Amid the active development of industry and agriculture, the volume of cargo transportation in the region, including container shipments, has been increasing annually. At the same time, the region faces a shortage of containers, while the capacity of the existing freight station in Kostanay remains limited.Grain and flour transportation remains especially relevant. In September–November 2025, 1.1 million tons of grain were exported from the region — 306 thousand tons more than in the same period last year. The main volume of supplies was directed to Uzbekistan.An international transport and logistics complex “Tobyl” is under construction in Kostanay. Сегодня в Правительстве под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина состоялось второе заседание Проектного офиса внедрения Налогового кодекса. Основной фокус обсуждения был сосредоточен на наиболее чувствительных для малого и микробизнеса вопросах, в том числе на механизмах налогового регулирования с «чистого листа».В первую очередь рассмотрены конкретные корректировки налогового администрирования в переходный период. Как было отмечено, в рамках корректировок по принципу с «чистого листа» до 1 января 2026 года субъекты малого и микробизнеса освобождаются от налоговых проверок и камерального контроля, а также от привлечения к административной ответственности. При этом предусмотрен ряд исключений, о которых Комитет государственных доходов ранее проинформировал через официальные каналы.«17 декабря 2025 года Правительством было принято решение о корректировке налогового администрирования на переходный период. В развитие этого решения разработаны правила списания пени и штрафов при условии уплаты налоговой задолженности до 1 апреля текущего года, пересмотрены процедуры ликвидации и прекращения деятельности субъектов предпринимательства, а также изменены подходы к камеральному контролю в отношении малого и микробизнеса. Проекты соответствующих нормативных правовых актов размещены на портале «Открытые НПА» и планируются к принятию в начале февраля», — проинформировал на заседании заместитель председателя Комитета госдоходов Жанибек Нуржанов. Отмечено, что по нарушениям, связанным с постановкой на учет по НДС и сформировавшимся до 2026 года, административные дела возбуждаться не будут, а ранее вынесенные органами государственных доходов  дела подлежат прекращению. Эти меры направлены на обеспечение максимально комфортного перехода бизнеса к новым условиям налогового администрирования.По итогам заседания КГД и НПП «Атамекен» договорились о проведении расширенного совещания с участием предпринимателей для разъяснения практики применения норм регулирования с «чистого листа».За прошедшую неделю в Комитет государственных доходов через call-центр и телеграм-бот Salykbot поступило 19,4 тыс. обращений, в Министерство национальной экономики – 50, в НПП «Атамекен» – 14. Основной поток прикладных вопросов поступает через каналы КГД. Чаще всего предпринимателей интересуют выбор налогового режима, работа в кабинете налогоплательщика, выписка электронных счетов-фактур и текущие процедурные вопросы. По таким обращениям разъяснения даются оперативно.В результате системной разъяснительной работы зафиксировано снижение нагрузки на call-центр КГД: если ранее ежедневно поступало порядка 5,5 тыс. обращений, то в настоящее время – около 4,7 тыс. в день.Вопросы системного характера аккумулируются в Министерстве национальной экономики и НПП «Атамекен». В их числе – применение ставок НДС по долгосрочным договорам, налогообложение ОСИ, условия налогообложения организаций, в которых работают лица с инвалидностью, применение различных ставок НДС и освобождений в сфере медицины, а также расширение перечня видов деятельности для самозанятых.Один из примеров таких обращений привел заместитель председателя НПП «Атамекен» Тимур Жаркенов. Речь идет об отмене льгот по НДС в сфере медицины. Согласно Налоговому кодексу, освобождение от НДС оборотов по реализации и импорту лекарственных средств сохраняется только в рамках ГОБМП и ОСМС, а также при лечении социально значимых и орфанных заболеваний. При этом лекарственные средства, реализуемые в коммерческом сегменте, медицинские изделия, а также материалы и комплектующие для их производства подлежат обложению НДС по ставке 5% с 2026 года и 10% – в дальнейшем. Это, по мнению бизнеса, может привести к росту расходов конечных потребителей.Дополнительно отмечены риски дефицита лекарственных средств и медицинских изделий в коммерческом сегменте в условиях установленных предельных цен, а также то, что обороты по реализации и импорту фармацевтических субстанций и оборудования для производства лекарств и медицинских изделий будут облагаться НДС по базовой ставке 16%.