Rules for the import of electric vehicles to Kazakhstan in 2025 31.10.2025
In recent years, more and more Kazakhstanis have been choosing electric vehicles, both for self–purchase and through companies offering turnkey services. It is important to take into account the current rules of customs clearance of such vehicles.Exemption from import duties and quota for 2025 According to subparagraph 7.1.38 of paragraph 7 of the Decision of the Customs Union Commission of November 27, 2009 No. 130, electric vehicles classified under the code 8703 80 000 2 of the Customs Code of the EAEU are exempt from payment of import customs duties.By the decision of the EEC, a quota for preferential import of electric vehicles has been established for 2025 – 15,000 units. As of October 14, 2025, the quota has been fully used. Thus, the preferential importation has been completed, and the duty exemption no longer applies. Now electric vehicles are imported on a general basis – with payment of all established customs duties and taxes.Customs clearance methods for electric vehicles for individuals Individuals can choose one of three registration options, depending on the conditions of importation: 1. Declaration of Goods (DT) – at WTO rates: - customs fee – 6 MCI; - value added tax (VAT) – 12%. Reduced rates apply if an electric vehicle is included in the list of exemptions approved by the Decision of the EEC Council dated October 14, 2015 No. 59 (as amended on October 30, 2020 No. 95). Such vehicles can only be used on the territory of Kazakhstan and are not subject to export to other EAEU states. 2. Declaration of Goods (DT) – according to the Unified Customs Tariff (CTA) of the EAEU: - customs fee – 6 MCI; - import customs duty – 15% of the customs value; - VAT – 12%. 3. Passenger Customs Declaration (PTD). E-commerce goods: new customs regulation in the EAEU 31.10.2025
When will the new rules come into force? The Protocol on Amendments to the Customs Code of the Eurasian Economic Union (EAEU) on Foreign electronic Commerce enters into force on the date of receipt by the Eurasian Economic Commission (EEC) of the last written notification from the member States on the completion of domestic procedures. The Republic of Kazakhstan completed the Protocol's ratification procedure in early October 2025.However, in order to fully implement the new regulation, the Commission needs to adopt additional regulations, and the EAEU countries need to bring their national customs legislation into line with the Protocol. In particular, such a procedure should be carried out in the Republic of Kazakhstan. This work is still ongoing, and the exact date of entry into force of the new rules has not yet been determined.E-commerce goods and who will declare them The new customs regulation applies only to goods that are purchased by individuals on foreign Internet sites, that is, in foreign online stores outside the EAEU countries. For example, from China, the United States, or the European Union.If purchases are made on the Internet sites of the EAEU countries, such as Wildberries, Ozon and others, the new rules do not apply to them.Goods that are currently being purchased on foreign Internet sites will be transferred from the category of goods for personal use sent by international mail or carriers to the category of "electronic commerce goods". It is expected that the transition to the new regulation will take place with minimal changes for the recipients of parcels, without significant inconvenience.Although new concepts are being introduced – "e–commerce goods", a new type of customs declaration, a new duty and a new market participant - "e-commerce operator", for ordinary users, the process of receiving parcels will practically not change.All customs formalities for the recipients will be performed by e–commerce operators - these are already familiar companies such as Kazpost JSC, DHL, FedEx and others. They will submit the necessary declarations and arrange parcels on behalf of individuals.A pilot project is underway in Kazakhstan to test a new procedure for customs regulation of electronic commerce.The aim of the project is to identify problematic issues and identify ways to solve them. Kazpost JSC and DHL Kazakhstan LLP, together with the State Revenue Committee, are participating in the project. It is noted that the application of the new type of declaration did not have a significant impact on the process of receiving parcels by individuals.Payments when declaring e-commerce goods The Commission decided to maintain the same duty-free import threshold for e-commerce goods as for personal goods.If the value of the goods does not exceed 200 euros, then customs duty and tax are not charged. If the value of the goods exceeds 200 euros, the customs duty will be 5% of the value of the goods. VAT in the amount of 12% is also payable.Currently, if the threshold of 200 euros is exceeded, a duty is payable on goods for personal use at a single rate of 15% in excess of the cost limit, but not less than 2 euros per 1 kg of weight in excess of the weight limit. That is, now there is a duty–free threshold and a weight threshold of 31 kg for such goods.As can be seen, there are no significant changes in the payment of payments, with the exception of the amount of the duty (5% and 15%) and the procedure for calculating it – from the full value of the goods or from a part exceeding the established threshold. In addition, the duty-free weight threshold will be abolished, as only a small proportion of goods purchased by individuals reach a weight of 31 kg. It should be noted that, according to Kazpost JSC, more than 90% of goods ordered by individuals on foreign Internet sites have a cost below 200 euros. Benefits in the payment of customs duties and taxes in Kazakhstan: legal framework and business opportunities 31.10.2025
