Kazakhstan's Experience in Disaster Risk Reduction Presented in the OSCE 31.10.2025
28-29 October 2025, Vienna. A delegation of Kazakhstan headed by the Chairman of the Emergency Prevention Committee of the Ministry of Emergency Situations Serik Junisbekov participated in the annual Economic and Environmental Dimension Implementation Meeting (EEDIM) of the Organization for Security and Co-operation in Europe (OSCE). The agenda of this year's meeting focused on the implementation of OSCE commitments in the field of disaster risk reduction.Participants discussed ways to promote an inclusive approach and innovative technologies for effective disaster risk reduction across the OSCE region.In his speech, S.Junisbekov pointed out Kazakhstan's long-standing efforts to comprehensive engagement and cooperation in emergency prevention, as well as the active implementation of the priority areas of the Sendai Framework Programme and the Sustainable Development Goals.It was emphasized that in order to prevent and reduce the risk of natural and man-made emergencies, safety passports are developing annually. Major changes in local taxes and budget payments under the new Tax Code 31.10.2025
On January 1, 2026, the new Tax Code of the Republic of Kazakhstan comes into force, which provides for a number of changes in the taxation of property, land and environmental payments. Vehicle tax Reducing coefficients are introduced when calculating the tax on passenger cars: - 0.7 – for vehicles with a service life of 10 to 20 years; - 0.5 – for vehicles over 20 years old. The tax based on these coefficients will be calculated for 2026 and paid in 2027. The rates for passenger cars with an engine capacity over 3,000 cubic meters are canceled. cm produced or imported into Kazakhstan after December 31, 2013. Peasant (farm) farms, in addition to other benefits, are exempt from paying tax on one pickup truck per farm. The norm for classifying categories of vehicles depending on the type of vehicle (pickups, jeeps, limousines, vans) is excluded. Starting in 2026, taxpayers will only submit an annual declaration and pay the tax in a lump sum based on the results of the year. The obligation to provide a calculation of current property tax payments is also canceled if the annual tax amount does not exceed 1 million tenge. If such an amount is less than 1 million tenge, the taxpayer will also submit only a declaration and make payments based on the results of the year. Changes in land tax and payment for land When the boundaries of settlements change, the land tax on agricultural land included in their boundaries will be calculated at the rates for agricultural land, provided they are used for agricultural purposes. The rates of payment for the use of land plots granted on the basis of licenses for exploration or extraction of solid minerals have been increased. For agricultural land plots that are not used for their intended purpose or used in violation of the law, the rate has been increased by 2 times. Environmental payments Increased fee rates for: - emissions and discharges of pollutants from stationary sources; - disposal of production and consumption waste by objects of the first category, with the exception of life support facilities. Rules for the import of electric vehicles to Kazakhstan in 2025 31.10.2025
In recent years, more and more Kazakhstanis have been choosing electric vehicles, both for self–purchase and through companies offering turnkey services. It is important to take into account the current rules of customs clearance of such vehicles.Exemption from import duties and quota for 2025 According to subparagraph 7.1.38 of paragraph 7 of the Decision of the Customs Union Commission of November 27, 2009 No. 130, electric vehicles classified under the code 8703 80 000 2 of the Customs Code of the EAEU are exempt from payment of import customs duties.By the decision of the EEC, a quota for preferential import of electric vehicles has been established for 2025 – 15,000 units. As of October 14, 2025, the quota has been fully used. Thus, the preferential importation has been completed, and the duty exemption no longer applies. Now electric vehicles are imported on a general basis – with payment of all established customs duties and taxes.Customs clearance methods for electric vehicles for individuals Individuals can choose one of three registration options, depending on the conditions of importation: 1. Declaration of Goods (DT) – at WTO rates: - customs fee – 6 MCI; - value added tax (VAT) – 12%. Reduced rates apply if an electric vehicle is included in the list of exemptions approved by the Decision of the EEC Council dated October 14, 2015 No. 59 (as amended on October 30, 2020 No. 95). Such vehicles can only be used on the territory of Kazakhstan and are not subject to export to other EAEU states. 2. Declaration of Goods (DT) – according to the Unified Customs Tariff (CTA) of the EAEU: - customs fee – 6 MCI; - import customs duty – 15% of the customs value; - VAT – 12%. 3. Passenger Customs Declaration (PTD). E-commerce goods: new customs regulation in the EAEU 31.10.2025
When will the new rules come into force? The Protocol on Amendments to the Customs Code of the Eurasian Economic Union (EAEU) on Foreign electronic Commerce enters into force on the date of receipt by the Eurasian Economic Commission (EEC) of the last written notification from the member States on the completion of domestic procedures. The Republic of Kazakhstan completed the Protocol's ratification procedure in early October 2025.However, in order to fully implement the new regulation, the Commission needs to adopt additional regulations, and the EAEU countries need to bring their national customs legislation into line with the Protocol. In particular, such a procedure should be carried out in the Republic of Kazakhstan. This work is still ongoing, and the exact date of entry into force of the new rules has not yet been determined.E-commerce goods and who will declare them The new customs regulation applies only to goods that are purchased by individuals on foreign Internet sites, that is, in foreign online stores outside the EAEU countries. For example, from China, the United States, or the European Union.If purchases are made on the Internet sites of the EAEU countries, such as Wildberries, Ozon and others, the new rules do not apply to them.Goods that are currently being purchased on foreign Internet sites will be transferred from the category of goods for personal use sent by international mail or carriers to the category of "electronic commerce goods". It is expected that the transition to the new regulation will take place with minimal changes for the recipients of parcels, without significant inconvenience.Although new concepts are being introduced – "e–commerce goods", a new type of customs declaration, a new duty and a new market participant - "e-commerce operator", for ordinary users, the process of receiving parcels will practically not change.All customs formalities for the recipients will be performed by e–commerce operators - these are already familiar companies such as Kazpost JSC, DHL, FedEx and others. They will submit the necessary declarations and arrange parcels on behalf of individuals.A pilot project is underway in Kazakhstan to test a new procedure for customs regulation of electronic commerce.The aim of the project is to identify problematic issues and identify ways to solve them. Kazpost JSC and DHL Kazakhstan LLP, together with the State Revenue Committee, are participating in the project. It is noted that the application of the new type of declaration did not have a significant impact on the process of receiving parcels by individuals.Payments when declaring e-commerce goods The Commission decided to maintain the same duty-free import threshold for e-commerce goods as for personal goods.If the value of the goods does not exceed 200 euros, then customs duty and tax are not charged. If the value of the goods exceeds 200 euros, the customs duty will be 5% of the value of the goods. VAT in the amount of 12% is also payable.Currently, if the threshold of 200 euros is exceeded, a duty is payable on goods for personal use at a single rate of 15% in excess of the cost limit, but not less than 2 euros per 1 kg of weight in excess of the weight limit. In Kazakhstan, the procedure for granting benefits in the payment of customs duties and taxes is regulated by the norms of the Eurasian Economic Union (EAEU), international treaties and national legislation. In Kazakhstan, this procedure is fixed in the Customs Code and the Tax Code of the Republic of Kazakhstan.Exemption from payment of import customs duties The grounds for exemption from payment of import customs duties are established: - Appendix No. 6 to the Protocol on Common Customs and Tariff Regulation (as part of the EAEU Treaty, ratified by the Law of the Republic of Kazakhstan No. 240-V dated October 14, 2014); - By the decision of the Customs Union Commission No. 130 dated November 27, 2009.
