The implementation of the "Taza Kazakhstan" program was discussed in Kostanay region 29.05.2025
A working meeting on the implementation of the republican environmental program "Taza Kazakhstan" was held in the Akimat of the Kostanay region under the chairmanship of the regional akim Kumar Aksakalov. The program was initiated by the Head of State and is aimed at improving the quality of life of the population, raising environmental culture and creating a comfortable urban environment.Interim results of 2024As Kumar Aksakalov noted, in 2024, a significant amount of work was carried out within the framework of the program in the Kostanay region:327 squares and courtyards were improved;354 unauthorized landfills were eliminated;more than 133 thousand trees were planted;13.5 thousand new street lamps were installed - street illumination was increased from 80% to 90%;71 apartment buildings were reconstructed;362 emergency and abandoned buildings were demolished.Budget and priorities for 2025The work continues this year.12.7 billion tenge has been allocated for the implementation of measures to improve the region's populated areas in 2025, which is 12% more than last year.Of these:more than 44% are aimed at landscaping, developing parks and squares;over 30% - for major repairs of apartment buildings, including replacing roofs, updating facades and balconies. The Akim of the region emphasized the need to adhere to uniform approaches to the architectural appearance of buildings and the urban environment:"We should abandon the flashy colors of facades and give preference to a calm, restrained palette - gray-brick and beige tones. It is important to create mini-squares and green areas within walking distance of residential areas, and use any free areas for improvement."Feedback and Involvement of ResidentsSpecial attention at the meeting was paid to the issue of informing and involving the population in the implementation of the program.During the analysis, it was found that in five districts of the region there are no citizen requests via the Telegram chatbot "Taza Kazakhstan". This indicates weak information coverage and low activity of the population."Akimats should not perceive the lack of applications as an indicator of well-being. On the contrary, this is a signal of insufficient work with the population. Citizen involvement is a key indicator of the effectiveness of the program," said Kumar Aksakalov.A systematic approach is the basis for the resultThe akim of the region emphasized that the implementation of "Taza Kazakhstan" is not a one-time event, but a systematic and strategic work that requires the personal participation of leaders at all levels. At the end of the meeting, Kumar Aksakalov instructed the akims of cities and districts to take special control over the implementation of all activities and ensure an open dialogue with the population.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1007444?lang=kk

The regional council for attracting investments was held in Kostanay region 29.05.2025
On the instructions of the President of the country to intensify work to attract investment and ensure sustainable economic growth, a regional council on the implementation of investment projects was held in Kostanay region under the chairmanship of Akim Kumar Aksakalov. The head of state has repeatedly emphasized that in the context of global competition for capital, it is critically important to act promptly and make decisions in the "here and now" mode. In this regard, the key priority of the region remains the implementation of large industrial, infrastructure and agricultural initiatives. The heads of regional departments, akims of districts and cities, as well as initiators and representatives of investment projects took part in the work of the council.Key projects of the industrial sectorA number of systemic projects were considered at the council meeting, the implementation of which will have a significant effect on the growth of the manufacturing industry, the creation of new jobs and the development of related industries.Including:A full-cycle KIA car manufacturing plant (105 billion tenge, capacity - 70 thousand cars per year, 1,500 jobs);KamLitKZ main gear plant (82.5 billion tenge, 550 jobs);Hot briquetted iron (HBI) production project based at SSGPO JSC (532 billion tenge, 2 million tons per year, 1,000 jobs);Solidcore Resources renewable energy projects — construction of solar and gas piston power plants, as well as a gas distribution station;Konditerskaya Stolitsa factory, deep grain processing plant, projects for the production of auto components and the Qostanay Dry Port logistics hub.Investor representatives were heard on each project. The regional akim gave specific instructions to eliminate infrastructural and administrative barriers, including the allocation of land plots, connection to utility networks and acceleration of examination procedures.Investments in the agro-industrial complexA separate block considered the implementation of 34 projects in the agro-industrial complex, presented by districts as part of scaling up the experience of the North Kazakhstan region. The total volume of declared investments is 110.6 billion ₸.Of which:through SPK "Tobol" - 82.3 billion ₸,at the expense of own funds - 15.5 billion ₸,at the expense of other sources - 12.8 billion ₸.To date, 15 projects worth 42.4 billion ₸ have been provided with project documentation. For them, mechanisms for financing and interaction with investors are being developed. The district akims reported on the degree of readiness of the initiatives, the progress of pre-project and technical preparation. It was noted that the projects should be worked out not only from an engineering point of view, but also from the point of view of business logic - the availability of raw materials, sales markets and a sustainable implementation model.Requirements for district and city akimsThe regional akim emphasized that all investment projects are under his personal control. District and city akims are required to do not formal, but substantive and targeted work on building a project portfolio.“I instruct the akims: do not engage in pretty reports. Show real work — investment projects that provide jobs, taxes and increased welfare for citizens,” Kumar Aksakalov noted.According to him, in a number of districts not a single new project has been presented for a long time. This is unacceptable — especially in the context of the availability of preferential financing mechanisms, state support and growing demand for agricultural processing. The need was also emphasized:to update sections on investment potential on the websites of akimats,to establish communication with the platforms of the SPK Tobol, Kazakh Invest and specialized departments.ConclusionFollowing the meeting, instructions were given to intensify work in each direction, ensure that projects are fully ready for implementation, and present specific results in the coming months.“Development is not slogans. It is the result of systematic, daily, and demanding work at all levels,” the regional akim concluded.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1006498?lang=kk
