The Ministry of Finance of the Republic of Kazakhstan, following the President's Message "Kazakhstan in the era of artificial Intelligence: current challenges and their solutions through digital transformation," implements digital technologies, forms a unified ecosystem and develops smart platforms. A demonstration of digital projects was held at the Electronic Finance Center. The event was attended by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin, First Vice Minister of National Economy Azamat Amrin, Vice Ministers of Finance Asset Turysov and Yerzhan Birzhanov, as well as Chairman of the State Revenue Committee Zhandos Duisembiev.One of the projects presented was the Smart Data Finance system, which combines data from more than 70 sources and databases. The solution has been certified for information security and put into commercial operation, providing a reliable basis for analytics and management.Currently, a digital taxpayer profile is being formed, including information about property, business, taxes, participation in public procurement, support measures and personnel indicators. For tax purposes, dossiers have been created for 1.9 million individual entrepreneurs, 584 thousand legal entities and 20.4 million individuals. Based on the collected data, automated calculation of taxes and control over the timeliness of their payment are carried out. Budget revenue models are predicted, and the tax potential of industries and regions is determined.The staff of the Center for Electronic Finance has also developed a digital map of state finances, which reflects the flow of cash online. It is complemented by a National Product Catalog covering more than 15 million items. From January 2026, its use will become mandatory, which will provide a single reference book for accounting, statistics, public procurement and customs, reduce shadow turnover and create fair competition conditions.The Ministry is already implementing new tax and customs administration tools. The e-Tamga system is aimed at preventing the issuance of fictitious invoices and identifying "one-day" firms. The integrated tax administration system has combined seven outdated solutions into a single platform, providing full tax support to entrepreneurs. The Keden system automates customs processes, introduces remote interaction between participants in foreign economic activity and uses elements of artificial intelligence.A single entrepreneur's personal account has been created for businesses – a portal and a mobile application that combines all the services of the Ministry of Finance in a user-friendly interface. Within the framework of budget planning, unique identifiers of projects and expenses have been introduced, according to forecasts, this innovation will save budget funds. A digital profile of the government agency has been launched with online reflection of receipts, expenses and financial discipline. More than 90% of the country's rice is produced in the Kyzylorda region.In accordance with the instructions of the Head of State, given in his Address, regarding water conservation and advanced processing of agricultural products, we plan to reduce rice cultivation and increase the area under corn.We held talks on this topic with the manager of a corn and starch processing plant in the city of Zharkent. The project includes the construction of a drying facility in the first phase (2025-2026) and a deep corn processing plant in the second phase (2026-2029).For the plant to operate effectively, at least 20,000 hectares of land must be planted with corn. You will be allocated a 10,000-hectare plot of land, as previously agreed. On March 14 of this year, at the 4th meeting of the National Kurultai, the Head of State gave instructions on the implementation of the "Center-West" strategic project. Environmental development of the region: nature conservation and implementation of modern solutions for a sustainable future 13.10.2025
Ecology in Kostanay region is designated as one of the strategic priorities.Urban development and increased municipal waste generation require careful attention to the environment. In this regard, separate collection, sorting, disposal and recycling of waste is being introduced in the field of municipal waste management.Thus, separate waste collection (plastic, glass, paper, bulky, mercury-containing waste, waste from electronic and electrical equipment) has been introduced in 61 settlements, where more than 2,100 special containers have been installed.Waste sorting is carried out in 29 settlements. The sorting process is carried out by manual sorting and on 7 waste sorting lines. In the region, 14 private companies process recyclables and produce 17 types of finished products (geogrid, geotextile, geocomposite, geocapes, polyethylene gas and water pipes, cable pipe, polymer-sanded paving stones, manholes, rubber chips, egg trays, cinder blocks, pyrolysis fuel, PVC panels, inert material, plastic boxes, gas tanks made of plastic).If a few years ago the volume of waste recycling was insignificant, today there is significant progress: the share of solid household waste recycling increased from 1.8% in 2017 to 21.1% in 2024. Thus, the indicator has increased almost 12 times, which is a significant step towards ensuring the environmental safety of the region.At the same time, in order to develop the sphere of municipal waste management by private enterprises, 3 projects totaling 0.5 billion tenge were implemented in 2024-2025 through preferential loans from Damu Entrepreneurship Development Fund JSC and Industry Development Fund JSC. By the end of this year, the implementation of 2 projects totaling 0.8 billion tenge will be completed. Ashgabat, September 15-17, 2025 – The 11th Meeting of the High Level Working Group on the Caspian Sea Issues (HLWG) was held in Ashgabat.The delegations of the Republic of Azerbaijan (led by Samir Sharifov), the Islamic Republic of Iran (led by Kazem Gharib Abadi), the Republic of Kazakhstan (led by Zulfiya Amanzholova), the Russian Federation (led by Nikolay Udovichenko) and Turkmenistan (led by Myrat Atajanov) took part in the meeting. Therefore, special attention was paid at the meeting to taxation issues in the tourism industry.The new Tax Code provides for simplified tax regimes and reduced rates for entrepreneurs working in this field. Now there will be three of them. The first one is for self-employed citizens who will be able to pay a single payment, including income tax and mandatory pension contributions. The second mode is based on a simplified declaration and is suitable for small and medium-sized businesses: the tax will be only 3% of income. The third mode is intended for peasant (farm) farms with preferential rates, allowing farmers to invest more in the development of production."In addition, the new code is aimed at reducing the shadow economy and increasing transparency of financial flows. For the tourism business, this means not only fair competition, but also access to state support measures, including within the framework of state regional development programs. Today, the Akim of the region, Nurlybek Nalibayev, along with responsible officials, met with representatives of the World Health Organization.At the meeting, the Akim noted that the state of the Aral Sea is not just a problem for one region or country, but a common, global environmental issue for the entire world.