In Kazakhstan, the procedure for granting benefits in the payment of customs duties and taxes is regulated by the norms of the Eurasian Economic Union (EAEU), international treaties and national legislation. These measures are an important tool for government support of entrepreneurship and stimulation of foreign economic activity.Since not all issues related to the provision of tariff benefits have been settled in detail at the EAEU level, the member States of the Union have the right to independently introduce additional support measures. In Kazakhstan, this procedure is fixed in the Customs Code and the Tax Code of the Republic of Kazakhstan.Exemption from payment of import customs duties The grounds for exemption from payment of import customs duties are established: - Appendix No. 6 to the Protocol on Common Customs and Tariff Regulation (as part of the EAEU Treaty, ratified by the Law of the Republic of Kazakhstan No. 240-V dated October 14, 2014); - By the decision of the Customs Union Commission No. 130 dated November 27, 2009. Goods imported from third countries as goods are exempt from payment of duties.: - humanitarian or technical assistance; - the contribution of a foreign founder to the authorized capital; - products of the maritime industry of the EAEU vessels; - currency and securities; - goods intended to eliminate the consequences of natural disasters. The detailed procedure for the application of these benefits is determined by the Decision of the Customs Union Commission No. 728 dated July 15, 2011. It is important to note that these benefits are general in nature and do not depend on the country of origin of the goods.Exemption from VAT on importation of goods In accordance with Article 399 of the Tax Code of the Republic of Kazakhstan, goods imported for: - humanitarian and charitable purposes; - production needs, including equipment, raw materials and supplies. The mechanism for applying these benefits was approved by the Order of the Ministry of Finance of the Republic of Kazakhstan dated February 23, 2018 No. 267.Benefits for the payment of customs duties According to Article 80 of the Code of the Republic of Kazakhstan "On Customs Regulation", in some cases, customs fees for the declaration of goods are not paid. Such situations are determined by international treaties and national acts. The procedure for submitting documents for release was approved by the Order of the Minister of Finance of the Republic of Kazakhstan dated February 14, 2018 No. 179. Business and investment support The benefits provided by the legislation for the payment of customs duties and taxes are an effective tool for stimulating industrial development and attracting investment. The procedure for the use of cash register machines 31.10.2025
The State Revenue Department of East Kazakhstan Region informs that the procedure for the use of cash register machines (CRM) is defined in Articles 165–169 of the Code of the Republic of Kazakhstan "On Taxes and Other Mandatory Payments to the Budget".On the territory of the Republic of Kazakhstan, monetary settlements must be made with the mandatory use of CRMs that include the function of recording and/or transmitting data, and whose models are included in the state register.With the development of technology, the functionality of modern CRMs makes possible the online transmission of data. Furthermore, mobile applications with online sales register functions are available for installing on smartphones.To initiate CRM use, the state service "Registration and De-registration of Cash Registers" must be utilized.Registration of an online CRM is performed on the basis of information received from the Fiscal Data Operator (FDO). Taxpayers are required to select an FDO and register via its website, without the need to visit the state revenue authorities.We would also like to inform you that in accordance with amendments made to the CRM application procedure, a new Protocol for transmitting data from the CRM with the function of recording and/or transmitting data to the FDO server, version 2.0.3 (hereinafter -the Protocol version 2.0.3), has been developed. Protocol version 2.0.3 offers a service for the automatic connection of the CRM to the National Catalog of Goods and allows the FDO side to determine the CRM’s exact geolocation.In this regard, taxpayers who use CRMs configured as hardware and software complexes are required to reprogram their CRM functions in accordance with Protocol version 2.0.3 by October 15, 2025.Taxpayers using CRMs that are electronic devices with the function of recording and/or transmitting data ("iron" cash registers) must complete reprogramming by November 15, 2025.To reprogram the CRM, taxpayers are required contact the CRM developers and maintenance centers.Additionally, please be informed that the Protocol version 2.0.2 FDO is planned to be disabled starting November 17, 2025.It is important to remember that Article 284 of the Code of the Republic of Kazakhstan "On Administrative Offenses" establishes liability for the non-use of a CRMs and the failure to issue a CRM receipt when making monetary settlements during trade operations, performing works, or providing services on the territory of the Republic of Kazakhstan.Source : https://www.gov.kz/memleket/entities/kgd-vko/press/news/details/1096490?lang=kk
Металлургия и строительство не должны снижать темпы экономического роста - заседании штаба по обеспечению экономического роста 31.10.2025
