In Karaganda, five retail chains and 32 wholesale suppliers were punished for unjustified increases in trade markups on social goods 01.12.2025
Wholesale suppliers of goods to the Karaganda region, Milk Group LLC and Dep Plus LLC, inflated the trade markup on butter by 22.6% and 26.3%. Sultan Kamal LLC sold 2.5% fat kefir with a 43.2% markup, and Kadomets LLC sold Category C1 chicken eggs with a 25% markup. Er-Ai 2012 LLC increased the established markup on buckwheat by 12%.Vegetable suppliers Nadirov LLC and Marsh LLC inflated the markup on potatoes to retail chains by 5% and 20%, respectively. As a result, the Department of Trade and Consumer Protection of the Ministry of Trade and Integration of the Republic of Kazakhstan for the Karaganda Region brought all these retailers to administrative responsibility under Article 204-4 of the Code of Administrative Offenses of the Republic of Kazakhstan.Since the beginning of the year, 155 retailers have been held administratively liable in the Karaganda region as part of state oversight. Of these, 142 unjustifiably inflated markups on socially important food products, 10 were found to have price discrepancies, and three failed to comply with retail store operating hours. As a result, 40 entrepreneurs were issued warnings, and 115 were fined over 5 million tenge.To prevent unjustified price increases on socially important products and eliminate ineffective intermediary chains, a regional commission to investigate intermediary schemes is operating in the region. In accordance with its operating procedure, the commission closely collaborates with other government agencies."To identify unjustified price increases, we, together with the Department of State Revenue, regularly analyze electronic invoices from key market participants and, as part of this collaboration, constantly monitor the movement of goods from the manufacturer to the supermarket shelf," said Abzal Rakhymbayev, Head of the Department of Trade and Consumer Protection of the Karaganda Region.Since the beginning of the year, the commission has held 57 meetings. Since the beginning of the year, the Department of Trade and Consumer Protection in the Karaganda Region has received 2,528 complaints about consumer rights violations. Residents of the region most frequently complained about household services, including cosmetics, furniture manufacturing, car and appliance repair, and housing and utilities."Since the beginning of 2025, the regional department has conducted 36 unscheduled inspections on consumer rights issues. As a result, 16 administrative fines have been imposed on entrepreneurs who violated consumer rights, and 10 warnings have been issued. A total of 84,241,047 tenge have been returned to consumers since the beginning of the year," reported Abzal Rakhymbaev, Head of the Department of Trade and Consumer Protection in the Karaganda Region.Furthermore, during the first 10 months of 2025, the department acted as a third party in 24 lawsuits related to consumer rights protection. In November, the department reviewed a collective complaint from city residents regarding the quality of entrance cleaning services and the actions of the individual entrepreneur providing the service. During the inspection, specialists determined that consumers were provided with incorrect information about the actual service provider, and the contract termination procedure was not followed.Since the rights of more than 10 citizens were violated in a single matter, the department filed a pre-trial claim in accordance with Article 5, Section 8 of the Law "On the Protection of Consumer Rights."On November 4, the service provider was sent demands to terminate the contract, stop charging residents who refused the service, and provide accurate information about the service provider. According to the official response dated November 6, the contract was terminated, and all charges ceased as of December 1. From February 1, 2024, to November 1, 2025, 171,938 applications totaling over $25.11 million have been processed (transferred to authorized operators for crediting to applicants' bank accounts).Of these:107,390 applications totaling approximately $15.88 million were processed for housing improvements;64,548 applications totaling $9.24 million were processed for education payments.As a reminder, recipients of targeted savings (TS) have the right to use the entire amount or part of it. Unused funds remain in the targeted savings account (TSA). The most popular sub-purposes for using funds to improve housing conditions were: replenishing a deposit in housing construction savings for further accumulation (104,975 applications completed for a total of 15.55 million US dollars), making a down payment to obtain a mortgage loan for the purchase of housing - 816 applications for a total of 112.10 thousand US dollars, and acquiring housing as property through civil law transactions (final settlement) - 588 applications for a total of 76.15 thousand US dollars. The most popular sub-goals in terms of paying for education were: payment for educational services of educational organizations located in the Republic of Kazakhstan, in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (57,996 applications were completed for a total of approximately 8.44 million US dollars), replenishment of an educational savings deposit under an agreement on an educational savings deposit (4,636 applications were completed for a total of approximately 554.86 thousand US dollars), payment for educational services of foreign educational organizations in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (1,567 applications were completed for a total of 201.65 thousand US dollars). Detailed information on targeted savings payments for the purpose of improving housing conditions and/or paying for education, broken down by authorized operators and regions, is available on the enpf.kz website.  