Key results of the financial statement audit for 2024 and the implementation of digital technologies 30.05.2025
In 2024, the Internal State Audit Committee conducted a financial statement audit of 15 administrators of republican budget programs, during which financial misstatements totaling 126.1 billion tenge were prevented.The results of the audit activities indicate the systemic nature of the identified violations, including: incorrect classification of assets, miscalculation of depreciation, lack of planned inventories, unjustified asset write-offs, and the failure to account for receivables and payables.To minimize these factors, a key solution is seen in the full digitalization of accounting operations and the establishment of unified technical accounting standards.In this regard, a pilot project titled “Unified Information System for Accounting in Public Institutions” (hereinafter – Cloud-Based Accounting) is being implemented.The ultimate goal of the project is to introduce cloud-based accounting on a unified electronic platform, which will eliminate potential manipulation of accounting records and enable real-time remote monitoring of accounting operations. This will reduce risks and the audit burden on public sector entities.In the long term, the use of Cloud-Based Accounting will expand the coverage of consolidated financial statement audits, ultimately improving the quality of auditors’ expressed opinions.As part of the monitoring process, notifications will be sent to audited entities in the event that violations or errors are detected, allowing for their voluntary and independent correction.In addition, the implementation of format-logical controls in the accounting information system is planned, which will prevent various types of errors and discrepancies. Astana, May 30, 2025 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Kuantyrov took part in the panel session “Kazakhstan and Africa: New Frontiers of Cooperation” during the Astana International Forum. The session focused on exploring prospects for trade and economic cooperation, industrial collaboration, technology exchange, and sustainable development between Central Asia and African countries.The session was moderated by Lassina Zerbo, former Prime Minister of Burkina Faso and former Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). Among the speakers were Olivier Jean Patrick Nduhungirehe, Rwanda’s Minister of Foreign Affairs and International Cooperation; Denis Christel Sassou N’Guesso, Republic of the Congo’s Minister of International Cooperation; Ooni Adeyeye Enitan Ogunwusi, the traditional ruler of Ife, Nigeria; Paramount Group founder Ivor Ichikowitz, and Alomra Group International President Driss Benomar.In his remarks, Kuantyrov emphasized that Africa is not just a developing region for Kazakhstan, but a strategic partner with whom long-term, mutually beneficial relations can be built. He noted that in 2024, trade turnover between Kazakhstan and African countries grew by 15% and reached 783 million US dollars, with rising interest in bilateral investment, particularly in agriculture, logistics, digital technologies, pharmaceuticals, and industrial manufacturing, including mechanical engineering.Particular attention was given to a project by the Egyptian company EIPICO, which is investing 33 million US dollars in the construction of a full-cycle pharmaceutical plant in Kazakhstan. According to him, this is a clear example of how African companies view Kazakhstan – not as a distant market, but as a platform for high-tech, long-term investment.“Kazakhstan approaches its dialogue with Africa not from a donor perspective, but as an equal partner. We are ready to trade, co-invest, and share experience in green energy, digital governance, agri-processing, and logistics. Today, as Africa becomes a center of global growth, we believe the time is right to build deep, multidimensional partnerships based on mutual respect, pragmatism, and sustainable development,” stated Kuantyrov.The session also explored concrete areas for cooperation – from supplying halal and organic products to African markets to jointly creating agri-processing clusters. Deputy Minister Kuantyrov noted that Kazakhstan is one of the world’s largest flour exporters and is ready to be a reliable partner in ensuring food security across the African continent.Special emphasis was placed on potential in the fields of digitalization and innovation. EEU rolls out new rules for cross-border online shopping: What buyers need to know 30.05.2025
