Astana, February 13, 2025 - Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu received Ambassador of the Islamic Republic of Iran Ali Akbar Jokar.During the meeting, the parties discussed the current state and prospects of bilateral cooperation, as well as upcoming events aimed at developing political, economic, cultural and humanitarian ties.The Kazakh Foreign Minister emphasized the importance of Iran as a reliable partner and noted the need to take concrete steps to deepen trade and economic cooperation. A meeting of the regional commission for social partnership and regulation of social and labor relations was held in the regional center. Remote medical consultations have become available at the Kostanay Regional Hospital 13.02.2025
A new service has been introduced in the Kostanay Regional Hospital — remote medical consultations. This is a significant innovation that allows residents of remote settlements to receive qualified medical care without leaving their district.The service was launched at the end of 2024 and already in January 2025, specialists of the regional hospital conducted 13 online consultations. Most often, patients consulted a urologist and a neurologist, but all specialists in the therapeutic and surgical fields have the opportunity to receive a consultation. It is important to note that this year, scarce specialists — a hematologist and an allergist — arrived at the hospital, which expands the possibilities of medical care.How does an online consultation work?Remote consultations are conducted only for patients who have already had an initial offline appointment. The doctor prescribes examinations that the patient undergoes at his district clinic, and then transmits the results — tests, images — in electronic format. Based on them, the specialist conducts an online consultation, most often via the WhatsApp messenger.– This is especially convenient for elderly patients and those who do not have the opportunity to travel to the regional center often, – notes the head of the outpatient clinic Saule Mendykulova.Saving time and moneyRural residents have already appreciated the benefits of the new service. Под председательством Спикера Сената Парламента РК Маулена Ашимбаева состоялось заседание Палаты, на котором сенаторы рассмотрели законы, касающиеся особого статуса города Туркестана, а также озвучили свои депутатские запросы.В ходе заседания сенаторами были рассмотрены Закон «Об особом статусе города Туркестана» и сопутствующий ему – «О внесении изменений и дополнений в некоторые законодательные акты РК по вопросам особого статуса города Туркестана и культурных центров за рубежом». Нормы законов нацелены на создание правовых условий для развития Туркестана как духовно-культурного, исторического и туристского центра Казахстана, а также защиту историко-культурного наследия и сохранение уникальности духовных объектов.«Важность присвоения особого статуса Туркестану – историческому городу и духовному центру тюркского мира была отмечена Президентом страны Касым-Жомартом Кемелевичем Токаевым на встрече с общественностью региона. Во исполнение поручения Главы государства разработан и одобрен специальный закон, в соответствии с которым предусмотрены комплексные меры по развитию города Туркестан как архитектурного, духовного, историко-культурного и туристического центра Казахстана. В этой связи были пересмотрены компетенции центральных и местных государственных органов. Наряду с этим, охвачены вопросы развития инженерной, транспортной, социальной и туристической инфраструктуры. Надеемся, что одобренные законы будут способствовать всестороннему развитию Туркестана»,– прокомментировал Маулен Ашимбаев одобренный закон.Для сохранения уникальности мавзолея Ходжи Ахмеда Яссауи будет установлен запрет на строительство объектов высотой более семи метров и несовместимых с памятниками истории и культуры по масштабу, цвету и строительным материалам на расстоянии ста метров от границы охранной зоны мавзолея.Предусмотрен и ряд поправок, направленный на обеспечение комфортных условий для лиц с инвалидностью и создание инклюзивного туризма. Речь идет, в том числе о безбарьерном доступе к инфраструктуре.Также пересмотрены компетенции для акиматов и маслихатов. Теперь осуществлять государственный контроль в сфере охраны и использования объектов историко-культурного наследия на территории города, разработку правил возмещения части затрат мастеров в сфере национального ремесленничества города за счет средств местного бюджета будет акимат. Касается это и процедуры согласования схем, и порядка движения транзитного автомобильного транспорта через территорию города Туркестана.Таким образом, как было отмечено сенаторами, законодательные нормы призваны сформировать эффективную систему управления и сохранения памятников и объектов историко-культурного значения города, в том числе расположенных в охранной зоне объекта всемирного наследия – мавзолея Ходжи Ахмеда Яссауи.Кроме того, сенаторы озвучили свои депутатские запросы.Андрей Лукин заявил, что отечественные предприниматели все чаще страдают от необоснованных отмен результатов госзакупок и предложил пакет мер по комплексному решению проблемы, включая разработку механизмов персональной ответственности аудиторов за систематические нарушения, в том числе дисциплинарные взыскания.Бибигуль Жексенбай указала на проблемы в сфере инклюзивного образования, ключевые из которых – нехватка специалистов и устаревшие нормы. Для решения проблемы сенатор предложила автоматизировать учет данных по лицам с инвалидностью, внедрить раннюю диагностику, увеличить подготовку специалистов и разработать дополнительные меры социальной поддержки семей.Айнур Аргынбекова акцентировала внимание на забюрократизированных процессах внедрения современных методов диагностики и лечения в стране, что препятствует своевременному излечению пациентов инновационными методами. Поэтому необходимо оптимизировать сроки регламентации этапов оценки технологий здравоохранения, упростить разрешительные процедуры, исключив дублирующие экспертизы новых технологий различными госорганами.Сакен Арубаев рассказал о проблемах хлопкоробов. Для модернизации отрасли сенатор предложил пересмотреть программу субсидирования, а также создать и развивать хлопковый кластер.Марат Кожаев считает, что штрафы не помогают бороться с растущим количеством нарушений ПДД. Инициатива депутата – за систематические нарушения, выявленные в автоматическом режиме, направлять водителей на повторную сдачу экзамена, а также временно лишать их водительских прав.Алишер Сатвалдиев выразил обеспокоенность нехваткой учебных заведений, аварийным состоянием школ и большим количеством переполненных классов в Туркестанской области. Исходя из нужд учащихся, сенатор призвал Правительство направить финансирование на строительство дополнительных 12 школ.