“UAPF” JSC (hereinafter referred to as the UAPF) presents a report on the management of pension assets by the National Bank of the Republic of Kazakhstan (hereinafter referred to as the NBRK) and investment portfolio managers (hereinafter referred to as the IPM) on the enpf.kz website in the section “Indicators - Investment Activity”. The total volume of pension assets as of September 1, 2025 managed by the NBRK and the IPM amounted to 25,083.08 billion KZT. The volume of pension assets formed at the expense of mandatory pension contributions of the employer (hereinafter referred to as the MPCE), which are in trust management of the NBRK, is 551.25 billion KZT.Pension assets managed by the IPM amounted to more than 68.36 billion KZT. Investment portfolio of pension assets managed by the NBRK The National Bank, as a trustee of UAPF pension assets, pursues a balanced investment policy: it invests in various types of financial instruments by currency, country, sector and issuer.As of September 1, 2025, the main areas of investment of pension assets formed at the expense of MPC, MPPC, VPC are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 42.58%, bonds of quasi-public companies – 8.85%, bonds of second-tier banks of the Republic of Kazakhstan – 2.78%, deposits of the NBRK – 2.14%, shares and depositary receipts of issuers of the Republic of Kazakhstan – 1.77%, MFIs – 1.20%.As of September 1, 2025, the investment portfolio in terms of currencies in which financial instruments purchased at the expense of MPC, MPPC, APC are denominated is as follows: investments in the national currency – 57.33%, in US dollars – 42.67% of the portfolio of pension assets.From the analysis of the structure of income received, it follows that income in the form of interest on securities, including placed deposits and reverse repo transactions, amounted to 1,277.10 billion KZT, income from revaluation of foreign currency, except for assets under external management, amounted to 139.12 billion KZT, income from assets under external management, including taking into account exchange rate revaluation, amounted to 456.19 billion KZT,  other income - 5.16 billion KZT. The market revaluation of securities was negative.The amount of accrued investment income for the last 12 months from September 2024 to August 2025 amounted to about 2.74 trillion KZT, the yield for this period was 12.60% with inflation of 12.20%. As of September 1, 2025, the directions of investment of the MPCEare as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 97.58%, deposits of the NBRK - 2.22%, cash on investment accounts - 0.20%.The investment portfolio at the expense of the MPCE includes only financial instruments denominated in the national currency.As of September 1, 2025, the yield on compulsory pension insurance over the past 12 months was 7.64%.Recall that pension savings are long-term investments. Therefore, it is advisable to analyze the amount of investment income for a period of at least one year. In some periods, there may be a decrease in profitability due to the volatility of foreign exchange rates, changes in the market value of financial instruments, as well as the impact of inflation. In Petropavlovsk, probation officers prevented an attempted escape by a convicted individual under supervision who had been sentenced to restriction of freedom.As part of the “Uchastok” operational and preventive campaign, inspectors noticed that the signal from the electronic monitoring bracelet had disappeared. Officers immediately went to the offender’s place of residence and apprehended him as he attempted to leave the city with a damaged bracelet.It was later revealed that the man had planned to travel to another city with his friends.“Previously, the offender had repeatedly left his residence at unauthorized times, violating his curfew and other obligations imposed by the court. Gabala, October 7, 2025 – Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev held bilateral meetings with Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, and Minister of Foreign Affairs and Trade of Hungary, Péter Szijjártó, on the sidelines of the Summit of the Organization of Turkic States.During the meeting with the head of the Azerbaijani Foreign Ministry, the state and prospects for the further development of bilateral cooperation, as well as progress in implementing agreements reached at the highest and high levels were discussed.Particular attention was paid to the preparation of the upcoming state visit of the President of the Republic of Azerbaijan, Ilham Aliyev, to the Republic of Kazakhstan.Minister Kosherbayev proposed holding a forum of IT specialists during this visit to give additional impetus to relations between Astana and Baku in the field of digitalization.Discussions were held with the head of the Hungarian Foreign Ministry on the implementation of agreements reached following the state visit of Kazakhstan’s President Kassym-Jomart Tokayev to Hungary in November 2024, as well as the visits to Kazakhstan by Hungarian