A meeting of the regional akimat on the issue of fire danger in forest areas was held under the chairmanship of Kostanay Region Akim Kumar Aksakalov.The Head of State has identified the expansion of forest areas and their protection as one of the national priorities.The staffing of the forest guard has been strengthened in the region. While three years ago 825 people worked in forestry institutions, today their number has increased to 1,242 people.«Over the past three years, about 8 billion tenge has been allocated to strengthen the material and technical base of forestry institutions. With these funds, 51 fire trucks, 86 tractors, 36 forest fire complexes, and 78 patrol units of equipment were purchased. As a result, the level of equipment provision for forestry institutions has reached 90%. At the same time, they are 100% provided with fire trucks», – noted the regional akim.In 2025, a 35-meter-high fire observation tower was built in the Auliekol district for the first time in the last 30 years. It is planned to install another 20 towers over the next three years. By the end of 2028, the region's forest areas will be fully equipped with surveillance systems.Today, monitoring of forest territories is carried out using 40 video surveillance cameras, which cover 70% of the forested area. For comparison, only 8 cameras were operational in 2022.Thanks to the measures taken, the average area of a single forest fire has decreased by 2.5 times – from 11.4 hectares to 4.6 hectares in 2025. In the current year, this indicator stands at 1.5 hectares.The reduction in the area of forest fires has also made it possible to significantly decrease the average material damage from a single fire. A meeting of the regional akimat dedicated to ensuring water safety during the summer period was held under the chairmanship of Kostanay Region Akim Kumar Aksakalov.Currently, 23 official swimming areas have been designated within the region. The main causes of tragic incidents on the water remain insufficient parental supervision of children, swimming while intoxicated, and people overestimating their physical capabilities. Children must swim exclusively under the supervision of parents or other adults. If a minor is found near a body of water unaccompanied by adults, their parents will be held liable in accordance with current legislation.«Summer is not only a time for recreation but also a period of heightened responsibility for adults. The life and health of children primarily depend on the attentiveness and responsibility of parents. An additional 217 prohibition and warning signs need to be installed across the region. Our task is to warn residents about the danger. At the same time, every citizen must recognize personal responsibility for their own life and safety,» noted the head of the region.Currently, the rescue service is equipped with 35 units of automotive equipment, 21 watercraft, 30 sets of diving gear, 97 communication devices, and 30 units of rescue equipment. The official opening of the regional foresight center took place in the city of Kostanay – a new platform aimed at strengthening the interaction between science and industry. The project was implemented on the initiative of the National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan as part of the execution of the instructions of the Head of State Kassym-Jomart Tokayev on the development of regional science and its integration with the real sector of the economy.The event was held at the Smart Center of the Akhmet Baitursynuly Kostanay Regional University with the participation of representatives of the National Academy of Sciences of the Republic of Kazakhstan, central and local government bodies, higher education institutions, scientific organizations, large industrial enterprises, and the business community.The regional foresight center was established as a permanent platform for interaction between science, business, and the state. Its main task is to identify the technological needs of enterprises in the region, orient scientific potential towards solving current production challenges, and improve mechanisms for implementing scientific research results into the real sector of the economy.During the foresight session, new approaches to the development of domestic science were presented, based on the formation of scientific and technical tasks taking into account the needs of the regions. Mechanisms for open selection and financing of scientific projects were also discussed, and participants were presented with methodological documents regulating the conduct of foresight research, the preparation of scientific and technical assignments, and the organization of competitive procedures.Special attention was paid to the work carried out in the Kostanay region on the development of science and innovation. A Council for Science and Technology operates in the region, and based on the recommendations of the National Academy of Sciences, five priority areas of scientific development have been identified. These include the development of the agro-industrial complex, sustainable environmental management, processing of