Kazakhstan continues to strengthen cooperation with the World Anti-Doping Agency (WADA) 29.10.2025
Warsaw, 28 October, 2025 – Nurlan Zhalgasbayev, Ambassador of the Republic of Kazakhstan to Poland, met with Witold Bańka, President of the World Anti-Doping Agency (WADA).The parties discussed the current state and prospects of cooperation between Kazakhstan and WADA in strengthening international anti-doping standards, as well as further collaboration aimed at promoting the principles of fair play in sport.During the meeting, Witold Bańka noted that in October 2025 he had the honour of visiting Kazakhstan on an official visit, during which he met with the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev.Bańka expressed his deep gratitude for the high honour bestowed upon him – the awarding of the Order of Friendship – in recognition of his contribution to the development of sport in Kazakhstan.He emphasised that during his discussions with the President of Kazakhstan and the Minister of Tourism and Sport, prospects for further cooperation were considered, including a proposal to host WADA’s Executive Committee and Foundation Board meetings in Kazakhstan in 2027.Ambassador N.Zhalgasbayev expressed his readiness to facilitate dialogue between WADA and the competent authorities of Kazakhstan, noting the importance of the country’s participation in global initiatives aimed at ensuring transparency and fairness in sport. On October 24, the Embassy of the Republic of Kazakhstan in Lebanon hosted a diplomatic reception to mark the Republic Day of Kazakhstan. The event brought together senior officials from ministries and government agencies, members of parliament, representatives of the clergy, business, academia, and civil society, as well as ambassadors of foreign states and heads of international missions. Regional Akim Murat Ergeshbayev, Chairman of the Regional Maslikhat Murat Tleumbetov, and honorary citizens Serik Duisenbayev, Omirbek Shamenov, and Sultanbek Tauipbayev, during a working trip to the Syrdarya district, inspected the construction of a new railway station and a bridge on the "Kyzylorda-Zhalagash" highway near the Terenozek village.The client for the station construction is the branch of JSC "NC "KTZ" "Kyzylorda Mainline Network", the general contractor is the partnership "R and A-Service LTD", with a total estimated cost of 695 million tenge.Today, the paving stones on the platform have been dismantled, and the lower foundation has been poured. Floor slabs have been installed, and brickwork has been completed in the building's premises. Work is underway on wall finishing, cladding with hard travertine, and platform repairs. Upon completion of the construction, residents of Terenozek and passengers will be provided with a convenient, new railway station.The major repair of the bridge at the 47.9-kilometer mark of the regional highway "Kyzylorda-Zhalagash" is aimed at improving road safety and the quality of road infrastructure.The bridge, built in 1985, will be completely reconstructed, with plans to strengthen the structures, improve access roads, and create favorable conditions for traffic. The bridge length is 30.43 meters, and the access roads are 710 meters; to avoid obstructing traffic during construction, a 788-meter bypass road has been built.Currently, pile driving has been completed, and work is underway on concreting, laying, and compacting sand-gravel mixture. The Kazakh-Afghan Business Forum concluded in Shymkent with a total of $303 million in revenue 29.10.2025
The Kazakh-Afghan Business Forum took place yesterday, where 15 documents worth a total of $303 million were signed. The forum brought together business and government representatives from both countries and was organized with the support of the Kazakh government.Opening the event, Kazakh Deputy Prime Minister Serik Zhumangarin noted the importance of cooperation between the countries. Afghan Minister of Commerce and Industry Nuriddin Azizi and Kazakh Presidential Special Representative for Afghanistan Yerkin Tukumov also delivered welcoming remarks.One of the key highlights of the forum was the signing of a memorandum of cooperation between the QazTrade Trade Policy Development Center and Shymkent Invest - Front Office. Procedure for Importing Goods for Personal Use 29.10.2025
Goods for personal use are items intended for personal, family, or household needs and are not related to business activities. When determining the purpose of imported goods, customs authorities consider their nature, quantity, frequency of cross-border movement, and the information provided by the individual.Goods for personal use imported by individuals into the customs territory of the Eurasian Economic Union are regulated by Decision No. 107 of the Council of the Eurasian Economic Commission dated December 20, 2017, as well as Order No. 250 of the Minister of Finance of the Republic of Kazakhstan dated March 31, 2015.According to the current legislation, individuals may import goods for personal use by air transport free of customs duties and taxes if their value does not exceed EUR 10,000 and their weight does not exceed 50 kg. When goods are imported by other means of transport or carried across the border on foot, the duty-free allowance is limited to a value of EUR 500 and a weight of 25 kg. If these limits are exceeded, customs duties are charged at 30% of the value exceeding the allowance, but not less than EUR 4 per kilogram of excess weight.Goods for personal use sent through international postal shipments may be imported duty-free if their value does not exceed EUR 200 and their weight does not exceed 31 kg. If these limits are exceeded, a combined customs payment is charged at 15% of the excess value, but not less than EUR 2 per kilogram of excess weight.In other words, when importing goods into Kazakhstan, it is important to comply with the established limits on value, weight, and quantity, and to be prepared to confirm that the goods are intended exclusively for personal use. Otherwise, such goods may be recognized as goods intended for commercial activities and processed under general customs procedures.A Passenger Customs Declaration is used for the customs clearance of goods for personal use. UAPF reminds about changes in tax legislationCurrent issues What changes have been made to the current Tax Code regarding the timeframes for applying tax deductions to income in the form of a lump-sum pension benefit payment for individuals belonging to socially vulnerable categories?  