If no KKM fiscal receipt was issued: what should the buyer do and what liability is provided for 14.04.2026
The Department of State Revenues for Mangystau Region reminds: for every purchase of goods, performance of works, or provision of services, the seller is obliged to issue a fiscal receipt from the control-cash machine (KKM).This requirement is established by the Tax Code of the Republic of Kazakhstan and the Rules for the Use of KKM (Order of the Minister of Finance of the Republic of Kazakhstan No. 626 dated October 24, 2025, effective from January 1, 2026).Why is it important to demand a receipt?The receipt confirms the fact of purchase and protects your rights as a consumer.It helps with returning or exchanging goods.Failure to issue a receipt is a sign of possible tax evasion, which harms the state and honest businesses.What to do if no receipt was issued?Demand the receipt immediately on the spot.If refused, record the violation:Take a video or photo (store address, name, time of purchase, seller, goods, and amount).Write down the details: store name, IIN/BIN of the seller (if known).File a complaint:Through the e-Otinish service in the eGov Mobile application (select the state revenue authority at the location of the store).Or through the Wipon mobile application (a reward is provided for a confirmed violation).In person at the territorial tax authority at the location of the violator.Liability for failure to issue a receipt (Article 284 of the Code of Administrative Offenses of the Republic of Kazakhstan):For the first violation — a warning.For a repeated violation within one year — a fine:for small business entities, private notaries, and private bailiffs — 20 MRP;for medium-sized business entities — 30 MRP;for large business entities — 40 MRP.From 2026, KKM receipts must necessarily indicate the name of the goods/service and its code according to the National Catalog of Goods (NKT). Failure to comply with these requirements may also be qualified as a violation of the rules for using KKM.The Department appeals to entrepreneurs: Comply with the requirements of the legislation!      Corruption is not just an offense, but one of the most dangerous social phenomena, undermining the foundations of statehood, economic development, and public trust. It is essential to openly acknowledge that the fight against corruption is not the responsibility of individual agencies, but a shared responsibility of the state and every citizen.Corruption causes direct economic damage. Funds that should be spent on infrastructure development, education, healthcare, and social support end up in the pockets of unscrupulous individuals. This leads to a slowdown in development, a deterioration in the quality of life, and increased social inequality. Ultimately, it is ordinary citizens—those for whom the state system should work—who suffer.But the damage from corruption is not limited to the economy. It erodes trust in government institutions and fosters a sense of injustice and impunity. When the principle of equality before the law is violated, the entire system of social relations suffers. This is precisely why our country consistently implements the principle of "Law and Order," aimed at shaping an honest, fair, and open society.Civil servants bear a special responsibility in this matter. Public service is not a privilege, but a lofty mission of serving the people. Every public servant is obligated to strictly comply with the law, act honestly, transparently, and in the public interest. Any manifestation of corruption by public servants is unacceptable and must be strictly suppressed within the law.At the same time, it is important to understand that corruption is a two-sided phenomenon. Responsibility lies not only with those who take bribes, but also with those who give them. Attempting to "resolve a problem" illegally is also a violation of the law and an undermining of fair rules. Fostering zero tolerance for such actions is one of the key tasks of modern society.Today, special attention is being paid to corruption prevention. Important areas include raising the public's legal awareness, promoting openness in government agencies, and implementing digital technologies that minimize the human factor and reduce corruption risks. The more transparent the processes, the fewer opportunities for abuse.Equally important is the education of the younger generation. Fostering anti-corruption awareness among young people is an investment in the country's future. This niche remains open, and new creators are constantly emerging in it,” said travel creator Asset Murzabayev. “Videos can gain millions of views but fail to convert into followers. That is when I started breaking content into parts: the first showing the process, and the second revealing the result later. This format improved audience retention and significantly increased follower growth,” said artist and TikTok creator Assel Sabyrzhankyzy. “I would recommend maintaining a balance between entertaining and meaningful content. People usually come to social media to relax, so it is important not to overwhelm them with overly complex topics. Today, creating a music video with AI costs around 400 dollars, whereas 15 years ago similar production would have been valued at hundreds of thousands of dollars. Excluding human resources, costs have decreased dramatically, making the technology accessible to a much broader range of creators,” said Nick McFly. The first day of the AlmaU Creative Forum demonstrated strong interest in practical learning and актуal topics in the creative industries, bringing participants together around experience sharing and actionable insights.