«Our President, Kassym-Jomart Kemelevich, has instructed that afforestation be carried out on the dry bed of the Aral Sea between 2021 and 2025, planting climate-resistant plants on an area of 1.1 million hectares and increasing greenery.From 2021 to 2024, 659,000 hectares of saxaul were planted. Work on the remaining 441,000 hectares will continue until the end of the year.Large-scale efforts are underway to improve the environmental situation in the Aral Sea region and protect the environment, with the support of foreign countries and international organizations.To stop sandstorms on the dry seabed, with the support of Germany, South Korea, the United States, and major international organizations and foundations, over 73,000 hectares of saksaul were planted.Furthermore, this year, a 33.5-hectare forest seed nursery, funded by the World Bank and worth 441 million tenge, was commissioned. This demonstrates the international community's commitment to the Aral Sea issue. The XXV session of the regional maslikhat was held with the participation of Nurlybek Nalibayev, the akim of the region. The meeting was attended by heads of law enforcement agencies, regional administrations and departments, city and district akims, and maslikhat deputies. Nine issues were discussed on the agenda.The regional head raised issues related to the implementation of large-scale work in the region and made his proposals.«Head of State Kassym-Jomart Kemelevich published his Address to the People of Kazakhstan, «Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Their Solutions through Digital Transformation.»Now, together with you, we must implement the objectives of our President's Address efficiently and on time.I call on all of you to work together and responsibly for the benefit of the country.Today, large-scale investment projects have been intensified in our region, with the special support of the Head of State and the Government. The past eight months have seen growth in key macroeconomic indicators.This year, the regional budget amounted to 829 billion 200 million tenge, an increase of 228 percent compared to 2022. Of this, 477 billion 600 million tenge (58%) is allocated to the social sphere.The development budget increased from 62 billion tenge in 2022 to 214 billion tenge (3.5 times). These funds are aimed at addressing the region's most pressing issues, improving the quality of life, and implementing large-scale infrastructure projects.Today, the region has a favorable investment climate, and major projects are underway. While this year's planned investment target was over 631 billion 400 million tenge, the launch of new projects will exceed this target to 716 billion tenge. Currently, 408 billion 200 million tenge of investment has been attracted. This year, 27 projects worth 302 billion 500 million tenge will be launched. Ninety-six projects worth 166 billion 800 million tenge are under construction in the region.Over the past three years, 2.5 million square meters of housing have been commissioned using all funding sources. 623 apartment buildings in the city are provided with hot water. By the end of the year, the gasification rate will reach 83 percent.This year, the area under agricultural crops amounted to 189,600 hectares, of which 80,900 hectares were under rice. In accordance with the President's instructions, comprehensive measures are being taken to implement water-saving technologies and increase the area under crops requiring minimal irrigation», - said N. Implementation of Investment Project in Pharmaceutical Sector was Considered at Kazakhstan’s Foreign Ministry 13.10.2025
Astana, September 17, 2025 – Chairman of the Investment Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan Gabidulla Ospankulov held a meeting with Chairman of the Board of the Chinese company “Cheng Tian Run Kang Medical Limited,” Li Shu-he.The investor expressed an intention to implement a project in Kazakhstan on the cultivation and processing of industrial hemp with a permissible tetrahydrocannabinol content (not exceeding 0.3%), which complies with international standards and excludes psychoactive properties of the plant. The resulting raw materials are planned to be used for the production of pharmaceuticals, dietary supplements, as well as textile industry products. In addition, the investor showed interest in implementing a project in the field of meat processing.Chairman Ospankulov noted that the development of projects in pharmaceuticals and deep processing of agricultural raw materials corresponds to the priorities of Kazakhstan’s investment policy. He emphasized that the state is ready to provide the necessary support, including facilitation measures and coordination with relevant government agencies.For his part, Li Shu-he stressed that Kazakhstan offers favorable conditions for the implementation of projects in the processing of agricultural raw materials. Meeting with entrepreneurs and the population of the Zhetisu region to explain the new Tax Code 13.10.2025
On September 17, 2025, in the city of Taldykorgan, in preparation for the entry into force of the new Tax Code of the Republic of Kazakhstan, an on-site explanatory seminar for entrepreneurs and residents of the Zhetisu region was held with the participation of Deputy Chairman of the State Revenue Committee Nurzhanov Zhanybek and representatives of the National Chamber of Entrepreneurs Atameken.The new code, signed by President Kassym-Jomart Tokayev on July 18, 2025, is aimed at radically transforming the tax system, introducing transparency principles and adapting to modern economic realities. As the Head of State noted, the key goal of the reform is not only to change the norms, but also to form a new mentality of taxpayers.The new Tax Code will become an important tool for the development of the economy of Zhetisu, where the main focus is on agriculture, tourism and entrepreneurship. Its main goals are to reduce the shadow economy, simplify work with tax authorities and increase the efficiency of tax administration.Major changes:Differentiation of the tax burden. Socially significant industries such as medicine and education will pay a reduced corporate tax of 5% in 2026. A progressive scale of individual income tax is being introduced, which is aimed at a fair distribution of the tax burden, 10% for incomes up to 8,500 MCI (about 33.5 million tenge) and 15% for higher incomes.Simplification of tax regimes. There are three main modes left. Reducing the number of special tax regimes to three will simplify the system for local entrepreneurs. Regimes for the self-employed, based on a simplified declaration, and for peasant (farm) farms (KFH) will become the basis for doing business, especially in the agricultural sector, which is dominant in the economy of Zhetisu.Fight against business fragmentation. The VAT rate is increased to 16%, and the registration threshold is lowered. This will help bring large enterprises out of the shadows and create fair competition.The luxury tax.
