Kazakhstan and Romania are expanding regional cooperation 14.10.2025
From October 6 to 8, 2025, a Romanian delegation led by the Chairman of the Constanța County Council, Florin Mitroi, paid an official visit to Kazakhstan.The delegation included the Ambassador Extraordinary and Plenipotentiary of Romania to Kazakhstan, Mădălina Lupu, President of the Romanian Chamber of Commerce and Industry Mihai Daraban, Honorary Consul of Kazakhstan in Romania Corina Martin, as well as representatives of the Romanian business community.A meeting was held in Astana with Murat Karimsakov, Chairman of the Board of the Foreign Trade Chamber of Kazakhstan. The parties discussed the current state and prospects for the development of trade and economic cooperation, with a focus on strengthening direct ties between chambers of commerce, revitalizing the Kazakh–Romanian Business Council, and organizing joint business forums and B2B meetings.Murat Karimsakov emphasized the strategic nature of relations with Romania, noting the growing trade turnover and both countries’ involvement in the development of the Trans-Caspian International Transport Route as a platform for new business opportunities.In Aktau the Romanian delegation held a meeting with the Akim of Mangystau Region, Nurdaulet Kilybay. The meeting focused on interregional cooperation, investment collaboration, and the implementation of cultural and tourism initiatives. Priority projects in port infrastructure and green energy were presented.Following the meeting, a Memorandum of cooperation was signed between Mangystau Region and Constanța County, aimed at developing partnerships in economic, social, and cultural spheres. Currently, five companies with Romanian participation operate in the Mangystau region.As part of the visit, the delegation also visited the Yessenov Caspian University of Technologies and Engineering, where possible formats for cooperation in engineering education, academic exchanges, and applied research were discussed.Afterwards, a business forum and B2B negotiations were held with the participation of Kazakh companies from the maritime and logistics sectors. Discussions focused on expanding maritime transport, port modernization, and involving the Romanian side in projects related to the development of the Trans-Caspian route.At the end of the visit, the delegation visited the Kuryk Port, the Sarzha Terminal, and the Aktau International Sea Commercial Port, where they familiarized themselves with their logistical capabilities and ongoing investment projects.The visit confirmed the high level of mutual trust and the shared interest in developing long-term partnerships in energy, transport, logistics, education, and science.At the end of 2024, trade turnover between Kazakhstan and Romania reached 2.92 billion US dollars, which is 1.6% more than in 2023. In the first eight months of 2025, the volume of mutual trade amounted to 1.6 billion dollars, with Kazakhstan's exports increasing by 9%. Key exports include oil, uranium, gas, and coal, while imports mainly consist of pharmaceuticals and electrical equipment. A unified inter-verification interval has been approved for hardware and software systems (HSS) for automatic recording of traffic violations. 14.10.2025
Pursuant to the decision of the Scientific and Technical Commission on Metrology dated June 25, 2025, Order No. 62-NK of the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan dated October 1, 2025, established a uniform verification interval of one year for hardware and software systems (HSS) used for automatic recording of traffic violations.This decision is aimed at improving the reliability of automatic control systems, as well as ensuring uniform requirements for their maintenance and verification.Establishing a verification interval of one year will enable the timely detection of deviations in the systems' operation, strengthen monitoring, and build confidence in the automatic recording systems.HSS verification certificates issued prior to the entry into force of this order are valid until the certificate's expiration date.Source : https://www.gov.kz/memleket/entities/mti-ktrm/press/news/details/1082991?lang=kk
Formation of anti-corruption culture in state revenue authorities: from duty to value 14.10.2025
State Revenue Authorities (SRAs) are the backbone of economic security and financial stability of the Republic of Kazakhstan. The effectiveness of their work determines the filling of the budget, the creation of a fair competitive environment and the welfare of citizens. However, this very sphere, connected with the control of financial flows, is traditionally exposed to high corruption risks. In today's realities, simply combating the consequences is no longer sufficient. The key task is preventive work aimed at creating an environment in which corruption is impossible and unacceptable at the level of personal beliefs. This work is carried out in strict compliance with the key provisions of the Law of the Republic of Kazakhstan “On Combating Corruption”, which provides the legal basis for a systematic fight against this phenomenon.In its essence, anti-corruption culture is not just a set of rules. It is a system of values and ethical norms shared by all employees, based on honesty, integrity and zero tolerance for corruption. The importance of this task is emphasized at the legislative level: according to Article 6 of the Law, “building an anti-corruption culture” is one of the key measures in the anti-corruption system, along with identifying and eliminating the causes and conditions contributing to offenses.The importance of such a culture for the SRA cannot be overestimated: public trust, the country's economic security and its investment attractiveness depend on it.Creating such a culture is a complex process based on the principles laid down in the legislation. The foundation of everything is leadership and “tone at the top”. Leaders at all levels must demonstrate their commitment to anti-corruption standards in practice. This principle is not just a recommendation but a direct requirement. Article 19 of the Law states that heads of state bodies “shall bear personal responsibility for the state of anti-corruption work” in the teams