SHYMKENT – A MEGAPOLIS THAT HAS BEEN ADVANCING TO A NEW LEVEL OF TOURISM 19.12.2025
Shymkent has become one of the most rapidly developing tourist centers in Kazakhstan in recent years. According to the results of the first 9 months of 2025, the number of tourists visiting the city exceeded 406 thousand. In order to increase the tourist potential of Shymkent, special attention is paid to the modernization of sacred and cultural facilities. The territory of the "Ibragim Ata" and "Karachash Ana" mausoleums has been improved, creating favorable conditions for tourists. In 2026, it is planned to reconstruct a number of historical facilities in the Sairam area. Today, 17 tourist routes operate in the city. Among them, the international route Turkestan - Tashkent - Aksu-Zhabagaly - Shymkent is in high demand among tourists. 24 tour operators and 120 travel agencies are engaged in the provision of tourist services. A SOCIAL SUPPORT SYSTEM IS UNDER DEVELOPMENT THROUGH HOUSING CERTIFICATES AND PRIVATIZATION 19.12.2025
Within the framework of state programs, citizens planning to purchase housing in the city of Shymkent in the "2-10-20" and "5-10-20" directions are provided with housing certificates as social assistance to cover part of the down payment. This year, 500 million tenge has been allocated for housing certificates, the size of the certificate does not exceed 1 million tenge. A total of 239 applications were received, of which 120 applications were approved, certificates for 114.1 million tenge were issued, and 119 applications were rejected. 273,828,209 tenge that could not be used was returned to the local budget. In the privatization direction, 974 citizens applied, and 911 citizens were provided with services. Of these, 412 citizens privatized their apartments by paying the residual value, and the budget received 893.9 million tenge. 428 citizens were provided with housing without compensation, 71 citizens were denied the privatization of apartments, and 63 applications are under consideration. In the direction of preserving and developing the housing stock, 528 residential buildings were identified on the central and main streets of the city. In Al-Farabi district - 282, in Turan district - 107, in Karatau district - 97, in Enbekshi district - 42. The technical condition of 59 apartment buildings was checked, of which 1 house was found to be in pre-disaster condition, 20 houses are in need of current repairs, and 38 houses are in need of major repairs. In order to ensure a unified architectural appearance of apartment buildings in the city, changes have been made in accordance with the law. The Department of Architecture and Urban Planning will develop and approve the concept of a unified architectural style of apartment buildings in the city. According to the Paragraph 1 of Article 114 of the Tax Code of the Republic of Kazakhstan (dated July 18, 2025, No. 214-VIII), tax reporting is defined as an official document submitted by a taxpayer to the tax authorities. It details taxable objects, assets, and liabilities, as well as the calculating tax obligations and social security payments.Public services provided in the field of tax reporting include:-Acceptance of tax reporting.-Submission of tax reporting within the Customs Union (Form 328.00).-Revocation of tax reporting (it will be discontinued starting in 2026).-Suspension and Resumption of tax reporting activities.-Extension of tax reporting deadlines (it will be discontinued starting in 2026).The aforementioned services are included in the Register of Public Services, approved by Order No. 39/NK dated January 31, 2020.Please be advised that under the new Tax Code, the tax reporting category previously titled "Additional upon notification" has been amended to "Upon notification."Tax reporting must be submitted to the SROs in accordance with the procedures and deadlines established by the Tax Code and the Rules for the Provision of Public Services, as approved by Order of the Ministry of Finance of the Republic of Kazakhstan No. 665 dated July 10, 2020.Tax reports may be submitted by the taxpayer to the SROs of their choice via the following methods:Hard Copy: In person at SRO Centers or Public Service Centers (State Corporation), or by mail.Electronic via the Taxpayer’s account (using the TAIS or SONO systems), the EGP egov, or mobile applications including eGov mobile, e-Salyq Azamat, e-Salyq Business, and authorized second-tier bank applications.Tax reporting is processed within the TAIS system (via the Reporting module of the ARM SRO subsystem).When receiving and processing the tax reporting , the SRO system performs a Format and Logical Control (FLC) check to ensure that all reports are complete and accurately filled out.For technical assistance, taxpayers or service providers (SRO) may contact the ITAS technical support service at knpsd@ecc.kzEffective January 1, 2026, taxpayers will no longer have the authority to revoke submitted tax reporting. On Certain Issues Related to the Tax Registration of Taxpayers 19.12.2025
As part of the implementation of the provisions of the new Tax Code, Order No. 640 of the Minister of Finance of the Republic of Kazakhstan dated 28 October 2025, titled «On Certain Issues Related to the Tax Registration of Taxpayers», was approved. The Order approves the forms of tax applications and notifications: application for tax registration; registration certificate of a non-resident as a taxpayer of the Republic of Kazakhstan; application for deregistration; notification of tax registration of a person engaged in private practice; notification of commencement or termination of activities as a taxpayer engaged in certain types of activities (gambling business); application for registration for value added tax; notification of the applicable tax regime. The Order also provides for the procedure for the provision of public services «Taxpayer Registration», «Tax Registration of a Person Engaged in Private Practice», and «Tax Registration of Value Added Tax Payers». Bocharnikova held a meeting in the format of a dialogue platform with the staff of the Department of Internal Policy, Culture, Language Development and Sports of the Zhaksy District.Employees of this sector play a key role in shaping the ideological and cultural environment of the district, as well as in engaging citizens in corruption prevention efforts.Key focus areas of the meeting:🔹 Anti-corruption discipline: restrictions related to public service were discussed