As a reminder, under the "National Fund for Children" program, 50% of the investment income from the National Fund of the Republic of Kazakhstan is distributed annually among children of the Republic of Kazakhstan citizens born in 2006 or later. All recipients of the National Fund were awarded $100.52 in 2023 and $129.38 in 2024. Children who received their first National Fund payments in 2023, with the exception of those born in 2006, were awarded $3.04 as an investment income this year. As a result, the target savings for a child born in 2006 are $100.52, and for a child born in 2007, $232.94.Adult citizens must independently obtain information about their social security contributions through their personal account on the UAPF or e-government websites. New system of special tax regimes: expanding coverage of the population by the social and pension system 01.12.2025
Starting January 1, 2026, in Kazakhstan, in connection with the entry into force of the new Tax Code of the Republic of Kazakhstan and amendments to the Social Code of the Republic of Kazakhstan, updated special tax regimes (STRs)[1] will be introduced: STRs for the self-employed, STRs based on a simplified declaration, and STRs for peasant or farm households (PFHs). These regimes regulate not only the payment of taxes by self-employed citizens but also compulsory pension contributions.1. STR for self-employed individuals, including those operating using internet platformsThe STR for the self-employed, which will be implemented starting in 2026, is intended for individuals (Kazakhstan citizens, qandas) who are not individual entrepreneurs (IEs) and do not employ hired workers. The STR for the self-employed applies to a limited list of activities approved by the Government of the Republic of Kazakhstan.The income limit for self-employed individuals applying the STR for a calendar month[2] must not exceed 300 times the monthly calculation index (MCI) in effect as of January 1 of the relevant financial year (3,600 MCI per year).Self-employed individuals applying this STR independently pay mandatory pension contributions (CPC) and employer compulsory pension contributions (ECPC) on their income.The STR pension contribution rates for the self-employed are:CPC – 1% of income,ECPC – 1% of income.Self-employed individuals will use this STR using a dedicated mobile app, based on their receipts and other information on income received from other sources. STR based on simplified declarationIndividual entrepreneurs and legal entities resident in the Republic of Kazakhstan may use the STR based on a simplified tax return, with the exception of taxpayers specified in paragraph 2 of Article 723 of the Tax Code of the Republic of Kazakhstan (legal entities in which other legal entities own more than 25 percent of their shares, non-profit organizations, participants in special economic and industrial zones, etc.).The STR based on a simplified tax return may be used by the following individuals under certain conditions:- whose maximum income for a calendar year does not exceed 600,000 times the minimum calculation index (MCI) in effect as of January 1 of the relevant financial year;- those engaged in activities not included in the list established by the Government of the Republic of Kazakhstan for which the use of the STR based on a simplified tax return is prohibited.Pension contribution rates for the STR based on the simplified declaration are:CPC - 10% of income,ECPC - 3.5% of income in 2026, with subsequent annual increases to 5% in 2028.The tax and reporting period for applying the special tax regime based on the simplified declaration is six months.STR for peasant or farm householdsPeasant or farm households may apply the STR for peasant or farm households if they own land plots in Kazakhstan under private ownership and/or land use rights (including secondary land use rights).The selected STR for peasant farm households is not subject to change during the calendar year, except in cases where the peasant farm household's activities no longer meet the conditions for its application.The STR pension contribution rates for peasant farms are:CPC - 10% of income,ECPC - 3.5% of income in 2026, with subsequent annual increases to 5% in 2028.Peasant or farm households applying the STR for peasant farms, when receiving income from activities not covered by the STR for peasant farms, calculate, pay the relevant taxes, and submit tax reports on them under the following tax regimes:1) under the STR based on a simplified tax return, if the conditions for