The Ministry of Trade and Integration of the Republic of Kazakhstan has submitted draft amendments to the Rules for the Provision of State Support Measures for Private Entrepreneurship to Domestic Trade Entities for public discussion. The document has been published on the "Open NPA" portal and is available for discussion until February 20 of this year.The draft was developed and is aimed at strengthening practical support for small businesses and stimulating the development of Kazakhstani production. The proposed amendments affect the terms of the state program and provide for stricter reciprocal obligations for recipients of state support measures, with an emphasis on protecting the interests of entrepreneurs.One of the key proposals is to limit increases in the rental cost of retail space for one year after the conclusion of agreements subsidizing a portion of the interest rate and guaranteeing loans for entities providing retail space for rent. This measure is particularly important for small and medium-sized businesses, as well as individual entrepreneurs operating from rented space. It ensures cost predictability, enables business planning, and reduces the risk of sudden and unjustified rent increases.The draft also provides for preferential placement of new Kazakhstani brands in retail space and on shelf space. This applies to products from manufacturers included in the Register of Kazakhstani Commodity Producers, upon their written request, for a period of three months or more. The proposed changes provide them with the necessary starting point and the opportunity to establish themselves in the market.Furthermore, when replenishing working capital, the Rules propose to establish a requirement to purchase goods, raw materials, and supplies from entrepreneurs included in the Register of Kazakhstani Commodity Producers. This decision is aimed at developing internal cooperation, supporting local supply chains, and reducing dependence on imports.Overall, the implementation of the proposed regulations demonstrates a systematic approach to solving small business problems and creates the conditions for long-term economic impact. On February 5 of this year, a working meeting was held with the participation of the Head of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Kostanay Region, Y.A. The task is to build a system where violations are difficult to commit, and conscientious behavior is the norm.Y.A. Salykbayev also informed about upcoming changes for civil servants within the framework of the Concept for the Development of the Civil Service for 2024–2029.These include the digitalization of personnel processes and financial control. Online License Plate Ordering Service Launched in the “PSC” Mobile ApplicationThe State Corporation “Government for Citizens” announces the launch of a new digital service in the PSC mobile application — online ordering of state vehicle registration license plates.As of January 1, 2026, in accordance with amendments to the Tax Code of the Republic of Kazakhstan, the list of available vehicle registration license plates has been expanded. It now includes so-called “desired” and “mirror” license plates, reflecting the growing public interest and the need to provide greater choice when registering vehicles.To improve service accessibility, the option to select and order state registration license plates through the PSC mobile application has been implemented as an alternative online application channel. The new service allows citizens to submit a request for a license plate with a preferred number combination remotely, without visiting Specialized PSCs in person.The application process is fully online and takes only a few minutes. Users need to log in to the PSC mobile application, select the license plate ordering service, and enter the desired number and series. The region is determined automatically based on the applicant’s place of registration.If the selected license plate is available, the user is prompted to make the payment and choose a convenient office to collect the finished license plate. If the combination is already taken, the system will notify the user and suggest entering another option.The service functionality has been implemented through integration with the information systems of the Ministry of Internal Affairs of the Republic of Kazakhstan. A meeting was held at the headquarters of the Dala Qyrandary youth association with Deputy Commander-in-Chief of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan for Educational and Social-Legal Affairs, Major General Kairat Umbetov; Head of the Main Directorate of Combat Training, Colonel Nurlan Mukhamedov; and Head of the Directorate of Physical Training and Sports, Colonel Satzhan Abishev. The event was conducted in the format of an open dialogue and was aimed at discussing current issues of civic education, the formation of legal culture, and the enhancement of youth social responsibility. The focus was placed on the role of youth organizations in strengthening public stability and promoting healthy values. During the meeting, key areas of joint activity were outlined, including: prevention of the spread of narcotic substances; combating the distribution of surrogate alcohol and preventing alcoholism; support and development of street sports infrastructure; promotion of a healthy and sports-oriented lifestyle; and protection of state, civic, and patriotic values and symbols. A separate part of the meeting took place in the amphitheater area with the participation of members of the Dala Qyrandary movement aged 16 to 25. Participants discussed issues of mutual cooperation and interaction in the implementation of state programs, including Law and Order, Taza Kazakhstan, as well as initiatives aimed at patriotic education of the younger generation. Following the meeting, the parties emphasized the importance of systematic dialogue between representatives of the law-enforcement forces and youth organizations, noting that such platforms contribute to the formation of an active civic position and the involvement of young people in addressing socially significant challenges. In the capital, students of the Bilim Innovation boarding lyceum for gifted boys visited Military Unit 3656 of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan on an ознакомительная excursion. During the educational visit, the teenagers learned about the activities of the aviation base and the important role of the unit in ensuring the security of the country’s airspace.As part of the event, the students observed the unit’s day-to-day service and combat activities firsthand and became closely acquainted with the aviation equipment stationed at the base. The young guests viewed aircraft and helicopters and witnessed the service of military personnel responsible for safeguarding the airspace.The tour was conducted by the Head of the Department for Educational and Social-Legal Affairs of Military Unit 3656, Lieutenant Colonel Daniyar Toktarov. In his interaction with the youth, he noted that interest in military service does not develop overnight, but begins precisely with such meaningful and emotionally engaging meetings.— Interest in military service does not arise instantly.
