17 прорывных проектов Казахстана: 14 из них планирует финансировать БРК 14.11.2025
Банк развития Казахстана (дочерняя организация Холдинга «Байтерек») планирует участвовать в финансировании 14 из 17 прорывных проектов Казахстана.Доля участия Банка может составить до 2,6 трлн тенге в рамках инициатив, которые формируют основу будущих металлургических и агропромышленных кластеров, повышающих долю высокотехнологичной переработки внутри страны на общую сумму инвестиций 6,9 трлн тенге.Банк одобрил реализацию первой очереди металлургического кластера в Павлодарской области, в рамках которого в Экибастузе ТОО «Mineral Product International» будет построен ферросплавный завод мощностью 80 000 тонн в год. Его запуск увеличит внутреннюю переработку и экспортный потенциал Казахстана, создаст 527 постоянных и более 1000 временных рабочих мест.Третий этап экспертизы проходит проект комплексной модернизации АО «Qarmet» в Карагандинской области, включающий строительство новых коксовых батарей №8-9 (2,45 млн тонн кокса в год) и трубопровода природного газа. Проект позволит обеспечить внутреннюю металлургию собственным коксом, сократить импорт и повысить надежность производственных мощностей.На втором этапе сбора документов находится проект завода по производству горячебрикетированного железа (ГБЖ) АО «QazIron» (ERG) в Костанайской области с проектной мощностью 2 млн тонн в год. Он обеспечит выпуск премиального сырья для бездоменной, «зеленой» металлургии, востребованного на мировых рынках, и даст работу около 3000 специалистам.Первый этап сбора документов для финансирования сейчас проходит проект медеплавильного завода ТОО «KAZ Minerals Smelting» в области Абай мощностью 300 тыс. тонн меди в год. Предприятие создаст тысячи постоянных рабочих мест и позволит перейти к промышленному производству готовых медных сплавов с высоким экспортным потенциалом.В Астане уже началось строительство интегрированного агропромышленного комплекса по глубокой переработке пшеницы и гороха ТОО «Kazak Protein» за счет собственных средств заемщика. В БРК этот проект находится на третьем этапе экспертизы. Предприятие будет выпускать живой пшеничный глютен и модифицированные пшеничные крахмалы. В будущем, совместно с проектом Qostanai Grain Industry в Костанайской области, предприятия станут основой глубокой переработки зерна и замещения импортных, стратегически важных для страны ингредиентов, параллельно расширяя линейку казахстанских экспортных продуктов глубокого передела с высокой добавленной стоимостью.Все проекты отвечают строгим критериям отбора: стоимость – не менее 100 млрд тенге, средний и высокий уровень передела продукции, стратегическая значимость, ориентированность на экспорт и импортозамещение.Справочно:Правительством определён перечень из 17 крупных проектов общей стоимостью около 16 трлн тенге с созданием более 28 тыс. рабочих мест. Эти проекты охватывают направления чёрной и цветной металлургии, нефте-, газо- и углехимии, химической промышленности, автомобильного кластера, туризма и пищевой промышленности.На сегодня реализованы два проекта: завод по производству автомобилей KIA и мультибрендовый завод Chery, Haval и Changan. Brussels, November 12, 2025 – The 44th annual meeting of the Berlin Eurasian Club took place in the capital of Belgium, focusing on the theme “The Middle Corridor and Global Gateway.” The discussions centered on Kazakhstan’s growing role in shaping a new architecture of transport connectivity between Europe and Asia.The meeting brought together representatives of government from Kazakhstan and the European Union, business associations, expert and academic communities, logistics companies, and financial institutions.In his welcoming remarks, Kazakhstan’s Ambassador to Germany, Nurlan Onzhanov, emphasized that Kazakhstan is becoming an increasingly significant part of the European Union’s supply chain geography.“This is not a temporary phenomenon but an objective long-term trend based on the dynamic growth of our economic potential and the development of infrastructure ensuring intercontinental connectivity. Reliable logistics ensure that goods reach markets on time, creating new value chains and industrial partnerships. В Академии государственного управления при Президенте Республики Казахстан состоялся круглый стол на тему «Новые подходы к фискальной и монетарной политике Республики Казахстан», приуроченный ко Дню финансиста. Мероприятие прошло в формате экспертной сессии на площадке дискуссионного клуба «Экономист».В работе приняли участие первый вице-министр национальной экономики РК Азамат Амрин, вице-министр финансов РК Ержан Биржанов, директор департамента денежно-кредитной политики Национального банка РК Рустем Оразалин, директор департамента анализа и отчетности Высшей аудиторской палаты РК Нурлан Катренов, председатель совета директоров ЕНУ имени Л.Н. Гумилева Жаксыбек Кулекеев, финансовый аналитик Расул Рысмамбетов, профессор Международного университета «Астана» Серик Джумабаев, а также представители государственных органов, экспертного и научного сообщества, магистранты и докторанты Академии.В ходе обсуждения участники рассмотрели вопросы совершенствования бюджетных правил и долгосрочного планирования. Свой доклад на эту тему представил первый вице-министр национальной экономики РК Азамат Амрин.Он напомнил, что в марте этого года был подписан новый Бюджетный кодекс. Перед его разработкой проведена оценка Кодекса 2008 года на соответствие стандартам Международного валютного фонда.«Рекомендации международных экспертов легли в основу обновлённого Бюджетного кодекса. Его нормы уже применены при формировании республиканского бюджета на 2026–2028 годы и разработке десятилетнего прогноза развития. Темпы роста расходов жестко увязаны с потенциалом экономики и целевым уровнем инфляции: по бюджетным правилам они составят 108,7% в 2026 году, 109,1% - в 2027-м и 109,3% - в 2028-м против 121% до реформы. Гарантированный трансферт из Нацфонда зафиксирован на уровне 2,77 трлн тенге ежегодно в 2026-2028 годах, привлечение целевого трансферта не предусматривается», - добавил АзаматАмрин.