You are well aware that last year a special Committee for the Regulation of the Gaming Business and Lottery was established. In this regard, the Committee should complete a sociological study on the reasons for the increase in the number of citizens' gambling and betting. "
"The development of a significant industry that will enhance the country's prestige, the formation of a unique, competitive nation, and a responsible generation is the main task of each of us. The Head of State emphasized that “through the development of mass sports, we will improve the health of our nation and raise a new generation of sports stars that our entire country will be proud of.” Our President emphasized the need for fundamental changes in the sports sector and outlined priority areas for the strategic development of the sector. The Ministry has a large-scale task to develop children's and mass sports and improve high-performance sports. Mass sports are aimed at strengthening our health, while sports that lead to great achievements form a positive image of the country.
Yerbol Myrzabosynov said that in order to qualitatively fulfill the instructions given by the Head of State, the Ministry needs to implement specific measures to carry out a fundamental comprehensive reform.
“As you know, the procedure for appointing heads of regional sports departments has changed in order to restore the management vertical. Their appointment is carried out with the consent of a special commission established under the Ministry. The proposed candidates are evaluated according to specific requirements. The candidates' experience in the field and a development plan are taken into account, as well as their mastery of the basics of sports science and management. Today, the commission has approved the candidacies for Pavlodar, Karaganda, Kyzylorda, West Kazakhstan, Ulytau and Aktobe regions, and 6 heads of departments have been appointed. In addition, we are initiating the appointment of presidents of sports federations, nominating candidates and determining key performance indicators (KPIs). At the same time, work is underway to transfer regional physical culture and sports organizations that train athletes for national teams to the Ministry.
The Minister of Tourism and Sports said that a Performance Hub scientific group has been created to support athletes and guide sports before the Paris Olympics.
“Currently, the scientific group is working on the preparation of athletes going to the Winter Asian Games. At the same time, work on training specialized specialists in the field of sports is not left without attention.
At the initiative of our National Center for Sports Medicine and Rehabilitation, for the first time, professional standards for the specialties of “sports medicine” and “nutrition” were introduced by order of the Minister of Health. After the construction of the National Sports University under construction in Astana is completed, we will continue to develop sports science within the framework of this educational institution.
"In accordance with the instructions of the Head of State, we have implemented 3 modules of the e-Sport platform in a pilot mode as part of the digitalization of the industry. Work is underway to fill the database together with the federations. 81 federations and 6 organizations operate on the platform. Currently, data on more than 17 thousand athletes has been entered. It is necessary to take all necessary measures to fully implement the digital sports platform by the end of the year."
The Minister focused on the results of the monitoring working group established to determine the development and state of sports in the regions.
"During the monitoring, a number of systematic problematic issues were identified in the regions. In particular:
- failure to maintain vertical continuity in the training of sports reserves and high-class athletes;
- inequality in the development of Olympic and non-Olympic sports;
- increasing limits for professional clubs, attracting legionnaires;
- ineffective management of human resources and sports infrastructure;
- failure to comply with the requirements of specialization, development of sports not included in the register, etc.
Relevant recommendations were made to promptly resolve these systemic issues. We are always ready to work together with you to develop the country's sports. In general, in short, these are the tasks set for the Ministry. We will make every effort to achieve these goals. "
