Gasification of Kostanay region: coverage, plans and prospects 14.10.2025

A seminar on explaining the norms of the new Tax Code of the Republic of Kazakhstan was held in Almaty today, organized by the Ministry of Finance of the Republic of Kazakhstan and the State Revenue Committee, together with the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken". The event brought together more than 800 participants – representatives of business, government agencies and NCE "Atameken".Vice Minister of Finance Yerzhan Birzhanov and Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan Zhanybek Nurzhanov presented the main amendments to the new Tax Code aimed at simplifying tax administration and creating favorable conditions for entrepreneurs, including reducing the volume of tax reporting by 30%, transferring desk inspections to a preventive format, eliminating automatic account blocking, simplifying procedures for granting deferrals and installments on tax obligations, reducing the number of special tax regimes to three, etc.Special attention was paid at the meeting to the taxation of the self-employed and small businesses. 150 tons of waste collected in Atyrau region as part of World Clean Up Day 14.10.2025
A large-scale environmental cleanup event was held in Atyrau region in honor of World Clean Up Day, the Regional Communications Service reports.Regional executive bodies, businesses, volunteers, youth organizations, environmental activists, and local residents participated in the event. More than 10,000 people participated, including from districts and rural areas.The cleanup covered the area from the Samal to Saryozek microdistricts in Atyrau city, the area near the ring bridge in the Atyrau microdistrict, and all districts of the region. Approximately 150 tons of waste were collected and transported to specialized landfills.World Clean Up Day is an international environmental movement that takes place annually in more than 180 countries. Over 18 million volunteers participate in the event, clearing natural areas of waste. In a children's store in East Kazakhstan, price tags were found in a different currency 14.10.2025
The Department of Trade and Consumer Protection of the Ministry of Trade and Integration of the Republic of Kazakhstan for the East Kazakhstan Region received complaints about price tags in rubles at a children's store.Based on the complaints, the Department conducted an unscheduled inspection of the business. During the inspection, the information was confirmed; some products did indeed still have labels indicating prices in foreign currencies. Store management attributed the situation to a lack of knowledge of legal regulations and a shortage of staff.According to Part 4 of Article 193 of the Code of the Republic of Kazakhstan "On Administrative Offenses" (hereinafter referred to as the Code of Administrative Offenses), the sale of goods in the Republic of Kazakhstan, marked with a price tag and displayed in internal and/or external storefronts without indicating a price in tenge, or the indication of a price in a currency other than tenge during sale, shall entail a fine of six monthly calculation indices for small businesses, ten monthly calculation indices for medium-sized businesses, and thirty monthly calculation indices for large businesses.In accordance with Part 5 of Article 193 of the Code of Administrative Offenses, the action specified in Part 4 of this article, if repeated within one year of the imposition of an administrative penalty, shall entail a fine of sixty-five monthly calculation indices for small businesses, one hundred twenty monthly calculation indices for medium-sized businesses, and two hundred monthly calculation indices for large businesses.Following an unscheduled inspection, a repeat offense was identified. A report on the administrative offense was drawn up for violating the legislation of the Republic of Kazakhstan on the regulation of trade activities, imposing an administrative penalty in the form of a fine of 200 MCI under Part 5 of Article 193 of the Code of the Republic of Kazakhstan "On Administrative Offenses." Results of the EU-UN Joint Programme Supporting Children Returned from Conflict Zones was Reviewed in Turkestan 14.10.2025
Turkestan, 19 September 2025 – Turkestan hosted the final meeting of the Coordinating Working Group for phase two of the European Union (EU) and United Nations (UN) Joint Programme to support the states of Central Asia in reintegrating citizens who have returned from conflict zones. The meeting brought together representatives of the Ministry of Foreign Affairs of the Republic of Kazakhstan, relevant government bodies, the United Nations Children’s Fund (UNICEF), the EU Delegation to Kazakhstan, international organizations, and regional akimats (regional administrations). The participants approved priorities for further cooperation and for integrating successful practices into national child-protection policies and programmes.Speaking at the meeting, Ambassador-at-Large of the Ministry of Foreign Affairs of Kazakhstan, Stanislav Vassilenko, noted that the successful completion of the second phase confirmed the effectiveness of Kazakhstan’s partnership with UNICEF and the European Union. He emphasized the steady strengthening of the national child-rights protection system and Kazakhstan’s readiness to expand the exchange of best practices domestically and with international partners. The Ambassador recalled that Kazakhstan had returned more than 700 citizens, including 526 children, from conflict zones and provided them with comprehensive support for sustainable reintegration. Today, progress is clearly visible in the children’s own achievements: in Almaty Region, a teenager won 3rd place in the “Akbota” intellectual marathon; in Zhetysu Region, a school student took 1st place in the international “Pony” competition; and in Karaganda Region, a student won 2nd place at the international English Olympiad “English Vocabulary.” These stories attest to the effectiveness of inter-agency support and rehabilitation.Deputy Head of the EU Delegation to Kazakhstan, Aaro Ylitalo, underlined that cooperation with UNICEF and the Government of Kazakhstan is aimed at creating a safe and enabling environment for children who have experienced trauma. The unified framework for monitoring the availability and quality of services for child returnees and their families has been updated and is being rolled out; data are