Он отметил, что отказ от целевых трансфертов стал возможен благодаря новому Налоговому кодексу, который обеспечивает рост поступлений в бюджет и снижает зависимость от средств Национального фонда. При этом бюджетная политика будет строиться с соблюдением установленных ограничений по государственному долгу. На 2026 год дефицит республиканского бюджета запланирован на уровне 2,5% к ВВП, с поэтапным снижением до 0,9% в 2028 году. Одновременно предусмотрен рост бюджета развития: его объём увеличится с 2,0 трлн тенге в 2025 году до 2,9 трлн тенге в 2026 году. Эти средства направят на приоритетные проекты, отбираемые на основе планов развития государственных органов и регионов, а также их вклада в экономический рост.Изменены подходы к исполнению бюджета. Если ранее основной задачей считалось полное освоение средств, то теперь внимание сосредоточено на достижении конкретных результатов и оценке их эффективности. Введена возможность использования неосвоенных средств с начала следующего финансового года без уточнения бюджета, что повысит гибкость и оперативность управления финансами.Кроме того, повышен статус казначейства, которому предоставлено право управлять ликвидностью бюджетных средств. Foreign Ministers of Kazakhstan and France Hold Telephone Conversation 13.11.2025
Astana, November 13, 2025 – At the initiative of the French side, Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev held a telephone conversation with Minister for Europe and Foreign Affairs of the French Republic Jean-Noël Barrot.During the conversation, the parties exchanged views on issues of bilateral cooperation and emphasized the importance of further strengthening Kazakh-French relations based on mutual respect, trust, and constructive dialogue.The ministers discussed a wide range of areas of cooperation of mutual interest and expressed their readiness to further deepen the partnership between Astana and Paris.The interlocutors reaffirmed their commitment to developing political dialogue, maintaining regular contacts, and enhancing interagency cooperation. Kazakh companies closed deals worth $61 million at a business networking platform in Uralsk 13.11.2025
A business networking platform was held in Uralsk as part of the 21st Kazakhstan-Russia Interregional Cooperation Forum. This key platform brought together over 100 companies from both countries and resulted in the signing of agreements totaling $61 million. The B2B format of negotiations allowed participants to present projects and immediately move on to finalizing agreements.According to the organizers, Kazakhstani and Russian companies expressed strong interest in developing mutual trade and launching joint production initiatives. One of the forum's outcomes was the signing of a memorandum between QazTrade and the Russian company BOLASHAK on the creation of a trade and exhibition platform for Kazakhstani manufacturers in Kazan. This new format will allow domestic exporters to present their products in central Russia and establish systematic distribution to regional networks."We are creating favorable conditions for Kazakhstani manufacturers to enter new markets and facilitating the growth of the country's export activity. Kostanay Region presented its industrial development experience at the Kazakhstan-Russia Forum 13.11.2025
On November 11–12, the 21st Kazakhstan-Russia Interregional Cooperation Forum was held in Uralsk. The event was attended by President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the Russian Federation Vladimir Putin, members of government, regional akims, and representatives of business and expert circles.Kostanay Region was represented at the forum by Regional Akim Kumar Aksakalov, the only regional governor to speak at the plenary session. In his address, he presented the region's industrial development experience and outlined key areas for further economic growth.Industrialization and New TechnologiesThe regional governor noted that in the era of new industrialization, blue-collar jobs are once again becoming the driving force of the economy. Kazakhstan and Russia share a common goal: creating a society where human labor is at the center of public policy."Our peoples are united by labor achievements, industrial traditions, and respect for creators." Today, a new ideology of creation is being formed: "Engbek – Eldin tіregі," which means "The working man is the pride of the country," emphasized Kumar Aksakalov, Akim (Governor) of the region.Economic Growth and InvestmentAccording to the regional governor, Kostanay Oblast is currently one of the most dynamically developing regions in the country. Last year, economic growth was 8.3%, and this year, growth of over 7% is expected. Over the past 10 years, labor productivity has more than quadrupled.These results have been achieved thanks to active investment. Over the past three years, the region has attracted $3.8 billion, $1.5 billion of which is foreign direct investment.Major completed projects include the KamLitKZ plant for the production of engine blocks and cylinder heads for trucks, a drive axle plant (investment: $300.1 million, 650 jobs), and a full-cycle KIA automobile plant, opened this year, creating 1,500 new jobs.Transport and Production InfrastructureInfrastructure projects are being actively implemented in the region. One of the key areas is the construction of a transport and logistics complex with a capacity of 400,000 containers, or over 11 million tons of cargo per year. It will become the country's third international port and the second landlocked dry port.Capital-intensive projects in the mining and agro-industrial sectors, totaling over $4 billion, are also being developed. Overall, the region has formed a pool of 76 investment projects worth over $5.2 billion.Personnel Training and Youth InitiativesThe regional akim (governor) paid special attention to the training of engineering and technical personnel in his speech. Local universities have launched double-degree programs with leading global universities, as well as Higher Schools of Mechanical Engineering, Metallurgy, Energy, and IT.More than 60% of workers at new production facilities are young professionals under 35. To support them, the region is implementing the "Kostanay Zhastary" program, which offers preferential mortgages at 6% per annum."The working person of the 21st century is the person of the future: intelligent, literate, and creative.
