New direction of agrarian policy: Animal husbandry, land and water reform 15.11.2025
At the Agricultural Workers' Forum, Head of State Kassym-Jomart Tokayev gave specific instructions on three main areas of development of the agricultural sector - increasing the potential of livestock farming, regulating land relations, and enhancing water efficiency. The President noted that the potential of livestock farming is not fully realized. There are conditions for raising livestock all year round in all regions of our vast steppe. For this purpose, the state provides subsidies, irrigation of pastures, construction of feedlots, and support for the purchase of pedigree livestock. Last year, more than 60 billion tenge was allocated for this direction. In addition, there is an opportunity to expand the economy through soft loans. The goal is to increase livestock and strengthen Kazakhstan as a major meat exporter. This requires the introduction of a systematic production cycle, proper use of pastures, and a fundamental improvement in the veterinary sector. The President also paid special attention to the land issue. Since 2022, more than 14 million hectares of agricultural land have been returned to the state. The task now is to bring this land into full circulation by the middle of next year. Pastures will be given primarily to rural residents and investors with specific projects. The main tasks in this direction are the revision of the cadastral value, the transfer of land plots through electronic tenders, and the development of a single digital map of land resources. Inefficient land use will now be strictly controlled as an unacceptable problem. The water issue is the backbone of the agricultural sector. The President said that it is necessary to accelerate the modernization of water infrastructure. Currently, 60 percent of water reservoirs are under the control of agriculture, so it is necessary to widely introduce water-saving technologies. In the next three years, water-saving methods should cover at least 1 million hectares of land. Demanding that every penny spent by the state be returned, Tokayev announced that funding would be directed to regions that have increased water efficiency. Agrarian plans and the master plan for water resources management must be fully consistent with each other. According to the President, all initiatives in the agricultural sector should be aimed at delivering tangible results, strengthening the potential of the countryside, and ensuring the country's food security.

Today, Head of State Kassym-Jomart Tokayev participated in the second Forum of Agricultural Workers and shared his current thoughts on the current state and future development directions of the agro-industrial complex. The forum was attended by more than 2,000 people - farmers, industry specialists, investors, and representatives of public and international organizations. According to the President, the country's economy grew by 6.4% in the first ten months of this year, and agriculture is not lagging behind. Investments in the sector reached 790 billion tenge, an increase of 20%. Over the past three years, labor productivity has increased by 37.3%, and Kazakhstan is in 32nd place in the global food security ranking. At the same time, he noted that the country's agricultural potential has not yet been fully realized. Kazakhstan ranks 6th in the world in terms of pasture land and 8th in terms of arable land. Therefore, the main task is to effectively use the available resources. According to the President, over the past ten years, gross agricultural output has grown more than 2.5 times, from 3.3 trillion tenge to 8.3 trillion tenge. The goal now is to double this figure by 2030. Tokayev emphasized that the village is the root and spiritual pillar of our people, and the development of the agricultural sector paves the way for the development of the country as a whole. The main priorities in the coming years will be quality work aimed at real results, effective reforms, and rational use of resources.
