"Another issue. Special economic zones play a special role in attracting investment to the regions. However, many of them are not working well. This issue has been discussed many times. The government should conduct a thorough analysis and be ready to take radical measures to improve the efficiency of special economic zones. Private companies, and if necessary, foreign companies, can be involved in the management of special economic zones. Social and entrepreneurial corporations should be the driving force behind the economic growth of regions. However, many are limited to managing communal property and implementing non-essential projects. Their impact on the regional economy is negligible. The government should transform such corporations into full-fledged development institutions. Attracting investment is not the sole responsibility of central executive bodies. Local authorities should also participate in this important work, and everyone should work together. It is necessary to establish direct responsibility of akims for the investment climate in the region. The Agency for Strategic Planning and Reforms should introduce an index of investment attractiveness of regions. Perhaps it would be better to involve independent experts in this work. The most important factor that directly affects the creation of a favorable investment climate is macroeconomic stability. But the main problem today is: high inflation is "eating away" economic indicators and people's incomes. There is no ready-made solution to it, it is a problem that many countries are facing. Although the problem is common to all, it is especially felt in our case. We need to get out of this macroeconomic impasse. The difficulties did not arise yesterday. To solve them, we need to take into account the best practices of the world, be prepared to take unpopular measures and bear the responsibility for them. "The government and the National Bank must work as a unified team, facing a national task. Now is not the time for everyone to pull the blanket over themselves."

"In many rapidly growing countries, cities at the forefront of development have become poles that attract investments and technologies. Alatau city should become a new business and innovation center of the country. For the implementation of this project of national importance, special land has been allocated, preliminary planning work has been completed, and the main infrastructure networks have been connected." During my recent trip to China, agreements worth billions of dollars were signed with leading global companies. One such company, which participated in the construction of the Shenzhen Global Technopolis, is now directly involved in the implementation of the Alatau City project. The next step is to create a strong institutional foundation for Alatau City. A decree must be developed within ten days to grant the city special status, making it directly subordinate to the country's government. Then, no later than six months later, a separate law should be adopted. The document should include the city's governance regime, its financial model, and other important issues. It is worth noting that special legal status is not a privilege granted to the city, but rather a measure or tool necessary for the project to be implemented in practice, rather than remaining on paper. Alatau City should become the first fully digitalized city in the region. It should introduce everything from the use of Smart City technologies to paying for goods and services with cryptocurrency. "This city will show the future of Kazakhstan. It should combine technological progress and the most favorable living conditions."

Obtaining a permit for technical inspection has become easier: the service for issuing permits to operators is now fully automated and available on the elicense.kz portal. It only takes an online application.Technical inspection is a mandatory requirement for all the vehicles registered and operating on the territory of Kazakhstan. This rule also applies to foreign vehicles and trailers to ensure safety on public roads.Previously, inspection operators only needed to submit a notification on the commencement or termination of their activities to start work. However, recent legislation requires obtaining an official permit, which is issued by the territorial bodies of the Motor Transport and Transport Control Committee under the Ministry of Transport of the Republic of Kazakhstan.To get the service, the user needs to:sign in to the elicense.kz portal and go to the «Transport» - «Permits» section;select the service «Issuance of a permit for the technical inspection operator» and fill-in the relevant information;mark the required subtypes of activity;fill-in the required data;sign an application using one of the available signing methods.To obtain the permit, the operator must attach an education certificate or a technical inspection specialist certificate, an identity document, information about the equipment, and 10 photos of the building’s interior and exterior. The State Revenue Committee reports that from April 15, 2026, in the new Taxpayer's Office of the Integrated Tax Administration System (KNP ISNA), the Personal Account service has implemented new features aimed at improving the convenience and efficiency of users. Taxpayers will be able to form personal accounts without specifying the code of the OGD or LSG by selecting the option "Include all OGD/LSG in the personal account." At the same time, it is possible to generate a request for individual HDD or LCS, if necessary. Additionally, the function of requesting a personal account by structural subdivision is implemented, which expands the possibilities for detailing data. In addition, the query results log has been improved. New fields appeared in it: DGD/LSG, period, time of sending the request, as well as the date and time of receiving the response. For the convenience of users, when downloading a file, its name automatically indicates information about the GDO, BIN, CBC and the period for which the personal account was formed. Astana, September 8, 2025 - President Kassym-Jomart Tokayev today delivered his annual state-of-the-nation address, “Kazakhstan in the Era of Artificial Intelligence: Key Tasks and Their Solutions through Digital Transformation.” The Head of State presented an ambitious program of reform centered on digital transformation, investment modernization, global connectivity, and institutional renewal.At the heart of the address was Kazakhstan’s determination to lead in the era of artificial intelligence. President Tokayev announced the creation of a new Ministry of Artificial Intelligence and Digital Development, which will be headed by a Deputy Prime Minister-level specialist. The new body will spearhead Kazakhstan’s transition into what he described as a “fully digital nation within three years.” The President called for rapid adoption of a comprehensive Digital Code covering artificial intelligence, big data, and the platform economy, and directed the Government to ensure total integration of AI across all sectors of the economy.