mineral raw materials and waste recycling, development of intelligent systems in mechanical engineering, information technology, and industrial digitalization.In addition, a target indicator for the share of expenditures on research and development work is included in the Development Plan of the Kostanay region for 2026–2030. Currently, higher education institutions of the region, together with industrial enterprises, are implementing eight scientific projects with a total cost of over 5.5 billion tenge.As part of the foresight session, representatives of leading enterprises in the region presented their production tasks and technological requests. The participants' attention was focused on the issues of implementing innovative solutions in the mining industry, commercializing scientific developments, developing carbon farming and digital agricultural technologies, as well as implementing a project for the production of plant-based dry milk substitute.The second part of the event featured a training seminar for representatives of local executive bodies and businesses. Twelve-year-old Karagandian Albina Kairbekova won a gold medal at the Central and North Asian Youth Chess Championship. The international tournament, held on the shores of Lake Issyk-Kul, brought together 479 of the strongest young athletes from Kyrgyzstan, Kazakhstan, Tajikistan, Turkmenistan, Uzbekistan and Russia.This was reported in the Department of Physical Culture and Sports of the Karaganda region.The participants competed in classical chess, rapid and blitz. Albina Kairbekova showed the best result in blitz among girls under 14 (G14 category), becoming the champion of Central and North Asia.Kazakhstan chess players performed well at the international tournament, winning 33 medals, 13 of which were gold. Развитие предпринимательской деятельности в стране сохраняет положительную динамику и демонстрирует устойчивость к внешним и внутренним экономическим изменениям. Об этом на заседании Правительства доложил заместитель Премьер-министра — министр национальной экономики Серик Жумангарин.По его словам, по итогам I полугодия текущего года общее количество субъектов предпринимательства составило 2,9 млн, что на 499 тыс. субъектов, или на 20,4%, больше по сравнению с началом 2026 года. При этом число самозанятых лиц составило 688 597 субъектов, а совокупная численность индивидуальных предпринимателей и самозанятых увеличилась с 1,9 млн до 2,3 млн.«Доля малого и среднего предпринимательства в ВВП в период с 2021 года имела тенденцию увеличения с 33,5% до 40,9% по итогам 2025 года. Несмотря на переток индивидуальных предпринимателей в категорию самозанятых, валовая добавленная стоимость на одного занятого в экономике остается положительной. Наблюдается прирост количества малых юридических лиц в горнодобывающей промышленности на 2,9%, строительстве и сельском хозяйстве на 2,5%, информации и связи на 2,4%. Также зафиксирован рост числа средних юридических лиц в операциях с недвижимым имуществом на 5,8%, финансах и страховании на 3,2%, сфере прочих услуг на 3,1%. Deputy Minister of Finance of the Republic of Kazakhstan Yerzhan Birzhanov reported on the key results of budget execution and the main areas of work of the Ministry of Finance.Republican budget revenues excluding transfers amounted to 8.5 trillion tenge, or 100.6% of the plan. Compared to the same period last year, receipts increased by 1.7 trillion tenge, or 24.6%. Tax revenues reached 8.3 trillion tenge, which is 100.3% of the plan. Their volume increased by more than 29%, or 1.9 trillion tenge.Income growth is ensured by favorable external economic conditions, expansion of the tax base, growth of foreign trade activity, as well as improvement of tax and customs administration.One of the priorities of the Ministry of Finance remains the expansion of the legal economy. Within the framework of the "People's Accountant" campaign, more than 61 thousand taxpayers received consultations. Thanks to the "Clean Slate" initiative, penalties and fines in the amount of 9.3 billion tenge were written off for 19 thousand small and micro-businesses. In addition, during the reporting period, the activities of about 546 thousand individuals who were not previously registered were legalized. The number of business entities, taking into account the self-employed, reached 2.9 million, having increased by more than 499 thousand since the beginning of the year, and the number of VAT payers increased to 158.2 thousand. Also, the Government approved a comprehensive plan to counter the shadow economy for 2026-2028.Special attention is paid to the modernization of customs infrastructure and digitalization of customs processes. The flow of vehicles through the modernized checkpoints increased by 18% and reached about 900 thousand cars. The volume of customs payments amounted to 2.4 trillion tenge, which is more than 400 billion tenge higher than the same period last year."The modernization of checkpoints contributes to an increase in budget revenues, creates favorable conditions for fair business and strengthens the country's transit potential. The next stage will be the further digitalization of customs processes with the introduction of artificial intelligence technologies," said Yerzhan Birzhanov.State budget expenditures were executed by 98.2%, the republican budget - by 99.6%. 