How many days in advance should residents be notified of the increase in the monthly tariff for condominiums? In Kazakhstan, from September 15, changes related to the work of management companies and Cooperatives of apartment owners of apartment buildings will come into force. Now not all management entities can leave condominium facilities without notice and have the right to unilaterally raise the monthly tariff. The law introduced the obligation to notify the owners of apartments, non-residential premises, parking spaces and warehouses of the intention to change the cost of services for the management of a condominium object or to terminate their activities ahead of schedule at least three months before the date of the expected change or termination of activities. The document confirming the notification of the tariff increase and the fact of considering this issue is the minutes of the meeting of owners. President Tokayev Outlines Vision for Kazakhstan’s Digital Future 09.09.2025
Astana, September 8, 2025 - President Kassym-Jomart Tokayev today delivered his annual state-of-the-nation address, “Kazakhstan in the Era of Artificial Intelligence: Key Tasks and Their Solutions through Digital Transformation.” The Head of State presented an ambitious program of reform centered on digital transformation, investment modernization, global connectivity, and institutional renewal.At the heart of the address was Kazakhstan’s determination to lead in the era of artificial intelligence. President Tokayev announced the creation of a new Ministry of Artificial Intelligence and Digital Development, which will be headed by a Deputy Prime Minister-level specialist. The new body will spearhead Kazakhstan’s transition into what he described as a “fully digital nation within three years.” The President called for rapid adoption of a comprehensive Digital Code covering artificial intelligence, big data, and the platform economy, and directed the Government to ensure total integration of AI across all sectors of the economy.“Artificial intelligence is no longer an abstract concept,” Tokayev said. “It is already influencing the worldview and behavior of people, especially young people. We must be prepared for this reality. Kazakhstan has no alternative but to embrace this transformation.” He also highlighted financial innovations, announcing the establishment of a State Digital Asset Fund to build a strategic crypto reserve and urging the adoption of a new Banking Law by year-end to stimulate fintech and attract new market entrants.Alongside digital transformation, the President focused on investment and economic modernization. He called for a renewal of Kazakhstan’s investment attraction system, noting that excessive bureaucracy had undermined efficiency. “Attracting investment is a priority that requires new approaches,” he stated, stressing that the Prime Minister is directly responsible for overseeing this process. Tokayev also proposed introducing a Regional Investment Attractiveness Index to hold local government accountable for their economic performance, while urging a rethink of the role of the National Fund. “The Fund’s resources should be used wisely to finance promising projects with high market potential,” he said.Transport and logistics featured prominently as Kazakhstan continues to strengthen its role as a vital bridge between Europe and Asia. Tokayev announced the imminent completion of the Dostyk–Moyinty double-track railway, a project he described as “of special significance for the East–West corridor,” and pledged timely progress on other key railway links. He stated that by October a unified Smart Cargo digital customs and logistics platform must be launched, allowing private operators equal automated access to customs and logistics infrastructure. In aviation, he reiterated Kazakhstan’s strategic ambition to become the leading hub in the Eurasian space, underpinned by the proposal to create a national cargo carrier with foreign partners and integrate new airports into global logistics chains.On foreign policy, President Tokayev reaffirmed Kazakhstan’s multi-vector approach, emphasizing the importance of balance and constructive engagement. He welcomed the results of recent high-level summits, including U.S.–Russia dialogue in Alaska and peace efforts between Azerbaijan and Armenia, and highlighted Kazakhstan’s growing partnerships with China, Türkiye, the Central Asia, the European Union, and the United States. Looking ahead, he underscored the need for reform of the United Nations, particularly its Security Council. “The UN still has no alternative,” he said, “but reform is overdue, above all of its key body, the Security Council.” He added he would present Kazakhstan’s views on global reform during the upcoming session of the UN General Assembly in New York.The President also proposed a major institutional reform that will have long-term political implications. He suggested a transition toward a unicameral Parliament, with the issue to be decided by a nationwide referendum in 2027. Tokayev insisted the process must be transparent and consultative: “I am convinced that it is necessary to conduct an open dialogue with the people on such fateful issues. Only then we will move forward on the path of building a Just and Strong Kazakhstan.”The President also outlined broader national priorities. These included granting special status to Alatau City as a new innovation hub, adopting a new Construction Code by the end of the year, creating a unified digital land resources map, and pursuing long-term strategies for food security and water management. He called for continued restoration of the Aral Sea, joint efforts to preserve the Caspian Sea, and accelerated use of advanced water-saving technologies. In social policy, Tokayev urged reform of Kazakhstan’s extensive system of benefits to ensure sustainability and fairness, alongside measures to strengthen pensions, expand healthcare, and improve financial literacy. On September 8, 2025, the city of Turkestan hosted the 11th Meeting of the Heads of Customs Administrations of the Organization of Turkic States. Within the framework of this event, a bilateral meeting was held between the Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan and the Chairman of the Customs Committee under the Ministry of Economy and Finance of the Republic of Uzbekistan, Akmalkhuja Mavlonov. Amendments to the law on bankruptcy of citizens came into force on August 31. 09.09.2025
