The Government, chaired by Deputy Prime Minister and Minister of National Economy of the Republic of Kazakhstan Serik Zhumangarin, discussed the formation of a pool of projects in priority areas of the economy within the framework of the Investment Order program.The "Investment Order" is a new government program aimed at supporting investment projects of SMEs and large businesses for the production of goods in demand among the population and with a high proportion of imports. These are mainly agricultural products and consumer goods of the manufacturing industry. The government identifies promising niches with high potential for producing goods for import substitution and export, and regions identify specific projects and businesses that can implement them. The analysis of the effectiveness of projects and their financing will be carried out through the tools and mechanisms of the Baiterek holding."Together with the akimats of the regions and cities of republican significance, an analysis of the production potential of the regions was carried out. An investment portfolio has been formed for agribusiness projects, which includes 202 projects totaling 4.3 trillion tenge," Vice Minister of Agriculture Yermek Kenzhekhanuly said at the meeting.The pool of projects under the "Investment Order" in the agricultural sector includes the continuation of the construction of dairy farms, the development of meat and poultry farming, the processing of milk, meat, leather and wool, the construction of greenhouses, the processing of vegetables, fruits and potatoes, the development of the sugar industry and deep processing of grain, the creation of fish processing enterprises. Thus, the "Investment Order" will be a continuation of the implementation of previous state programs to reduce the country's import dependence, with a focus on specific projects and their effectiveness for each segment of the industry.   In particular, 5 sugar production projects are planned to reduce sugar import dependence, including QAZAQARAB SUGAR LLP and Asyl Farms LLP. Poultry meat – 24 projects (JSC "AITAS KZ", LLP "Eco Broiler Ltd" and others); 3 projects for the production of sausage products, including LLP "STERKH" and SEC "S-Bolashak". The Turkish company Tiryaki Holding is already implementing a project in Astana for the construction of an integrated agro-industrial complex for the deep processing of cereals and legumes. The processing capacity will be 240 thousand tons of wheat and 80 thousand tons of peas. The project cost is $320 million, with a deadline of 2028.Vice Minister of Industry and Construction Olzhas Saparbekov presented a list of 26 types of consumer goods with high import dependence. These include cotton fabrics, school uniforms, shoes, plumbing, household appliances, cosmetics and hygiene products. A portfolio of 67 investment projects worth over 600 billion tenge has been formed in these areas, creating about 10,000 jobs. Among the key initiatives are the production of cotton fabrics in the Turkestan region, plumbing in the Kyzylorda region, thermal insulation materials in the Karaganda region, chipboard and chipboard in the North Kazakhstan region.Proposals on the application of tax incentives were discussed to stimulate the light industry. A seminar for taxpayers was held in the village of Beineu at the site of the Beineu district Akimat.The seminar addressed the issues of reducing the number of special tax regimes to three categories. The innovation will simplify tax accounting and facilitate tax administration for businesses. Self-employed citizens are given the opportunity to legally receive incomes of up to 4080 MCI per year without having to pay individual income tax, limited by social contributions in the amount of 4% of income. A special tax regime has been established for small businesses with a maximum rate of 4%, which is reduced to 2% if certain conditions are met. These measures are aimed at reducing the burden on entrepreneurs and increasing the transparency of the tax system.The new Tax Code significantly simplifies the activities of entrepreneurs, reduces the amount of reporting by about a third, and the declaration is submitted once a year. Control over compliance with the rules is carried out through an automated risk assessment system, and the accounts of enterprises with minor debts are no longer automatically blocked. Riyadh, November 7-11, 2025 – The 26th session of the United Nations World Tourism Organization was held in Riyadh, the capital of the Kingdom of Saudi Arabia. The event was attended by the Kazakh delegation, led by Madiar Menilbekov, Extraordinary and Plenipotentiary Ambassador of the Republic of Kazakhstan to the Kingdom of Saudi Arabia.This session coincided with the 50th anniversary of the establishment of the largest international organization dedicated to discussing the future of the global tourism industry. In his speech, he talked about the history of the formation and evolution of Kazakhstan's constitutional control body. Particular attention was paid to the legal reforms being carried out in Kazakhstan and the activities of the Constitutional Court in light of the 2022 constitutional reform. The State Revenue Committee reports on the situation at the “Nur Zholy” checkpoint 11.11.2025
The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan reports that approximately 1,500 cargo trucks have temporarily accumulated at the “Nur Zholy” border crossing point.On October 22, 2025, during a meeting between the heads of the border customs authorities of the Republic of Kazakhstan and the People’s Republic of China held in Ürümqi, the Chinese side agreed to accept at least 800 vehicles per day and to gradually increase this figure to 1,000 vehicles per day by the end of the current year.In accordance with these agreements, the limits in the Electronic Queue System (EQS) were increased to ensure the continuity of transportation.However, between November 8 and 12, 2025, the actual number of vehicles received by the Chinese side averaged 700–750 units per day, which became the main reason for the temporary accumulation of vehicles on the Kazakh side.In addition, for about a week, installation work on the inspection complex was carried out at the adjacent “Kalzhat” – “Dulaty” (PRC) border crossing point. During this period, the throughput capacity of this route was limited, and part of the traffic flow was redirected to the “Nur Zholy” checkpoint, placing additional strain on the infrastructure.To stabilize the situation, starting from November 13, 2025, the EQS vehicle dispatch limit will be optimized to 650 units per day. This measure will help evenly distribute the flow and ensure stable border-crossing operations.The situation remains under constant monitoring by the State Revenue Committee.
