Puppies Ready to Serve the Country: Number of Pedigree Service Dogs Growing in the National Guard 09.12.2025
The number of pedigree service dogs in the National Guard is steadily increasing. This year alone, the canine center of military unit 6654 of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan welcomed 42 pedigree puppies, including Belgian, Dutch, and German Shepherds. In the future, they will be trained for combat and guard duties, helping to ensure public safety and security.Since the beginning of the year, 12 pedigree puppies have already been distributed to reinforce other military units. Currently, the canine center houses around 30 young dogs.“During the first 45 days, the puppies are fed with their mother’s milk, after which they are gradually transitioned to dry food. Then the adaptation stage begins. At three months, they are introduced to the obstacle course. At this age, it is important to develop auditory skills, so each puppy is given a name. Later, they are taught basic commands such as sit, stand, and lie down. After that, the tasks become more complex as we move on to scent detection training,” said Major Zhantore Mendiorazov, head of the canine center.Today, around one thousand service dogs serve in the ranks of the National Guard. In just the first 10 months of this year, they helped detect more than 120 offenses. The new generation of puppies being raised at the canine center will continue this vital mission.It should be noted that the care and training of puppies are carried out in accordance with an order issued by the Ministry of Internal Affairs regulating breeding procedures in the National Guard. The mobile application “Tärbıeshi PRO”, developed specifically for military instructors, is currently undergoing testing at military unit 5513 of the “Ońtústik” Regional Command of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan. The digital product is designed to significantly save time and resources, as well as ensure a systematic approach to the implementation of the directives of the Commander-in-Chief of the National Guard, Major General Ansagan Baltabekov, regarding the development and integration of digital technologies into the operational and service activities of the troops.To facilitate the practical introduction of this innovation, deputy company commanders for educational and socio-legal work were ceremonially presented with tablets. These servicemembers traditionally spend a considerable amount of time preparing lesson plans, outlines, and searching for materials necessary for conducting classes.The mobile application streamlines educational and instructional processes by providing fast and convenient access to all materials in a unified digital format. All content is presented in a standardized form prepared by subject-matter specialists, ensuring high quality and consistent approaches to the training of conscripted servicemembers. Additionally, the application reduces paper workload by nearly 70 percent.Deputy commanders responsible for educational and socio-legal support have already begun actively using the innovation during state and legal training sessions with various categories of servicemembers — officers, contract personnel, and conscripts.For other categories of guardsmen, the application offers the ability to study and take notes on state and legal training topics outside of duty hours, receive prompt legal consultations online, and independently familiarize themselves with regulatory documents governing service in the National Guard.The user-friendly bilingual interface is adapted for both tablets and smartphones. Built-in notification functions, as well as the ability to display notes, slides, and video materials on portable projectors and Smart TVs, make the learning process more visual and modern.It is worth noting that the “Tärbıeshi PRO” mobile application represents a major step toward the formation of a modern system of educational work — one in which convenience, efficiency, and oversight are combined in a single digital format. In connection with the introduction of the new Tax Code effective from 1 January 2026, the Order of the Minister of Finance of the Republic of Kazakhstan dated 5 March 2018 № 334 «On approval of the application form on participation (control) in a controlled foreign company» has been re-approved. At the same time, the Order was supplemented with a new form of decision on recognizing a resident taxpayer as directly or indirectly, or constructively owning participation interests, or having direct or indirect, or constructive control in a controlled foreign company. This form is completed by the tax authorities in cases where a resident is recognized as directly or indirectly, or constructively owning participation interests, or recognized as having direct or indirect, or constructive control in a controlled foreign company. Such a decision shall be sent to the taxpayer no later than three working days from the date of adoption of the said decision. Upon receipt of the above-mentioned decision and in case of agreement with the information specified in the decision, the taxpayer shall be obliged to submit an application on participation (control) in a controlled foreign company. In case of disagreement with the decision of the tax authority, the taxpayer shall be entitled to appeal this decision to the authorized body no later than 15 working days from the date of receipt of such decision. The Order of the Minister of Finance of the Republic of Kazakhstan dated 24 