Opening the session, President Tokayev noted that the Council continues to serve as a solid platform for strategic engagement between the state and its international partners.– For more than two decades, this forum has played a pivotal role in shaping Kazakhstan’s investor-oriented ecosystem. With the Council’s active engagement, we are determined to continue the implementation of comprehensive reforms aimed at improving the investment climate, enhancing transparency, and simplifying conditions for doing business in Kazakhstan, – said the President.The Head of State noted that experts and analysts predict a slowdown in global GDP growth to approximately 2.9% in the coming years.– We are now experiencing rising inflationary pressures, disruptions in supply chains, and heightened volatility in business confidence. These dynamics may further dampen the outlook for the global economy, underscoring the urgent need for constructive international dialogue. Amid these economic challenges, emerging economies such as Kazakhstan have withstood the external shocks. Over the first five months of 2025, Kazakhstan’s economy grew by 6%, which was driven by transport and logistics, construction, trade, mining and manufacturing sectors, – he noted.According to Kassym-Jomart Tokayev, Kazakhstan’s strategic location, advanced human capital, and firm commitment to positive reforms create wide opportunities for both investors and the national economy. He spoke about the activities of the Investment Board, designed to promptly address all investor issues on a “here and now” basis. It was noted that the Board facilitated the resolution of issues for 137 investment projects worth $70 billion and initiated 140 legislative amendments aimed at addressing systemic investor challenges.Additionally, a special “Prosecutorial Filter” mechanism has been introduced to prevent violations of investors' rights. Starting this year, no state body is eligible to conduct inspections, initiate administrative proceedings, file lawsuits, or impose restrictions on investors without prior approval from the General Prosecutor's Office.– We have also launched a National Digital Investment Platform that consolidates state services for investors into a ‘Single Window’ system, where consultations and permits can be obtained on one platform. Moreover, we are to adopt a new Tax Code, which aims to enhance conditions for business activity by encouraging private investment in the economy. The new Code will provide targeted preferences for investors focused on developing local manufacturing while also supporting exporters of high value-added goods, – stressed President Tokayev.In his speech, the Head of State outlined the most promising areas for cooperation with investors. These projects will increase the capacity and operational speed of Kazakhstan’s railway network. We continue to improve the quality and safety of our highway network. Last year we opened three major international highway corridors – Taldykorgan-Oskemen, Karaganda-Almaty, and Aktobe-Atyrau-Astrakhan – adding 1600 kilometers of new highways, which is twice the length delivered in 2023. The action is timed to promote the ideology of "Law and Order", designated by the Head of State. This ascent is not just a sporting initiative, but a symbol of commitment to public service, honesty and justice. At an altitude of 4,120 meters, the participants set up the national flag and a flag with the inscription "Law and Order" as a reminder of the high responsibility that lies with each of them. Budapest, 18 June 2025 — Ambassador of Kazakhstan, Mr. Abzal Saparbekuly, met with Mr. Zoltán Horváth, representative of the Hungarian Water Partnership (HWP), to discuss potential cooperation in water supply, sanitation, and sustainable water resource management.The Hungarian Water Partnership is an industry cluster uniting more than 20 Hungarian companies specializing in innovative and export-oriented solutions in the water sector. The organization actively promotes knowledge transfer, technological innovation, and the international expansion of Hungarian water-related expertise.During the meeting, the Ambassador shared updates on Kazakhstan’s current water sector reforms. In 2025, Kazakhstan adopted a new Water Code and launched a large-scale modernization program. Key initiatives include the reconstruction of over 3,400 km of irrigation canals, construction of four new and repair of thirty existing reservoirs. More than 97% of the rural population already has access to clean drinking water, with full coverage targeted by the end of 2025.The parties discussed potential areas of collaboration. Mr. Abzal Saparbekuly, paid an official visit to the main campus of the Hungarian University of Agriculture and Life Sciences (MATE), one of the largest scientific and educational institutions in Central Europe specializing in agriculture and life sciences.During the visit, a meeting was held with the Rector of the University, Prof. Dr. Csaba Gyuricza. The parties discussed a wide range of possible areas for cooperation — from academic exchanges and field internships to the implementation of technological solutions and the development of joint production initiatives.Special attention was given to MATE's active involvement not only in education and research but also in the development and commercialization of applied solutions in agriculture. The university engages in seed production, the promotion of eco-friendly fertilizers and bioproducts, and the implementation of digital farming technologies — including precision agriculture systems, drone-based monitoring, and mobile laboratories. Many of these solutions are developed and tested in cooperation with Hungarian agribusiness companies and are applied both domestically and internationally.It was also noted that an important milestone in bilateral cooperation was the signing of a Memorandum of Understanding in November 2024 between the Ministry of Agriculture of Kazakhstan, Hungarian company LAC Holding, and MATE — during the official visit of the President of Kazakhstan to Budapest. Current questions about UAPF - "Pension savings payments are waiting for their owners" 25.06.2025
1) What work does UAPF do on unclaimed pension savings?UAPF constantly carries out information and explanatory work on the need for timely application for pension benefits by both beneficiaries and heirs of deceased contributors/beneficiaries.Every year, UAPF carries out a reconciliation with the State Corporation "Government for Citizens" on persons who have reached retirement age, who have pension savings at the expense of compulsory pension contributions, compulsory occupational pension contributions to UAPF and who have not applied to UAPF for their payment, for the presence of pension benefits by age and state basic pension benefit assigned at the expense of budgetary funds for these persons in the information system of the authorized body in the sphere of social protection of the population.  2) What further steps is UAPF taking to pay out unclaimed pension savings? Based on the results of the annual reconciliation, UAPF makes pension benefit payments to beneficiaries in a proactive format through the State Corporation. That is, pensioners receiving a pension from the state budget begin to receive payments from UAPF if they have pension savings.  3) Does UAPF keep records of unclaimed pension savings?As of 01.06.2025, the total amount of unclaimed pension savings of persons who have reached the generally established retirement age is about KZT37.3 bln in 264,695 individual pension savings accounts (IPSA), of which, according to information received by UAPF from the information systems of government agencies:- 148,335 people are deceased and their pension savings can be claimed by heirs;- 59,800 people have left for permanent residence outside of Kazakhstan;- 56,560 people have not yet applied to the State Corporation (Public Service Center at their place of residence) to apply for their old-age pensions.  4) What happens to unclaimed pension savings?Pension savings are subject to UAPF accounting, continue to be invested and are held in the IPSA of the contributors until demanded by the beneficiaries or their heirs (in the event of the contributor's death). In this regard, the Constitutional Court of Thailand presented the final report on the work accomplished during the period of its presidency in 2023-2025.In addition, the participants were provided with information on the activities of the permanent secretariats of the Association, which operate on the basis of the constitutional courts of the participating countries. The Research and Development Secretariat is located in Seoul and is supervised by the Constitutional Court of the Republic of Korea. The Coordination and Planning Secretariat operates in Jakarta under the auspices of the Constitutional Court of the Republic of Indonesia. The Center for Training and Human Resources Development operates in Ankara under the Constitutional Court of the Republic of Turkey.Also during the meeting, the members of the Association positively considered the application of the Federal Constitutional Court of the Republic of Iraq to join the Association. The Association was established in 2010 as a regional forum of constitutional justice bodies in Asia.