collected through ethically safe tools with access for the competent authority. This enables evidence-based decision-making.Minimum Package of Services (MPS) of the child-protection system. A foundation for national standardization has been established: mandatory services at the local level, delineation of agency roles, unified quality standards, inter-agency protocols, and referral pathways. A system-maturity assessment indicates movement toward integration and stronger coordination.Workforce development and scaling of practices. In 20 regions, a pool of trainers on the trauma-informed approach has been formed; specialists of the Centers for Psychological Support (CPS) and Centers for Parental Pedagogical Support (CPPS) have been trained; supervisions and online consultations have been conducted; the capacities of guardianship and trusteeship bodies have been strengthened (over 500 staff trained). The case-management approach has been adopted at the national level for CPS.Innovative approaches to reintegration. In partnership with JSC “National Center for Professional Development ‘Orleu’” (NCPD “Orleu”), the “Stories Between Generations” method is being implemented: 10 master-trainers have been prepared, cascade webinars have been held for 250 teachers, and educational materials and monitoring tools for work with children have been developed.During the practical segment of the meeting, participants visited the Center for Psychological Support and the Family Support Center in Turkestan city, where they reviewed case management, violence-prevention efforts, and family accompaniment at the local level. The new Tax Code of the Republic of Kazakhstan cancels the withholding of individual income tax from pension payments from the UAPF for residents of the Republic of Kazakhstan Current questions about the UAPF 14.10.2025
1. What portion of a pension is currently taxed in Kazakhstan and what portion is not?In Kazakhstan, pension benefits from the state budget are tax-exempt, while benefits from the Unified Accumulative Pension Fund (UAPF) are taxable. According to the current Tax Code, pension benefits from the UAPF are considered income subject to individual income tax (IIT) at a rate of 10% at source. This means that pension contributions are transferred to individual pension savings accounts before tax. IIT is withheld upon payment. IIT is withheld collectively from all types of pension benefits, including compulsory pension contributions (CPC), compulsory occupational pension contributions (COPC), and voluntary pension contributions (VPC). Adjustments and tax deductions are also taken into account.However, this situation will only last until the end of 2025. As a reminder, the new Tax Code will come into effect on January 1, 2026, and, according to it, IIT will not be withheld from pension benefit payments from the UAPF. 2. What changes have been made to the new Tax Code of the Republic of Kazakhstan regarding individual income tax (IIT) on pension benefits? According to the new Tax Code of the Republic of Kazakhstan, from 01.01.2026, individual income tax (IIT) will not be withheld from all types of pension payments, as well as from lump-sum pension benefit payments (LSPBP) for housing and/or medical treatment, except for cases when the recipient is not a resident of the Republic of Kazakhstan. The changes also include the cancellation from January 1, 2026 of accrued obligations to pay IIT from LSPBP for housing/treatment, deferred until pension payments are received according to the schedule.3. Will the IIT withheld before January 1, 2026 be refunded? The provisions of the new Tax Code do not provide for the return of previously withheld IIT.Let us clarify that according to the current Tax Code, when using lump-sum pension benefit payments for housing/treatment, IIT is withheld. At the same time, there are two ways to withhold it at the recipient's choice: immediately upon receipt of the LSPBP or with a deferment until retirement. In connection with the introduction of the new Tax Code from 01.01.2026, if the contributor pays IIT earlier, it will not be returned, and the obligations for the deferred IIT will be written off.Let us note that until December 31, 2025 inclusive, the calculation, withholding and payment of IIT from pension payments and EPO from UAPF will be carried out in the current mode4. If the beneficiary has reached retirement age and is paying IIT, will the IIT deduction continue from 1 January 2026?The provisions of the new Tax Code provide for the exemption from January 1, 2026, of income in the form of pension payments, lump sum pension benefit payments from UAPF from individual income tax, with the exception of pension benefit payments from UAPF made to non-residents of the Republic of Kazakhstan. 5. How will the rules on tax deductions for voluntary pension contributions change?The changes include the abolition of tax deductions on voluntary pension contributions made in one's own favor from January 1, 2026. However, like other types of payments from the UAPF, pension benefits from the VPC will be exempt from IIT.At the same time, the rule will remain that voluntary pension contributions transferred by a tax agent to the UAPF in favor of an employee are not an individual's income (and therefore are not subject to IIT), and for the employer, such expenses are deductible when calculating corporate income tax. That is, in this case, both the employee and the employer receive tax benefits.UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. The Ministry of Finance of the Republic of Kazakhstan, following the President's Message "Kazakhstan in the era of artificial Intelligence: current challenges and their solutions through digital transformation," implements digital technologies, forms a unified ecosystem and develops smart platforms. A demonstration of digital projects was held at the Electronic Finance Center. The event was attended by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin, First Vice Minister of National Economy Azamat Amrin, Vice Ministers of Finance Asset Turysov and Yerzhan Birzhanov, as well as Chairman of the State Revenue Committee Zhandos Duisembiev.One of the projects presented was the Smart Data Finance system, which combines data from more than 70 sources and databases. The solution has been certified for information security and put into commercial operation, providing a reliable basis for analytics and management.Currently, a