Kazakhstan develops partnership with ICA to enter the markets of the Asia-Pacific region 13.10.2025
A meeting was held at the Ministry of National Economy of the RK between Vice-Minister Yerlan Sagnayev and the head of the International Co-operative Alliance for the Asia-Pacific region, Balasubramanian Iyer, with the participation of representatives of state bodies, national institutions, and industry associations.Opening the meeting, Yerlan Sagnayev emphasized that cooperatives play a special role in the economy: they involve citizens in entrepreneurial activity, create jobs, support small and medium-sized businesses, and also act as a link between society and the state.One of the key issues was the development of a product certification system. Kazakhstan already has accredited laboratories that meet international requirements. Joint work to bring their activities in line with the standards of the Asia-Pacific region countries will expand the export potential of domestic producers.The prospect of localizing the production of international companies in Kazakhstan on the basis of cooperative projects was discussed separately. Such an approach will open access to advanced technologies and create new opportunities for integration into global value chains.The vice-minister also noted that for Kazakhstan, transport connectivity remains a key factor in the development of cooperation. The completion of the construction of more than 800 km of railway tracks on the «Dostyk - Moyinty» section has significantly increased the country's logistics potential, providing a more effective outlet for goods to foreign markets.Among the promising areas of cooperation, the participants highlighted the development of credit unions with flexible financing conditions - at low interest rates or with repayment in the form of products. Kazakhstan intends to study the possibility of introducing this practice.In turn, Balasubramanian Iyer recalled that the UN General Assembly declared 2025 the International Year of Cooperatives under the motto «Cooperatives Build a Better World». Currently, the entire public procurement process (from planning to payment) is carried out electronically on the web portal www.goszakup.gov.kz . Emergency Meeting on Child Road Safety 13.10.2025
Today, Kyzylorda Region Akim Nurlybek Nalibayev held an emergency meeting on child road safety. Representatives of law enforcement agencies, heads of regional departments and agencies, and city and district akims participated.The regional Akim sharply criticized the accident involving a private kindergarten vehicle due to inadequate coordination between the heads of the responsible departments and ordered appropriate action.«I have previously issued multiple instructions to city and district akims, the police department, and the education department regarding transportation at private and public kindergartens and schools, as well as child road safety. Nalibayev.Head of the regional police department, Serik Ergeshov, noted that, according to an order approved by the Ministry of Internal Affairs, vehicles transporting children must have two doors, a restraint system, and a yellow flashing light with the inscription «Children Transported».During the investigation into the implementation of this order, administrative protocols were drawn up under Article 474 of the Criminal Procedure Code of the Republic of Kazakhstan against 29 legal entities, 75 vehicles were fined, and state registration plates were confiscated from 58 vehicles. Since the beginning of the year, approximately 800 administrative violations have been identified. Appropriate measures have been taken against drivers who violated transportation regulations. In particular, when planning the development (amendments, revisions) of interstate standards, it is now possible to take into account the results of the mandatory periodic assessment of the scientific and technical level of the technical regulations of the EAEU that have entered into force and the lists of standards for them.The changes are also aimed at eliminating cases of duplication of GOST development in programs for the development of interstate standards for technical regulations of the EAEU.The changes will come into force 30 calendar days after publication.The EEC Council adopted amendments to the technical regulations for perfumery and cosmetic productsThe requirements for the composition of perfumery and cosmetic products have been clarified in terms of updating the lists of substances prohibited for use in such products, permitted for use taking into account the established restrictions, permitted dyes, preservatives and UV filters.The amendments will come into force 12 months after their official publication.A transition period is provided until January 1, 2027 for the standards related to formaldehyde:Currently, the labeling "contains formaldehyde" is required if its theoretical concentration exceeds 0.05%.From 2027, this threshold will be reduced to 0.001%. The words "contains formaldehyde" will need to be applied to the labeling if the theoretical concentration of formaldehyde exceeds 0.001%.Amendments to the technical regulations for light industry products have been adoptedThe document brings the schemes and procedures for certification and declaration of conformity into line with the standard schemes approved by Decision of the Council of the Commission No. 44, taking into account the practice of applying the said technical regulations. The Public Association "Veterans of Military Medicine" turns two years old 16.09.2025
