An Employee of the Akmola Region Penal System Awarded by the President of the Republic of Kazakhstan for Saving a ChildIn the Akmola region, Rahat Baylin, an information and communications officer from Institution No. 6, displayed remarkable courage and selflessness by saving the life of a small child from an apartment engulfed in flames.For his heroic act, by Decree of the President of the Republic of Kazakhstan dated October 21, 2025, he was awarded the high state honor — the “For Military Valor” Medal.The incident took place in the regional center, where thick smoke was billowing from the window of a five-story building. Among those present at the scene was our compatriot — an officer of the penal system. Without hesitation and at the risk of his own life, he rushed into the heart of the fire. His goal was to provide immediate assistance to those trapped in the burning apartment.Risking his life, the officer managed to enter the burning apartment, overcome heavy smoke, and find a barely breathing child. Thanks to his decisive and timely actions, the child was successfully evacuated from the danger zone and handed over to the arriving emergency services. Rahat Baylin’s promptness and bravery helped prevent a tragedy.His heroic deed received the highest recognition. Rules for state registration of tractors and self-propelled vehicles 29.10.2025
State registration of tractors, self-propelled vehicles, and trailers, as well as equipment manufactured on their chassis, is a mandatory procedure aimed at ensuring the safety, legality, and registration of specialized equipment in the Republic of Kazakhstan.According to current regulations, the following are subject to registration:tractors of all types;self-propelled chassis and mechanisms manufactured on tractor chassis;trailers and semi-trailers, including trailers with mounted specialized equipment;self-propelled agricultural, land reclamation, and road construction equipment;specialized all-terrain vehicles.Registration is carried out by authorized bodies in the field of state technical inspection. To register, the owner must provide:1. An application in the established form;2. An identity document (or registration documents of a legal entity);3. A document confirming ownership (purchase and sale agreement, acceptance certificate, invoice, etc.);4. Vehicle passport (certificate);5. Proof of payment of the state fee.After checking for compliance with technical requirements, the vehicle is assigned a registration number, a registration certificate, and a state license plate.Operation of unregistered vehicles is prohibited. City and district akims and heads of responsible agencies participated. The regional governor addressed a number of pressing issues and instructed that construction be accelerated and that social and infrastructure projects scheduled for the end of the year be completed on time and with high quality.Furthermore, instructions were given to establish ongoing monitoring of the quality of construction materials, to spend budget funds effectively and efficiently, and to pay special attention to the quality of new schools and residential buildings.Last year, 128.5 billion tenge was allocated to the construction industry; this year, 170.1 billion tenge. This figure represents an 8.1-fold increase compared to 2022. The number of major social projects has also increased. The procedure for the import of goods for personal use comprises the rules under which individuals (citizens) are permitted to bring items into the country's territory without incurring customs duties or subject to the payment of such duties if the established norms are exceeded.Below is the general procedure existing in the EEU member States (including Kazakhstan) as of 2025.Who can import goods for personal use Goods for personal use are defined as items that are not intended for resale or business activities, but rather for the personal needs of a citizen or their family. Such goods may be imported:when crossing the border in person;by mail (e.g., online purchases);in checked luggage, hand luggage, or conveyed on the vehicle.Import at personal border crossing (by land transport)It is possible to import without paying customs duties:goods totaling up to 500 euro, and weighing up to 25 kg.If the limits are exceeded, it is required to pay a fee:30 % of the excess cost, but not less than 4 euros for each kilogram above the norm. UAPF reminds about changes in tax legislationCurrent issues What changes have been made to the current Tax Code regarding the timeframes for applying tax deductions to income in the form of a lump-sum pension benefit payment for individuals belonging to socially vulnerable categories? As is known, when using the lump-sum pension benefit payment (LSPBP) for housing or medical treatment, according to current tax legislation, the individual income tax (IIT) can be paid at the contributor's discretion: immediately upon receipt of the IIT or deferred until the scheduled pension payments are made. At the same time, starting January 1, 2024, individuals belonging to socially vulnerable groups are entitled to standard tax deductions (up to 882 minimum monthly calculation indices[1]) on IIT income. In this case, beneficiaries belonging to socially vulnerable groups can submit a corresponding application and supporting documents to the UAPF for recalculation and refund of the IIT withheld. Previously, the deadline for submitting such documents was three years, and some individuals withdrew their IIT in 2021-2022 and, for various reasons, did not have time to do so. On July 15, 2025, amendments and additions were made to the current Tax Code, which extended the statute of limitations established for applications from individuals of certain categories for the return of personal income tax from 3 to 5 years. Please clarify who is entitled to an income recalculation and a individual income tax refund? Where should I apply? The list of individuals eligible for recalculation of taxable income and personal income tax is defined by the current Tax Code of the Republic of Kazakhstan. These include individuals with disabilities of the first, second, or third groups, one of the parents or guardians of children with disabilities, one of the adoptive parents or foster parents of orphans, combat veterans, and other categories. The full list of individuals is provided in paragraphs 2) and 3) of Article 346 of the Tax Code of the Republic of Kazakhstan.Pension beneficiaries who were not eligible for standard tax deductions when determining their taxable income under the LSPBP must urgently – by December 31, 2025 (inclusive) – contact their nearest UAPF branch office with an application and supporting documents (if the Central Bank of Kazakhstan has information confirming the beneficiary's established disability, the provision of relevant supporting documents is not required) to apply for standard tax deductions for income recalculation and individual income tax reimbursement. How will the IIT be refunded if I submit a timely application? How long will the adopted changes be valid? After applying the standard tax deduction, the individual tax deduction will be returned to the beneficiary's individual pension savings account if it was withheld. If the deferred individual tax deduction was chosen, then after January 1, 2026, the obligation to pay it when receiving monthly pension benefits will be cancelled. For example, if a contributor's income in the form of LSPBP in 2021 was 5,000,000.00 tenge with a tax liability of 500,000.00 tenge (5,000,000.00 * 10%), then applying standard tax deductions of 882 MCI for 2021 in the amount of 2,572,794.00 tenge (882 * 2,917.00 tenge) will result in a downward adjustment of the tax liability. Therefore, the remaining tax liability (deferred IIT) will be 242,720.60 tenge, calculated as follows:((5,000,000.00 - 2,572,794.00) * 10%). If you are already receiving pension benefits from the UAPF and the deferred individual income tax amount has already been fully or partially withheld and transferred to the budget, a refund will be issued based on the tax refund documents submitted to the UAPF, and the refunded personal income tax will be paid, with the remaining debt adjusted to a maximum of 882 MCI.Remaining tax liabilities as of January 1, 2026, will be cancelled in January 2026 due to the entry into force of the new Tax Code. In recent years, more and more Kazakhstanis have chosen electric vehicles - both for self-purchase and with the help of companies offering a turnkey service. At the same time, it is important to take into account the current rules for customs clearance of such vehicles. According to subparagraph 7.1.38 of paragraph 7 of Decision of the Commission of the Customs Union of November 27, 2009 No. 130, electric vehicles classified by the code 8703 80,000 2 TN VED of the EAEU are exempted from paying import customs duty. In 2025, the same decision established a quota for the preferential import of electric vehicles - 15,000 units. As of October 14, 2025, the quota is fully used. Thus, the volume of preferential import of electric vehicles established for Kazakhstan has been exhausted. This means that the import duty exemption no longer applies. Now the import of electric vehicles is carried out on a common basis - with the payment of all established customs duties and taxes.Individuals when importing an electric car can choose one of three customs clearance methods: Declaration of Goods (DT). Option 1 - at the rates acting within the framework of Kazakhstan's obligations to the WTO:customs fee - 6 MCI;value added tax (VAT) - 12%.Reduced rates apply if the electric car is included in the list of exemptions approved by Decision of the EEC Council of October 14, 2015 No. 59 (as amended on October 30, 2020 No. 95).
