The development of the energy supply system in Kostanay region is gaining strategic importance. Along with traditional sources, more and more attention is being paid to renewable energy sources (RES) - wind, solar and gas.Major projects have been successfully implemented in the region in recent years. So, in 2022, a 50 MW wind farm built by the Zhel Electric company was launched in Kostanay region. And in 2023, another 48 MW wind farm from KazWindEnergy was commissioned in Arkalyk.Construction of six more renewable energy facilities is planned for the next two years. Construction of a 22.6 MW solar power plant will begin in the Beimbet Mailin area. The investor of the project, Altyn Solar Energy LLP, has already completed the design and received an expert opinion. Construction work will begin in May, with completion in the first quarter of 2026.In the same place, in the area of B.Mailin, the GPP Varvarinskoye company will build a 40 MW gas-piston power plant. The facility is expected to be commissioned in the second quarter of 2026.In Arkalyk, Aspan Energo has launched a new project for the construction of a 50 MW wind farm. Commissioning is scheduled for June 1, 2026.Two major projects are also being implemented in Kostanay region. Mars Wind and Jupiter Wind companies have begun construction of two wind farms with a total capacity of 100 MW. On May 15, 2020, a joint venture consisting of the companies Todini Costruzioni Generali S.p.A., WeBuild S.p.A., and Kazakhdorstroy LLP acting as part of the Joint Venture “Todini Impregilo Kazakhdorstroy” (hereinafter referred to as the “Claimants”) filed a Request for the International Court of Arbitration of the International Chamber of Commerce (ICC) against the Committee of Highways of the Ministry of Industry and Infrastructural Development of the Republic of Kazakhstan (hereinafter referred to as the “Committee”) arising from disputes in connection with the Almaty-Khorgos Road Project in the Republic of Kazakhstan.During the Merits phase the Claimants had asserted claims against the Committee totaling about US$ 50 million, including for prolongation costs, customs duties and taxes, inflation of tenge, changes in costs, backfilling of culverts, aborted construction of a road maintenance depot, and financing charges.On April 14, 2025, a Tribunal constituted under the ICC International Court of Arbitration in the city of Paris made its Final Award in favor of the Committee. The Tribunal rejected all asserted claims entirely.The Tribunal also accepted the Committee’s counterclaim ordering the Claimants to repay as overpayment all prolongation costs paid to Claimants during the project. It also found that the Committee is entitled, as the prevailing party, to recover the full amount of its legal and arbitration costs.The representation and protection of the Committee interests in this case is provided by the Ministry of Justice of the Republic of Kazakhstan. Восемь триллионов тенге холдинга «Байтерек» для поддержки предпринимательства и реализации ключевых национальных и инвестиционных проектов уже в этом году дадут 1,3% дополнительного вклада в реальный рост ВВП Казахстана.На заседании штаба по обеспечению экономического роста Казахстана, прошедшем в Правительстве под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина, рассмотрели основные экономические показатели и инвестиционные проекты холдинга «Байтерек».Как известно, для форсированного развития реального сектора экономики Правительство увеличивает капитализацию холдинга «Байтерек» на 1 трлн тенге, что даст возможность холдингу направить порядка 8 трлн тенге на поддержку предпринимательства, развитие жилищного строительства и реализацию ключевых национальных и инвестиционных проектов. На заседании штаба заместитель председателя холдинга Жандос Шайхы проинформировал об итогах первого квартала освоения выделенных средств – 1,2 трлн тенге, что выше планового показателя в 1 трлн тенге. Кроме того, объем валовой добавленной стоимости от вводимых в строй в этом году проектов, получивших поддержку через Байтерек, ожидается на уровне 521,5 млрд тенге. Самый большой инвестиционный пул проектов сосредоточен в Банке развития Казахстана – 66 проектов на 2,2 трлн тенге финансирования в этом году. Основные отрасли вложений – транспорт, логистика и связь (34%), металлургия (19%), химпром (12%). От реализации всего пула проектов ожидается за весь срок финансирования получить вклад в экономику страны в виде новых производств, товаров и услуг в размере 37,8 трлн тенге. Инвестиции в основной капитал уже в этом году составят 1,6 трлн тенге. В числе топ инвестиционных проектов БРК, планируемых к финансированию в 2025 году – завод  по производству цианида натрия в Жамбылской области, сернокислотный завод в Туркестанской, крупнейшее казахстанское предприятие по производству горячебрикетированного железа в Костанайской области и другие.  