В общественной организации военных медиков оказывают посильную помощь ветеранам - решают проблемы социальной защиты пенсионеров и членов их семей, содействуют оказанию медицинской, юридической и другой помощи.Возглавляет Общественное объединение «Ветераны военной медицины» полковник медицинской службы в отставке Найман Окапов, вся трудовая жизнь которого связана с вооруженными силами. В течение 10 лет он возглавлял Центральный военный клинический госпиталь Министерства обороны РК в Алматы, стоял у истоков деятельности учреждения и был первым его начальником, начальником департамента медицинского обеспечения МО РК.- Наша основная цель помогать ветеранам военной медицины в решении проблем социальной защиты, и не только содействовать оказанию медицинской, юридической и другой помощи ветеранам, но также использовать их потенциал, - говорит он. В задачи альянса также входит организация конференций, семинаров, симпозиумов с целью обмена опытом и популяризации профессии военного медика. У объединения есть представители в Талдыкоргане, Шымкенте, Актобе, Алматы, Астане и Семее, те ветераны, которые там служили и, выйдя на пенсию, продолжают жить в тех городах. При этом в ассоциацию входят не только врачи, но и средний медицинский персонал, медтехники, тыловые работники военно-медицинских учреждений. Ветераны поддерживают связь с воинскими частями в местных гарнизонах, оказывают методическую и практическую помощь в организации и проведении тактико-специальных занятий и учений, принимают участие в торжественных мероприятиях, занимаются военно-патриотическим воспитанием подрастающего поколения.ОО «Ветераны военной медицины» подписало меморандум с Главным военно-медицинским управлением Вооруженных сил РК о том, чтобы совместно реализовывать проекты, способствующие улучшению, сохранению и укреплению здоровья военнослужащих. Так, Министерство обороны планирует открыть Академию военной медицины, и члены объединения принимали активное участие в разработке организационно-штатной структуры, ветераны готовы преподавать в новом учебном заведении.В ОО «Ветераны военной медицины» достаточно опытных специалистов. Многие военврачи прослужили в Вооруженных силах по 40 лет, к примеру полковник медицинской службы в отставке Джамеев Файзолла Кабикенович создал большую школу военных терапевтов, многих военврачей он вырастил от лейтенантов до полковников. А, полковник медицинской службы в отставке Таласбаев Есимгали Таласбаевич был главным сосудистым хирургом, когда служил в Белорусском военном округе. He also got acquainted with the work of the wholesale distribution center of the enterprise, which provides the city with food products. The enterprise employs over 400 workers and the manufactured products are sold both on the domestic market and exported to Russia, Turkmenistan, Tajikistan, Kyrgyzstan and Uzbekistan.At Asia Trafo LLP, the only manufacturer of power transformers in Central Asia with a capacity of 25 to 500 MVA. The line of manufactured products was presented, a unique high-voltage testing laboratory equipped with German test stands from HighVolt, Dresden. The company's products are in demand and are exported to the CIS countries and Eastern Europe. The Vice Minister invited the enterprise to take part in the upcoming business forum with the participation of businessmen from Afghanistan, which will be held in October this year in Shymkent.Wan Sheng Ceramic LLP is a new enterprise producing up to 10 million m2 of ceramic products per year. Among the pressing issues are the high cost of raw materials, overstocking of the warehouse with products and difficulties with sales due to cheap import of low-quality ceramic products from China and Uzbekistan. The Vice Minister asked to officially submit a letter on the existing issues for a more detailed study and application of appropriate tariff and non-tariff regulation measures. The plant's management was recommended to contact Kaztrade JSC for state support to reimburse transportation costs for the export of finished products.Pioneer Grain Products LLP is a large manufacturer and exporter of wheat flour of various grades. Products are supplied to Uzbekistan, Kyrgyzstan, Turkmenistan, Afghanistan, Tajikistan, Belarus and Russia. The company also operates the Pioneer confectionery factory, which produces confectionery products supplied both to Kazakhstan and to Mongolia and China. How the new Tax Code simplifies the life of SMEs 15.09.2025
A new Tax Code will come into force in Kazakhstan in January 2026. To clarify the provisions of the law, the Ministry of Finance, together with the State Revenue Committee, is conducting information events throughout the country. As part of this project, a seminar was held in Atyrau, the purpose of which was to inform taxpayers about innovations and changes in the field of business taxation, which will allow entrepreneurs to better prepare for work in the new conditions of tax regulation.Atyrau region plays an important role in the economy of Kazakhstan, thanks to the development of the oil and gas industry, transport infrastructure and processing industries. The largest oil fields in Kazakhstan, Tengiz and Kashagan, are located here. To work effectively, mining companies rely heavily on small and medium-sized businesses that supply equipment, services, and perform contract work. That is why the seminar paid special attention to the issues of SME taxation.According to the new Tax Code, a simplified special tax regime (SSR) is being introduced based on the declaration. The SNR is intended for SMEs with incomes of up to 600,000 MCI (about 2.4 billion tenge) and is aimed at reducing the administrative burden: reporting is simplified, and access to the regime becomes possible without mandatory registration as an individual entrepreneur.In addition, the threshold for mandatory VAT registration has been lowered to 10,000 MCI (approximately 40 million tenge), which expands the range of taxpayers. The reform also provides for a 30% reduction in reporting and a 20% reduction in taxes.The new Tax Code provides for a more flexible and lenient procedure for collecting debts from entrepreneurs. If the amount of debt is insignificant, the company's accounts will no longer be automatically blocked, which allows the business to continue its activities without the risk of stopping operations. Instead of harsh measures, a step-by-step recovery mechanism is being introduced, where warnings and notifications are applied first, and more stringent tools are applied only in case of systematic violations. This approach reduces the pressure on small and medium-sized businesses and creates conditions for more stable operation of enterprises.The tax reform not only updates the tax system, but also makes it more fair and business-oriented.