As is known, when using the lump-sum pension benefit payment (LSPBP) for housing or medical treatment, according to current tax legislation, the individual income tax (IIT) can be paid at the contributor's discretion: immediately upon receipt of the IIT or deferred until the scheduled pension payments are made. At the same time, starting January 1, 2024, individuals belonging to socially vulnerable groups are entitled to standard tax deductions (up to 882 minimum monthly calculation indices[1]) on IIT income. In this case, beneficiaries belonging to socially vulnerable groups can submit a corresponding application and supporting documents to the UAPF for recalculation and refund of the IIT withheld. Previously, the deadline for submitting such documents was three years, and some individuals withdrew their IIT in 2021-2022 and, for various reasons, did not have time to do so. On July 15, 2025, amendments and additions were made to the current Tax Code, which extended the statute of limitations established for applications from individuals of certain categories for the return of personal income tax from 3 to 5 years. Please clarify who is entitled to an income recalculation and a individual income tax refund? Where should I apply? The list of individuals eligible for recalculation of taxable income and personal income tax is defined by the current Tax Code of the Republic of Kazakhstan. These include individuals with disabilities of the first, second, or third groups, one of the parents or guardians of children with disabilities, one of the adoptive parents or foster parents of orphans, combat veterans, and other categories. The full list of individuals is provided in paragraphs 2) and 3) of Article 346 of the Tax Code of the Republic of Kazakhstan.Pension beneficiaries who were not eligible for standard tax deductions when determining their taxable income under the LSPBP must urgently – by December 31, 2025 (inclusive) – contact their nearest UAPF branch office with an application and supporting documents (if the Central Bank of Kazakhstan has information confirming the beneficiary's established disability, the provision of relevant supporting documents is not required) to apply for standard tax deductions for income recalculation and individual income tax reimbursement.           How will the IIT be refunded if I submit a timely application? How long will the adopted changes be valid?  After applying the standard tax deduction, the individual tax deduction will be returned to the beneficiary's individual pension savings account if it was withheld. If the deferred individual tax deduction was chosen, then after January 1, 2026, the obligation to pay it when receiving monthly pension benefits will be cancelled.              The extension of the statute of limitations for certain categories of individuals seeking individual income tax refunds will be in effect until December 31, 2025, inclusive, as the new Tax Code of the Republic of Kazakhstan will come into effect on January 1, 2026, and the statute of limitations will again be three years.Therefore, everyone who received the LSPBP in 2021-2022 and is eligible for standard tax deductions is advised not to delay and take advantage of this right promptly!If you have any questions, please contact the Call Center: 1418 (toll-free within Kazakhstan), 8 (727) 356 10 60 (long-distance and international calls). I am a person with a Group 2 disability and submitted documents to the UAPF for a tax refund. The resulting balance is taxable income. The State Revenue Committee informs citizens about the rules for the import of electric vehicles (code 8703 80,000 2 TN VED EAEU) 29.10.2025
 In recent years, more and more Kazakhstanis have chosen electric vehicles - both for self-purchase and with the help of companies offering a turnkey service.       At the same time, it is important to take into account the current rules for customs clearance of such vehicles.       According to subparagraph 7.1.38 of paragraph 7 of Decision of the Commission of the Customs Union of November 27, 2009 No. 130, electric vehicles classified by the code 8703 80,000 2 TN VED of the EAEU are exempted from paying import customs duty.       In 2025, the same decision established a quota for the preferential import of electric vehicles - 15,000 units.       As of October 14, 2025, the quota is fully used.       Thus, the volume of preferential import of electric vehicles established for Kazakhstan has been exhausted.       This means that the import duty exemption no longer applies.       Now the import of electric vehicles is carried out on a common basis - with the payment of all established customs duties and taxes.Individuals when importing an electric car can choose one of three customs clearance methods:        Declaration of Goods (DT). Традиционно мастера Афганистана представляют в Казахстане кожаные и ковровые изделия, строительные материалы, сладости, сухофрукты, безалкогольные напитки, овощи и фрукты, драгоценные камни, ювелирные украшения и изделия ручной работы.Как отметил на открытии выставки вице-премьер – министр национальной экономики Серик Жумангарин, с каждым годом масштабы выставки растут: в этом году в Шымкент прибыли свыше 180 представителей афганского бизнеса.В этот же день в Шымкенте состоялся казахстанско-афганский бизнес-форум, собравший представителей государственных органов, отраслевых компаний и деловых кругов двух стран.  «Афганистан – один из важнейших торговых партнеров Казахстана в Южной Азии. У наших стран есть обширный потенциал для развития сотрудничества как в двустороннем формате, так и в масштабе всего региона», — подчеркнул Серик Жумангарин, выступая на бизнес-форуме.Взаимная торговля между странами за прошлый год составила $545,2 млн, за 8 месяцев 2025 г. – $335,9 млн. В совокупности эти проекты формируют новую торговую ось Центральная Азия – Южная Азия (CASA).Также афганская делегация посетила площадку строительства  Международного центра промышленной кооперации «Центральная Азия» (МЦПК) на территории  Туркестанской области, где были представлены возможности для организации совместных инвестиционных проектов. На месте МЦПК уже  ведутся работы по строительству дорог, подведению инженерной инфраструктуры и строительству производственных зданий. More than 2 thousand projects supported for over 300 billion tenge: Kazakhstan celebrates Entrepreneur's Day 29.10.2025
On October 29, the Day of Entrepreneurs of Kazakhstan is celebrated — a professional holiday for all those who create jobs, develop the economy and strengthen the welfare of the country.It was on October 29, 2015 that the Entrepreneurial Code of the Republic of Kazakhstan was adopted, which combined the legislative foundations of entrepreneurial, investment and competition policy, which laid the foundation for a unified state business support system.To date, about 2.4 million business entities have been registered in Kazakhstan, employing more than 4 million people.