181 инвестиционный проект на 1,5 трлн тенге этого года сформирован у Фонда развития промышленности (ФРП). Основные  отрасли – развитие инфраструктуры (27%), металлургия (21%) и химпром (13%).   Объем валовой добавленной стоимости за весь срок финансирования по всем проектам ФРП ожидается на уровне 19,4 трлн тенге. Инвестиции в основной капитал уже в этом году составят 1,44 трлн тенге. В числе топ инвестпроектов ФРП, планируемых к финансированию в 2025 году, строительство пограничного ж/д перехода ТОО «Глобал Транс Компани»,   реконструкция энергоблока АО «ЕЭК», модернизация производства АО «Qarmet», строительство электрометаллургического завода ТОО «Rail Way Steel». Qazaqstan Investment Corporation планирует вложить в 2025 г. порядка 500 млрд тенге в 10 инвестиционных проектов с ожидаемым  ВДС за весь срок финансирования на уровне  2,8 трлн тенге. Инвестиции в основной капитал составят 200 млрд тенге в этом году. ТОП-5 инвестиционных проектов QIC на этот год – развитие металлургического кластера в Карагандинской области, строительство заводов по производству кальцинированной соды ТОО «АралСода» и  битума ТОО «Batys Bitum», парогазовой электростанции ТОО «Актауская энергетическая компания». Фонд «Даму» в 2025 году запланировал увеличить объем льготного кредитования МСБ до 750 млрд тенге – практически в 3 раза больше, чем в 2024-м. В 1 квартале 2025 г. уже выдано 53 млрд тенге 755 предпринимателям. Объем гарантирования займов увеличен до 1,4 тыс. млрд тенге, в 1 квартале уже предоставлены гарантии на сумму 160 млрд тенге.В части поддержки агропромышленного комплекса по состоянию на 6 мая 2025 г. Аграрная кредитная корпорация профинансировала заявки порядка 6 тыс. фермеров на 363 млрд тенге по льготной программе финансирования весенне-полевых работ с охватом посевных площадей в 5,8 млн гектаров.По итогам заседания штаба вице-премьер отметил недостаточную представленность инвестпроектов по программе экономики простых вещей – производства востребованных на внутреннем рынке товаров, позволяющих заместить дорогие импортные и тем самым сдерживать инфляцию.«Когда мы инициировали программу поддержки реального сектора экономики, то наряду с крупными проектами объявили от минэкономики заказ на инвестиции по проектам преимущественно МСБ – налаживания производства товаров бытовой химии, гигиены, сыров, консервов, колбас и другой востребованной среди наших жителей продукции. Вижу, что хорошо продвинулись по производству мяса птицы, до конца года должны выйти на полную обеспеченность уровня потребления. Для расширения доступа бизнеса к льготному финансированию Министерство национальной экономики РК запустило два новых инструмента поддержки на базе Фонда «Даму». Они позволяют компаниям любого масштаба - от малого до крупного - привлекать финансирование даже при отсутствии достаточного залога.Первое направление рассчитано на масштабные проекты стоимостью от 7 млрд тенге. Охватывает ключевые отрасли экономики, включая промышленность, энергетику, инфраструктуру и экспорт. Государство предоставляет гарантию по займам, что снижает риски для банков и делает кредитование бизнеса более доступным.Второе направление нацелено на малые и средние предприятия. Распространяется на проекты стоимостью до 7 млрд тенге и помогает предпринимателям без залога получить необходимое финансирование. На сегодняшний день подписаны соглашения с пятью банками, еще два находятся в процессе. Работа по расширению перечня партнеров продолжается.Программа уже показала первые результаты: поддержано 34 проекта на общую сумму 3,3 млрд тенге. Гарантии оформляются всего за два рабочих дня по упрощенной процедуре. Получатели - представители различных сфер: от производства и транспорта до образования.До конца 2025 года планируется поддержать 10 тысяч проектов, а к 2028 году объем гарантийного портфеля достигнет 1,4 трлн тенге. Это обеспечит ежегодную поддержку более 50 тысяч бизнес-инициатив.