Министерство национальной экономики утвердило правила компенсации имущественных потерь для субъектов малого и среднего бизнеса, пострадавших от чрезвычайных ситуаций природного характера. Документ имеет бессрочный характер. Приказ, подписанный заместителем Премьер-министра – Министром национальной экономики 26 сентября 2025 года, вступает в силу с 11 октября.Согласно правилам, учет пострадавших предпринимателей будет осуществляться региональными комиссиями при акиматах. На них возложены функции по формированию списков субъектов МСБ, определению размеров компенсаций, рассмотрению заявок на возмещение ущерба, а также контролю за приемом документов. В отдельных случаях комиссии могут направлять дела на дополнительную экспертизу.Компенсации подлежат стоимость утраченного имущества (здания, автотранспорт, оборудование), товарно-материальных ценностей (ТМЦ), а также расходы на восстановительные работы. Исключение составляют случаи, когда имущество было застраховано в соответствии с законодательством.Для ТМЦ с суммой ущерба до 10 млн тенге компенсация будет рассчитываться на основании данных органов государственных доходов о среднемесячном обороте или доходах предпринимателя. В случае несогласия с предложенной суммой ее размер может быть определен посредством судебно-бухгалтерской либо судебно-товароведческой экспертизы.Если ущерб превышает 10 млн тенге, а также по оборудованию и объектам недвижимости, размер компенсации будет определяться на основании отчетов об оценке утраченного имущества, дефектных ведомостей и проектно-сметной документации.Заявления на компенсацию будут приниматься Региональными комиссиями в течение 180 календарных дней с момента наступления чрезвычайной ситуации. Это создаёт определённый "буфер" - гражданам и экспертам сложно сразу понять, где именно возникла задержка по принятию проекта или кто несёт ответственность за конкретное решение. В однопалатной модели такого "двухуровневого фильтра" не будет. Все законопроекты обсуждаются и принимаются в одной палате, и процесс становится более понятным для общества", - пояснила директор института.В качестве примера она привели опыт таких стран, как Швеция, Дания, Эстония, которые имеют однопалатный парламент.Вторым ключевым акцентом спикер назвала финансовую самостоятельность регионов, что означает укрепление бюджетной децентрализации и перераспределение полномочий в пользу местных представительных и исполнительных органов. "В чем я вижу практическое последствие? Это то, что граждане смогут видеть, как расходуются их налоги на местах, и требовать отчётности в рамках конституционного права на обращение и участие в управлении делами государства. Это повышает не только эффективность власти, но и правовую защищённость общества", - разъяснила она.Третье, на что спикер обратила внимание студентов, - земельный кодекс и цифровой кадастр."Президент подчеркнул: "Земельные ресурсы должны распределяться открыто. Все конкурсы будут проводиться в электронном формате". Правовая ценность такой инициативы в прямом закреплении принципа гласности и равного доступа в земельных отношениях.Автоматизация процедур через цифровой кадастр исключает произвольное усмотрение должностных лиц и минимизирует коррупционные риски", - отметила Алия Оразбаева.В качестве четвертого акцента она обозначила новый Налоговый кодекс, который должен быть простым и понятным. Упрощение налоговых норм позволит снизить административное давление на предпринимателей, сделать обязательства предсказуемыми и прозрачными. Одновременно новый кодекс должен гарантировать достаточную доходную базу для местных бюджетов, чтобы регионы могли полноценно исполнять свои функции."Пятый Ключевой акцент. Президент заявил: "Прочную законодательную базу для устойчивого, прозрачного и безопасного развития отрасли должен заложить новый Строительный кодекс".Это значит, что новый Строительный кодекс введёт цифровое проектирование. Будет создана система прозрачного надзора за строительством. Во-первых, качество строительства повысится, сократятся сроки. Все процессы будут контролируемы на каждом этапе. Школы, дороги, больницы будут строиться под цифровым контролем", - перечислила глава исследовательского института.Также она выделила задачи, поставленные Президентом в части банковского законодательства и цифровых активов. По ее словам, Закон "О банках и банковской деятельности" изменят для поддержки кредитования реального сектора.  Будет принят закон о цифровых активах и цифровом тенге."Если Казахстан масштабирует цифровой тенге, как указал Президент, и создаст Государственный фонд цифровых активов, то у государства появится инструмент для целевого расходования бюджетных средств (например, стипендии, пособия, льготы). Повысится прозрачность и доверие граждан к госпрограммам, и немаловажно - привлечет инвестиции в цифровую экономику", - пояснила спикер. Упомянула она также о принципе "Закон и порядок", который Глава государства обозначил как незыблемую опору государственности. Еще одним акцентом, озвученным в Послании, спикер назвала цифровизацию и искусственный интеллект."Президент подчеркнул: новые технологии должны работать на благо общества. В рамках оперативно-стратегического командно-штабного учения «Айбалта-2025» на одном из этапов военнослужащие разведывательных подразделений отработали тактические действия.Военнослужащие выполнили широкий спектр задач, связанных с ведением разведки в тылу условного противника в дневных и ночных условиях. Они осуществляли скрытное выдвижение на заданные рубежи, занимались оборудованием наблюдательных постов и передавали разведданные в штаб. Действия проводились с применением современных технических средств разведки, включая беспилотные летательные аппараты и средства радиоэлектронного наблюдения.