Nauryz Celebrated on a Grand Scale in Prague 14.04.2026
Prague, 12 April 2026 – A large-scale cultural and public event dedicated to the celebration of Nauryz took place in the capital of the Czech Republic. The event was organised for the fourth consecutive year by the Kazakh community in the Czech Republic, represented by the Qazaq Nomad association. This year’s project was implemented with the support of local authorities in the Czech Republic. The Embassy of the Republic of Kazakhstan to the Czech Republic also actively contributed to ensuring the high-level organisation of the event.This year’s celebration stood out for the richness of its content and the breadth of its outreach. Traditional Kazakh yurts were erected in Pankrác Park, and an altybakan – a traditional Kazakh swing – was installed. National dishes were prepared and offered to guests. The programme also included traditional games and sporting contests. Visitors had the opportunity to become more closely acquainted with Kazakh customs and traditions, handicrafts, and the culture of hospitality.As part of the festive programme, folk songs were performed, the Kazakh musical tradition of kuy was prominently showcased, and invited artistic groups presented concert performances. Guests also took an active part in traditional games and workshops. Admirers of Dimash Qudaibergen also joined the event and organised a special creative competition.Nauryz brought together not only compatriots living in the Czech Republic, but also residents and visitors of Prague, representatives of the diplomatic corps, and members of various ethnic communities from other European countries. Vilnius, 13 April 2026 – Ambassador of Kazakhstan T. Urazayev held a meeting with Minister of Economy and Innovation of Lithuania E. Grikšas, who also serves as Co-Chair of the Kazakhstan–Lithuania Intergovernmental Commission on Trade and Economic Cooperation. During the meeting, the parties discussed a wide range of areas of cooperation.In particular, they noted the existence of untapped potential for expanding cooperation in trade and tourism, but especially in the field of digitalization and innovation, where both countries hold leading positions. April 12, 2026, Stockholm – An extensive celebration of the spring holiday Nauryz took place in Stockholm, bringing together compatriots from various cities across Sweden, as well as guests – Swedish citizens interested in Kazakhstan's culture and traditions. Digitalization of Kazakhstan: eGov.kz celebrates 20th anniversary 13.04.2026
On April 12, the e-Gov portal (eGov.kz) celebrates its 20th anniversary. Over the past two decades, eGov.kz has evolved from an informational platform into a fully-fledged digital ecosystem, becoming an integral part of everyday life for every citizen of Kazakhstan and a symbol of the country’s technological transformation.The history of eGov.kz is one of steady and consistent evolution, which began in 2006. Its foundation was laid by the Presidential Decree No. 1471 as of November 10, 2004 “On the State Program for the Development of e-Government in the Republic of Kazakhstan for 2005-2007”. Initially, the portal operated as a reference resource, providing citizens with access to information on public services and government agencies.In its early years, the basic e-Gov infrastructure was established, enabling the delivery of services online. Afterwards, the development progressed gradually, from the launch of the first electronic services to transactional services with online payments, and later to integrated services combining multiple processes within a single real-life event.Key components of the digital infrastructure were introduced, including state databases, departmental information systems, eLicense.kz portal, National Certification Authority of the Republic of Kazakhstan, and e-Government Gateway. This significantly facilitated access to the most in-demand public services and reduced the need for in-person visits to the government agencies.Digital services have fundamentally transformed the user experience. For example, it became possible to register a legal entity in just 15 minutes or register the birth of a child online while simultaneously applying for benefits and securing a place in kindergarten.In 2019, the e-Gov mobile application was upgraded and continued its development as eGov Mobile. The pandemic period became both a major challenge and a turning point for growth. Under mobility restrictions, eGov.kz effectively became the primary channel of interaction between citizens and the state, ensuring uninterrupted access to key services in a remote format. In 2020, biometric identification was introduced, significantly lowering barriers to accessing services. During this period, the number of users and online services grew substantially, digital documents expanded, and projects such as Smart Bridge, Smart Data Ukimet, and eGov Business were launched.Today, e-Government has become a routine tool of everyday life. The portal has over 15 million registered users, and the total number of services provided has exceeded 508 million. More than 111 million services have been delivered through the eGov Mobile app alone, reflecting a steady user shift toward mobile scenarios. Currently, around 90% of more than 1 300 public services are available online, and users have access to 39 digital documents."Over the past 20 years, eGov has evolved from an informational portal into a large-scale digital ecosystem that has become an integral part of everyday life for millions of Kazakhstani citizens. Today, more than 90% of public services are available online, and interaction with the government is becoming faster and more convenient. We are moving to a new stage - eGov 3.0, where proactive services and Ai-driven solutions play a key role. I would like to thank everyone who stood at the origins of this journey and continues to advance the country`s digitalization, shaping a modern and efficient state", said Zhasslan Madiyev, Deputy Prime Minister - Minbister of Artifical Intelligence and Digital Development of the Republic of Kazakhstan.At the current stage, the development of eGov.kz and its components is focused on the active implementation of AI solutions, including tools such as eGov AI and the AlemGPT platform, which enable simpler, more intuitive, and user-friendly interaction with the government, including in the format of natural dialogue. A multi-agent platform, AlemGPT, is currently being tested, which will enable users to receive end-to-end public services, i.e. from request to result. In the future, it is expected to become a full-fledged AI assistant across all the public services.Kazakhstan’s high level of e-Government development has been recognized globally in the UN Global E-Government Development Index. In 2024, Kazakhstan ranked 24th out of 193 countries, and also ranked 10th in the Online Services Index (OSI), alongside global leaders such as South Korea, Denmark, and Estonia. The UN experts highly praised the effectiveness of Kazakhstan’s e-Gov system and its components, operated by NITEC JSC, as well as the use of digital solutions to improve citizens’ quality of life.At the same time, information security remains an absolute priority. The protection of personal data is enshrined at the constitutional level and is considered a cornerstone of trust in public digital services, alongside ensuring the resilience of digital infrastructure.Behind these figures and technologies lies the most important outcome - millions of hours saved, fewer trips for Kazakhstani citizens, and a significant reduction in bureaucratic burden. The eGov has evolved from a convenient tool into a true digital partner for both the state and society.Today, we are taking the next step toward a smarter, more responsive, and truly human-centered government. Twenty years ago, it was hard to imagine that registering a child’s birth, registering at a place of residence, or applying for benefits could be done in just a few minutes without leaving home. Starting April 13, 2026, the public service for issuing and renewing work permits for labor immigrants in Kazakhstan will no longer be available at Public Service Centers (CSCs). Applications can now be submitted exclusively online.The service for issuing and extending permits for labor immigrants has been fully digitized and is now available only through the eGov.kz portal. The update eliminates the need to visit Public Service Centers and simplifies the document application process.Foreign citizens can now apply online to obtain or renew a work permit for employment by individuals in private households within Kazakhstan. Users no longer need to manually upload certain documents. For example, medical certificates and insurance information are automatically retrieved from government databases. This helps reduce application processing time and minimizes the risk of errors.Decisions on issuing or renewing permits are made by local executive bodies of districts and cities of regional significance after coordination with territorial internal affairs authorities.
