Loyalty to duty and warmth of soul: we accompany Galiya Temirbekovna Sembayeva to a well-deserved rest 06.05.2026
Today is a special day for our team – it is filled with bright sadness and great sincere gratitude. We are taking the head of the office of desk monitoring, Galiya Temirbekovna Sembayeva, for a well-deserved rest. Her career path is not just a list of positions, it is an entire era, lasting more than 40 years, almost entirely devoted to public service.Having received an excellent education at the Pavlodar Accounting and Economics College and the Tselinograd Agricultural Institute, she took her first steps into the profession in 1983, working as a senior economist in the village of Lebyazhye. During the difficult years of large-scale economic changes for the country, she worked in the territorial Committee of State Property and Privatization, brilliantly coping with the most complex processes of that time.Since 2002, Galiya Temirbekovna's professional fate has been inextricably linked with the tax system. It is no exaggeration to say that she stood at the very origins of modern tax administration in our region. Excise taxes, international taxation, work with taxpayers, management of important departments in the Tax Committee for the Pavlodar region – in each of these areas she proved herself to be a specialist of the highest class. This colossal, unique experience has become a solid foundation for her work in the Department. Since 2015, she has been in charge of the office of desk monitoring, and then, since 2019, she became the permanent head of the office of desk monitoring.Galiya Temirbekovna's long-term conscientious work has been rightfully recognized by the state: the medal "Yeren yenbegi ushin", the title "Memlekettik kirister organdaryn uzdigi", the jubilee medal for the 100th anniversary of the Ministry of Finance and many other awards. But for our team, her main reward is our deep respect and love. Galiya Temirbekovna has always been and remains for us a person of an amazing combination: firm, iron principles in her work and an infinitely kind, sympathetic heart in life. It was always possible to approach her for advice — she was able to find precise words of support, guide, suggest the right method of solving a problem and simply inspire the team.We know that behind the successes of a strong woman there is always a reliable rear – her family. Together with her husband, they raised two beautiful sons, Daniyal and Kuanysh. And today, her little four-year-old granddaughter Aisha has become her main outlet, joy and light.Dear Galiya Temirbekovna, The staff of the State Revenue Department says thank you very much for your hard work, for thousands of wise decisions, for your example and for all your students. We sincerely wish that this new, wonderful stage of your life would be filled only with pleasant chores, the joyful laughter of your granddaughter, the comfort of family evenings and a truly well-deserved rest! With deep respect and warmth, the staff of the State Duma of Pavlodar regionSource : https://www.gov.kz/memleket/entities/kgd-pavlodar/press/news/details/1215742?lang=kk

You asked, and we answer. The topic is "Mobile transfers" 06.05.2026
Question 1: In what cases do banks transfer information about mobile transfers of individuals to the tax authorities?Answer: According to subparagraph 24) of paragraph 2 of Article 55 of the Tax Code, banking organizations provide information on the amount of money received into the bank account of an individual from other individuals, if there are signs of income from entrepreneurial activities. The transfer of information is carried out only upon simultaneous fulfillment of the established criteria approved by the Order of the Minister of Finance of the Republic of Kazakhstan dated November 12, 2025 No. 698.In particular, if an individual receives money from 100 or more different persons to a bank account not intended for entrepreneurial activity during each of three consecutive calendar months, and the total amount of receipts exceeds 12 times the minimum wage, such information is sent by second-tier banks to the state revenue authorities.Question 2: Is information transmitted to the tax authorities if an individual is registered as an individual entrepreneur?Answer: Information is transmitted to the state revenue authorities for all individuals who meet the established criteria, regardless of whether they are registered as an individual entrepreneur. This is due to the fact that the control takes into account the funds received into a bank account that is not intended for business activities.Question 3: What actions do the state revenue authorities take after receiving information from banks?Answer: After receiving information from the second-tier banks, the state revenue authorities carry out activities in two stages. The first stage is informing the taxpayer. In accordance with Article 93 of the Tax Code, the tax authorities inform the taxpayer about the signs of income generation. For these purposes, a notification is sent to the taxpayer, which is of a notification nature and does not require a response. The second stage is control measures. In the future, if there are grounds, the state revenue authorities carry out desk control in accordance with the procedure provided for by the Tax Code.According to the results