Spring Conscription Campaign Begins in the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan 25.05.2026
The spring conscription campaign has officially started in the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan. From May 22 to June 30, 2026, about 7,000 young people are planned to be drafted into the ranks of the law enforcement troops.This was announced during an interdepartmental meeting on the organization and conduct of the spring conscription campaign held at the Main Command of the National Guard under the chairmanship of the First Deputy Commander-in-Chief of the National Guard — Chief of the Main Staff, Lieutenant General Kairat Aktanov.Currently, officers of the National Guard’s conscription and recruitment department are working in 17 regions and 3 cities of republican significance.Most of the new recruits will be assigned to military units responsible for maintaining public order, ensuring security during mass events, and guarding important state facilities and institutions of the penal system.Today, together with police officers, National Guard servicemen maintain public order in 21 cities across the country. More than 7,000 guardsmen are deployed daily for law enforcement duties, while another 2,000 servicemen are engaged in guarding important state facilities and penal institutions.Since the beginning of 2026, servicemen of the law enforcement troops have prevented thousands of offenses, uncovered cases of illegal drug possession, and seized nearly 30 units of cold and firearms weapons from illegal circulation. In addition, thanks to the vigilance and prompt actions of the guardsmen, lost children and missing mobile phones were safely returned to citizens.A special role in ensuring internal security and stability is assigned to conscript servicemen in the cities of Astana, Almaty, and Turkistan. The history of this educational institution began in 1931, when the first one-story elementary school building opened in the village. Accrued investment income for Kazakhstanisexceeded 307 billion tenge for the first three months of 2026.Investment income for Kazakhstanis is generated through both pension asset management by the National Bank of Kazakhstan (NBRK) and private investment portfolio managers (IPMs).As a result of the NBRK's investment activities in managing pension assets through mandatory pension contributions (MPCs), mandatory professional pension contributions (MPPCs), and voluntary pension contributions (VPCs), accrued investment income for the first three months of 2026 amounted to 271.4 billion tenge, while 34.1 billion tenge came from mandatory employer pension contributions (MPCs).In turn, based on the results of the UIP's investment activities, the accrued investment income for 2026 as of April 1, 2026, amounted to 1.56 billion tenge.As a reminder, the trustees implement a balanced investment policy, investing in various types of financial instruments across currencies, countries, sectors, and issuers. Investment income is generated from various sources: interest income on securities (deposits and other transactions), market and currency revaluation of financial instruments, assets under external management, etc. Thus, the amount of investment income depends on a number of factors: the dynamics of the market value of the instruments in the portfolio, exchange rate fluctuations, inflation, dividend payments, and other conditions. Returns can both increase and decrease over different periods, which affects the total amount of contributors' pension savings. The main reason for the decline in investment income since the beginning of this year on pension assets managed by the NBRK is the negative exchange rate revaluation of foreign currency assets due to the strengthening of the tenge against the US dollar – from 505.53 to 478.77 tenge per US dollar.Despite financial market volatility, positive investment income and a real return on pension savings are being ensured in the medium and long term. The accumulated investment return since the inception of the funded pension system in 1998 as of April 1, 2026, was 1,184.74%, with inflation for the entire period at 970.03%.As of April 1, 2026, the net investment income earned by the NBRK, accumulated since April 1, 2014 (after the consolidation of pension assets into the ENPF), amounted to 10.54 trillion tenge. Taking into account payments made, its share of the total pension savings of contributors (recipients) amounts to 40.7%, demonstrating the significant role of investment activity in the structure of citizens' savings.It is important to note that the return on pension assets over individual short periods is not an indicator of their management effectiveness, as income from financial instruments and other transactions accrued over a short period does not always cover fluctuations in the value of securities and exchange rates during that period. A visiting meeting of the Project Office for the Implementation of the new Tax Code was held in the capital on the sidelines of the annual IX exhibition of Kazakhstani manufacturers "Ulttyqinim – 2026".The event, organized in the format of an open dialogue, brought together more than 100 participants: heads of domestic enterprises, representatives of central government agencies, the National Chamber of Entrepreneurs "Atameken" and industry experts. The main purpose of the field meeting was to discuss practical aspects of the implementation of the new tax legislation, issues of modernizing tax administration, as well as the development of effective measures of state support for domestic producers.The panel session was moderated by Dmitry Kazantsev, a tax consultant. Business representatives had the opportunity to directly ask questions, identify systemic problems and immediately receive answers from the heads and specialized specialists of key departments: ministries of National Economy, Finance, Trade and Integration, Agriculture, Industry and Construction, Labor and Social Protection of the population, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, NCE "Atameken".Opening the meeting, First Vice Minister of National Economy of the Republic of Kazakhstan Azamat Amrin stressed that holding a visiting meeting of the Project Office directly at the exhibition site, where more than 600 entrepreneurs from all over Kazakhstan gathered, allows for maximum coverage of the business community, to hear the consolidated opinion of the real sector of the economy and promptly respond to the requests of entrepreneurs.Form 200 and employee social protectionSimplified reporting, in particular, Form 200, became one of the hot topics of discussion. Reporting accumulates key payments for an employee: social and medical insurance, pension contributions, individual income tax and social tax. Payments from the Social Insurance Fund for Pregnancy and Childbirth, child care, loss of breadwinner, disability and unemployment directly depend on the regularity of these deductions. In confirmation, Azamat Amrin cited illustrative figures: at the end of last year, the average salary in the country amounted to 435 thousand tenge, while 54% of entrepreneurs show a minimum wage of 85 thousand tenge for employees."When entrepreneurs pay for their employees from the minimum wage and give out salaries in envelopes, they do not protect their employees socially. Therefore, the