The Ministry of Finance of the Republic of Kazakhstan continues systematic work on the implementation of the new Tax Code and the development of the digital ecosystem of administration. Key systems have already been implemented - ISNA, KEDEN and Smart Data Finance, which cover the entire life cycle of tax processes and provide more than 1000 administrative operations and over 300 services for business.Adaptation measures have been introduced to support entrepreneurs. In particular, the "Clean Sheet" program is being implemented, which provides for the write-off of penalties and fines when repaying the principal debt, as well as the simplification of liquidation procedures for certain categories of taxpayers.Particular attention is paid to feedback. The Ministry of Finance is building a constant dialogue with the business community through working groups, interaction with NPP Atameken and a project office under the Government. The Chamber of Entrepreneurs of the East Kazakhstan Region continues its information and outreach project “Business and Taxes”, implemented jointly with the State Revenue Department. The latest live broadcast was dedicated to a relevant topic — the vehicle tax, taking into account changes introduced in the new Tax Code of the Republic of Kazakhstan.Experts explained how to pay the tax for 2025 in 2026, as well as what innovations have already come into force and will affect future calculations.One of the key changes is the introduction of reduction coefficients for passenger vehicles depending on their service life. According to Albina Kenzhegalieva, Chief Specialist of the Non-Production Payments Department of the State Revenue Department for East Kazakhstan Region, a coefficient of 0.7 is applied to vehicles aged between 10 and 20 years, and 0.5 for vehicles older than 20 years. It is important to note that the tax is paid at the end of the year. Accordingly, the actual application of these reduction coefficients will be reflected in the calculation of the tax for 2026, which will be payable in 2027.Special attention was also given to support measures for agricultural producers. In particular, peasant and farming enterprises, in addition to previously existing benefits, are now exempt from paying tax on one vehicle — a passenger vehicle with a cargo platform and a driver’s cabin separated from the cargo compartment by a rigid fixed partition (pickup).Speakers emphasized that despite a number of relief measures, the obligation to pay taxes on time remains. The procedure for conducting an exit customs inspection is established by Article 418 of the Code of the Republic of Kazakhstan "On Customs Regulation in the Republic of Kazakhstan" (hereinafter - the Code).An exit customs inspection is carried out by the customs authority with an official visit to the registered place (location) of a legal entity, the business location of an individual entrepreneur, and (or) the actual place (location) where such persons carry out their activities.The customs authority responsible for performing an exit inspection is the one located within the jurisdiction of the inspected person. However, when directed by the authorized body, exit customs inspections may be conducted by other customs authorities.Exit customs inspections are divided into the following types::1) unscheduled exit customs inspection;2) counter unscheduled exit customs inspection;3) complex exit customs inspection.An exit  customs inspection is based on a prescription (paragraph 3 of Article 418 of the Code).An only prescription permits only one check of the inspected person. Before an audit commences, this prescription must be registered with the authorized body for legal statistics and special records. Today a meeting of the interdepartmental working group took place.Reference: IFRSs S1 and S2 are new international reporting rules. Thanks to which the business will be obliged to disclose the impact of the company's activities on the environment and society, as well as what climate threats can affect the business itself.The main issue on the agenda of the meeting was implementation of the Roadmap for the phased implementation of IFRS S1 and S2 in the Republic of Kazakhstan for 2027-2028. The document was prepared jointly with the United Nations Development Program and includes 37 activities that determine consistent steps to form a regulatory, institutional and methodological framework for the implementation of standards in Kazakhstan.During the meeting, the working group considered the parameters of the future application of standards, including the definition of the date for the start of mandatory application of standards, the establishment of criteria and thresholds for the selection of organizations to be subject to requirements, the formation of approaches to the audit of reports prepared in accordance with IFRS S1 and S2, as well as the development of measures to ensure compliance with standards."The introduction of IFRS S1 and S2 will be an important stage in the development of Kazakhstan's corporate reporting system. This will improve the quality of the information disclosed, increase attention to sustainable development issues and create additional conditions for increasing the investment attractiveness of the country.