“Artificial intelligence is no longer an abstract concept,” Tokayev said. “It is already influencing the worldview and behavior of people, especially young people. We must be prepared for this reality. Kazakhstan has no alternative but to embrace this transformation.” He also highlighted financial innovations, announcing the establishment of a State Digital Asset Fund to build a strategic crypto reserve and urging the adoption of a new Banking Law by year-end to stimulate fintech and attract new market entrants.Alongside digital transformation, the President focused on investment and economic modernization. He called for a renewal of Kazakhstan’s investment attraction system, noting that excessive bureaucracy had undermined efficiency. “Attracting investment is a priority that requires new approaches,” he stated, stressing that the Prime Minister is directly responsible for overseeing this process. Tokayev also proposed introducing a Regional Investment Attractiveness Index to hold local government accountable for their economic performance, while urging a rethink of the role of the National Fund. “The Fund’s resources should be used wisely to finance promising projects with high market potential,” he said.Transport and logistics featured prominently as Kazakhstan continues to strengthen its role as a vital bridge between Europe and Asia. Tokayev announced the imminent completion of the Dostyk–Moyinty double-track railway, a project he described as “of special significance for the East–West corridor,” and pledged timely progress on other key railway links. He stated that by October a unified Smart Cargo digital customs and logistics platform must be launched, allowing private operators equal automated access to customs and logistics infrastructure. In aviation, he reiterated Kazakhstan’s strategic ambition to become the leading hub in the Eurasian space, underpinned by the proposal to create a national cargo carrier with foreign partners and integrate new airports into global logistics chains.On foreign policy, President Tokayev reaffirmed Kazakhstan’s multi-vector approach, emphasizing the importance of balance and constructive engagement. He welcomed the results of recent high-level summits, including U.S.–Russia dialogue in Alaska and peace efforts between Azerbaijan and Armenia, and highlighted Kazakhstan’s growing partnerships with China, Türkiye, the Central Asia, the European Union, and the United States. In Kazakhstan, the notice period for holding an owners' meeting has been reduced to 5 days. Starting in 2025, changes to housing legislation regarding the timing of notification of a meeting of property owners in multi-apartment buildings have entered into force in Kazakhstan. The organizers of the meeting are now required to notify residents at least 5 calendar days before the date of the meeting, which was previously 10 days. Let's consider the positive effects of shortening the notification period: Reducing the notification period to 5 days allows you to quickly start and hold meetings on topical issues, such as urgent repairs, budget approval, choosing a management company, or agreeing on annual estimates and tariffs. The meeting is also considered in two formats: in-person (through participation) and in absentia (remotely). Written polls and electronic voting belong to the correspondence format. The format of the future meeting can be specified in the notification, and after 5 days, an immediate start is allowed according to the selected format. The five-day period simplifies the procedure for preparing a meeting for initiative groups and management organizations. In accordance with the amendments made to the Law of the Republic of Kazakhstan "On Housing Relations", after September 15, 2025, the chairman of the association of property owners is elected by the general meeting for a three-year term and is required to join the council of the house. To be approved as chairman and member of the house council, the candidate must be the owner of an apartment or non-residential premises. Family members (spouse, children, parents) who permanently live together with the owner of an apartment or non-residential premises can also be considered as candidates. The chairman of the association of property owners has the right to represent the interests of the association of owners without a power of attorney in all courts, government agencies and other organizations. If the chairman is unable to perform his duties for more than fifteen calendar days due to temporary disability or other reasons, and this is fixed by a protocol decision of the owners' meeting or the house council, the house council elects from among its members the acting chairman of the property owners' association. The powers of the interim chairman are established for a period until the election of a new chairman, but not more than six months. The Chairman also has the right to conclude an employment contract with the manager of an apartment building to manage a condominium facility. To do this, he needs a decision from the general meeting or a decision from the house council delegating authority to hire a manager. The manager of an apartment building must be a citizen of the Republic of Kazakhstan and have a document confirming his professional qualifications. After the conclusion of the employment contract and the completion of all procedures, the manager sends the relevant information to the housing inspectorate. This information is entered into the register of subjects of management of the condominium facility and managers of apartment buildings. Islamabad, September 9, 2025 – As part of the official visit to Islamabad, Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu was received by the President of the Islamic Republic of Pakistan, Asif Ali Zardari.During the meeting, President Zardari expressed satisfaction with the high level of bilateral cooperation achieved in recent years, emphasizing the importance of further strengthening multifaceted collaboration to advance the mutually beneficial partnership.In turn, Minister Nurtleu reaffirmed Astana’s firm commitment to enhancing comprehensive ties with Islamabad and briefed him on the potential projects implementation of which would contribute to deepening the bilateral dialogue.“Today we are witnessing positive trends in trade and investment relations between our countries. The subjects of management of the condominium object provide management services only if they have employees with a recognized document of professional qualification in accordance with the law of the Republic of Kazakhstan "on professional qualifications". Management entities are obliged to send information about the start or termination of activities to the housing Inspectorate within three working days, while it is necessary to indicate a specific condominium form. Also, management entities are obliged to notify the owners of apartments, non-residential premises, parking spaces and warehouses at least three months in advance about changes in the cost of services or early termination of activities. Changes in the cost of services must be approved by a protocol decision of the meeting. A management entity acting directly in the form of joint management is obliged to hold a general meeting to select a new management entity at least three months before the termination of its activities.
