On Amendments Related to Electronic Invoices 31.01.2026
Within the framework of the Tax Code of the Republic of Kazakhstan, the following key amendments related to electronic invoices shall enter into force as of 1 January 2026:Mandatory confirmation by the recipient of amended, additional, and cancelled electronic invoices (EI):Amended, additional, and cancelled electronic invoices are subject to mandatory confirmation by the recipient - a VAT payer - in the Electronic Invoice Information System (EI IS). An amended or additional EI shall be deemed issued, and a cancelled EI shall be deemed cancelled, only upon confirmation by the recipient of such electronic invoices.For recipients who are not VAT payers, automatic confirmation is provided upon expiration of the prescribed period in the absence of any response.Expansion of the range of entities obliged to issue electronic invoices, including:VAT payers:In accordance with the provisions of the Tax Code of the Republic of Kazakhstan, when acquiring works and services from a non-resident, if the place of supply is recognized as the territory of the Republic of Kazakhstan, the taxpayer is obliged to issue an electronic invoice on behalf of the non-resident. Kazakhstan Improves 55% of Public Financial Management Indicators — PEFA Assessment 31.01.2026
Kazakhstan has improved its performance in 17 out of 31 areas under the international PEFA (Public Expenditure and Financial Accountability) framework, a globally recognized standard for assessing public financial management. The results were presented at a roundtable marking the launch of the Public Expenditure and Financial Accountability (PEFA) Assessment report. The event was attended by the Minister of Finance of the Republic of Kazakhstan, Madi Takiyev; Najy Benhassine, World Bank Division Director for Central Asia; and Utsav Kumar, Asian Development Bank (ADB) Country Director for Kazakhstan.The Government of the Republic of Kazakhstan, with the support of the World Bank and ADB, has completed the Public Expenditure and Financial Accountability (PEFA) assessment. The assessment provides an objective evaluation of the budget process, transparency, accountability, and the efficiency of public resource use in line with international standards.Compared with the previous assessment conducted in 2018, Kazakhstan has made notable progress. The share of indicators with the highest rating (‘A’) increased from 16% to 39%, while 94% of indicators received a rating of ‘C’ or higher, which represents the baseline level.“Kazakhstan’s progress since 2018 demonstrates responsible public financial management,” said Najy Benhassine, World Bank Division Director for Central Asia. “The next phase of reforms will involve using the results of this assessment, including its climate dimension, to update the country’s public financial management strategy, further improving the efficiency of public spending and its benefits for citizens.”The evaluation covered key components of the public finance system, including budget planning and execution, revenue and expenditure management, public procurement, internal and external audit, as well as fiscal transparency and reporting.Among the system’s strengths highlighted in the report are stronger fiscal discipline, effective budget execution, and transparent revenue management. The assessment also placed special emphasis on the strategic allocation of resources. International experts noted improved alignment between medium-term budgeting and strategic plans, as well as the enhanced role of key performance indicators (KPIs) in resource allocation. An internal control and audit system aligned with international standards now covers nearly all government expenditures, ensuring compliance with financial regulations.“The assessment demonstrates Kazakhstan’s continued progress in improving the transparency and accountability of its public financial management system, while also identifying areas for further improvement, including competitive procurement, debt management, and access to information. Stronger public financial management strengthens the nation—where transparency empowers citizens, accountability builds public trust, and development progress becomes more resilient and impactful,” said Ruth Farrant, Director, ADB Procurement, Portfolio and Financial Management Department. A NEW 200-BED PERINATAL CENTER WILL BE BUILT 30.01.2026
The construction of a new 200-bed city perinatal center No. 2 has officially begun in Shymkent. A capsule-laying ceremony was held at the construction site of the future facility in Akzhaiyk microdistrict. The event was attended by Shymkent city mayor Gabit Syzdykbekov. During the ceremony, the head of the metropolis noted the social importance of the project and its role in the development of the city's healthcare system. "The construction of a modern perinatal center is an investment in the health of future generations. The need to build a new medical facility is associated with the constant growth of the city's population. Shymkent is a consistently high-birth-rate region in the country. Currently, the city's population exceeds 1.29 million people. Over the past three years, the number of children has increased by about 10%, reaching 500 thousand people. According to forecasts, by 2035 the population of the metropolis may exceed 1.85 million people. Currently, four specialized medical institutions in the city, with a total of 508 obstetric beds, are operating at an overload rate. The average load exceeds the regulatory rate and is 106 percent. Taking into account the demographic growth of the population, a decision was made to build a Level III perinatal center that will provide medical care in accordance with international standards. The new center will be equipped with modern high-tech medical equipment and will significantly expand the possibilities of specialized care for pregnant women and newborns. The new draft Constitution of the Republic of Kazakhstan includes provisions on the unicameral Parliament model and the updated system of state bodies in several sections. This was announced by Deputy Chairman of the Constitutional Court Bakhyt Nurmukhanov at a regular meeting of the Constitutional Commission. According to him, the norms for the unicameral parliamentary model are summarized in the fourth part - the section called "Kuryltai". This section establishes the powers of the legislative body, and also updates all articles related to the organization of the sessions of the Kuryltai and its activities. "The number of subjects with the right to initiate legislation has been clearly defined. The Constituent Assembly establishes a list of the most important public relations regulated by the adoption of laws. The procedures for considering and adopting draft laws are provided for. Issues related to the position of the Chairman of the Constituent Assembly are regulated in a separate article," said Bakhyt Nurmukhanov. The fifth part is dedicated to the "Government". "Many provisions related to the transition to a unicameral Kurultai have been clarified. They concern the responsibility and reporting of the Government and its members to the Kurultai, the expression of a vote of no confidence, the introduction of draft laws to the Kurultai, and reporting on the republican budget and its implementation," the speaker noted. The Head of State emphasized the role of volunteers in forming environmental culture and public awareness at the Volunteer Forum. According to the President, environmental culture is a very important value inherent in a civilized society, and volunteers are doing concrete work in this direction. Last year, volunteers participated in more than 1,300 events within the framework of the "Clean Kazakhstan" initiative, contributing to the beautification of settlements and nature protection. Kassym-Jomart Tokayev noted the importance of training professional eco-volunteers and creating permanent teams in each region. According to the President, the "Clean Kazakhstan" movement should rise to the level of a national idea. During the forum, the Head of State also spoke about the need to expand international volunteer cooperation. Kazakhstan is actively participating in the development of the volunteer movement within the framework of the UN, SCO, CICA and the CIS. In the future, new platforms will be created for the exchange of experience and coordination of international initiatives. The President also spoke about constitutional reforms and emphasized the importance of enshrining humanitarian values in the Constitution. According to him, responsible and creative patriotism is one of the main principles of modern society. This principle is clearly reflected in the activities of every volunteer. According to Kassym-Jomart Tokayev, creating a Just, Safe, and Clean Kazakhstan, where law and order prevail, is the common task of all citizens. On this path, the volunteer movement will remain one of the main forces uniting society.