– Разведывательные подразделения успешно выполнили поставленные задачи, подтвердив готовность выполнять задачи как в обороне, так и в наступательных действиях. Личный состав продемонстрировал умение действовать скрытно, быстро и эффективно в сложных условиях. В Сенате Парламента Республики Казахстан состоялась встреча с представителями государственных органов по вопросам формирования трансфертов общего характера на 2026–2028 годы. Под председательством главы Комитета по финансам и бюджету Султанбека Макежанова в обсуждении приняли участие депутаты Сената и представители государственных органов. С основным докладом выступил первый вице-министр национальной экономики Азамат Амрин, отметив, что с учетом подходов нового Бюджетного кодекса разработан проект закона «Об объемах трансфертов общего характера между республиканским и областными бюджетами, бюджетами городов республиканского значения и столицы на 2026–2028 годы».«Документ разработан в соответствии с нормами нового Бюджетного кодекса. Новые трехлетние трансферты общего характера направлены на решение основных задач, поставленных перед правительством, в том числе по расширению финансовой самостоятельности регионов, выравниванию доступности социальных благ и государственных услуг для населения», - добавил первый вице-министр.При этом он подчеркнул, что прогнозы доходов местных бюджетов осуществлялись с учетом изменений, предусмотренных в рамках новых Налогового и Бюджетного кодексов.«Увеличение доходов обеспечивают такие нормы, как увеличение ставок акцизов, введение прогрессивной ставки индивидуального подоходного налога 15% для доходов, превышающих определенный уровень, передача из республиканского бюджета в местные бюджеты отдельных налогов, сборов и пошлин, введение дополнительной категории доходов с целевой направленностью "Специальные поступления". Кроме того, все штрафы, ранее поступавшие в республиканский бюджет, также переданы на местный уровень», – заявил Азамат Амрин.Учтены, по его словам, и нормы, снижающие доходную часть бюджета, но обеспечивающие реальный рост доходов населения. Это увеличение размера стандартных вычетов с 14 МРП до 30 МРП, снижение ставки транспортного налога путем применения поправочного коэффициента, исключение отдельных видов плат и государственных пошлин.«Доходы рассчитывались с учетом налогового потенциала регионов. Анализ поступлений доходной части местных бюджетов показывает ежегодный стабильный рост. Темп роста налоговых поступлений за последние три года составил в среднем 127,2%. По прогнозам, доходы регионов возрастут с 10,7 трлн тенге в 2026 году до 13,3 трлн тенге в 2028 году, или на 124,3%», – резюмировал Азамат Амрин.Сенатор Султанбек Макежанов обратил внимание, что новые подходы должны учитывать минимальные инфраструктурные нормативы и региональные стандарты. По его словам, именно их внедрение позволит повысить финансовую устойчивость местных бюджетов и улучшить качество государственных услуг для граждан.«Важнейшая задача - обеспечить справедливое и прозрачное распределение финансовых ресурсов. Riyadh, September 30, 2025 – The Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Saudi Arabia, Madiyar Menilbekov, presented his letters of credence to the Crown Prince and Prime Minister of the Kingdom of Saudi Arabia, Mohammed bin Salman Al Saud.During the official ceremony Ambassador conveyed the greetings and best wishes of the President of Kazakhstan, Kassym-Jomart Tokayev, and emphasized Kazakhstan’s readiness to further strengthen comprehensive and mutually beneficial cooperation with Saudi Arabia.In turn the Crown Prince of the Kingdom noted his deep respect for Kazakhstan and its President, expressed his interest in elevating bilateral cooperation to a new level, and conveyed his greetings to the Kazakhstan’s Head of State. Last weekend, 92 agricultural fairs were held across the country's regions. Over 1,000 agricultural producers and suppliers participated. The focus was on selling beef at below-market prices, as well as expanding the product range to include vegetables, dairy products, and other seasonal agricultural produce.The largest volume of beef sales was recorded in the Karaganda region, where over 52 tons of meat were sold. Astana and Almaty also saw brisk trade: 45.5 tons were sold in Astana, and 35 tons in Almaty. In Astana, beef prices ranged from 3,200 to 3,500 tenge, while in Almaty the average price was 3,150 tenge, 5% below market value. The fairs were highly popular in both cities: approximately 40,000 people attended in Astana and over 30,000 in Almaty.In the Aktobe region, 25 tons of beef were sold at a stable price of 2,700 tenge per kilogram, almost 8% below the market average. In the Kostanay region, approximately 11 tons of meat were sold, and the price was also below the average at 2,925 tenge. In Shymkent, 6.2 tons of beef were sold at an average price of 3,400 tenge per kilogram.In several regions, beef prices were significantly below market prices. For example, in the Pavlodar region, the average price was 2,400 tenge, 24% below the official price. In the Kyzylorda and Turkestan regions, the price remained at 2,500 tenge, deviating from the market price by 18% and 13%, respectively. In the Akmola region, a decrease of over 13% was also recorded, with 1.1 tons of meat sold.The eastern regions showed moderate sales volumes. About 1 ton of beef was sold in the East Kazakhstan region, and 0.6 tonnes in the North Kazakhstan region, with prices in both regions 10-14% below market prices. In Mangystau and Atyrau, sales volumes were less than 1 tonne, but the fairs were well attended. In Aktau, for example, over 30,000 people attended the event.Fairs were also held in regional capitals and rural areas of the Zhambyl, Abay, Zhetysu, Ulytau, and Almaty regions. In most of them, in addition to meat, vegetables, dairy products, honey, and other locally produced products were actively offered. In the Zhambyl region, over 30 tonnes of melons, potatoes, and feed were also sold.In total, over 203 tonnes of beef were sold throughout the republic during the week. The average price was 3,085 tenge per kilogram, 3.9% lower than the level recorded by the Bureau of National Statistics. According to preliminary estimates, the total number of fair visitors was over 190,000.The fairs will continue to be organized and held in the fall.