Жанна Асанова подняла тему необходимости введения в школьную программу курсов по жизненным навыкам, включая домоводство, ремонт, оказание первой помощи, финансовую и правовую грамотность. 12 февраля 2025 года Министерство национальной экономики РК совместно с АО «Институт экономических исследований» и Программой развития ООН провели семинар по обсуждению проекта Добровольного национального обзора 2025 года.Основная цель мероприятия — инициировать широкое обсуждение проекта Обзора и обменяться мнениями с ключевыми участниками процесса, включая представителей государственных органов, бизнес-сообщества, неправительственных организаций, международных партнеров и независимых экспертов.В ходе своей приветственной речи Заместитель Председателя Сената Парламента РК Ольга Перепечина проинформировала участников о роли Парламента в достижении целей устойчивого развития (ЦУР), подчеркивая важность мониторинга и контроля за их реализацией, а также законодательной поддержки интеграции ЦУР. Она также отметила активное взаимодействие Парламентской комиссии с государственными органами, гражданским обществом и международными экспертами для разработки эффективных решений и оценки достигнутого прогресса.С приветственным словом выступила и Директор Департамента развития социальной сферы, правоохранительных и специальных органов МНЭ РК Нургуль Жанназарова, выразив благодарность представителям неправительственного и гражданского секторов, международным партнерам за сотрудничество. "A key focus for the Government is the relationship with its citizens, particularly in terms of delivering essential services to them. With the help of digital technologies, we intend to make the daily life of citizens as easy as possible and achieve equal opportunities for everyone," said President of the Republic of Kazakhstan Kassym-Jomart Tokayev.During 2024, Kazakhstan realized substantial outcomes in carrying out the guidance provided by its leader. Foundations for digital transformation were laid with regulatory and methodological strategies, a pool of experts was assembled, and significant reforms commenced in various fields.One of the key tools for digital transformation was business process reengineering. Following the review of over 1,200 governmental procedures across 23 agencies, 468 business workflows were enhanced, leading to an average reduction in execution time of 45%.By reengineering 98 processes in the Ministry of Agriculture, service delivery time was reduced by 55%. In the Ministry of Internal Affairs and the Ministry of National Economy, this figure was 55% and 85%, respectively.The key achievement of the year was the increase in the level of digitalization of public services. According to the UN, Kazakhstan entered the top 10 countries in the online services index and took 24th place among 193 countries in terms of digitalization. Today, more than 93% of the population has access to electronic services through the eGov portal. 90.8% of public services are available via smartphones. The introduction of biometric identification and QR signatures has simplified the process of receiving electronic services - in a year, the people of Kazakhstan signed more than 23 million documents using QR codes.The goal of digital transformation in Kazakhstan is to make public services more convenient, accessible, and efficient.Here are just a few examples of digital solutions that have already brought tangible benefits to residents:- The digital military ID has completely replaced paper documents.- The voucher financing system has made the process of enrolling in kindergarten online transparent.- The introduction of the “Europrotocol” made it possible to register road accidents without the involvement of the police, reducing the time for receiving insurance payments from 40 to 5 days.- Automation of enforcement proceedings eliminated the participation of private bailiffs, reducing the financial burden on citizens.- Digitalization has simplified admission to kindergartens, schools, universities and dormitories, and also optimized processes in healthcare, social protection and registration services.By the year 2025, there are intentions to shorten the duration of 44 public services, shift 20 public services to a more proactive approach, and revamp 35 public services entirely. Kazakhstan-UK Strategic Dialogue Deepens 12.02.2025
London, February 11, 2025 – Kazakhstan and the United Kingdom continue to steadily expand their bilateral strategic dialogue and cooperation. Having marked a symbolic anniversary on January 19 – the 33rd year since the establishment of diplomatic relations – the two countries held the 8th meeting of the Kazakhstan-UK Strategic Dialogue in London on February 11. Deputy Minister of Foreign Affairs of Kazakhstan Roman Vassilenko and UK Minister of State for Foreign Affairs Stephen Doughty chaired the meeting.The delegations discussed key issues of cooperation in politics, economy, investment, energy, environment, culture, education, and security. They also reviewed the ratification process of the Strategic Partnership and Cooperation Agreement, which was signed in April last year. Additionally, they held an in-depth exchange of views on regional and international issues of mutual interest.Roman Vassilenko welcomed the high level of political dialogue and effective communication between the two countries’ foreign ministries, which contribute to the steady deepening of multifaceted cooperation. He highlighted that the outcomes of events held in 2024 – including the meeting between Kazakh President Kassym-Jomart Tokayev and UK Prime Minister Keir Starmer on the sidelines of the COP29 climate conference in Baku – reflect a shared commitment to strengthening mutually beneficial partnerships. In this regard, the Strategic Dialogue placed a special emphasis on further expanding trade and investment ties, business cooperation, and maintaining productive cultural and people-to-people contacts.As part of the meeting, a MoU on Cooperation was signed between the Ministry of Labor and Social Protection of Kazakhstan and the UK’s Gangmasters and Labor Abuse Authority (GLAA). This agreement aims to strengthen cooperation between the relevant agencies of both countries in protecting the labor rights of Kazakh citizens temporarily working in the UK, as well as facilitating the exchange of information, expertise, and best practices in labor rights protection.During his visit to London, Deputy Minister Vassilenko also met with Nusrat Ghani, First Deputy Speaker of the UK House of Commons, to discuss the prospects for developing inter-parliamentary dialogue.
