The Senate approved the law on regulation of e-commerce 14.10.2025
Chaired by the Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbaev meeting of the Chamber of Deputies was held in, during which deputies reviewed the law on e-commerce and voiced parliamentary inquiries.During the meeting, senators considered the Law «On Ratification of the Protocol Amending the Treaty on the Customs Code of the Eurasian Economic Union of April 11, 2017». As noted by the deputies, ratification of the Protocol will create a legal framework for regulating e-commerce, improve customs administration of e-commerce goods, strengthen oversight of compliance with technical regulations and the safety of imported goods, and increase budget revenues through the collection of customs duties and taxes.«The protocol defines the procedure for crossing the customs border for goods purchased on foreign online platforms. In this regard, it introduces the concept of «e-commerce operator» and a new type of customs declaration - the e-commerce declaration. The document also contains other provisions aimed at improving customs administration. Construction and reconstruction of roads in the region 14.10.2025
The Kostanay region's road sector budget for 2025 is 102 billion tenge, including:national roads – 47 billion tenge,local roads – 20 billion tenge,interbudget transfers – 35 billion tenge.This year, 1,300 km of public roads (104 sections) and over 400 streets in 103 settlements are planned to be repaired. Repair work has begun for the first time on access roads to 57 villages, where previously only routine maintenance was performed.Development of the street and road network in rural areas:Asphalt pavement will be laid on 293 street sections in 98 villages for the first time.Funding for the installation of pedestrian sidewalks in villages is provided by the regional budget.All measures are aimed at improving the living conditions of rural residents and enhancing road safety. According to Arman Kasenov, Vice Minister of National Economy of the Republic of Kazakhstan, GDP growth in the first eight months of this year was 6,5%, including 8,8% growth in the real sector and 5,1% in services. The best performing sectors were transportation, construction, trade, mining, manufacturing, and agriculture.«Fixed capital investment increased by 14,3% to 11,5 trillion tenge. Regional Investment Headquarters have been established.«For investment projects in priority sectors worth over 54 million dollars, the opportunity has been provided to conclude an Investment Agreement, which guarantees the stability of the legislation of the Republic of Kazakhstan for a period of up to 25 years. This instrument provides a flexible and individualized approach to structuring various government support measures», - the speaker noted.Furthermore, to fully support the investment cycle from investor search to project completion, work has been carried out to regulate the «investor journey», which will be tracked on the National Digital Investment Platform. A mechanism has been introduced to minimize pressure on businesses from regulatory government agencies, requiring all restrictive decisions regarding investors to be approved by the prosecutor's office. Gogol Kyzylorda Pedagogical Institute (now Korkyt Ata University), as well as akim of Kyzylorda.He studied economics and wrote nine monographs and 60 scientific articles.As mayor, he breathed new life into our region and created opportunities for job creation.As a member of the Senate of the second, third, and fourth convocations of Parliament, he advanced initiatives aimed at improving the well-being of the people and made a significant contribution to the adoption of laws serving the country.During the years of independence, unemployment was rampant, and wages and pensions went unpaid for months and years. Electricity shortages plagued the country, and natural gas was a distant dream, and we still remember how firewood was transported by cart. To this end, it is important to fully supply farms with the necessary diesel fuel.To date, 5,500 tons of the 10,400 tons of discounted diesel fuel allocated for the fall harvest have been delivered. However, farms' diesel fuel purchase rates are still low. City and district akimats, please take strict control of this issue and ensure full payment of farms for the winter. The allocated diesel fuel must be utilized.In accordance with the Head of State's directive, we must gradually optimize rice crops and increase the production of other crops that require less water. Diversification of crop production and the widespread adoption of water-saving technologies are imperative.In accordance with the President's directive, 9 billion tenge has been allocated to our region for state support of water-saving technologies through 2026. This is unprecedented support. This will enable us to diversify our cropping patterns, including increasing the use of water-saving technologies. We must also begin growing rice using drip irrigation», - said N. Nalibayev.Preparations for the heating season were also discussed at the meeting.The regional head emphasized that stockpiling coal for the upcoming heating season remains a pressing issue. He recalled that he had previously ordered coal deliveries to begin in July, but this order had not been fully implemented. The regional akim stated that no problems with coal supplies should arise during the heating season and instructed the akims of Kyzylorda and all districts to expedite coal deliveries and create the necessary reserves.Furthermore, he ordered the regional departments of education, healthcare, culture, physical education, and employment, together with the akimats of Kyzylorda and the districts, to urgently obtain readiness certificates by September 25.