of the desk inspection, in case of discrepancies, in accordance with Article 137 of the Tax Code, a notification is sent to the taxpayer. The notification is executed by the taxpayer within 30 working days from the day following the day of its delivery.Question 4: What actions should a taxpayer take when receiving a notification based on the results of the desk inspection?Answer: In accordance with Article 93 of the Tax Code, a notification is sent to the taxpayer, which is of a notification nature and does not require a response. An individual independently decides on the need to fulfill tax obligations. In the case of sending a notification, in accordance with Article 137 of the Tax Code, the taxpayer must, within the prescribed period.:- in agreement with the identified discrepancies, eliminate violations by submitting tax reports;- in case of disagreement, submit written explanations indicating the reasons for the discrepancies, if necessary, with supporting documents attached. In case of failure to provide explanations or the need to confirm the accuracy of the information provided, the tax authority has the right to conduct a tax audit.Question 5: Are mobile transfers taxed?Answer: The transfers themselves are not subject to taxation. According to the norms of the Tax Code, the income of an individual is subject to taxation. If the transfer is income (for example, payment for a product or service), it is subject to taxation.Question 6: In what cases can the activity of receiving transfers be recognized as entrepreneurial?Answer: According to paragraph 1 of Article 2 of the Entrepreneurial Code of the Republic of Kazakhstan, entrepreneurship is an independent, initiative activity of citizens aimed at generating net income from the sale of goods, performance of works or provision of services. If mobile transfers are systematic and involve payment for goods, works, or services, such receipts may be recognized as income from entrepreneurial activity.Question 7: What is the responsibility for conducting business without registration?Answer: According to article 463 of the Code of Administrative Offences, engaging in entrepreneurial activity without registration, if these actions do not contain signs of a criminal offense, entails a fine on individuals in the amount of fifteen monthly calculation indices. For repeated commission within a year after the imposition of an administrative penalty, a fine of thirty monthly calculation indices is provided for individuals.Question 8: How do the tax authorities select transfers for analysis?Answer: The selection and determination of compliance with the established criteria approved by the Order of the Minister of Finance of the Republic of Kazakhstan dated November 12, 2025 No. 698 is carried out by second-tier banks. In case of simultaneous fulfillment of the criteria (receipt of funds from 100 or more different persons within three consecutive months and an amount exceeding 1,020,000 tenge), banks transmit the relevant information to the state revenue authorities.Question 9: Are transfers between relatives taxable? Answer: No, they are not taxable. In accordance with Article 405 of the Tax Code of the Republic of Kazakhstan (as amended from January 1, 2026), such income is not included in the list of income subject to taxation by an individual independently.Question 10: What if money is transferred for a birthday, wedding, or gift?Answer: Such transfers are gifts and are personal in nature. According to Article 405 of the Tax Code (as amended from January 1, 2026), they do not relate to income subject to taxation.Question 11: What if parents raise money for a school or kindergarten?Answer: Such receipts are not recognized as income. In accordance with Article 405 of the Tax Code (as amended from January 1, 2026), these amounts do not relate to income subject to taxation by an individual.Question 12: Do I need to declare personal transfers? Answer: According to Article 405 of the Tax Code, personal transfers do not relate to income that is subject to taxation by an individual on their own.Question 13: Will taxes be automatically accrued? The answer is no. The tax authorities conduct an analysis and, if there are grounds, send, in accordance with Article 137 of the Tax Code, a notification within the framework of desk control.Question 14: Is it possible to use a personal account for business? The answer is no. Article 27 of the Business Code establishes the obligation of individual entrepreneurs to open settlement accounts in banks for conducting business. In addition, Article 110 of the Tax Code stipulates that any monetary payments for goods and services (in cash, by card or by mobile transfer) must be carried out with the mandatory use of cash registers or a special mobile application. In case of non-application of the KKM, Article 284 of the Code of Administrative Offences provides for administrative liability from a warning to 15 MCI in case of repeated violation.Question 15: If I receive money from my children, brothers or sisters on a regular basis, will they be taxed?Answer: No, such income is not subject to taxation, since it is of a personal (family) nature and is not income from entrepreneurial activity. At the same time, during the analysis, one of the selection criteria is the receipt of funds from one hundred or more different