September 2025 № 530 «On approving the forms of decisions of the state revenue authority and an application on the mutual agreement procedure» was approved for the purpose of implementing Article 232, paragraph 4 of Article 49 and paragraph 2 of Article 113 of the Tax Code of the Republic of Kazakhstan (hereinafter – the Order). The Order establishes the forms of documents used within the mutual agreement procedure, namely the taxpayer’s application and the decisions of the state revenue authority. The approval of these forms is aimed at implementing the provisions of the Tax Code of the Republic of Kazakhstan and international treaties on the avoidance of double taxation, which provide for the possibility of resolving tax disputes between the competent authorities of the Contracting States. The Order is aimed at ensuring legal certainty for both taxpayers and state revenue authorities, minimizing the risks of double taxation, and removing administrative barriers in the resolution of cross-border tax disputes. In recent years, the region has demonstrated consistent positive growth in key development areas. Gross regional product (GRP) increased by 18.8% over three years, rising from 4.2 trillion tenge in 2022 to 5 trillion tenge in 2024. This growth rate confirms a strengthening economy and expanding production.The manufacturing industry also achieved strong results. Production volume in the sector increased from 1.6 trillion tenge in 2022 to 2.1 trillion tenge in 2024, representing a 28% increase. This demonstrates the active modernization of production facilities and the expansion of export potential.The influx of foreign investment continues. The region has attracted $1.5 billion in foreign direct investment. In 2023 alone, this figure amounted to $397.8 million, in 2024 – $402.2 million, and in 2025, the volume is planned to increase to $667.5 million. Growing investor interest confirms the region's attractiveness as a platform for large-scale projects.The improved economic situation is accompanied by increased labor efficiency. Productivity increased by 28%: from 8 million tenge per employee in 2022 to 10.2 million tenge in 2024.The regional budget also increased significantly – from 441.8 billion tenge in 2022 to 686.6 billion tenge in 2025, an increase of almost 1.6 times over previous figures. The budget increase opens up new opportunities for infrastructure development, the social sphere, and major investment projects.Transport and Logistics Complex: A New Growth DriverOne of the key projects shaping the region's future development is the construction of a modern international transport and logistics complex, costing 63.8 billion tenge. Intensive construction and installation work is underway at the site, with leading contractors handling the project.The complex will be capable of handling up to 400,000 containers per year, equivalent to over 11 million tons of cargo. The Order of the Minister of Finance of the Republic of Kazakhstan dated 12 November 2025 № 694 «On certain issues related to income tax withheld at source in the Republic of Kazakhstan» (hereinafter referred to as the Order) was adopted in implementation of part 4 of paragraph 4 of Article 49, paragraph 2 of Article 113, and Articles 699, 700, 701 and 703 of the Tax Code of the Republic of Kazakhstan dated 18 July 2025 and subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan «On Public Services», specifically with regard to the following public services: 1) refund of income tax withheld at source; 2) issuance of a certificate of income received from sources in the Republic of Kazakhstan and taxes withheld (paid). The Order establishes the procedure for the refund of income tax withheld at source, as well as for the issuance of a certificate of income received from sources in the Republic of Kazakhstan and taxes withheld (paid), regulating the interaction of taxpayers (tax agents) with the state revenue authorities. The Order approves the forms of a tax application for the refund of paid income tax from the budget based on an international treaty for the avoidance of double taxation (hereinafter – the refund application), a tax application for obtaining a certificate of income received from sources in the Republic of Kazakhstan and taxes withheld (paid) (hereinafter – the certificate application), a decision on refusal to consider the refund application, a decision on the results of consideration of the refund application, a reasoned refusal to provide the public service «Issuance of a certificate of income received from sources in the Republic of Kazakhstan and taxes withheld (paid)», a certificate of income received from sources in the Republic of Kazakhstan and taxes withheld (paid), as well as the Rules for the provision of public services. The Ministry of National Economy has approved a list of imported goods for which VAT deferral is provided. 09.12.2025