President Tamás Sulyok and Speaker of Parliament László Kövér in September-October 2025.The interlocutors focused on issues related to the development and expansion of joint projects in the fields of agriculture, energy, healthcare, and finance. Nevertheless, within the Organization, effective mechanisms have already been proposed to advance large-scale trade and economic projects. One such mechanism is the Turkic Investment Fund. We should fully utilize the opportunities of this financial institution. This year, our ministers of economy and trade will gather in Turkistan. On that occasion, it would be appropriate to prepare a List of projects to be financed by the Fund. Industrial cooperation plays a significant role in diversifying our economies. In this regard, we think that the Turkic Chamber of Commerce and Industry possesses great potential. Next year, Kazakhstan will assume the chairmanship of this Chamber. In this capacity, we will propose the adoption of an Industrial Cooperation Program focused on concrete projects, – emphasized Kassym-Jomart Tokayev.The President considers one of the main priorities to be bringing cooperation in the transport and logistics sector to a qualitatively new level.– Our countries are situated at the crossroads of East and West, North and South, in the very heart of Eurasia. Today, five international railway corridors pass through Kazakhstan. Nearly 85% of cargo transported between Asia and Europe transits through our territory. Recently, we launched the second line of the Dostyk – Moyynty railway. This step will contribute to the dynamic development of the Trans-Kazakhstan railway corridor. The new line will increase freight capacity fivefold. In addition, two other major railway projects are currently underway. These initiatives will undoubtedly provide strong momentum to the diversification of regional logistics. The Trans-Caspian International Transport Route has become a strategic part of Eurasia’s transport network. Over the past five years, the volume of cargo transported along the Middle Corridor has grown sixfold. Recently, the transport ministers of the member states of the Organization met in Almaty. During this meeting, the parties reached a number of agreements on this route. In this context, we call on the Turkic states to actively participate in modernizing air hubs, railway stations, and seaports along the Middle Corridor. Currently, intensive work is underway on the digitalization of the transport and transit sector. In this regard, the use of Artificial Intelligence technologies will undoubtedly be effective. Therefore, we propose to discuss the establishment of a Digital Monitoring Centre within the Organization, engaging leading experts in the field, – stated the Head of State.Touching upon the importance of digitalization and artificial intelligence, the President emphasized that Kazakhstan has set a strategic goal to become a fully digital state.– To ensure the comprehensive development of artificial intelligence, we have launched programs to train qualified specialists in this field. As part of this initiative, more than 400 students have already received specialized training since the beginning of this year. We also plan to establish the first research university specializing in the training of artificial intelligence experts. Kazakhstan stands ready to allocate special grants for young people from Turkic countries who wish to study at this institution, – he stated.The Head of State put forward a number of initiatives that can be implemented within the framework of the Organization– Recently, the Alem.ai Artificial Intelligence Center was inaugurated in Astana. Building on this foundation, we propose the establishment of a Digital Innovations Center of the Organization of Turkic States. It will also facilitate the exchange of experience in the field of artificial intelligence and help attract venture capital. We should effectively utilize the vast potential of digitalization and artificial intelligence for the benefit of our peoples. At the same time, we must take proactive measures to address the risks and challenges posed by emerging technologies. Therefore, I propose dedicating next year’s informal Summit of the Organization to the theme “Artificial Intelligence and Digital Development”. In the lead-up to this event, we stand ready to host an international conference that will bring together leading experts and practitioners in the field, – said the President.Kassym-Jomart Tokayev believes that under the current circumstances, the development of the energy sector requires priority attention.