Trade agreements signed with the United Arab Emirates and Mongolia 30.06.2025
On June 27, 2025, in Minsk, as part of the meeting of the Supreme Eurasian Economic Council at the level of heads of the EAEU member-states, the Economic Partnership Agreement between the Eurasian Economic Union and its Member States, of the one part, and the United Arab Emirates, of the other part, and the Interim Trade Agreement between the Eurasian Economic Union and its Member States, of the one part, and Mongolia, on the other part, were signed. Both international treaties are free trade agreements that provide duty-free trade between the parties.Within the framework of the Agreement between the EAEU and the United Arab Emirates, an agreement was reached to eliminate import customs duties on 85% of goods in mutual trade on an indefinite basis. It is noted that in addition to standard provisions in the sphere of trade regulation between the parties, the EAEU-UAE Agreement also includes advanced norms for developing cooperation in the areas of electronic commerce, sectoral cooperation, small and medium-sized enterprises, etc. At the same time, the elimination of import customs duties will be carried out progressively over various transitional periods in order to gradually liberalize mutual trade. In turn, the Agreement between the EAEU and Mongolia is an interim agreement with limited goods coverage and establishes a preferential trade regime for 367 goods items of key export interest to each party. It is noted that the EAEU-Mongolia Agreement is concluded for a period of three years with the possibility of further extension for a three-year period by agreement of the parties. As part of the establishment of a preferential trade regime with the UAE, Kazakhstani exporters are able to supply duty-free such goods as beef and small cattle meat, poultry, dairy products (milk, yogurt, cheeses), eggs, honey, vegetables, legumes (peas, beans), apples, grains (wheat, barley, oats, rice), flour, cereals, vegetable oils (sunflower, rapeseed), confectionery and chocolate, juices, water, etc., as well as chemical products (polymers, plastic products), fertilizers, paints, household chemicals (soap, detergents), products of the woodworking and light industry (fabrics, knitwear, clothing), metallurgical products (ferroalloys, rolled iron, rods, angles, pipes, metal structures and products made of ferrous and non-ferrous metals), machinery and equipment, transformers, wires, etc.Under the Agreement with Mongolia, businesses will be able to supply goods such as grain (wheat, barley, corn), poultry, dairy products (yogurt, cheese, butter), honey, vegetable oils (sunflower oil), sugar, chocolate and confectionery products, bakery products, water, juices, jams, alcoholic and tobacco products, etc., as well as metallurgical products (ferroalloys, rolled products, rods, pipes), transformers, vehicles (locomotives, cars), chemical industry products (polymers, plastic products), etc., at reduced rates of import customs duties or duty-free, including within the tariff quotas. Thus, the conclusion of free trade agreements with these partners expands the network of preferential trade agreements of Kazakhstan, thereby diversifying export directions. The establishment of the duty-free trade regime will create favorable conditions for increasing the exports of Kazakhstani products to the markets of partner countries and will be a significant step in strengthening trade and economic relations. For reference: Trade turnover between Kazakhstan and the UAE in the first quarter of 2025 amounted to $55.6 million, which is 48.8% higher than for the same period of the previous year ($37.4 million).Trade turnover between Kazakhstan and Mongolia in the first quarter of 2025 amounted to $30.1 million, which is 2.6% higher than for the same period of the previous year ($29.3 million). The agreements with the United Arab Emirates and Mongolia will enter into force after their ratification in all parties.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/1026720?lang=kk