"Taza Kazakhstan": Shymkent residents contribute to improving the city's environmental image 15.11.2025

"Residents' interest in such events is growing every year. In winter, we clear snow, and in spring and fall, we plant trees and remove trash. We also regularly hold awareness-raising events to promote environmental awareness among the population," he noted. He also said that about 400 trees have been planted in the district recently. The work is being carried out at the request of residents. In cases where residents are unable to plant trees themselves, akimat staff provide the necessary assistance and carry out the planting themselves. In the Yenbekshinsky District, a cleanup day was held in the courtyard of apartment building No. 54 on Zhibek Zholy Street. Darikha Ramanova, head of the Turansky District Akimat department, emphasized that the goal of such events is not only cleanup but also fostering a caring attitude toward nature: "We want young people to follow the example of the older generation and pay attention to cleanliness. Keeping the city clean is our shared responsibility," she noted. During the cleanup, fallen leaves were collected, ditches and irrigation systems were cleaned, and trees and shrubs were maintained. Satybaldy Adilbekuly, Chairman of the Veterans' Council, also took part in the cleanup, wielding a shovel and broom. He said that keeping the city clean is a symbol of intergenerational continuity and a manifestation of civic responsibility. Representatives of the Shymkent City Youth Resource Center also actively supported the campaign, conducting a cleanup in the Al-Farabi district as part of the "TazaShym" initiative. Young volunteers collected household waste and tidied up public spaces. In addition, all educational institutions in the city held classes and special lectures aimed at fostering environmental awareness. Schoolchildren were taught about the importance of environmental protection, respect for nature, and the need to recycle household waste. Servicemen of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan represented their military units with dignity, winning prize places in several weight categories.In the 66 kg weight category, an outstanding performance was demonstrated by a member of the National Guard sports team — Senior Instructor and Senior Specialist of the sports team center of Military Unit 6636, Private Baurzhan Narbayev. He took 1st place in the 66 kg category, showing confident technical superiority over his opponents.“Victory at the championship is the result of great work. I want to express my sincere gratitude to the Main Command of the National Guard and the sports team for their support and trust. n accordance with Presidential Decree No. 826 of the Republic of Kazakhstan “On holding meetings between akims and the population,” today, district akim Berik Sarmenbayev held his semi-annual reporting meetings in the villages of Besaryk, Qoghalykol and Shirkeyli.The meetings were attended by the Executive Secretary of the district branch of the AMANAT party, Aktore Ibragimuly, district maslikhat deputies, as well as heads of independent departments and public utility services.During the meetings, the district akim shared regional news and highlighted the work carried out in the district.“Since 2022, by order of the Head of State Kassym-Jomart Tokayev, with the support of the Government and the regional akim Nurlibek Nalibayev, about 200 social facilities needed by the population have been built in our region and put into operation.144 billion 775 million tenge were allocated for the construction and major repair of 1,600 km of roads and 30 bridge crossings. This year, the share of roads in good condition in the region has reached 95%. In the city of Kyzylorda, 270 streets have been renovated.Of the 191 km section of the Kyzylorda–Zhezkazgan road assigned to us, the entire stretch has now been fully asphalted, and work is underway to install road signs and related infrastructure. The road is expected to be fully commissioned next year.This year, all settlements have been provided with 100% centralized access to high-quality drinking water. At the end of 2021, the gasification level was 67%, while today it has reached 83%. This year, 6 billion 100 million tenge were allocated for gasification projects.Between 2022 and 2024, more than 5,000 apartments were allocated to citizens on the housing waiting list. This year, 58 billion 785 million tenge were allocated from the budget for the construction of housing with a total capacity of 3,600 apartments.As a major investment project, a new 240-megawatt thermal power plant worth 215 billion tenge was built in cooperation with the Turkish investor ‘Aksa Energy’. The issue of providing Kyzylorda with hot water has been resolved. By the end of the year, multi-storey residential buildings in the regional center will be supplied with hot water,” said Berik Abdigapparuly.This year, a 2-kilometer entrance road in Besaryk village was equipped with street lighting. Kazakhstan Presented the Results of the Global WIPO Pulse 2025 Study in Geneva 15.11.2025