На сегодняшний день партнерами фонда Даму являются банки Банк ЦентрКредит, Halyk Bank, Freedom Bank, Fortebank, Bank RBK, Bereke Bank и Казахстан–Зираат Интернешнл Банк. Pension and target savings (accrued to minor citizens of the Republic of Kazakhstan within the framework of the program "National Fund for Children") are the property of an individual in whose name the account in the UAPF is opened. Accordingly, these savings are inherited.At the same time, before entering into inheritance rights, family members of a deceased person who has savings in the UAPF at the expense of compulsory pension contributions (CPC) and (or) compulsory occupational pension contributions (COPC), and (or) voluntary pension contributions (VPC) may make a one-time payment for burial at the expense of the CPC, COPC, VPC of the deceased person within the amount of 94-fold monthly calculation indicator established for the relevant financial year by the law on the republican budget, but not more than the available funds in the account of the deceased person. If the remaining savings in the deceased person’s account after a one-time payment for burial amounts to an amount not exceeding the minimum pension established for the relevant financial year by the law on the republican budget, this remainder is paid as a burial payment to the family members of the deceased.The amount of savings from the CPC, COPC and VPC remaining after one-time payment for burial amounts to an amount not exceeding the minimum pension established for the relevant financial for burial, is inherited in the manner prescribed by law.Please note that the legislation of the Republic of Kazakhstan (hereinafter referred to as the RK) does not provide for payment for burial at the expense of targeted savings.According to the Civil Code of the RK, in order to receive inherited pension and (or) targeted savings, the heir must submit an application to a notary or an official authorized by law at the place of opening of the inheritance for acceptance of the inheritance. As part of this agreement, since February 2019, notaries, if there is an inheritance case registered in the UNIS, send online requests to the UAPF to obtain information about the balances and movements of money in the accounts of deceased persons, without sending written requests, which has optimized the processing of issuing a certificate of inheritance. After receiving a certificate of the right to inheritance, the heir has the right to provide the necessary package of documents to any branch of the UAPF. In addition to personal application, documents for receiving inheritance payments can be provided through an attorney or by mail.If the documents submitted to the UAPF, including a death certificate of a person who has savings in the UAPF and died outside the Republic of Kazakhstan, a certificate of inheritance rights are issued by foreign organizations and institutions, as well as notarial actions in terms of certifying the accuracy of a copy of a document with the original, the authenticity of the signature of the recipient of payments on the application, certification of a power of attorney are made in a foreign state, then these documents must be translated into the state or Russian language and legalized, except in cases where otherwise established by international treaties ratified by the Republic of Kazakhstan. If the recipient of a one-time payment for funeral or the heir of a deceased person who has savings in the UAPF is a foreigner, including the heir’s attorney/legal representative of the recipient, then as an identification document of the recipient/authorized person/legal representative, a foreign passport is presented to the UAPF, also translated into the state or Russian language and, if necessary, notarized and legalized, except in cases where otherwise established by international treaties ratified by the Republic of Kazakhstan.After submitting a package of necessary documents, the UAPF makes payments of savings within the time limits established by law.Please note that the list of necessary documents for processing applications for the assignment of payments in connection with death (for funeral or heirs) can be found on the UAPF website. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan.                  24-25 апреля 2025 года состоялся ознакомительный визит делегации Республики Таджикистан (далее – РТ) в Единый накопительный пенсионный фонд.  Мероприятие прошло при содействии Всемирного Банка.В составе делегации были представители Агентства социального страхования и пенсий при Правительстве РТ (АССП), Агентства инновации и цифровых технологий при Президенте РТ (АИЦТ), Группы реализации «Проекта модернизации социальной защиты и экономической интеграции» при Министерстве здравоохранения и социальной защиты населения РТ (ГРП). Во встрече также участвовали представители Национального Банка РК, Министерства труда и социальной защиты населения РК, АО «Государственный фонд социального страхования», АО «Центр развития трудовых ресурсов», Всемирного банка и ЕНПФ. В приветственном слове Председатель Правления АО «ЕНПФ» Жанат Курманов поблагодарил участников встречи за внимание к пенсионной системе Казахстана,  рассказал о ее основных компонентах и выразил надежду на продуктивное сотрудничество специалистов двух стран.