A youth forum was held in the Denisovsky district 25.07.2025

Agency for Regulation and Development of the Financial Market warns that during summer holidays, children face an increased risk of becoming victims of fraudsters.Fraudsters use children's free time and increased activity in the digital environment to deceive, offering fake mobile games, goods and services, promising easy money or gifts.During this period, children are most likely to become the target of fraudulent actions intended to gain an access to their parents' financial information and funds. Lack of knowledge and credulity make them vulnerable to various types of digital deception.Particularly dangerous are such schemes as fake winnings with a request to enter card details, false requests for help from "friends" or "relatives", malicious applications and suspicious links. In many cases, the child himself does not realize that he is dealing with fraudsters.Particular attention should be paid to cases where children are offered to download an application or game supposedly at a discount or without advertising - such files may contain malicious code. If smartphone is linked to a bank account of parent, fraudsters gain an access to confidential information and can steal funds.Schemes for collection of geodata through "smart" applications are also common. In this way, attackers find out where the family lives, where the parent works, where the child studies and what he or she is interested in. This creates risks not only of financial losses but also of threats to safety of the entire family.The Agency recommends that parents regularly conduct explanatory talks with their children about risks on the Internet, limit the time the child spends online, install antivirus programs, use parental control settings, and teach children basics of digital and financial literacy. On June 23, President Kassym-Jomart Tokayev signed the Law of the Republic of Kazakhstan "On Amnesty in connection with the 30th anniversary of the Constitution of the Republic of Kazakhstan", which provides for exemption from punishment for crimes of minor and moderate severity and reduction of basic sentences for those convicted of serious or especially serious crimes. 25.07.2025

Amendments to the Tax Code on universal declaration 25.07.2025
On July 15, 2025, the Head of State signed the Law of the Republic of Kazakhstan "On Amendments and Additions to the Code of the Republic of Kazakhstan "On Taxes and Other Mandatory Payments to the Budget" (Tax Code) and the laws of the Republic of Kazakhstan on its implementation, according to which a significant part of the population is exempt from the obligation to submit a declaration. Starting from January 1, 2025, those citizens who did not enter the first three stages will be exempt from mandatory declaration.: - pensioners - employees of private structures - students - housewives - and others (if they do not have assets, property, or bank accounts abroad). In addition, the obligation to submit a declaration by foreign persons or stateless persons who are non-residents is excluded.- и другие (если у них нет активов, имущества и банковских счетов за рубежом).Who is required to submit a declaration of assets and liabilities (Form 250.00): 1) candidates for elected and public office, as well as their spouses; 2) persons applying for the status of a major participant: banks; securities market and insurance organizations, as well as their spouses; 3) persons engaged in private practice (notaries, lawyers, private bailiffs, mediators); 4) citizens and residents of the Republic of Kazakhstan who own digital assets. 5) citizens and residents of the Republic of Kazakhstan who own property abroad, including:- real estate, vehicles, land; - the share of participation in foreign companies; - money in accounts with foreign banks, if their total amount exceeds 1000 MCI (in 2024 MCI – 3692 tenge, 1000 x 3692 = 3,692,000 tenge); - investment gold; - the share of participation in housing construction; - securities and derivative financial instruments, the issuers of which are registered abroad; - money in foreign brokerage accounts; - objects of intellectual property and copyright; - accounts receivable/payable of other persons to an individual and (or) an individual's debt to other persons (with supporting documents attached); - other property (optional), the value of which exceeds 1,000 MCI (if there is an estimated value, in 2024 it is 3,692,000 tenge).Who is required to submit a declaration of income and property (form 270.00): 1) civil servants and persons equated to them, as well as their spouses; 2) major participants in banks, securities market and insurance organizations, as well as their spouses; 3) managers, founders (participants) of quasi-public sector entities, legal entities owning more than 10% of the share in the authorized capital (shares of joint-stock companies), as well as their spouses; 4) persons engaged in private practice (notaries, lawyers, private bailiffs, mediators); 5) persons who have received income subject to independent taxation (income from property rentals; remuneration from foreign bank accounts; income from operations with digital assets; other income for which tax was not withheld at the source of payment), with the exception of income from sole proprietors; 6) persons who have funds in accounts with foreign banks, if their total amount exceeds 1,000 times the MCI; 7) persons with assets abroad (real estate, vehicles, securities, derivative financial instruments, investment gold, shares in foreign companies, participation in housing construction); 8) persons who own digital assets; 9) persons who acquired property with a total value of over 20,000 MCI during the reporting tax period (for example: in 2025 MCI = 3932 tenge, 20,000 x 3932= 78,640,000 tenge), including outside the Republic of Kazakhstan; 10) persons who have submitted to the tax agent an application for the application of tax deductions in the form of a preliminary amount of other deductions.Ways to submit a declaration In electronic form via: - "Taxpayer's Office" (cabinet.salyk.kz ) on the web portal of the State Revenue Committee; - the portal of "electronic government" (egov.kz); - mobile applications: e-Salyq Azamat, eGov mobile, moldir.qoldau.kz , HALYK Bank (HALYK), Centercreditbank (bcc.kz ), Kaspi Bank. In the Russian Federation, under conditions of external sanctions pressure, special economic measures (Economic measures) and unilateral non-tariff regulatory measures (Unilateral measures) have been introduced, which are temporary in nature and aimed at ensuring the national security of the Russian Federation.Economic measures and Unilateral measures provide for various prohibitions and (or) restrictions related to the movement of goods to and from the Russian Federation, including the transit of goods through the territory of the Russian Federation, and relate to partners of the Russian Federation, including from the EAEU and CIS countries.Economic measures affecting bans and/or restrictions on the export of goods from the Russian Federation, including the transit of goods through the territory of the Russian Federation These measures were introduced by decrees President of the Russian Federation No.592 dated October 22, 2018 and No. 100 dated March 8, 2022. In pursuance of these decrees of the President of the Russian Federation regarding the ban on the export of goods, the Government of the Russian Federation has adopted: resolutions prohibiting the export of goods:- dated December 29, 2018, No. 1716-83 (prohibition of the export of raw materials to Ukraine: coal, oil and petroleum products, propane, butane, benzene, etc.);- dated March 9, 2022, No. 311 (Appendix No. 1 includes a list of prohibited goods to the EAEU countries and other countries (there are exceptions);- No. 313 dated March 9, 2022 (a ban on the export of certain categories of high-tech goods to unfriendly countries (USA, EU countries and a number of other states and territories) (there are exceptions);- No. 833 dated May 27, 2023 (prohibition on the export of cartridges for rifled firearms of various calibers) (regulations are indicated in the upper right part of slide No.2). We draw attention to the categories of goods that are most often the subject of offenses committed by legal entities of the CIS countries (the left half of slide No. 2), as well as to the number of criminal cases initiated in connection with non-compliance with the ban on the export of goods.These products include: - electric batteries (HS code 8507), 78 cases of AP; - transformers (HS code 8504), 57 AP cases; - telephone sets (HS code 8517), 39 cases of AP; - waste and scrap of ferrous metals (HS code 7204), 28 cases of AP; - antimony waste and scrap, antimony products (HS code 8110), 11 AP cases; - electric motors and generators (HS code 8501), 9 AP cases; - radar equipment (HS code 8526), 3 AP cases; - lasers, geodetic instruments (HS codes 9013, 9015), 3 AP cases. We emphasize that a number of goods prohibited for export are also prohibited from transit through the territory of the Russian Federation (this category includes goods provided for by Government Resolutions No. 313 dated March 9, 2022 (there are exceptions) and No. 833 dated May 27, 2023). The export of goods outside the Russian Federation according to the list provided for in Annexes No. 2 and No. 3 of the Decree of the Government of the Russian Federation is possible with the permission of the Chairman of the Government of the Russian Federation or his deputies. It should be noted that the permissive procedure for the export of goods provided for by Decree of the Government of the Russian Federation No. 312 dated March 9, 2022, applies exclusively to foreign goods, there are no restrictions on the export of Russian goods.However, in order to confirm the status of Russian goods, one of three documents must be submitted to the customs authority: - certificate of origin in the form of ST-1; - another certificate confirming the Russian origin of the goods, issued by an organization authorized to issue these certificates; - an opinion confirming the production of industrial products on the territory of the Russian Federation, issued in accordance with the established procedure by the Ministry of Industry and Trade of the Russian Federation. Slide No.4 Economic measures providing for bans or quantitative restrictions on the import of goods into the Russian Federation These measures were introduced by Decrees of the President of the Russian Federation No. 560 dated August 6, 2014, No. 592 dated October 22, 2018, and No. 100 dated March 8, 2022.The lists of such goods are contained in appendices to Resolutions of the Government of the Russian Federation No. 778 dated August 7, 2014, No. 1716-83 dated December 29, 2018, and No. 1034 dated June 26, 2023. Decree of the Government of the Russian Federation No. 778 of August 7, 2014 defines a list of prohibited agricultural products, raw materials and foodstuffs, which includes fresh and frozen meat and fish, pork fat, dairy products, vegetables and fruits, etc.These bans have been imposed on goods originating in the United States, Canada, Australia, New Zealand, Ukraine and a number of European countries. In order to increase the efficiency of customs administration, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan continues the phased implementation of the Keden information system. One of the key modules successfully functioning in the system is the module of preliminary information about goods intended for importation into the customs territory of the Eurasian Economic Union by all modes of transport.The preliminary information is used by the customs authorities for expedited clearance and optimization of customs control. Early submission of data allows you to electronically record the arrival of goods and vehicles at the checkpoint and shorten the time required to complete all procedures. IP "Keden" provides automatic determination of the need for additional types of control (veterinary, phytosanitary, quarantine, etc.) based on the EAEU HS codes.This allows you to integrate the work of related services and carry out control in a digital format, without additional human involvement. The preliminary information can also be converted into an electronic transit declaration, which significantly saves time for participants in foreign economic activity during transportation. As a result of the implementation of the relevant module, the time for registration, registration and issuance of transit declarations has been reduced from 30 to 10 minutes.Since the launch of the Keden IP (from November 16, 2024 to June 30, 2025), more than 1.3 million preliminary notifications have been registered, of which 660 thousand have been automatically converted into transit declarations, and another 280 thousand have been processed manually.
