kazakhstan attaches great importance to the comprehensive deepening of multifaceted relations with the Republic of North Macedonia.
