Ambassadors of Change: Shymkent Youth Stands for Law and Order 15.11.2025
A large-scale meeting under the slogan "The Power of Law Begins with Consciousness" was held in Shymkent, bringing together over 500 students and law enforcement officials. The event became one of the most open platforms for direct dialogue between young people and government agencies. Dialogue without intermediaries The organizers eschewed the participation of experts and NGOs, giving students the opportunity to interact directly with those responsible for city security. Present in the hall were the Deputy Mayor of Shymkent, the heads of the police, the heads of the cybercrime departments, and the city prosecutor, Gabit Mukanov. The conversation was lively, honest, and constructive: the young people came not to listen to lectures, but to discuss real problems. Main topics of the meeting Corruption. Students asked questions about whistleblower protection, punishment for violators, and everyday manifestations of corruption. Prosecutor Gabit Mukanov emphasized that fighting corruption requires not only laws but also a new culture of values, which the younger generation can foster. Internet fraud. Over 60% of police reports today are related to online scams. Law enforcement officials discussed popular scams and protection measures, and students proposed creating a volunteer group for digital education. Bullying. A sensitive topic that touched upon most of the participants. They discussed psychological pressure, bullying in chat rooms, and the lack of effective response mechanisms. Deputy Akim Särsen Küranbek noted the need for teacher training and the creation of trusted channels for reporting complaints. Gambling addiction. Students discussed the growing addiction to online casinos. Law enforcement cited examples of closed underground gambling halls, and young people proposed strengthening prevention efforts: lectures, anonymous consultations, and social campaigns. Social threats. The topics of stress, depression, social media manipulation, and attempts to lure teenagers into destructive movements were discussed. Law enforcement officials emphasized the need for prevention and digital security. Result: creation of the "Ambassadors of Change" movement Following a three-hour discussion, students and government officials agreed to launch a new youth movement, "Ambassadors of Change." It will focus on legal education, bullying and gambling prevention, promoting anti-corruption values, digital security, and participating in joint projects with law enforcement. The initiative will not be formal—the main emphasis will be on the real participation of young people in solving socially significant problems. Speech by the city prosecutor At the end of the meeting, Gabit Mukanov emphasized that respect for the law begins with personal responsibility, and that young people are capable of changing social norms faster than government reforms. He expressed confidence that the "Ambassadors of Change" will become an example of youth active participation in strengthening law and order. Why the meeting was significant • direct dialogue between students and government officials; • frank discussion of “uncomfortable” topics; • the willingness of law enforcement to listen and respond; • launch of a new social movement; • high youth involvement. Youth is the driving force of change The meeting demonstrated that students want to do more than just listen; they want to be partners with the state, participate in shaping a legal culture, and make the city safer. The Ambassadors of Change project could mark the beginning of a new wave of civic activism and a modern understanding of the rule of law.
The civil defense exercise "Kys-2025" was held in Shymkent. 15.11.2025
The two-day citywide command and staff exercise "Kys-2025," aimed at practicing civil defense responses to winter emergencies, concluded in Shymkent. Participants demonstrated a high level of preparedness and coordination in responding to accidents and disasters. During the exercises, special attention was paid to actions in the event of accidents at vital infrastructure facilities—water supply, heating, and power supply systems—as well as the elimination of traffic jams on roads. On the first day of the exercise, public alerting activities took place. The "Attention everyone!" signal was sounded throughout the city, after which information was disseminated via digital and cable television and radio channels. During the theoretical part, task forces simulated emergency scenarios and developed decision-making proposals. As part of the practical activities, a scenario was simulated in which intense snowmelt caused river and canal water levels to rise in the Karatau, Yenbekshinsky, and Turansky districts, posing a risk of flooding. Civil defense services evacuated residents, cleared riverbeds of debris, reinforced dams, and ensured the smooth operation of utility and energy systems. On the second day of the exercise, several simulated emergencies were addressed. For example, at a facility operated by JSC 3-Energoortalyk, a gas pipeline exploded and a fire broke out, causing some boilers to fail. Rescuers evacuated workers, extinguished the fire, and carried out restoration work. Additionally, another simulated gas pipeline explosion occurred on the A-2 road in the Turansky district, and a transformer failure occurred in the Karatau district, causing temporary gas and electricity outages in neighborhoods. All emergency services quickly organized the evacuation of residents and emergency response operations. The "Kys-2025" exercise demonstrated the high level of preparedness of city services for winter emergencies. It involved task forces from local executive bodies, units of the Department of Emergency Situations, the Police Department, the Health Department, as well as specialists from OңtүstіkZharyқTranzit LLP, the State Institution "Kazseldenқorғau," and military personnel from military units No. 35748 and No. 6506. Practical activities were conducted at 11 training sites, with 216 personnel and 41 units of equipment participating in the exercises. Deputy Head of the Shymkent Department of Emergency Situations, Zh. Dzhabayev, noted that the exercises confirmed the services' ability to quickly respond to any winter emergency, and emphasized the importance of such events for increasing the level of preparedness of all involved agencies. The exercises became an important stage in preparing city services for potential winter emergencies and demonstrated their readiness to quickly respond and eliminate the consequences of accidents.