state has to do this, as it is one of the main functions. We have 1.3 million individual entrepreneurs and 9 million employees, and we make decisions comprehensively: not only for the benefit of businesses, but also for ordinary citizens. If the salary is 300 thousand, it is necessary to show and pay to all funds from it. This is not paid to the state. This is paid to the person himself so that he can go to the hospital, so that if you fire him tomorrow, he will receive 120 thousand instead of 50-60 thousand for six months and can support his family," Azamat Amrin emphasized.Self-employed: the regime should not replace labor relationsAn equally significant topic of discussion was the correct application of a special tax regime for the self-employed. Dmitry Kazantsev, a tax consultant, addressed Kazakhstani entrepreneurs with a direct warning: businesses, by transferring employees to the self-employed regime for the sake of tax savings, risk exposing themselves and this regime itself."When businesses dismiss employees and transfer them to the self-employed, they believe that the state does not see this and that the SRC does not notice how the employee still goes to work from nine to six and receives the same salary every month, only now in the self-employed format. In business, we sometimes go too far and can lead to the fact that later they will begin to squeeze the opportunities that they have given to the self-employed: to close work with B2B, to reduce the maximum amount of income," said Dmitry Kazantsev.Business concerns were confirmed by First Vice Minister of National Economy Azamat Amrin. He noted that the authorized bodies are systematically monitoring the application of the regime, and stressed that in case of mass abuses, the state is ready to review the list of permitted activities for the self-employed."If there are a lot of such abuses, we will simply clean up these types of activities. According to the SRC, 19 thousand micro and small business entities took advantage of the program. They provided repayment of arrears in the amount of 13 billion tenge, for which penalties and fines totaling 9.3 billion tenge were written off, including penalties – 4.4 billion tenge and fines – 4.9 billion tenge. Geneva, 22 May 2026 – Mr. Timur Sultangaziev, First Vice Minister of Healthcare of the Republic of Kazakhstan, together with Mr. Kairat Torebayev, Permanent Representative of the Republic of Kazakhstan to the WTO and international economic organizations, held a bilateral meeting with Mr. Edward Kwakwa, Assistant Director General of the World Intellectual Property Organization (WIPO) for Global Challenges and Partnerships, and representatives of the relevant WIPO divisions.During the meeting, the parties discussed prospects for cooperation in the field of intellectual property, including improvements to legislation, development of institutional capacity of government authorities, and strengthening of intellectual property rights protection mechanisms, with due regard to the need to maintain a balance between supporting innovation, ensuring access to medicines, and sustaining the healthcare system.The Kazakhstani side presented its approaches to regulating intellectual property in healthcare and provided an update on ongoing work to improve the regulatory framework. Particular attention was given to combating the circulation of counterfeit products, including falsified medicines and medical devices.Kazakhstan also shared its experience in implementing a digital drug traceability system, which enables tracking of products throughout the entire supply chain from manufacturer to end consumer. This tool contributes to increased market transparency and the fight against counterfeit goods.The parties also discussed possibilities for conducting a joint analysis of existing regulatory mechanisms, implementing capacity-building programmes for specialists, and exchanging international expertise. Kazakhstan, together with partners, promotes the Global Initiative on International Humanitarian Law at the UN 23.05.2026
New York, May 20, 2026 - The Republic of Kazakhstan, jointly with Brazil, China, France, Jordan, South Africa, and the International Committee of the Red Cross (ICRC), continues to promote the Global Initiative to revitalize political commitment to International Humanitarian Law (IHL).The Initiative, launched by the six countries in September 2024, is designed to give momentum to measures aimed at ensuring respect for, protection of, compliance with, and good-faith application of international humanitarian law. Its ultimate goals are to mitigate the consequences of armed conflicts, reduce civilian suffering, and preserve civilian infrastructure.An important practical step in implementing this initiative was an official press stakeout held ahead of the annual UN Security Council Open Debate on the Protection of Civilians. During the event, the six initiating countries delivered a joint statement, which was joined by an additional 83 states (bringing the total support to 89 countries and the European Union delegation).The joint statement expressed particular concern over the unacceptable realities faced by civilians in approximately 130 armed conflicts worldwide. The states called for making strict compliance with the rules of war a top priority, urged all UN member states to join this crucial initiative (which has already been officially endorsed by 111 states), and invited them to participate at the highest level in the upcoming concluding Conference on Humanity in War, to be held in Jordan on December 7 this year.Later, during the Security Council Open Debate itself, the delegation of the Republic of Kazakhstan presented its vision of priority measures for protecting civilians and systematically addressing the root causes of conflicts. Kazakhstan and Canada Expand Cooperation in Higher Education and Workforce Development 23.05.2026
Toronto, May 22, 2026 – A roundtable discussion titled “Kazakhstan-Canada Dialogue on Higher Education and Workforce Development” was held at the University of Toronto, organized by the Embassy of the Republic of Kazakhstan in Canada.The event brought together representatives from leading academic and research institutions, including the University of Toronto, Ontario Tech University, Toronto Metropolitan University, York University, Queen's University, Humber Polytechnic, George Brown College, Cambrian College, MITACS and others, as well as representatives of the Government of Ontario and members of the expert community.Opening the event, Kazakhstan’s Ambassador to Canada, Dauletbek Kussainov, noted that Kazakhstan continues to strengthen its position as a regional academic and research hub in Eurasia by actively developing international partnerships, joint educational programs, and scientific cooperation. The Ambassador placed particular emphasis on workforce training for strategically important sectors of the economy, including mining, energy, agriculture, and artificial intelligence.The keynote presentation was delivered by Muslim Khassenov, Associate Professor at Maqsut Narikbayev University and Visiting Scholar at Harvard University. At the initiative of the Agency for Civil Service Affairs, a "Day of Service Recipients" was held, organized for residents of the region and representatives of the business community.