Geneva, 13 November 2025 – The headquarters of the World Intellectual Property Organization hosted the presentation of the global WIPO Pulse 2025 report, chaired by the Permanent Representative of the Republic of Kazakhstan to the WTO and international economic organizations, Mr. Kairat Torebayev.The event was opened by WIPO Director General Daren Tang, who underlined the importance of the study for understanding global trends in the field of intellectual property and for shaping a more inclusive international policy framework.It was noted that Kazakhstan was among the 74 countries that participated in the global survey. According to the findings, countries in the Asia–Pacific region demonstrated a significant increase in public awareness of key intellectual property instruments – and Kazakhstan is part of this positive regional trend.During the meeting, the importance of protecting national products with geographic specificity was also emphasized. As an example, the Almaty aport apple was highlighted, which is officially registered in the national register of geographical indications. Other traditional Kazakhstani products, such as Kyzylorda rice and Kazakh honey, were also mentioned as elements of cultural heritage with strong potential for further promotion and possible protection within the intellectual property system.In his remarks, Permanent Representative K. Torebayev noted that the study’s results confirm the growing significance of intellectual property for Kazakhstan’s socio-economic development and demonstrate the effectiveness of the measures undertaken by the state in this field. Kazakhstan Chairs the Fourth Trade Policy Review of Guatemala 15.11.2025
Geneva, 14 November 2025 – On 12 and 14 November 2025, the Fourth Trade Policy Review of the Republic of Guatemala was held at the World Trade Organization headquarters, under the chairmanship of H.E. Mr. Kairat Torebayev, Permanent Representative of the Republic of Kazakhstan to the WTO. The Review provided WTO Members with an important opportunity to examine Guatemala’s trade policy priorities, assess the reforms undertaken, and engage in discussions on matters of significance for the multilateral trading system.The delegation of Guatemala was led by Mr. Héctor José Marroquín Mora, Vice Minister of Integration and Foreign Trade, who presented an overview of the country’s key economic achievements over the period 2016–2024. Members highlighted the resilience of Guatemala’s macroeconomic policy, with an average annual GDP growth of nearly 4%, the stability of its financial system, improvements in the investment climate, infrastructure modernization, and expanded opportunities for business development. Progress in digital government services, modernization of customs systems, and the introduction of advanced logistics solutions—resulting in reduced costs and improved efficiency of trade procedures—was also highly commended.WTO Members responded positively to Guatemala’s ongoing reforms. Particular attention was given to efforts aimed at strengthening competition, supporting micro-, small- and medium-sized enterprises, enhancing women’s entrepreneurship, and increasing the country’s participation in regional and global value chains. Members also acknowledged Guatemala’s active engagement in the WTO, including participation in various joint initiatives, ratification of the Agreement on Fisheries Subsidies, and constructive contribution to regional integration.In its statement, Kazakhstan highlighted the substantial progress Guatemala has made in increasing the transparency and predictability of its trade policy, reinforcing administrative capacity, modernizing regulatory frameworks, and improving the business environment. Kazakhstan emphasized that digitalization, trade facilitation, and enhancing MSME opportunities remain central to sustained economic growth. Appreciation was also expressed for Guatemala’s openness to dialogue and willingness to share its experience during the Review process.In his concluding remarks, the Chair of the TPR, Ambassador Torebayev, commended the high level of transparency and engagement demonstrated by Guatemala throughout the Review. He underscored the constructive nature of Members’ discussions and stressed the importance of continuing institutional reforms to strengthen the country’s competitiveness and its deeper integration into global trade processes. Belém, November 14, 2025 - On the sidelines of the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30), the Kazakh delegation participated in a thematic session entitled "Formation of a Digital Platform for the Carbon Market in Central Asia". The Kazakh delegation was led by Mansur Oshurbayev, Vice Minister of Ecology and Natural Resources of the Republic of Kazakhstan.Also presenting at this session were Bakhyt Yessekina, Director of the Green Academy Scientific and Educational Center, Kairzhan Kozhayev, Chairman of the Board of JSC NC Kazakhstan Gharysh Sapary, Seitgali Galiev, Head of the Mining Systemology Department at the D.Kunayev Mining Institute, and Gani Nygmetov, Rector of the Almaty University of Power Engineering and Telecommunications.Presenting an initiative to create a unified digital platform for the development of a regional carbon market in Central Asia, members of the Kazakh delegation noted in their speeches that digitalization of climate regulation and the introduction of innovative tools for carbon accounting will enable countries in the region to improve the effectiveness of the Paris Agreement and create new opportunities for attracting green investments. The Kazakhstan-Chile Friendship Society held a concert 15.11.2025