On June 30, 2025, the Law of the Republic of Kazakhstan "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on financial market development, Consumer Protection of financial services, communications and elimination of excessive Legislative regulation" was signed. Within the framework of this law, amendments were made to the Law of the Republic of Kazakhstan "On Restoration of Solvency and Bankruptcy of Citizens of the Republic of Kazakhstan" (hereinafter referred to as the Law). The key changes came into force on August 31, 2025 and contain the following: 1. The requirement to settle debts under bank loan agreements and microcredit agreements concluded before January 1, 2025 has been lifted (subparagraph 3) of paragraph 1 of Article 5 and subparagraph 5) of paragraph 2 of Article 6 of the Law); 2. The debtor has been granted the right to terminate the out-of-court bankruptcy procedure without specifying the reason (subparagraph 1) of paragraph 1 of Article 18 of the Law); 3. A 6-month period has been set for re-applying for the application of the out-of-court bankruptcy procedure after the previous termination by the authorized body (new paragraph 4 of Article 18 of the Law); 4. It is determined that after the completion of the out-of-court bankruptcy procedure, all obligations of the bankrupt to creditors specified in subparagraph 11) of Article 1 of the Law, including those not reflected in the databases of credit bureaus, except for guarantors, guarantors and (or) mortgagors, are subject to termination (paragraph 2 of Article 19 of the Law); 5. The powers of the financial manager during the procedures of judicial bankruptcy and restoration of solvency have been clarified (new paragraph 1-1 of Article 23 of the Law); 6. In this regard, several initiatives should be implemented. First of all, it is necessary to develop a program and teaching materials on the basics of artificial intelligence for schoolchildren. It is also necessary to form teachers’ skills in mastering AI technologies.Based on distance learning methods and artificial intelligence technologies, we must develop a model of a small-scale school called ‘Qazaq Digital Mektebi’. Such a platform will make it possible to provide rural students with access to quality learning methods. By decision of the Specialized Interdistrict Administrative Court of Konaev, an administrative fine in the amount of 1,533,480 tenge was imposed on LLP "PLANK." In addition, the court suspended the laboratory’s accreditation certificate for a period of six months.The basis for administrative liability was the results of unscheduled inspections regarding vehicle testing conducted in violation of the requirements of the Customs Union Technical Regulation “On the Safety of Wheeled Vehicles” (TR CU 018/2011).Specifically, violations in testing procedures were identified. In particular, the laboratory failed to conduct actual testing of emergency call systems and was proven to have used an inapplicable brake stand for testing a specific vehicle.The laboratory is required to operate within the legislation of the Republic of Kazakhstan and comply with the requirements of regulatory documents for which it has been accredited. Of these, 78,862 applications worth USD10.56 million were processed to improve housing conditions, 47,606 applications worth USD5.95 million were processed to pay for education. Let us remind you that the recipient of target savings (TS) has the right to use the entire amount or part of it. The unused balance is stored in a target savings account (TSA.)In the context of improving housing conditions, funds were most often used for the following purposes: replenishment of a deposit in housing construction savings for further accumulation (76,954 applications were completed for a total of USD10.32 million), making a down payment to obtain a mortgage housing loan for the purchase of housing - 619 applications for a total of USD77.82 thousand, acquisition of housing in ownership through civil law transactions (final settlement) - 478 applications for a total of USD57.02 thousand.The main areas of use of funds for payment for education were: payment for educational services of educational organizations located in the territory of the Republic of Kazakhstan, in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (41,870 applications were completed for the amount of USD5.29 million), replenishment of an educational savings deposit under an agreement on an educational savings deposit (4,163 applications were completed for the amount of USD475.14 thousand), payment for educational services of foreign educational organizations in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (1,284 applications were completed for the amount of USD151.67 thousand).Detailed information on payments of targeted savings for the purpose of improving housing conditions and/or paying for education, broken down by authorized operators and regions, can be found on the website enpf.kz.To receive payments of target savings, the recipient or his legal representative must contact the authorized operator with whom the UAPF has concluded a corresponding agreement. An explanatory seminar for taxpayers dedicated to key changes in the new Tax Code was held today at the site of the Atameken Chamber of Commerce and Industry in Kostanay region.The speaker, Zhumabai Shynar, Head of the Department of Non–production Payments of the DGD in Kostanay region, spoke in detail about the innovations.Taxation of expensive property ("luxury tax")The new Code does not introduce a separate luxury tax. However, within the framework of the property tax and the transport tax, additional rates are provided for high-value objects.:residential buildings, apartments and other real estate objects, the cadastral value of which exceeds a certain threshold;passenger cars with an engine capacity exceeding certain parameters and a cost above the established level.Thus, the "luxury tax" refers to additional elements in existing taxes aimed at a more equitable distribution of the tax burden.Property taxUpdated the rates based on the cadastral value. The more expensive the property is, the higher the bid will be. Benefits are provided for socially vulnerable categories of citizens.Land taxThe role of cadastral valuation of land has been strengthened. The rates will depend on the purpose and actual use of the site. For unused lands, there are increasing coefficients that stimulate their involvement in economic turnover.Transport taxThe changes affected the rates for cars with a large engine capacity and high cost.