– It is the backbone of our economies and the foundation of our strategic partnership. We are already implementing joint infrastructure projects and working to ensure secure and efficient routes for energy transportation. The Green Energy Corridor among Kazakhstan, Azerbaijan, and Uzbekistan stands as a vivid example of fruitful cooperation in this area. At the same time, we believe it is essential to pay particular attention to renewable energy sources, especially solar energy. In this regard, I propose establishing a Council for Energy Efficiency Excellence within the Organization of Turkic States. Nevertheless, the development and efficient utilization of oil and gas, uranium, coal and rare earth minerals continue to serve as a cornerstone of Kazakhstan’s energy strategy, – noted President Tokayev.According to the Head of State, one of the most pressing global issues is water scarcity, which may become the most acute challenge for Central Asia.– Recognizing that river waters represent a shared good, it is essential to develop new approaches to their sustainable use. We could adopt a Joint Program focused on digital monitoring of irrigation systems, the wider use of drip irrigation technologies, and enhancing the efficiency of water reservoirs. As you are aware, the Caspian Sea has been steadily shrinking. We are all deeply concerned about it. The ancient Caspian has always held a special place for the Turkic peoples. It can truly be seen as a source of unity among our nations. In recent years, the decline in the sea level has had a negative impact on the region’s ecology and economy. This is a challenge of global concern. I emphasized this in my address at the Shanghai Cooperation Organization’s Summit and at anniversary session of the UN General Assembly. As neighboring nations with shared past, we must devote particular attention to improving the situation of Caspian Sea. I call upon the Turkic states to unite efforts in this endeavour, to advance joint projects and support international initiatives. With the support of the United Nations, Kazakhstan will host a regional summit next April under the theme “Shared Vision for a Resilient Future”. We look forward to the active participation of the Turkic states in the Summit at the highest level, – said President Kassym-Jomart Tokayev. The Head of State noted that cultural and humanitarian ties are also strengthening within the Organization of Turkic States–This year Aktau city was declared the Cultural capital of the Turkic world.  Several events took place within this endeavour. The Turkic cultural festival was organized along the Caspian Sea. This important gathering attracted more than 100 thousand visitors. Moreover, Almaty was named the Youth capital of the Turkic world. We should take active steps to raise our young generation in the spirit of brotherhood and close cultural bonds. In this regard, I suggest to hold Creative Economic Forum in Almaty. This step will provide an opportunity to bring our youth closer and enhance their knowledge.  We have a Kazakh saying “Skilled person will swim high”. Indeed, the values of art, education, science broaden our Civilization. Kazakhstan can also host a special event for the representatives of our intelligentsia. This event could be organized under the auspices of our Organization’s Council of Elders. We inform interested parties and participants of foreign economic activity about upcoming changes in the legal regulation of conformity assessment of single vehicles.From October 20 this year will come into force the Decision of the Council of the Eurasian Economic Commission of May 23, 2025 № 45, which amends the Technical Regulations of the Customs Union “On the Safety of Wheeled Vehicles” (TR TS TS 018/2011).Decision of the EEC Council No. 45 clarifies the definition of the concept of “single vehicle” contained in Section II “Definitions” of Technical Regulation TR CU 018/2011.The paragraph of the definition relating to vehicles imported by a natural person is set out in a new wording. The text after the words “by a natural person for his own needs” is supplemented with the following specification: “(under single vehicles for own needs are understood certain types of auto- and motor vehicles and trailers to auto- and motor vehicles, defined by the Eurasian Economic Commission as vehicles for personal use);”This addition establishes a direct legal link between the norms of technical regulation (TR CU 018/2011) and the customs legislation of the EAEU in terms of the application of non-tariff regulation measures.Since October 20 of this year, in order to classify a vehicle imported by an individual as a “single” vehicle for the purpose of conformity assessment and obtaining a Certificate of Vehicle Construction Safety (CVCS), it is necessary for the vehicle to be recognized as goods for personal use in accordance with the criteria established by the customs legislation.The criteria for classifying vehicles as goods for personal use are defined by the EEU Customs Code and Decision of the EEC Council No. 107 of December 20, 2017 “On Certain Issues Related to Goods for Personal Use”.We ask foreign trade participants, customs representatives and individuals planning to import vehicles to take these changes into account in their activities for the correct application of non-tariff regulation measures and customs declaration. Source : https://www.gov.kz/memleket/entities/kgd-zhetysu/press/news/details/1082157?lang=kk