На очередном заседании штаба по обеспечению экономического роста под председательством вице-премьера – министра национальной экономики Серика Жумангарина детально рассмотрели динамику обрабатывающей промышленности и строительной отрасли, где по итогам 9 месяцев темпы роста оказались ниже плановых.В обрабатывающей промышленности активными темпами растут машиностроение (+14%), химическая промышленность (+9,6%), производство строительных материалов (+4,7%), легкая промышленность (+9,4%), производстве резиновых и пластмассовых изделий (+6,1%), готовых металлических изделий (+15,2%).  За январь-сентябрь рост обрабатывающей промышленности составил +6,2%, по итогам 10 месяцев прогнозируется около +6,3%. Основное замедление наблюдается в металлургии, на долю которой приходится порядка 40% обрабатывающей промышленности. Стоит отметить, что в 2024 году металлургия показала рекордный рост за последнее десятилетие – 6,9%, что сформировало высокую базу для нынешнего года. На штабе детально проанализировали причины замедления и обсудили меры по ускорению роста отрасли.  В черной металлургии замедление в основном обусловлено снижением производства ферросплавов и стали. Из пяти ферросплавных заводов четыре снизили объемы производства из-за увеличенных в текущем году тарифов на электроэнергию. В частности, выпуск продукции уменьшен на предприятиях Карагандинской области, которые в ВРП региона занимают 0,9%. Дополнительное влияние на снижение оказали проводимые плановые капитальные ремонты на ряде предприятий отрасли.В цветной металлургии замедление темпа роста  связано с переходом на шахтный метод работы на месторождении Васильковское и истощением собственных запасов.Серик Жумангарин поручил Министерству энергетики в короткие сроки проработать возможность внесения изменений в действующие документы для предоставления ферросплавным заводам электроэнергии по сниженным тарифам.  По итогам 9 месяцев в машиностроении рост составил 14%. Новый импульс сектору дадут запуск производства легковых автомобилей на Astana Motors Manufacturing Kazakhstan.Химическая промышленность продолжает демонстрировать устойчивый рост на уровне 9,6%, который обеспечивается за счет увеличения объемов производства аммофоса (+55,4%), аммиачной селитры (+14,5%), цианида натрия (+5,4%), полипропилена (+50,5%), желтого фосфора (+12,6%) и серной кислоты (+7,3%).Наибольшая доля строительных работ в этом году приходится на транспортную сферу - 21,3% (строительство дорог и автомагистралей, железных дорог и метро, мостов и туннелей), 20,5% – на промышленную (строительство систем водоснабжения и канализации, жилья). Около 5,6% занимают проекты по строительству газопроводов, линий электропередач, сетей теплоснабжения. Темпы роста отрасли остаются высокими: при показателе экономического роста за 9 месяцев в +14,9% по итогам 10 месяцев ожидается рост на +15,2%. Серик Жумангарин заслушал заместителей акимов регионов, где за 9 месяцев зафиксировано снижение темпов строительства, и поручил держать под постоянным контролем каждое промышленное предприятие и объект. Today, the 18th traditional district mathematics olympiad named after World War II veteran and distinguished teacher Usen Koshalakov, titled “Teacher — the Poet of Wisdom”, was held in our district.Since its inception in 2007, this olympiad has become an annual tradition that strengthens the mathematical abilities of local youth and keeps alive the memory of the honored educator.This year, the event once again took place at School-Lyceum No. 105 named after A.Zhanpeisov, where the veteran teacher had worked for many years.Deputy Akim of Karmakshy District Dias Asylbekuly attended the ceremony and congratulated participants on the occasion. In his speech, he stated:— This regularly held event continues to bring together contemporaries, students, and colleagues of the honored teacher. The fact that his descendants are now successfully working across the country shows that they are worthy heirs of a noble legacy. The district mayor, Berik Sarmenbayev, inspected the ongoing major repair works on the streets of Shagan village.– The President of the country, Kassym-Jomart Tokayev, instructed that in settlements priority should be given to infrastructure projects that are most necessary for residents. In this regard, with the support of the regional governor Nurlibek Nalibayev, road repairs and gasification works are being carried out in the district. This year, repairs are being conducted on 8 streets in Shagan village. Copenhagen, 28-29 October 2025 – Mr. Olzhas Suleimenov, Ambassador of Kazakhstan, paid a working visit to Denmark, during which he participated in the 75th Session of the World Health Organization (WHO) Regional Committee for Europe and held meetings at the Danish Ministry of Foreign Affairs.The main theme of the anniversary session, held under the motto «Back to Basics», was the adoption of the second European Programme of Action of WHO for 2026–2030, aimed at strengthening sustainable health systems in the face of global challenges.Speaking at the plenary session, Ambassador O. Suleimenov reaffirmed Kazakhstan's commitment to the WHO's goals and key priorities of the regional agenda, highlighting the country's progress in strengthening primary health care (PHC), expanding universal health coverage, digital transformation of medicine, and immunization coverage. Riyadh, October 28, 2025 – The Embassy of the Republic of Kazakhstan in the Kingdom of Saudi Arabia organized an official reception dedicated to the Republic Day and the 35th anniversary of the Declaration of State Sovereignty.The event was attended by officials of the Kingdom of Saudi Arabia, heads of government bodies, representatives of the Muslim World League, the Digital Cooperation Organization, major Saudi companies, foreign ambassadors and diplomats, as well as journalists from local media outlets.In his speech, Ambassador of the Republic of Kazakhstan to the Kingdom of Saudi Arabia, Mr. Madiyar Menilbekov, highlighted the historical significance of the Republic Day, noting that the Declaration legally established the country's right to form state institutions and its own legislative system, defining Kazakhstan’s domestic and foreign policy. The Ambassador also emphasized the dynamic development of bilateral relations between Kazakhstan and Saudi Arabia in all spheres and provided information about the visits that took place this year.During the official ceremony, singers and dancers of the Philharmonic Ensemble named after K. Azirbayev performed musical and dance pieces.