digital taxpayer profile is being formed, including information about property, business, taxes, participation in public procurement, support measures and personnel indicators. For tax purposes, dossiers have been created for 1.9 million individual entrepreneurs, 584 thousand legal entities and 20.4 million individuals. Based on the collected data, automated calculation of taxes and control over the timeliness of their payment are carried out. Budget revenue models are predicted, and the tax potential of industries and regions is determined.The staff of the Center for Electronic Finance has also developed a digital map of state finances, which reflects the flow of cash online. It is complemented by a National Product Catalog covering more than 15 million items. From January 2026, its use will become mandatory, which will provide a single reference book for accounting, statistics, public procurement and customs, reduce shadow turnover and create fair competition conditions.The Ministry is already implementing new tax and customs administration tools. The e-Tamga system is aimed at preventing the issuance of fictitious invoices and identifying "one-day" firms. The integrated tax administration system has combined seven outdated solutions into a single platform, providing full tax support to entrepreneurs. The Keden system automates customs processes, introduces remote interaction between participants in foreign economic activity and uses elements of artificial intelligence.A single entrepreneur's personal account has been created for businesses – a portal and a mobile application that combines all the services of the Ministry of Finance in a user-friendly interface. Within the framework of budget planning, unique identifiers of projects and expenses have been introduced, according to forecasts, this innovation will save budget funds. A digital profile of the government agency has been launched with online reflection of receipts, expenses and financial discipline. Environmental development of the region: nature conservation and implementation of modern solutions for a sustainable future 13.10.2025
Ecology in Kostanay region is designated as one of the strategic priorities.Urban development and increased municipal waste generation require careful attention to the environment. In this regard, separate collection, sorting, disposal and recycling of waste is being introduced in the field of municipal waste management.Thus, separate waste collection (plastic, glass, paper, bulky, mercury-containing waste, waste from electronic and electrical equipment) has been introduced in 61 settlements, where more than 2,100 special containers have been installed.Waste sorting is carried out in 29 settlements. The sorting process is carried out by manual sorting and on 7 waste sorting lines. In the region, 14 private companies process recyclables and produce 17 types of finished products (geogrid, geotextile, geocomposite, geocapes, polyethylene gas and water pipes, cable pipe, polymer-sanded paving stones, manholes, rubber chips, egg trays, cinder blocks, pyrolysis fuel, PVC panels, inert material, plastic boxes, gas tanks made of plastic).If a few years ago the volume of waste recycling was insignificant, today there is significant progress: the share of solid household waste recycling increased from 1.8% in 2017 to 21.1% in 2024. Thus, the indicator has increased almost 12 times, which is a significant step towards ensuring the environmental safety of the region.At the same time, in order to develop the sphere of municipal waste management by private enterprises, 3 projects totaling 0.5 billion tenge were implemented in 2024-2025 through preferential loans from Damu Entrepreneurship Development Fund JSC and Industry Development Fund JSC. By the end of this year, the implementation of 2 projects totaling 0.8 billion tenge will be completed. The new Tax Code will affect all sectors of the economy, from agriculture and tourism to industry and services. Therefore, special attention was paid at the meeting to taxation issues in the tourism industry.The new Tax Code provides for simplified tax regimes and reduced rates for entrepreneurs working in this field. Now there will be three of them. The first one is for self-employed citizens who will be able to pay a single payment, including income tax and mandatory pension contributions. The second mode is based on a simplified declaration and is suitable for small and medium-sized businesses: the tax will be only 3% of income. The third mode is intended for peasant (farm) farms with preferential rates, allowing farmers to invest more in the development of production."In addition, the new code is aimed at reducing the shadow economy and increasing transparency of financial flows. For the tourism business, this means not only fair competition, but also access to state support measures, including within the framework of state regional development programs. Today, the Akim of the region, Nurlybek Nalibayev, along with responsible officials, met with representatives of the World Health Organization.At the meeting, the Akim noted that the state of the Aral Sea is not just a problem for one region or country, but a common, global environmental issue for the entire world.«Our President, Kassym-Jomart Kemelevich, has instructed that afforestation be carried out on the dry bed of the Aral Sea between 2021 and 2025, planting climate-resistant plants on an area of 1.1 million hectares and increasing greenery.From 2021 to 2024, 659,000 hectares of saxaul were planted. Work on the remaining 441,000 hectares will continue until the end of the year.Large-scale efforts are underway to improve the environmental situation in the Aral Sea region and protect the environment, with the support of foreign countries and international organizations.To stop sandstorms on the dry seabed, with the support of Germany, South Korea, the United States, and major international organizations and foundations, over 73,000 hectares of saksaul were planted.Furthermore, this year, a 33.5-hectare forest seed nursery, funded by the World Bank and worth 441 million tenge, was commissioned. This demonstrates the international community's commitment to the Aral Sea issue. We also consider this proof of the establishment of friendly ties.Large-scale projects have helped preserve the northern part of the Aral Sea and reduce water salinity. This has given a positive boost to the development of fisheries.