"Winter-2025" city command and staff exercises were held in Shymkent 15.11.2025
In order to respond to emergency situations that may arise during the winter period and eliminate their consequences, the city command and staff exercises "Winter-2025" were held for two days in Shymkent. The exercises were aimed at testing the readiness of the civil defense system and developing effective methods of responding to emergency situations. The main task of the exercises was to develop measures for rapid response to emergency situations that may arise in the winter in the city and eliminate their consequences. Analyzing emergency situations from previous years, special attention was paid to possible accidents in the water and energy supply systems and the elimination of traffic jams on highways. On the first day of the exercises, public awareness activities were held. The citywide “Attention!” alert was sounded, and information was broadcast via digital and cable television and radio channels. In addition, the operational teams of the city headquarters modeled scenarios for possible emergency situations and developed recommendations for decision-making in these situations. After the theoretical part, practical activities were held. During this period, measures to prevent possible threats to the city's life support systems were developed. In the practical part of the second day, several conditional emergency situations were eliminated. Due to the abundant melting of snow in the Karatau, Enbekshi and Turan districts, the water level in rivers and canals rose, creating a threat of flooding. Specialists cleaned water channels and canals, strengthened dams, and evacuated the population to safe areas. In addition, work was carried out to ensure the operation of engineering and electrical systems. On the second day, several more conditional emergencies were resolved. A gas pipeline burst and a fire broke out at the facility of JSC "3-Energoortalyk" in the Enbekshy district of the city, as a result of which a number of boilers failed. Rescuers and emergency services evacuated the facility's employees, extinguished the fire, and carried out restoration work. Several small areas were left without gas and electricity as a result of a gas pipeline explosion on the A-2 highway in the Turan district and a transformer failure in the Karatau district. Services quickly organized evacuation and emergency restoration measures. As a result of the exercises, all conditional emergencies were eliminated in a timely manner, and the civil protection services demonstrated a high level of readiness and coordination. As noted by the Deputy Head of the Shymkent Emergency Situations Department, Zh. Zhabayev, the exercises proved that the services are ready to respond promptly to any emergency situation during the winter period. The exercises were attended by operational teams of local executive bodies of Shymkent, departments of the Emergency Situations Department, Police Department, Health Department, as well as personnel of OntustikZharykTranzit LLP, the state institution Kazseldenkorgau, and military units No. 35748 and No. 6506. Practical activities were held at 11 points, involving 216 employees and 41 special equipment. The set goals were fully achieved, and the tasks were carried out in conditions as close to real conditions as possible. The exercises demonstrated the readiness of the civil defense system for emergencies during the winter period.

First of all, special attention should be paid to the trade and economic sphere. To develop trade, it is necessary to search for new opportunities for growth, expand the range of goods, and take measures to stimulate non-primary exports. In this regard, it is important to qualitatively implement the Program for Increasing Mutual Trade Turnover. We expect concrete results from the work of the Council of Regional Heads, which is being established today, as well as the Business Council and other bilateral mechanisms, such as the UzKazTrade joint trading company, - said the President of Kazakhstan. According to the Head of State, there is great potential for cooperation in the agricultural sector. Kassym-Jomart Tokayev proposed, rather than simple trade, to form a full-fledged production chain for processing meat, wheat, and oilseeds, and to jointly develop livestock farming and organic farming. In addition, the President has high hopes for industrial cooperation. – Currently, we have 78 joint projects worth a total of more than one and a half billion dollars ($1.7 billion). It is planned to create more than 15 thousand jobs within their framework. If these projects are fully implemented, our economic and investment integration will significantly strengthen. Today we are launching one of them. We intend to further stimulate Kazakhstan's investments in Uzbekistan. In this regard, we expect the usual support from our Uzbek friends. The "Central Asia" International Industrial Cooperation Center, which is currently under construction, will play an important role in further increasing our industrial capacity, - said Kassym-Jomart Tokayev.