its application are met;2) in accordance with the generally established procedure. The tax and reporting period for applying the STR for peasant farms is the calendar year.Payment of CPC, ECPC under the STR for the self-employed, STR based on a simplified tax return, and STR for peasant or farm households (PFH) is due no later than the 25th day of the month following the month in which the income is received.The implementation of the STR for the self-employed, the STR based on a simplified tax return, and the STR for peasant farms aims to:expand coverage of the pension and social system through the active involvement of the self-employed and micro-businesses;simplify business operations for millions of Kazakhstani citizens;further digitalize tax administration through mobile apps and online platforms.These innovations will enable the accumulation of pension savings, ensure social security for working citizens, and create incentives for them to come out of the shadow economy. [1] in accordance with the Law of the Republic of Kazakhstan dated July 18, 2025 No. 215-VIII "On Amendments and Additions to Certain Legislative Acts on Taxation Issues" from January 1, 2026[2] in accordance with Article 718 of the new Tax Code of the Republic of Kazakhstan[3] in accordance with Article 102-1 of the Social Code of the Republic of Kazakhstan[4] Internet platform operator (operator) - an individual entrepreneur or a legal entity that provides services using an Internet platform to provide technical, organizational (including services involving third parties to provide work or services), informational and other capabilities using information technologies and systems to establish contacts and conclude transactions for the provision of services and the performance of work between contractors and customers registered on the Internet platform (Article 102 of the Social Code of the Republic of Kazakhstan)Source : https://www.gov.kz/memleket/entities/akimat-beyneu/press/news/details/1124531?lang=kk

The VII Interagency Scientific and Practical Conference was held at the National Guard Faculty of the National Defense University. The main theme of the event was “Current Issues of Service and Combat Activities of the National Guard.”The conference brought together representatives of the Main Command of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan, university leadership, faculty members, and master’s degree students.Speakers included the Head of the National Defense University, Doctor of Philosophy, Professor Major General Askar Mustabekov, as well as the Deputy Commander-in-Chief of the National Guard, Major General Bauyrzhan Abzhanov.The agenda covered topics such as the role of the law-enforcement troops amid modern security threats, interagency cooperation in ensuring national security, and the specific features and prospects of operations under various legal regimes.- The current session addressed the prospects for the development of the troops, key challenges in service and combat activities, and the enhancement of professional competence among personnel. As part of the implementation of the principle of "law and order", the Prosecutor's Office of the Samara District, together with the authorized bodies, held a meeting with 9th-11th grade students on the topic of "Legal Literacy and Safety among Minors". District Chess Tournament “Chess Champions” Held 01.12.2025
Today in Karmakshy, the district House of Students organized the “Chess Champions” chess tournament among school students.Deputy Akim of the district, Dias Moldabayev, attended the opening ceremony, congratulated the young athletes, and wished them success.“Sports events, especially intellectual activities such as chess, play a significant role in the comprehensive development of the younger generation. Our country is also paying special attention to the development of chess. Young Kazakhstani chess players achieve excellent results at international and national tournaments, raising our country’s prestige worldwide. The young talents of the sacred Karmakshy land are also keeping up with this trend and achieving high results in various competitions. I believe that today’s event will become a stage for skill and determination. I wish all participants the best of luck!” he said in his congratulatory speech.This year, 21 teams from district schools and one team from the House of Students took part in the competition — a total of 22 teams and 66 students.According to the judging panel, the teams and students who demonstrated the best results received special awards and certificates. Inspection Conducted on Flood Prevention Measures 01.12.2025
Today, District Akim Zhandos Yerkinbek inspected the condition of a protective embankment approximately 2,000 meters long to monitor the progress of flood prevention measures. This embankment was built to protect against winter–spring meltwater and plays an important role in ensuring the district’s safety.During the inspection, the technical condition of the embankment and the ongoing reinforcement work were reviewed.The district akim assigned specific tasks to the head of the “KarmakshySushar” Production Site to further strengthen the embankment and provide the necessary equipment.