💠 In December 2023, the heads of the Eurasian Economic Union (EEU) member states signed a Protocol amending the Treaty on the EEU Customs Code. These amendments are designed to comprehensively regulate cross-border electronic commerce and will come into force upon the completion of ratification procedures in all member states of the Union.What changed for buyers:A new category of goods, "electronic commerce goods," will be established for items purchased by individuals on foreign internet sites.E-commerce operator introduced: A new institution of an e-commerce operator will be established. This will be a legal entity, registered in a special register, authorized to declare such goods on behalf of individuals.New customs declaration: A new type of customs declaration will be introduced specifically for e-commerce goods.Uniform customs rate: For e-commerce goods, an uniform customs rate of 5% of the value of the goods will be established. Meeting of the city Trilateral Commission 30.05.2025
On May 30, 2025, a regular meeting of the city's tripartite commission on social partnership and regulation of social and labor relations was held under the chairmanship of the Akim of Kostanay, M.K. Portuguese Investors to Launch Big Project in Akmola Region 30.05.2025
Astana, May 30, 2025 – Chairman of the Investment Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan, Gabidulla Ospankulov, held a meeting with the founders of the Portuguese company AGROCEPHALUS, LDA – Cristian Barrios Marchant and Georgi Miladinov.During the negotiations, the parties discussed the implementation of an investment project to establish an integrated meat processing complex in the Akmola region.Speaking at the meeting, Chairman Ospankulov emphasized the strategic importance of the project for the agro-industrial sector and the national economy.“We highly value the interest of foreign investors in Kazakhstan and are confident that this project will make a significant contribution to the development of the meat livestock industry, create new jobs, and strengthen the country’s export potential. We are ready to provide comprehensive support at every stage of implementation to ensure the project’s success,” he stated.It was noted that the project is among the priority areas for the development of the non-resource sector of the economy and aligns with the goals of diversification and food security. Its implementation will strengthen Kazakhstan’s position as a reliable exporter of agricultural products and enhance the region’s investment appeal for European partners.The project will be implemented in partnership with the local company BigFarm LLP and with the participation of several Spanish firms – including equipment manufacturers, breeders, feed producers, and biogas plant suppliers. Economic and Investment Issues of Cooperation Were Discussed with the Head of the Saudi Fund for Development (SFD) 30.05.2025
Riyadh, May 29, 2025 – The Ambassador of Kazakhstan to Saudi Arabia Madiyar Menilbekov met with the CEO of the Saudi fund for development (SFD) Sultan Al-Marshad.The parties discussed the prospects for the further development of investment and economic cooperation, Islamic finance, and the implementation of joint infrastructure projects in Kazakhstan. Ambassador M. ИТЛК, дороги, торговля и образование – вице-премьеры Казахстана и Кыргызстана обсудили взаимное сотрудничество на полях AIF 2025 30.05.2025
30 мая в рамках Международного форума Астана заместитель Премьер-министра – министр национальной экономики Республики Казахстан Серик Жумангарин провел встречу с первым заместителем Председателя Кабинета министров Кыргызской Республики Данияром Амангельдиевым. Серик Жумангарин тепло приветствовал кыргызского коллегу, отметив, что  Казахстан и Кыргызстан – это не только добрые соседи, но и надёжные союзники. Подчеркнул, что Глава государства Касым-Жомарт Токаев придаёт особое внимание укреплению братских казахско-кыргызских отношений.Годовой товарооборот в 3 млрд долларов США – такая задача стоит перед двумя странами. Участники встречи отметили интенсивный темп роста объема взаимной торговли по итогам первого квартала 2025 года.  