В свою очередь глава таджикской делегации – директор АССП РТ Абдурахмон Халимзод поблагодарил казахстанских коллег за возможность ознакомиться с передовым опытом построения пенсионной системы и уровнем ее цифровизации. Он отметил  важность внедрения цифровых технологий во все сферы жизни и особенно в область пенсионного и социального обеспечения, подчеркнув, что это является одной из приоритетных стратегических задач в Таджикистане в настоящее время.Во время семинара начальник Управления АССП в г. Душанбе Усмонали Сироджов рассказал о системе социального и пенсионного обеспечения РТ. В настоящее время в Таджикистане пенсионный возраст для мужчин наступает в 63, для женщин в 58 лет. Пенсионные выплаты рассчитаны на 180 месяцев (15 лет), что соответствует средней продолжительности жизни в стране. Страховая и Государственная пенсии назначаются по возрасту, по инвалидности и по потере кормильца. Страховая пенсия состоит из пенсионных взносов, уплаченных страхователями за застрахованных лиц (25% от заработной платы служащих государственных учреждений и 20% - работников негосударственных учреждений). Также пенсия назначается детям до 18 лет, лишившимся отца или матери.Целью визита таджикской делегации является знакомство с пенсионной системой Казахстана, с особым фокусом на ее накопительные компоненты, а также передовой опыт нашей страны в сфере цифровизации систем пенсионного и социального обеспечения.Таджикской делегации была презентована комплексная информация о системе социального и пенсионного обеспечения в Казахстане в целом и накопительном компоненте в частности. Были презентованы такие темы, как развитие культуры планирования пенсии, администрирование индивидуальных пенсионных счетов, виды пенсионных выплат, раскрыты вопросы инвестирования пенсионных накоплений.  При этом особое внимание было уделено роли цифровизации в реализации этих направлений, обеспечению  кибер-безопасности, развитию онлайн-сервисов, предоставляемых как ЕНПФ, так и другими участниками накопительной системы Казахстана (уполномоченные операторы (БВУ), компании по страхованию жизни, управляющие инвестиционным портфелем и др.). Благодаря развитию современных технологий и тесной интеграции с базами данных государственных структур с соблюдением всех мер информационной безопасности на сегодняшний день оцифрованы практически все услуги, оказываемые ЕНПФ населению. Цифровизация делает пенсионную и социальную систему Казахстана более прозрачной, удобной и гибкой, а также обеспечивает высокий уровень пользовательского опыта для всех категорий граждан. Это отметили специалисты социальных организаций Таджикистана, а также представители Всемирного Банка. ЕНПФ создан 22 августа 2013 года на базе АО «НПФ «ГНПФ». Учредителем и акционером ЕНПФ является Правительство Республики Казахстан в лице ГУ «Комитет государственного имущества и приватизации» Министерства финансов Республики Казахстан. Доверительное управление пенсионными активами ЕНПФ осуществляет Национальный Банк Республики Казахстан. В соответствии с пенсионным законодательством ЕНПФ осуществляет привлечение обязательных пенсионных взносов, обязательных пенсионных взносов работодателя, обязательных профессиональных пенсионных взносов, добровольных пенсионных взносов, а также зачисление и учет добровольных пенсионных взносов, сформированных за счет невостребованной суммы гарантийного возмещения по гарантируемому депозиту, перечисленной организацией, осуществляющей обязательное гарантирование депозитов, в соответствии с Законом Республики Казахстан "Об обязательном гарантировании депозитов, размещенных в банках второго уровня Республики Казахстан", обеспечивает осуществление пенсионных выплат. Также Фонд осуществляет учет целевых активов и целевых требований, учет и зачисление целевых накоплений (ЦН) на целевые накопительные счета, выплат ЦН их получателю на банковские счета, учет возвратов ЦН в порядке, определенном Правительством Республики Казахстан в рамках программы «Национальный фонд – детям». At an extended meeting of the Akimat of Kostanay region, chaired by the regional akim Kumar Aksakalov, the key tasks of the agro-industrial complex were considered in light of the instructions of the Head of State.The President of the country outlined specific goals for the agricultural sector: to double the volume of agricultural production, triple labor productivity and enter the top ten world leaders in deep grain processing.
