On the instructions of the President of the country to intensify work to attract investment and ensure sustainable economic growth, a regional council on the implementation of investment projects was held in Kostanay region under the chairmanship of Akim Kumar Aksakalov.The head of state has repeatedly emphasized that in the context of global competition for capital, it is critically important to act promptly and make decisions in the "here and now" mode. In this regard, the key priority of the region remains the implementation of large industrial, infrastructure and agricultural initiatives.The heads of regional departments, akims of districts and cities, as well as initiators and representatives of investment projects took part in the work of the council.Key projects of the industrial sectorA number of systemic projects were considered at the council meeting, the implementation of which will have a significant effect on the growth of the manufacturing industry, the creation of new jobs and the development of related industries.Including:A full-cycle KIA car manufacturing plant (105 billion tenge, capacity - 70 thousand cars per year, 1,500 jobs);KamLitKZ main gear plant (82.5 billion tenge, 550 jobs);Hot briquetted iron (HBI) production project based at SSGPO JSC (532 billion tenge, 2 million tons per year, 1,000 jobs);Solidcore Resources renewable energy projects — construction of solar and gas piston power plants, as well as a gas distribution station;Konditerskaya Stolitsa factory, deep grain processing plant, projects for the production of auto components and the Qostanay Dry Port logistics hub.Investor representatives were heard on each project. The regional akim gave specific instructions to eliminate infrastructural and administrative barriers, including the allocation of land plots, connection to utility networks and acceleration of examination procedures.Investments in the agro-industrial complexA separate block considered the implementation of 34 projects in the agro-industrial complex, presented by districts as part of scaling up the experience of the North Kazakhstan region. The total volume of declared investments is 110.6 billion ₸.Of which:through SPK "Tobol" - 82.3 billion ₸,at the expense of own funds - 15.5 billion ₸,at the expense of other sources - 12.8 billion ₸.To date, 15 projects worth 42.4 billion ₸ have been provided with project documentation. For them, mechanisms for financing and interaction with investors are being developed.The district akims reported on the degree of readiness of the initiatives, the progress of pre-project and technical preparation. It was noted that the projects should be worked out not only from an engineering point of view, but also from the point of view of business logic - the availability of raw materials, sales markets and a sustainable implementation model.Requirements for district and city akimsThe regional akim emphasized that all investment projects are under his personal control. District and city akims are required to do not formal, but substantive and targeted work on building a project portfolio.“I instruct the akims: do not engage in pretty reports. Show real work — investment projects that provide jobs, taxes and increased welfare for citizens,” Kumar Aksakalov noted.According to him, in a number of districts not a single new project has been presented for a long time. This is unacceptable — especially in the context of the availability of preferential financing mechanisms, state support and growing demand for agricultural processing.The need was also emphasized:to update sections on investment potential on the websites of akimats,to establish communication with the platforms of the SPK Tobol, Kazakh Invest and specialized departments.ConclusionFollowing the meeting, instructions were given to intensify work in each direction, ensure that projects are fully ready for implementation, and present specific results in the coming months.“Development is not slogans. On May 26-27, 2025, energy ministers from Kazakhstan, the Kyrgyz Republic, and Uzbekistan gathered in Dubai, the United Arab Emirates, for the Second Ministerial Roundtable on the Kambarata-1 Hydropower Plant (HPP) Project, a key regional initiative aimed at enhancing energy security and improving the use of water resources in Central Asia. The event was held with support from the World Bank.The meeting brought together Yerlan Akkenjenov, Minister of Energy of Kazakhstan; Taalaibek Ibraev, Minister of Energy of the Kyrgyz Republic; and Jurabek Mirzamakhmudov, Minister of Energy of Uzbekistan, along with senior officials from the respective ministries of finance and ministries of water resources. Renowned powerlifters from the Agadir village in the Shet district, Daribai Ospanov and Karaman Abdulkarim, won the World Championship again. The championship was held in Drammen, Norway. An off-site meeting of the Committee on Ecology and Nature Management of the Mazhilis of the Parliament of the Republic of Kazakhstan was held in Kostanay region. The event was attended by the Chairman of the Committee Edil Terekbaiuly Zhanbyrshin, Vice Minister of Ecology and Natural Resources Nurken Sharbiyev, Vice Minister of Emergency Situations Ramil Kamalov, as well as representatives of scientific institutes, environmental organizations and central government agencies.The main topic of discussion was the development of a system for the protection, conservation and restoration of the region's forest fund, as well as the improvement of the regulatory framework in this area.In his speech, Akim of Kostanay region Kumar Aksakalov emphasized that the forest fire in Auliekol district in 2022, which covered about 40 thousand hectares, became a serious challenge and showed the need for systemic solutions.On the instructions of the Head of State, large-scale work is being carried out in the region to strengthen forestry:•the number of workers in the forestry industry has increased by 1.5 times (up to 1,230 people - according to forest management standards);•annual funding for the industry has increased from 1.5 to 7 billion tenge;•4.4 billion tenge (43% of all costs in the country) have been allocated to strengthen the material and technical base over two years;•the fleet of forest fire-fighting equipment has been replenished with 27 fire trucks, 59 tractors and 39 patrol cars;•in 2025, it is planned to purchase another 26 fire trucks, 28 tractors and 36 small forest fire complexes for 3.5 billion tenge.In addition, the region has revised the work schedule of forest fire stations - they have been transferred to a year-round mode, interaction with emergency services has been established, work continues on growing planting material, clearing burnt areas, and planting new forest crops.During the meeting, legislative proposals were also announced. In particular:• amend the Forest and Land Codes of the Republic of Kazakhstan to establish a mandatory 20-meter protection zone between the forest fund and agricultural land;• increase liability for burning residues in fields, leading to steppe and forest fires;• study the possibility of converting private houses in remote villages into forest fire stations - as a cost-effective alternative to new construction;• update forest management data after the 2022 fire, especially in the Semiozerny and Basamansky forestries.The Akim of the region noted that the participation of central government bodies is necessary to resolve the issues identified. Following the results of the off-site meeting, a number of proposals were developed aimed at improving fire-fighting infrastructure and sustainable development of the forestry industry."We are open to dialogue and ready to work together.