Серик Жумангарин отдельно поднял вопрос необходимости масштабной разъяснительной работы по использованию информационных систем налоговых органов. Было отмечено, что при активном развитии цифровых сервисов не все пользователи успевают адаптироваться к изменениям. В этой связи требуется выработка понятных алгоритмов обучения, в том числе с использованием цифровых помощников, а также обеспечение постоянной обратной связи с бизнесом.Работа по формированию пула системных вопросов будет продолжена на текущей неделе. As part of the implementation of the National Product Catalog, the Ministry of Trade and Integration of the Republic of Kazakhstan, together with the Ministry of Finance of the Republic of Kazakhstan and Kazakhtelecom JSC, held expanded working meetings with business representatives in December 2025 at the Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan. This memorandum establishes a coordinated approach between government agencies and the community to implementing the requirements of the National Product Catalog, taking into account market readiness, government services, and information systems.This memorandum stipulates that, starting January 1, 2026, administrative penalties will no longer be applied, and businesses will continue to operate without restrictions. This was done to allay business concerns and complete the pilot operation of the state database of the National Product Catalog.Furthermore, this memorandum establishes a phased introduction of requirements in 2026 for importers, domestic producers, retail chains, and small and micro businesses, including convenience stores. Он отметил, что Монголия является важным партнером Казахстана в Азиатском регионе, а двустороннее сотрудничество последовательно развивается в духе взаимного уважения и доверия, имеющих глубокие исторические корни.Основное внимание было уделено торгово-экономическому взаимодействию как ключевой основе казахстанско-монгольского партнерства. Главами государств поставлена цель увеличить двусторонний товарооборот в среднесрочной перспективе до $500 млн. Стороны выразили уверенность, что ее достижение будет обеспечено за счет расширения номенклатуры взаимных поставок, развития кооперационных проектов и поэтапного устранения торговых и административных барьеров.По итогам января-ноября 2025 г. товарооборот между Казахстаном и Монголией составил $121,5 млн (+5,5%), в том числе экспорт – $113 млн, импорт – $8,6 млн. В структуре казахстанского экспорта преобладают табачные изделия, семена рапса, хлеб, мучные и кондитерские изделия, пищевые продукты, масличные культуры, а также двигатели и продукция машиностроения. Импорт из Монголии представлен мясом и мясными продуктами, кашемиром, обувью, коврами и изделиями из шерсти.В целях дальнейшего наращивания товарооборота казахстанская сторона планирует направить в Монголию торговую миссию для установления прямых деловых контактов, а также презентации индустриальных и свободных экономических зон и экспортного потенциала Казахстана.Отдельно подчеркнут высокий потенциал сотрудничества в сфере сельского хозяйства. In Kostanay, as part of the republican environmental initiative "Taza Kazakhstan", the youth of the Assembly of People of Kazakhstan held an interregional online meeting and organized an environmental interactive event for residents of the city, bringing together representatives of three regions and citizens around the topic of personal responsibility for environmental cleanliness.The event was held on January 23, 2026 at the House of Friendship. It was attended by members of the "Assembly of Zhastars" of the regional APK, youth wings of ethnocultural associations of Kostanay region, youth of the Assembly of the People of Kazakhstan of the North Kazakhstan region, as well as the Student Assembly of the city of Pavlodar.The campaign consisted of two stages. The first stage, an online meeting in the format of a Zoom conference, brought together representatives of youth organizations of Kostanay and North Kazakhstan regions and the Student Assembly of Pavlodar. The participants shared their experience in implementing environmental action in the regions, presented best practices and initiatives, and discussed work plans for 2026. Members of the youth movement "Assembly of Zhastars" and leaders of youth wings of ethnocultural associations became speakers from Kostanay region. At the end of the meeting, there was a question and answer session, an open discussion and a summing up.The second stage of the campaign, an environmental interactive event for city residents, was held in the shopping and entertainment centers TSUM and MART. The youth held a live chat with the townspeople based on the animated film "WALL ·I", which raises the topic of human responsibility for the environment.