The Ministry of National Economy of the Republic of Kazakhstan has approved an order to establish lists of goods imported for processing, upon import of which enterprises can use the mechanism for deferring payment of value added tax (VAT).The document also defines the categories of taxpayers eligible for such a deferral, in accordance with paragraph 2 of Article 134 of the Tax Code of the Republic of Kazakhstan.At the same time, the lists do not apply to imports of goods from the member countries of the Eurasian Economic Union.The prepared lists include goods that are not produced in Kazakhstan or do not cover the needs of the domestic market, but are necessary for the operation of processing industries.The adopted order is aimed at increasing the availability of raw materials and components for processing industries. Министерство национальной экономики, Национальный банк и Агентство по регулированию и развитию финансового рынка провели заключительное кустовое онлайн-совещание по разъяснению Программы совместных действий на 2026–2028 годы. В обсуждении приняли участие все областные филиалы НПП «Атамекен», АО «НИХ «Байтерек», представители бизнеса и акиматов. С 27 ноября по 5 декабря текущего года встречами были охвачены все регионы страны. В совещаниях приняли участие более 500 человек.Программа, представленная 19 ноября на заседании Правительства, призвана укрепить макроэкономическую стабильность, снизить инфляцию, расширить внутреннее производство и обеспечить устойчивый рост благосостояния граждан. Первый вице-министр национальной экономики Азамат Амрин отметил, что предлагаемые меры формируют прочный фундамент для стабильного экономического развития в среднесрочной перспективе.Ключевым оператором реализации Программы определён национальный инвестиционный холдинг «Байтерек». Он обеспечивает поддержку предпринимательства, экспортных проектов, АПК и программ доступного жилья и др. Совместно с банками второго уровня холдинг станет основным источником долгосрочного кредитования реального сектора - как для крупных инвестиционных проектов, так и для новых точек экономического роста. В 2026 году портфель проектов холдинга будет включать: 42% - химическую и нефтегазохимическую промышленность, 19,6% - транспорт и логистику, 12,1% - энергетику, 7,1% - ГМК, 6,4% - АПК и пищевую промышленность.Для обеспечения доступного финансирования Правительство в 2026 году продолжит выделение холдингу до 1 трлн тенге для капитализации. Вопрос о дополнительной поддержке в 2027–2028 годах будет рассматриваться исходя из текущей экономической конъюнктуры и потребностей реального сектора.В рамках программы «Заказ на инвестиции» холдинг проводит рабочие встречи с акиматами для анализа проектов, находящихся на региональном контроле. Центральные госорганы также формируют свои предложения. Все инициативы включаются в национальную цифровую платформу для системного сопровождения.Отмечается высокий интерес МСБ к экспортоориентированным проектам. Финансирование таких инициатив возможно по механизму 20% собственные средства и 80% заемное финансирование через Холдинг «Байтерек».Параллельно Холдинг проактивно предлагает создание новых производств, опирающихся на преимущества регионов - природные ресурсы, транспортную доступность, туристический потенциал и инфраструктуру.Во время совещания были заслушаны все вопросы участников, большинство из которых касалось развития МСБ, процентных ставок, создания малых промышленных зон, механизмов ГЧП и реализации продукции. На каждый вопрос были предоставлены подробные разъяснения. Одним из ключевых стал вопрос о гарантии субсидирования процентной ставки на весь срок проекта.В ответ представители холдинга «Байтерек» пояснили, что в рамках трансформации программ фонда «Даму» прямое субсидирование значительно сокращено и сохраняется только для проектов до 200 млн тенге по узкому перечню ОКЭД. Основным инструментом поддержки стало фондирование банков второго уровня под льготную ставку, что даёт бизнесу возможность получать финансирование под 12,6% годовых на весь срок проекта.Эти условия гарантированы, поскольку средства для фондирования уже выделены через капитализацию «Байтерека» и переданы фонду «Даму». Budapest, 1 December 2025 - Dr. Dinmukhammed Ametbek, Expert of the Turkic Academy, completed a working visit to Hungary from 23 to 27 November 2025 at the invitation of leading Hungarian academic and analytical institutions. The event brought together experts from Kazakhstan, Azerbaijan, Uzbekistan, Türkiye, and Hungary to discuss geopolitical developments in Europe and Central Asia, energy diversification, regional connectivity, and enhanced cooperation among the Turkic States. Speakers noted Hungary’s constructive role as an Observer State in the Organization of Turkic States (OTS) and underscored the growing importance of unity within the Turkic world.As part of the academic program, Dr. Ametbek delivered lectures at Mathias Corvinus Collegium, Corvinus University, and the Ludovika University of Public Service. His presentations addressed key topics, including Kazakhstan’s foreign policy priorities, the geopolitical situation in Central Asia, and the evolution of Turkic cooperation mechanisms. Hungarian students, researchers, and practitioners demonstrated strong interest in the discussions.On 26 November, Dr. Ametbek participated in a roundtable with experts of the Danube Institute, attended by H.E. Abzal Saparbekuly, Ambassador of Kazakhstan to Hungary. The discussion focused on Kazakhstan–Hungary relations, cooperation within the OTS, and regional dynamics in Central Asia. Ambassador Saparbekuly highlighted the strengthening strategic partnership between Kazakhstan and Hungary, as well as Hungary’s active engagement with the Turkic world.Dr. Ametbek also briefed participants on the activities of the Turkic Academy, emphasizing its research projects, educational initiatives, and ongoing cooperation with Hungarian institutions as an Observer State of the Academy.The visit contributed to deepening academic ties, expanding expert-level dialogue, and promoting broader understanding of Kazakhstan’s foreign policy and regional developments in Central Asia and Turkic World.
