В рамках оперативно-стратегического командно-штабного учения «Айбалта-2025» на одном из этапов военнослужащие разведывательных подразделений отработали тактические действия.Военнослужащие выполнили широкий спектр задач, связанных с ведением разведки в тылу условного противника в дневных и ночных условиях. Они осуществляли скрытное выдвижение на заданные рубежи, занимались оборудованием наблюдательных постов и передавали разведданные в штаб. Действия проводились с применением современных технических средств разведки, включая беспилотные летательные аппараты и средства радиоэлектронного наблюдения.– Разведывательные подразделения успешно выполнили поставленные задачи, подтвердив готовность выполнять задачи как в обороне, так и в наступательных действиях. Личный состав продемонстрировал умение действовать скрытно, быстро и эффективно в сложных условиях. Учение способствовало повышению боевой выучки и укреплению взаимодействия между разведывательными и общевойсковыми подразделениями, – отметил начальник главного управления разведки Управления главнокомандующего Сухопутными войсками Вооруженных сил РК полковник Динар Курбанбаев.Командование учения отметило высокий уровень подготовки личного состава, умение разведчиков действовать в условиях ограниченной видимости в быстро меняющейся тактической обстановке. Every year, on October 1, the International Day of Older Persons is celebrated around the world, including in Kazakhstan. The country has more than 2.5 million pensioners. Ensuring a dignified retirement for every citizen is a top priority of the Government's social policy.The state consistently takes measures to protect the older generation, including measures aimed at improving the pension system.According to paragraph 3 of Article 197 of the Social Code of the Republic of Kazakhstan, the annual increase in the amount of retirement and seniority pensions is carried out in the amount established for the corresponding financial year by the Law "On the Republican Budget".As of January 1, 2025, the amount of solidarity pensions has been increased by 8.5%, and the amount of the basic pension has been indexed in accordance with the change in the minimum subsistence level.On behalf of the Head of State, the gradual increase in the amount of the basic pension continues. As of January 1, 2025, the minimum amount of the basic pension has increased from 65% to 70% of the minimum subsistence level, and the maximum amount has increased from 105% to 110%.At the same time, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan is implementing measures to support the elderly, improve their social services, and involve them in public life.There are 127 active longevity centers in the country. В Сенате Парламента Республики Казахстан состоялась встреча с представителями государственных органов по вопросам формирования трансфертов общего характера на 2026–2028 годы. Под председательством главы Комитета по финансам и бюджету Султанбека Макежанова в обсуждении приняли участие депутаты Сената и представители государственных органов. С основным докладом выступил первый вице-министр национальной экономики Азамат Амрин, отметив, что с учетом подходов нового Бюджетного кодекса разработан проект закона «Об объемах трансфертов общего характера между республиканским и областными бюджетами, бюджетами городов республиканского значения и столицы на 2026–2028 годы».«Документ разработан в соответствии с нормами нового Бюджетного кодекса. Новые трехлетние трансферты общего характера направлены на решение основных задач, поставленных перед правительством, в том числе по расширению финансовой самостоятельности регионов, выравниванию доступности социальных благ и государственных услуг для населения», - добавил первый вице-министр.При этом он подчеркнул, что прогнозы доходов местных бюджетов осуществлялись с учетом изменений, предусмотренных в рамках новых Налогового и Бюджетного кодексов.«Увеличение доходов обеспечивают такие нормы, как увеличение ставок акцизов, введение прогрессивной ставки индивидуального подоходного налога 15% для доходов, превышающих определенный уровень, передача из республиканского бюджета в местные бюджеты отдельных налогов, сборов и пошлин, введение дополнительной категории доходов с целевой направленностью "Специальные поступления". Кроме того, все штрафы, ранее поступавшие в республиканский бюджет, также переданы на местный уровень», – заявил Азамат Амрин.Учтены, по его словам, и нормы, снижающие доходную часть бюджета, но обеспечивающие реальный рост доходов населения. Это увеличение размера стандартных вычетов с 14 МРП до 30 МРП, снижение ставки транспортного налога путем применения поправочного коэффициента, исключение отдельных видов плат и государственных пошлин.«Доходы рассчитывались с учетом налогового потенциала регионов. Анализ поступлений доходной части местных бюджетов показывает ежегодный стабильный рост. Темп роста налоговых поступлений за последние три года составил в среднем 127,2%. По прогнозам, доходы регионов возрастут с 10,7 трлн тенге в 2026 году до 13,3 трлн тенге в 2028 году, или на 124,3%», – резюмировал Азамат Амрин.Сенатор Султанбек Макежанов обратил внимание, что новые подходы должны учитывать минимальные инфраструктурные нормативы и региональные стандарты. По его словам, именно их внедрение позволит повысить финансовую устойчивость местных бюджетов и улучшить качество государственных услуг для граждан.«Важнейшая задача - обеспечить справедливое и прозрачное распределение финансовых ресурсов. Проектом предусмотрена прокладка 6,9 километра газопровода, 10,1 километра водопровода и 2,4 километра электрических сетей. Указанные работы выполняет подрядная организация – газовое хозяйство «Шымкентгаз». Реализация проекта началась в апреле 2025 года и планируется полностью завершить в декабре 2026 года. В настоящее время специалистами проводятся проверки, а после полного завершения объекта будет оформлен акт приёмки. District akim Zhandos Yerkinbek inspected the progress of construction works at a number of socially significant facilities in Zhosaly settlement.First, the district head visited the railway station building in Zhosaly, where major renovation works are underway.The general contractor for this project is “RiA Service LTD” LLP. At present, the construction site has been fenced, and 80% of the façade finishing works have been completed according to the draft design, including insulation and cladding with travertine.
