First Deputy Minister of Foreign Affairs of Kazakhstan Yerzhan Ashikbayev participated in the high-level segments of the 61st session of the UN Human Rights Council (HRC) and the Conference on Disarmament (CD) in Geneva.More than 100 senior officials and representatives of states and international organizations took part in the session, including UN Secretary-General António Guterres and UN High Commissioner for Human Rights Volker Türk.Speaking at the opening of the 20th anniversary cycle of the Human Rights Council, Y. Ashikbayev reaffirmed Kazakhstan’s commitment to protecting and promoting human rights as a foundation for freedom, justice, and sustainable peace. He briefed participants on the results of systemic reforms aimed at strengthening the national human rights architecture under the “Fair Kazakhstan” agenda.In his remarks, Y. Ashikbayev highlighted constitutional reform as a central element of the country’s modernization process. The draft Constitution, proposed for a national referendum, seeks to establish a people-centered model of governance, expand guarantees of rights and freedoms - including in the digital sphere - and reinforce the principle of the rule of law.Kazakhstan reaffirmed its strong support for a multilateral system grounded in the UN Charter and international law. New Support Vector: Expanded List of Costs Reimbursed by the State As part of implementing the instructions of the Head of State to enhance the competitiveness of the national economy, updated tools for state stimulation of industry have been introduced. The innovations adopted by the Ministry of Industry and Construction of the Republic of Kazakhstan are aimed at supporting the manufacturing sector.According to the amendments to the "Rules for Providing State Industrial Stimulation Measures Aimed at Promoting Processed Goods, Works, and Services of Kazakh Origin in the Domestic Market," domestic enterprises can now reimburse up to 50% of the costs for transporting priority goods by rail within the country. The maximum compensation amount is 10 thousand MCI, or 43.25 million tenge.The innovation is aimed at reducing producers' transportation costs, increasing the competitiveness of Kazakh products, and stimulating growth in local content.Also, for companies striving to work with transnational corporations, the amount of reimbursement for international certification costs has been increased fivefold. This certification is necessary to access tenders from the world's largest structures and new export markets. The reimbursement amount has been increased from 3,000 to 15,000 MCI.Furthermore, amendments have been made to the "Rules for Providing State Industrial Stimulation Measures Aimed at Increasing Labor Productivity of Industrial and Innovation Activity Entities." Now, the requirement for mandatory annual tax growth does not apply to enterprises registered less than seven years ago (previously the threshold was three years). This new measure takes into account the actual timeframes for industrial facilities to reach full design capacity and allows a wider range of new companies to receive state assistance.It should be noted that the operator of state industrial stimulation measures is JSC "Kazakhstan Center for Industry and Export 'QazIndustry'." The Center reimburses part of the costs in two areas: increasing labor productivity and promoting products in the domestic market.