3.6 trillion tenge was allocated to pay pensions and benefits, 3 trillion tenge to support the regions, and about 1.3 trillion tenge to support the real sector of the economy.The efficiency of the state audit continues to improve. Since the beginning of the year, 541 audit events have been held to cover budget funds in the amount of 1.8 trillion tenge. Financial violations in the amount of 456 billion tenge were revealed, of which more than 318 billion tenge have already been eliminated. At the same time, a single analytical platform SMART AUDIT QAZAQSTAN is being developed.During the meeting, it was also noted that the digital transformation of the social sphere continues. Новый пакет объединил предложения, выработанные в ходе работы Проектного офиса и профильных рабочих групп, а также поправки, подготовленные во исполнение поручений Главы государства, постановлений Правительства, поручений Премьер-министра и решений Проектного офиса. Всего на сегодняшний день в пакет включено 45 изменений. Их ключевые положения включены в Консультативный документ регуляторной политики, опубликованный 2 июля на сайте Министерства нацэкономики и портале «Открытые НПА».На 21-м заседании Проектного офиса, прошедшего под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина, участники рассмотрели очередной блок поправок. В частности, предлагается создать льготные налоговые условия для стимулирования легального оборота цифровых активов. Для этого предусмотрено освобождение физических лиц от уплаты индивидуального подоходного налога по доходам от операций с цифровыми активами, совершенных через казахстанских провайдеров услуг цифровых активов, на период с 1 января 2026 года по 31 декабря 2028 года.Отдельный блок поправок направлен на совершенствование механизмов государственной поддержки инвестиционных проектов и создание более привлекательных условий для иностранных инвесторов. В частности, предлагается восстановить механизм заключения инвестиционных приоритетных контрактов, а также соглашений об инвестициях со всем предусмотренным пакетом фискальных преференций. Кроме того, предлагается предоставить инвесторам возможность самостоятельно подводить необходимую инфраструктуру с последующим возмещением понесенных затрат через механизм вычетов по КПН.В новый пакет также включены решения, ранее выработанные на заседаниях Проектного офиса. Среди них — введение сверхвычета на расходы по маркировке товаров, расширение вычетов по ИПН для лиц с инвалидностью, восстановление освобождения отдельных доходов от социального налога, освобождение факторинга и форфейтинга от НДС, корректировка НДС по сельскохозяйственной продукции, относимого в зачет, акциз на плодовые вина и другие инициативы. Всего в пакет вошло 20 решений, принятых в ходе работы Проектного офиса.Кроме того, пакет дополнен поправками, направленными на дальнейшую цифровизацию налогового администрирования, совершенствование налоговых процедур и устранение выявленных в ходе применения Налогового кодекса вопросов. Они подготовлены с учетом обращений налогоплательщиков, предложений государственных органов, Национальной палаты предпринимателей «Атамекен» и Высшей аудиторской палаты. При этом ряд инициатив требует дополнительной проработки с бизнес-сообществом до внесения законопроекта на рассмотрение Курултая. В Правительстве состоялось очередное 100-е заседание Межведомственной комиссии по вопросам регулирования предпринимательской деятельности под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина. Участники подвели итоги работы по развитию малого и среднего предпринимательства за 2025 год, рассмотрели меры по дальнейшему снижению административной нагрузки на бизнес, а также поддержали законодательные инициативы, направленные на усиление контроля в сфере карантина растений, зернового рынка и регулирования электронных лотерей.По итогам 2025 года сектор малого и среднего предпринимательства продолжил укреплять свои позиции в экономике страны. Как сообщил вице-министр национальной экономики Ерлан Сагнаев, на 1 января 2026 года в Казахстане зарегистрировано 2,4 млн субъектов малого и среднего предпринимательства, из которых 2,2 млн являются действующими. За последние пять лет доля действующих предприятий выросла с 84,3% до 92,2%, увеличившись на 7,9 процентного пункта. Основную часть предпринимательского сектора составляет малый бизнес – 2,4 млн субъекта. Продолжает расти и вклад малого и среднего бизнеса в экономику страны. Если в 2020 году его доля в ВВП составляла 32,9%, то по итогам 2025 года достигла 40,9%. Из них вклад малого бизнеса составил 33,7%, среднего – 7,2%. На заседании отмечено, что государством продолжается работа по цифровизации регулирования и сокращению административных процедур. В 2025 году количество проверок бизнеса снизилось на 4,9%. Проверки на соответствие квалификационным требованиям сократились на 69,5% – с 1 173 до 358. Внеплановые проверки уменьшились с 47 154 до 46 884, иные проверки – с 4 993 до 3 449.