Santiago, November 14, 2025 - On the occasion of the celebration Kazakhstan Republic Day and the 180th anniversary of the birth of the great Kazakh poet Abay Qunanbayuly, a concert poetically titled “Echo of the Great Steppe and the Andes” took place in the capital of Chile. The event was organized by the Kazakhstan-Chile Friendship Society with the support of the Embassy of the Republic of Kazakhstan in Brazil (concurrently accredited to Chile) and the Institute of International Studies of the University of Chile.The ceremonial evening opened with welcoming remarks by the leader of the Friendship Society, head of the Dimash Kudaibergen fan club, Carmen Sandoval. Her speech, accompanied by Abay's poems, set a war and friendly atmosphere for the event, which brought together the culture, poetry, and music of two continents.The stage featured famous Kazakh melodies and poetic lines filled with the spirit of the steppe. The audience was especially impressed impressed by Sharapiya Kakiomova's performance of Abay's popular song “Kozimnin qarasy” and the folk song “Dudaray,” as well as the performance of Chilean musician Maria Argentina Muñoz, who played Kazakh traditnal music (kuyis) on the dombra.The true highlight of the evening was the youngest participant of the concert, Maximo Leon, a member of Dimash Kudaibergen's fan club, who performed songs by the famous Kazakh artist in the Kazakh language.The conclude of the evening, other Chilean musicians who are members of the Friendship Society, including Quiria Dominguez, performed melodies by well-known international artists on saxophones and trumpet.This year, Kazakhstan and Chile celebrate the 32nd anniversary of the establishment of diplomatic relations. UN commends the outcomes of the VIII Congress of the Leaders of World and Traditional Religions 15.11.2025
New York, 14 November 2025 – The Permanent Mission of the Republic of Kazakhstan to the United Nations in New York hosted an event dedicated to the outcomes of the VIII Congress of the Leaders of World and Traditional Religions, held on 17–18 September 2025 in Astana, as well as to the 20th anniversary of the United Nations Alliance of Civilizations (UNAOC). The reception gathered a broad audience, including Permanent Representatives of UN Member States, senior UN Secretariat officials, media representatives, and members of civil society.Opening the event, Kazakhstan’s Permanent Representative to the UN, Kairat Umarov, emphasized that the 20-year history of the Alliance of Civilizations stands as clear evidence of the enduring importance of mutual understanding, trust, and respect for cultural diversity in the modern world. He noted that Kazakhstan fully shares and advances these values, making interfaith and intercultural dialogue a priority of both its national and foreign policy.Ambassador Umarov placed particular focus on the VIII Congress of the Leaders of World and Traditional Religions, which has been held in Astana every 3 years since 2003 and has evolved into a unique global platform for exchanging ideas and best practices in interfaith cooperation. He highlighted the significance of the Astana Peace Declaration 2025, adopted at the Congress and officially circulated within the UN as a General Assembly document (A/80/425). The Declaration reaffirms the principles of Unity in Diversity, supports the UN Plan of Action to Safeguard Religious Sites, and underscores the central role of the UN Alliance of Civilizations in strengthening the culture of peace.The Kazakh diplomat also highlighted the Special Session on the Safeguarding of Religious Sites held during the Congress, co-chaired by Miguel Ángel Moratinos, UN Under-Secretary-General, High Representative for the UNAOC and UN Special Envoy to Combat Islamophobia, and Maulen Ashimbayev, Chairperson of the Senate of the Parliament of Kazakhstan. He noted that this session was a logical continuation of the global dialogue launched at the 2024 conference in Cascais (Portugal) and was aimed at developing concrete mechanisms to ensure the protection of places of worship.As the event’s guest of honor, Mr. Moratinos highly praised Kazakhstan’s role in promoting intercultural and interreligious dialogue. A ceremonial meeting dedicated to the Day of National Currency and Financier was held at the Department of State Revenue in the Akmola region.The head of the State Revenue Department, Dulat Nurmuldin, in his congratulatory speech noted that for more than 30 years of the country's independent development, the financial system has played an important role in strengthening the economy of Kazakhstan and its active inclusion in the Eurasian integration.The stability of the financial system, the economic security of the Republic and the social stability of society depend on tax revenues.