New direction of the agricultural sector: Financing, digitalization, investment and export 15.11.2025
Head of State Kassym-Jomart Tokayev presented a new stage of comprehensive modernization of the agro-industrial complex at the Agricultural Workers' Forum, setting specific tasks for financing the industry, digitizing it, attracting investment, and developing exports. According to the President, the agricultural sector remains a strategic pillar of the country's economy, so adapting it to modern technology, high productivity, and global competitiveness is a top priority. This year, the volume of preferential loans granted to agriculture exceeded 1 trillion tenge for the first time in the history of Kazakhstan. This is ten times more than the figure five years ago. To increase access to credit, the state introduced guarantee mechanisms. As a result, 1,300 farmers received loans guaranteed by the Damu Fund, and the problem of financing farmers with insufficient property was resolved. In addition, special attention is paid to the production of domestic machinery: 90 percent of the machinery purchased by farmers is produced in Kazakhstan. In order to renew the obsolete fleet of machinery, preferential leasing is used. The depreciation rate has decreased from 90 percent to 70 percent in four years. As part of the President's visit to the United States, a strategic agreement worth $ 2.5 billion was signed with John Deere, and over the next five years, about 3 thousand modern machines will be produced in our country. At the forum, the Head of State emphasized the importance of digitizing agriculture. Artificial intelligence and new technologies are the main tools for increasing productivity and reducing costs. The number of farms using smart farms, agrodrones, satellite monitoring and AI elements is increasing in the country, but these changes have not yet become systematic. Therefore, the Government was instructed to fully integrate information systems in the agricultural sector and create a single digital architecture. The main tasks in this direction are the formation of a digital system that accurately records grain stocks, modernization of elevators and the introduction of an electronic control system. The role of the national agricultural census for effective management of the industry based on the collected data will also increase. The President noted the urgency of increasing foreign investment in the agricultural industry and the production of deeply processed products. Currently, more than 200 investment projects have been prepared, with a total value of about 4 trillion tenge. If in 2023 the share of processed products was 35 percent, this year it reached 50 percent. Next year this figure should be increased to 70 percent. According to Tokayev, the agricultural sector is still limited to exporting raw materials, while deeply processed products can significantly increase the country's economic potential. Therefore, favorable conditions will be created for foreign investors with advanced technology. Kazakhstan's export potential is also expanding significantly. Today, our country is among the world's top 10 grain exporters and is a leader in flour exports. Kazakh grain is exported to Belgium, Portugal, Norway, Great Britain, Vietnam, Morocco and Algeria, in addition to traditional markets. Exports of vegetable oil, oilseeds and mutton are increasing. Last year, Kazakhstan exported about 18 thousand tons of mutton, entering the top ten countries in the world for this product. The volume of agricultural exports today exceeds $ 5 billion. The President noted the need to widely promote the "Qazaq Organicfood" brand in the international market due to the growing demand for environmentally friendly products. To this end, the country has approved standards for organic products and systematic work is underway. The Head of State also touched upon the issue of developing agricultural export logistics. The global demand for beef will grow to 233 million tons in the next ten years. Kazakhstan can become a significant player in this market. However, the system for implementing exports by air transport has not yet been fully established. Therefore, the Government has been instructed to transform the country's largest airports — the hubs of Astana, Almaty, Shymkent, Aktobe, Karaganda and Aktau — into regional logistics centers for agricultural products. This will strengthen the transport infrastructure and create stable export channels. According to President Tokayev, all of these initiatives are aimed at raising the agro-industrial complex to a new level and transforming Kazakhstan into a high-tech, export-oriented, and competitive agrarian power in the global market. As a result of reforms in the agrarian sector, the country's food security will be strengthened, and agriculture will become a driver of the economy.