they lead. In parallel, it is necessary to build a system of effective training, dealing with real cases and ethical dilemmas, so that each employee clearly understands the essence and consequences of corrupt acts.The best cure for corruption is to minimize the human factor through digitalization and transparency. Moving services to an online format and clear regulations narrow the space for subjective decisions. This proactive approach is fully in line with the spirit and letter of the law, which in Article 3 establishes “prioritizing the prevention of corruption” as one of its basic principles. This work should be complemented by continuous analytics: identifying and managing corruption risks in the most vulnerable positions and areas.However, technology will not replace the human factor, so motivation is key. Decent pay and career growth based on professionalism reduce the temptation of illicit enrichment. At the same time, every employee must realize that any violation will be detected and punished. This is also one of the fundamental principles enshrined in Article 3 of the Law - “inevitability of punishment for corruption offenses”. For this purpose, the effective work of internal security services and the creation of secure channels through which one can anonymously report facts of corruption without fear of prosecution are important.Thus, building an anti-corruption culture in public revenue bodies is a marathon, not a sprint. This process requires a systematic approach, political will of the management and, most importantly, involvement and personal responsibility of each employee. The transition from a culture of fear of punishment to a culture of inner conviction in the inadmissibility of corruption is the key to building a modern, efficient and trusted fiscal service, which is a direct investment in the sustainable development of the entire state.  N.A. Detection of Illegal Excise Goods 14.10.2025
        The State Revenue Committee continues to implement a comprehensive set of measures aimed at combating the illegal circulation of excisable products and ensuring market transparency.       Over the first nine months of 2025, the Committee conducted large-scale inspections of manufacturers and distributors of alcoholic beverages, tobacco products, and petroleum goods.      Key results:Alcoholic beverages: 2,393 inspections conducted; 1.06 million liters of illegal alcohol seized.Tobacco products: 632 cases of illegal trade identified; 6.61 million packs of cigarettes confiscated, valued at 3.8 billion tenge.Petroleum products: 509 cases of shadow fuel turnover detected; 55.6 thousand tons seized, valued at 5.3 billion tenge.      In addition, the Committee carried out inspections related to state regulation among manufacturers. Karaganda synchronized swimmers made a splash at the Asian Championships 14.10.2025
The athletes of the Karaganda region performed brilliantly at the Asian Aquatics Championships. The continental championship takes place in the Indian city of Ahmedabad. Participants compete in four disciplines: swimming, diving, water polo and artistic (synchronized) swimming.Representatives of the School of Higher Sports Excellence of the Karaganda region made a real splash in artistic swimming. The result was a triumph – 28 medals: 19 gold, 4 silver and 5 bronze.The athletes demonstrated a high level of training and skill, proving that the Karaganda aquatics school is one of the strongest on the continent.Among the winners are Nargiz Bolatova, Ksenia Makarova, Viktor Druzin, Karina Magrupova, Yasmin Tuyakova, Arina Pushkina and Dayana Dzhamanchalova. It accounts for 55 percent of the region's manufacturing output. The President was briefed on implementation of the republican budget and the progress of digitalization of public finances 14.10.2025
According to the minister, the republican budget for 2025 was formed with revenues in the amount of 21.6 trillion tenge, of which 15.2 trillion tenge are tax revenues. This is 23.4% higher than last year. According to the results of nine months, the budget was executed by 101.6%, while maintaining its social focus.Kassym-Jomart Tokayev was informed about measures to improve the efficiency of tax and customs administration and revenues to the Special State Fund.Special attention was paid to the implementation of the Law "On Public Procurement," aimed at reducing the timing of procedures, increasing their transparency and supporting domestic producers. Currently, the analysis and control processes in the Treasury Information System are fully automated.As part of the digitalization of public finances, special emphasis is placed on formation and filling of Big Data, as well as introduction of artificial intelligence in the tax and customs spheres.The head of state was also informed about the results of the state audit. Meeting with the Leadership of the Civil Aviation Authority of Qatar 14.10.2025
21 September 2025, Montreal. On the margins of the 42nd Session of the International Civil Aviation Organization (ICAO) Assembly, the Head of the Delegation of the Republic of Kazakhstan, Chairwoman of the Civil Aviation Committee of the Ministry of Transport, Ms. Saltanat Tompieva, and the Permanent Representative of the Republic of Kazakhstan to ICAO, Mr. Timur Tlegenov, held a meeting with the Head of the Delegation of the State of Qatar, President of the Qatar Civil Aviation Authority, Mr. Mohammed bin Faleh Al-Hajri.During the meeting, the Parties discussed current areas of bilateral cooperation in the field of civil aviation. Both sides expressed interest in enhancing interaction in flight safety, aviation security, personnel training, and in increasing the number of direct flights between the two countries. The Qatari side confirmed its readiness to sign a bilateral intergovernmental air services agreement.The Parties agreed to continue their cooperation in this area.It should be noted that Qatar is a candidate for election to Part III (States elected on a geographical basis) of the ICAO Council from the Arab Civil Aviation Organization (ACAO).The discussions were held in a friendly and constructive atmosphere.Source : https://www.gov.kz/memleket/entities/kazakhstanicao/press/news/details/1083227?lang=kk