За первые три месяца  товарооборот между Казахстаном и Кыргызстаном вырос на 25,2% по сравнению с аналогичным периодом 2024 года, достигнув 435,1 млн долларов США (экспорт – 341,9 млн долларов, импорт – 93,3 млн долларов). Для достижения цели в $3 млрд необходимы эффективные меры по расширению номенклатуры товаров и активизации B2B контактов. Участники встречи обсудили нюансы проекта дорожной карты по наращиванию объемов взаимной торговли. Серик Жумангарин отметил, что Казахстан готов увеличить экспорт по 195 товарным позициям на сумму свыше 260 млн долларов США, включая продукцию нефтехимии, пищевой промышленности, металлургии и других отраслей.Особое внимание уделено сельскому хозяйству, доля которого составляет 20% во взаимной торговле двух стран и  активно растет: за 1 квартал этого года  товарооборот продукцией АПК вырос на 40,7%. Казахстан нацелен на наращивание экспорта зерновых и масличных культур, включая 3,4 тыс. тонн зерна и 10,9 тыс. тонн муки в первом квартале 2025 года. Серик Жумангарин отметил, что предложение кыргызской стороны о создании зеленого коридора для экспорта своей сельскохозяйственной продукции в Казахстан, озвученное на официальной встрече в Астане в апреле,  решен положительно. Казахстан готов организовать беспрепятственный пропуск на границе кыргызским ранним овощам и фруктам.   Ключевым проектом двустороннего сотрудничества является создание Индустриального торгово-логистического комплекса (ИТЛК) на границе КПП «Карасу» – «Ак-Тилек». В настоящее время обе стороны уже выделили земельные участки под строительство ИТЛК (Казахстан – 50 га, Кыргызстан – 40 га), определен инвестор,  ведется разработка генерального плана и технико-экономического обоснования. В Казахстане создана региональная индустриальная зона «ИТЛК «Алатау» под управлением ТОО «Romsey Holdings KZ», с ожидаемыми инвестициями в $200 млн. Этот проект позволит создать целый комплекс производственных мощностей по переработке сельхозпродукции, созданию товаров народного потребления и строительных материалов, сервисных услуг и транспортной логистики.В 2025 году на базе Ошского государственного университета появится филиал Евразийского национального университета им. Л.Н. Гумилёва. Это продолжение успешного опыта Бишкекского филиала КазНУ им. Аль-Фараби, где обучаются более 800 студентов с 2022 года. В вузах Казахстана обучаются 556 кыргызских студентов, около 200 казахстанцев учатся в Кыргызстане. Astana, May 28, 2025 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Kuantyrov held a meeting with representatives of the business community from the German federal state of Saarland, led by State Secretary and Plenipotentiary of Saarland to the Federal Government, Torsten Bischoff. The meeting took place within the framework of the official visit of the President of the Bundesrat of Germany, Anke Rehlinger.The meeting brought together representatives of leading industrial and technology companies from Saarland, including Becker Mining Systems, SHS Group, Saarstahl, Dillinger Hütte, Klaus Faber Kabel, Saarländische Wasserstoffagentur GmbH, as well as the leadership of the Saarland Chamber of Commerce and Industry.The discussions focused on expanding trade, economic, and investment cooperation, with a special emphasis on hydrogen energy development, the metallurgical sector, logistics, and ecological and infrastructure projects.Particular attention was paid to opportunities for cooperation in the production of green hydrogen. Отечественная бытовая химия: как Казахстан снижает зависимость от импорта 30.05.2025
В Казахстане по итогам 2024 года произведено 5,6 тыс. тонн бытовой химии, что составляет лишь 4,5% от общего объема потребления в стране в 123 тыс. тонн. Несмотря на доминирование импорта, отечественные производители начинают уверенно наращивать мощности благодаря мерам государственной поддержки.Для повышения конкурентоспособности казахстанских предприятий Министерством промышленности и строительства РК был утвержден перечень товаров бытовой химии, подлежащих изъятию из национального режима при осуществлении государственных закупок. Это решение позволило увеличить загрузку производственных мощностей на 25%.Среди ведущих отечественных производителей – ТОО «ПК «Аврора», ТОО «Chistodeloff», ТОО «КазБыт Хим», ТОО «GOLDMAN AND YOUNG», ТОО «Радуга», ТОО «ПрофХим», ТОО «Marschall», ТОО «NAZAR GLOBAL TRADE», ТОО «VVM-Company», ТОО «Telli Ondiris».В стадии проработки находятся новые проекты, включая ИП «Муса Гранд», мощностью в 400 тыс. единиц продукции в год и ТОО «Торговый дом Сибэкохим» – 12 тыс. тонн жидких средств в год.Поддержка местных производителей – ключ к экономической устойчивости и снижению зависимости от импорта в стратегически важном секторе.Source : https://www.gov.kz/memleket/entities/comprom/press/news/details/1008436?lang=kk