persons. Thus, transfers from family members (a limited number of people) do not meet these criteria and are not considered as entrepreneurial income.Question 16: If a notification is sent to me based on the results of the analysis of mobile transfers, where will it go? Answer: The notification is sent to the taxpayer's personal account. In addition, an E-gov notification is sent about the notification of the results of the desk inspection to the taxpayer's personal account.Question 17: When a notification is received, do I need to contact the tax authorities personally?Answer: No, a personal visit is not required. The response to the notification can be submitted electronically through the taxpayer's personal account. The response is signed with an electronic digital signature (EDS) and is legally binding.Question 18: What is the deadline for the notification?Answer: The deadline for notification execution is 30 business days. Within the specified period, the taxpayer must provide an explanation, or submit tax reports (declaration) if there are relevant obligations.Department of Explanatory Work and Contact CenterState Duma of the Pavlodar regionSource : https://www.gov.kz/memleket/entities/kgd-pavlodar/press/news/details/1215780?lang=kk

On May 5, 2026, Almaty Management University (AlmaU) hosted the First International AlmaU Management Conference, bringing together representatives of the academic community, business and opinion leaders to discuss the transformation of modern management. The conference brought together experts to discuss key challenges - the introduction of artificial intelligence, the development of the ESG agenda and the formation of new leadership models in the BANI environment. The participants reviewed the transformation of management approaches and key competencies of future leaders.Timur Buldybaev, Rector of AlmaU, addressed the guests with a welcoming speech.: «For AlmaU, hosting this conference is a reflection of our mission to transform society through the synergy of education, research and entrepreneurial spirit. We strive to create not just an educational space, but an intellectual ecosystem in which new ideas, solutions and meanings are formed» he said. The conference continued with a plenary session moderated by Azamat Toimbetov, President of PMI Kazakhstan Chapter. The session presented various conceptual approaches to understanding the role of technology, values and human capital in modern management.María Stefanie Vasquez Peñafiel, Associate Professor at the International University of Ecuador, Quito, EU, PhD in Business Administration and Management, Master of Applied Artificial Intelligence, noted in her speech:«We must take ethics and responsibility into account when making every decision, especially when relying on artificial intelligence. Today, this is confirmed by numerous studies: when using tools such as ChatGPT, DeepSeek or Gemini, there is a high probability of so-called “hallucinations”. In some cases, their level can reach up to 40%. Therefore, it is critically important to constantly check and recheck the results obtained with the help of AI."Norbert Csizmadia, a geopolitical thinker, best-selling author, and ex-president of the University, continued to reveal the topic. John von Neumann, AUAP Ambassador. He introduced the concept of "turquoise zones" as learning ecosystems focused on long-term development.: «Today we are looking for a kind of formula for the future. Each country has its own intellectual source of development. The first element is vision. The second is strong values that support this vision. The third is a “smart mix” of traditional and modern. The fourth element is adaptation and compensation through new technologies. The fifth is education. The sixth is the future, which is shaped by the development of talents. To simplify, the focus of tomorrow can be expressed in three words: nature, culture, and the future. And the future is talent, knowledge, technology and an effective combination of capital. I am convinced that Central Asia will become the next important stage of global development. In this context, Kazakhstan has unique advantages: rich culture, strong natural base, talented people and universities capable of working together. The future is created by talents, and Kazakhstan is already moving in this direction.»In turn, Anar Tuleubayeva, Deputy Chairman of the Association for the Development of Artificial Intelligence in Kazakhstan (Qaz.AI ), told how the leaders of the future transform data into business value. «The managers of the future are those who keep an eye on data, values, and living people behind the numbers at the same time. This is a reflection partner with whom you can argue and clarify decisions.» The panelists at this plenary session were Aurora Diaz-Soloaga, Senior Lecturer at the School of Management, Vice Chairman for Education and i5, PRME Chapter Eurasia, Kadyrzhan Damitov, PhD, Advisor to the President of AlmaU, ex-Chairman of the National Bank of the Republic of Kazakhstan, Kairzhan Abdykhalykov, Chairman of the Civil Alliance of Almaty, PhD, Professor at KBTU, Aynur Tulegenova, Executive Director of ESG at Freedom Holding Corp., Alexandra Bekisheva, CEO of Kazgiproneftetrans Engineering Company, Master of Business Informatics, graduate of Harvard Business School and University of Oxford.