Продолжается оптимизация разрешительной системы. Министерства по чрезвычайным ситуациям, внутренних дел и сельского хозяйства сократили сроки выдачи отдельных разрешительных документов, что позволяет предпринимателям экономить от 6 до 18 дней. Работа ведется и по сокращению отчетности. Из 192 действующих информационных инструментов предложено дополнительно сократить 15%. Уже автоматизировано 79 инструментов, или 40,7% от общего количества. В частности, в системе «Е-Минфин» в электронный формат переведены 10 форм отчетности.Одним из вопросов заседания стали поправки в законодательство, направленные на снижение рисков чрезмерного вовлечения граждан в электронные моментальные и тиражные лотереи.Поводом для изменений стали обращения граждан, поступающие в государственные органы. По информации Министерства туризма и спорта, участились случаи крупных финансовых потерь населения в электронных лотереях (к примеру, факты значительных проигрышей зафиксированы среди жителей Актюбинской области и города Шымкент). В настоящее время в стране функционирует более 200 организаций, осуществляющих такую деятельность.Поправками предлагается увеличить интервал между розыгрышами электронной тиражной лотереи в «лофтпарках» – вместо проведения каждые три минуты они смогут проводиться не чаще одного раза в 30 минут.Кроме того, вводится ограничение на количество приобретаемых билетов электронной моментальной лотереи у оператора лотереи за определенный период времени.Отдельное внимание в ходе заседания было уделено правовому регулированию в агропромышленном комплексе. В связи с отменой обязательных карантинных сертификатов при межобластной перевозке продукции в 2025 году возникли риски бесконтрольного распространения карантинных объектов. В 2023 году было выявлено 1 986 нарушений на сумму штрафов 158,5 млн тенге, в 2024 году – 2 093 нарушения на сумму 208,1 млн тенге.Поправками предлагается вновь сделать карантинный сертификат обязательным при межобластных перевозках подкарантинной продукции и установить административную ответственность за его отсутствие.Размер штрафов составит: для физических лиц – 20 МРП; для должностных лиц, субъектов малого предпринимательства и некоммерческих организаций – 30 МРП; для субъектов среднего предпринимательства – 40 МРП; для субъектов крупного предпринимательства – 100 МРП.Еще одним решением станет возвращение ежегодного обследования хлебоприемных предприятий перед приемом нового урожая. Вице-министр сельского хозяйства Ермек Кенжеханулы сообщил, что системные обследования хлебоприемных предприятий не проводились в стране с 2018 года.По его словам, это обусловлено изменениями в законодательстве и общим подходом к проведению проверок. Действующий подход не позволял обеспечить непрерывный и комплексный мониторинг всего технологического цикла – от приемки зерна до его хранения и последующей отгрузки. В результате за последние пять лет проверочные мероприятия охватили предприятия лишь четырех областей, что существенно повышало риски технологических нарушений при сушке и хранении зерновых культур. В 2024 году было выявлено 37 нарушений требований законодательства о зерне, к ответственности привлечен 31 субъект бизнеса. В 2025 году зафиксировано 11 нарушений, привлечены четыре предприятия.Поправками в Закон «О зерне», Предпринимательский кодекс и Кодекс об административных правонарушениях предусматривается введение обязательного ежегодного обследования хлебоприемных предприятий, а также административной ответственности за несоответствие установленным требованиям.Реформа затронет 189 субъектов бизнеса, зарегистрированных в системе зерновых расписок «AgriBonds» на платформе «QOLDAU». По оценке Министерства национальной экономики, его рост превышает 5%. Несмотря на снижение объемов добычи нефти по сравнению с аналогичным периодом прошлого года на 8,4%, реальный сектор экономики вырос на 5,1%, сфера услуг - на 3,5%.Экономика продолжает расти за счет несырьевых отраслей. Более 80% прироста ВВП обеспечили обрабатывающая промышленность, строительство, торговля и транспорт, которые сохраняют наиболее высокие темпы развития.Лидером по темпам роста остается строительство. За первое полугодие объем выполненных строительных работ увеличился на 15,2%. Введено в эксплуатацию 8,5 млн кв. м жилья, что на 6,7% больше, чем за аналогичный период прошлого года.В обрабатывающей промышленности объем производства вырос на 9,8%. По итогам шести месяцев объем выпущенной продукции достиг 16,2 трлн тенге, что выше  показателя  горнодобывающей отрасли, который составил около 15,9 трлн тенге.Несмотря на снижение темпов роста производства в металлургии, на долю которой приходится более 40% обрабатывающей промышленности, рост сектора обработки обеспечили другие производства. Выпуск готовых металлических изделий увеличился на 39,9%, автомобилей - на 31,6%, фармацевтической продукции - на 43,6%, химической  - на 20,7%, резиновых и пластмассовых изделий - на 21,8%, строительных материалов - на 14,1%, продуктов питания - на 14,7%.Положительная динамика сохраняется и в других отраслях экономики. Объем торговли вырос на 5,7%, сельского хозяйства — на 4,4%, услуг связи — на 4,3%.