in detail. On December 18, 2025, a roundtable discussion was held at the “Maykapchagay” Customs Post of the State Revenue Department of the East Kazakhstan region, featuring participants of Foreign Economic Activity (FEA participants). During the session, customs officers and FEA participants collaborated to test the "Goods Declaration" module of the Keden Information System. This module is designed to streamline customs procedures and facilitate the transition from paper-based documentation to a fully digital format. The meeting marked the first official engagement between the parties in this format and focused on discussing current issues and prospects for further development of Kazakhstan–UK cooperation in the fields of customs and tax administration. During the talks, the parties noted the high level of bilateral relations between Kazakhstan and the United Kingdom and emphasized their mutual interest in deepening practical cooperation in priority areas, including the modernization of customs procedures, development of digital solutions, risk management, and strengthening institutional capacity. Mr. Zhandos Duisembiyev briefed the British side on the key areas of the Committee’s activities, ongoing reforms, and measures being undertaken to improve customs and tax administration, aimed at ensuring transparency, efficiency, and a favorable environment for international trade and investment. In turn, Ms. Sally Axworthy reaffirmed the readiness of the British side to continue constructive dialogue and exchange of experience, and expressed interest in expanding cooperation with Kazakh partners on issues of mutual interest. Key changes in the tax reporting procedure 18.12.2025
The Department of State Revenues of the Zhambyl Region informs that since 2026, important changes are being implemented in the Republic of Kazakhstan in terms of tax reporting, aimed at optimizing procedures and reducing the administrative burden on businesses.Automatic generation of tax reports One of the key innovations is the automatic generation of tax reports with a zero amount of tax payable in the event that the taxpayer has not submitted reports on time. This will avoid sending notifications, suspending spending operations on bank accounts and bringing to administrative responsibility under Article 272 of the Administrative Code of the Republic of Kazakhstan, thereby reducing punitive measures against businesses.At the same time, administrative responsibility will be applied only if the turnover is detected by the state revenue authorities. If the taxpayer independently identifies undeclared income and submits additional reports, the measures will not be applied.Automatic reporting is possible only on condition that the taxpayer's dossier in the Personal Account (CNP ISNA) specifies in advance the tax reporting forms to be submitted. In this regard, taxpayers are advised to update the information in their dossier in advance.Exclusion of the "Revocation of tax reporting" serviceIn order to minimize errors and improve the quality of reporting, the "Tax Reporting Review" service is excluded. After submitting the form, changes will be possible only by submitting additional tax reports.Taxpayers are advised to take a responsible approach to filling out declarations and carefully check the correctness of all data before sending them.Automatic selection of the tax authority codeThe new Tax Administration Information System (ISNA) implements the function of automatically determining and substituting the code of the tax authority at the taxpayer's place of registration when submitting basic reporting forms. This is aimed at reducing errors and improving the correctness of filling out documents. If necessary, you can still edit the code yourself.Cancellation of the extension of reporting deadlinesThe legislation excludes the provision on extending the deadline for submitting tax reports. There is no longer a delay in submitting tax reporting forms. In this regard, taxpayers are strongly advised to plan the preparation of financial statements in advance and send declarations strictly on time.Regulatory frameworkThe Minister of Finance of the Republic of Kazakhstan approved Order No. 695 dated November 12, 2025 "On approval of tax reporting forms with explanations on their preparation and Rules for their submission." The document includes:– tax reporting forms and explanations for filling them out;– rules for submitting tax reporting forms;– rules for the provision of public services "Receipt of tax reports", "Suspension, resumption of tax reporting".The rules providing for the exclusion of the revocation of tax reporting and the cancellation of the extension of the deadline for its submission come into force on January 1, 2026 and apply to legal relations that arose before the specified date. Cairo, 15 December 2025 - Ambassador of the Republic of Kazakhstan to the Arab Republic of Egypt, Askar Zhengis, held a meeting with President of the American University in Cairo (AUC) Ahmed Dallal to discuss prospects for cooperation in higher education and the enhancement of inter-university partnerships.Ambassador A. Zhegnis briefed the Egyptian side on Kazakhstan’s ongoing efforts to integrate its higher education system into the global academic environment, including the establishment of branch campuses of leading foreign universities, in line with the instructions of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev. In this context, he highlighted the current state and future potential of bilateral cooperation in science and education, noting that the majority of Kazakhstani students currently studying in Egypt are enrolled at Al-Azhar University, Cairo University, and Ain Shams University.President Dallal, in turn, provided an overview of the history of the university he leads and recalled the signing, on 3 December 2024 in Astana, of a Memorandum of Strategic Cooperation between Nazarbayev University and the American University in Cairo. He emphasized that the memorandum aims to strengthen academic and research cooperation between the two institutions. In this regard, he expressed AUC’s interest in establishing cooperation with Al-Farabi Kazakh National University and confirmed his readiness to welcome its leadership in Cairo.Founded in 1919, the American University in Cairo delivers instruction in English and offers academic programs based on the American higher education system.The university’s academic structure comprises four main schools.