Транспортно-логистическая отрасль увеличилась на 7,1%. Рост обеспечен расширением услуг вспомогательной транспортной деятельности на 14%, увеличением объемов железнодорожных грузоперевозок на 4,9% и автомобильных грузоперевозок на 11,4%.Сохраняется высокая инвестиционная активность. Инвестиции в основной капитал выросли на 9,6%. The regional civil forum "The Constitution — the Legal Basis for the Development of Civil Society" was held at the House of Friendship. The event was attended by the akim of the region Murat Ergeshbayev, heads of non-governmental organizations, departments and agencies, youth associations, and civil society activists.The issues of enhancing the role of civil society institutions under the new Constitution, strengthening constructive partnership between the state and society, as well as developing a culture of public dialogue were discussed."Uniting society around common goals and broadly engaging non-governmental organizations in the implementation of socially significant initiatives is an effective practice that contributes to improving the quality of public administration and strengthening trust between society and the authorities.President Kassym-Jomart Tokayev, in his Address to the people of Kazakhstan, emphasized the need to support and strengthen civil society, involving it in the discussion of the most pressing national tasks in order to solve them.Today, civil society institutions in our region actively participate in the implementation of state initiatives, protect the interests of the population, and contribute to solving urgent social issues",- noted Murat Ergeshbayev.Currently, about a thousand public organizations are registered in the region. During a working trip to the Aral district, the head of the region Murat Ergeshbayev, regional prosecutor Rizabek Ozharov, representatives of the intelligentsia, and elders familiarized themselves with the operation of a motorcycle assembly plant.The "Togys-Aralotyn" LLP has invested 1 billion tenge in this project. It is planned to produce 20,000 components per year. 50 percent of the products manufactured at the plant will be supplied to the domestic market, and the remaining 50 percent will be exported abroad.Production projects are of great importance for diversifying the region's economy, creating new jobs, and increasing export potential.After this, the regional akim addressed issues related to the construction of the "Beineu – Sekseul" highway.As a reminder, at the V meeting of the National Kurultai, the Head of State instructed to accelerate the construction of the "Beineu – Sekseul" highway.In accordance with this, the relevant ministry is currently determining the sources of project financing, and design and estimate documentation is being developed.780 billion 285 million tenge is being allocated for the construction of the road. The total length is 559 kilometers, of which 189 kilometers belong to the Kyzylorda region. One of them is the plant of the «Kazakh Camel» company for the production of camel milk powder worth 3 billion tenge.Despite the presence of camel milk processing enterprises in the country, there are very few plants producing dry powder on an industrial scale. Therefore, this project is a unique and important initiative,» — noted Murat Ergeshbayev.The production capacity of the enterprise is about 400 tons of products per year. The plant will create 23 permanent jobs.For the production of dry powder, up to 20 thousand liters of camel milk will be required daily, which will become an additional source of income for local residents engaged in animal husbandry. They will be able to deliver milk daily and receive a stable income.In order to expand sales markets, a long-term contract for the export of products to China has been concluded for a period of 10 years. As part of state support, the enterprise has been provided with a land plot of 1 hectare on the territory of the industrial zone. In addition, financing in the amount of 1.8 billion tenge is provided through the Industrial Development Fund for the purchase of necessary technological equipment from China.During the ceremony, regional prosecutor Rizabek Ozharov, representatives of the older generation Aitbay Kosherbay and Adilbek Aiymbetov delivered speeches. Akim of the region Murat Ergeshbayev made a working trip to the Aral district. He met with residents of the Koszhar rural district and inspected the work of the "Kamystybas" fish hatchery. The hatchery, with more than half a century of history, preserves valuable fish stocks and increases the natural population. Here, such gifts of the sea as carp, grass carp, and silver carp are bred. As part of the state order, 12 million fingerlings and 420 thousand two-year-old fry are raised annually and released into the Aral Sea and the SyrDarya River. This contributes to increasing the fish stocks of the region's water bodies. The Akim of the region gave specific instructions to the heads of responsible sectors on the efficient use of natural resources.On the territory of the Aral district, there are 18 sites of the Small Aral Sea, the SyrDarya River, and 17 lakes favorable for the development of fisheries.
