More than 172,000 hectares of land have been returned to the Ulytau region 22.11.2024
According to the instructions of the Head of State, the Committee for Land Management of the Ministry of Agriculture of the Republic of Kazakhstan for 2024 in the Ulytau region, it is planned to return agricultural land to state ownership with a total area of 170 thousand hectares. The plan for the return of land has been fulfilled: plots with a total area of 172 thousand 526 hectares have been returned. At a meeting of the Land Resources Commission chaired by Deputy Prime Minister Serik Zhumangarin, the Government considered a number of issues related to the seizure of land plots from farmers.The main issue is the creation of a legal framework for identifying bona fide and unscrupulous land users, which will enable authorized bodies to act within the legal framework when making these decisions. To do this, a working group chaired by the Vice Minister of Agriculture, which includes deputy akims of the regions, representatives of the Prosecutor General's Office, Judicial Administration, Anti-Corruption Agency, Ministry of National Economy and NCE "Atameken", has developed a proposal to create special commissions in the regions. They will deal with the issue of the continuation of land use rights based on a number of criteria. These include the use of land in accordance with its intended purpose, payment of taxes, attraction of investments, development of rural areas and others. In order to comply with all legal procedures, amendments are being made to the regulation of the Ministry of Agriculture in terms of giving the state agency competence to develop and approve a model provision and an algorithm for the actions of this special regional commission. After that, the Ministry of Agriculture will develop a regulation and an algorithm of actions of the regional commission to resolve the issue of continuing land use rights for existing agricultural producers.The meeting also considered the issue of owners of agricultural land in the Karaganda and Pavlodar regions, who had duplication in ownership due to the imposition of borders. Following the discussion, Serik Zhumangarin instructed to carefully study all archival documents and cartographic data to clarify the true boundaries of the disputed lands and resolve the issue that arose. Recall that since the beginning of 2024, more than 2 million hectares of agricultural land have been returned to state ownership. The Ministry of Agriculture's Land Management Committee conducted about 1,750 unscheduled inspections of land users on a total area of 2.8 million hectares. Maslo-Del Petropavlovsk LLP has completed the construction of a new oil extraction plant.The plant will process 370 thousand tons of oilseeds per year.The plant's products will include sunflower and linseed oil, as well as meal. To increase competitiveness in foreign markets, cold-pressed technology will be used in production.The company has modern equipment manufactured in Germany, Belgium and Turkey.At the moment, the construction of extraction, preparation and acceptance of seeds, as well as pumping and boiler rooms has been completed.Commissioning of the equipment is underway. The Minister of Finance of the Republic of Kazakhstan, Madi Takiyev, presented the draft law "On the Republican budget for 2025-2027" in the Senate of the Parliament of Kazakhstan. During the discussion of the bill, a number of amendments were made that support the development of infrastructure in the regions. In this regard, it was decided to return the law to the Mazhilis with amendments proposed by senators.The document was developed on the basis of the Forecast of socio-economic development of the country until 2029. Revenues for 2025 will amount to 21.7 trillion tenge with an increase of 1.2 trillion tenge compared to the current year's plan. The deficit will decrease to 1.9% of GDP by 2027.Budget expenditures, taking into account revenues and deficits, are planned for 2025 with an increase of 1.7 trillion tenge compared to the previous year and will amount to 25.8 trillion tenge."During the discussion of the bill in the Senate of the Parliament, a number of amendments were made. Additionally, expenses are provided for the provision of clean drinking water, the development of gas supply systems, heat and electricity, transport infrastructure, ICI, regional development, as well as the implementation of the Auyl - el Besigi project. The budget remains socially oriented. It is planned to allocate 9.8 trillion tenge to the social sphere in 2025, with an increase of 871 billion tenge by the current year. The share of total expenditures in 2025 will amount to 38%," Minister of Finance of the Republic of Kazakhstan Madi Takiev stressed.Thus, expenses in the amount of 6 trillion tenge are provided for social security and social assistance to citizens, taking into account the indexation of social benefits and an increase in the number of recipients of payments.In 2025, the cost of education will exceed 1 trillion tenge.Healthcare expenditures for 2025-2027 will amount to 7.6 trillion tenge, of which in 2025 – 2.5 trillion tenge with an increase of 188 billion tenge compared to the current year. In general, the volume of expenditures on the GOBMP in 2025 is planned in the amount of 1.6 trillion tenge. The CSHI provides 675 billion tenge, of which 668 billion tenge is allocated to pay state contributions.The expenses of the republican budget for the development of tourism and sports in 2025 are planned in the amount of 141 billion tenge, for culture and information – 165 billion tenge.Next year 7.5 trillion tenge will be allocated to support the regions at the expense of the republican budget.It is planned to allocate 568 billion tenge for the development of the transport industry in 2025.139 billion tenge is provided for effective water resources management with an increase of 53 billion tenge or 61% compared to the current year.The expenses of law enforcement agencies in 2025 will amount to 2.7 trillion tenge. Thus, measures to ensure the defense and security of the state, the protection of law and order and the maintenance of internal stability will be implemented in full."The Senate adopted a set of amendments providing for additional funds in many key areas. A large amount of funds is provided for the social sphere, the uniform development of regions and business promotion. So, next year 2.1 trillion tenge is allocated to support the real sector of the economy. Of these, in accordance with the instructions of the Head of State, the development of the agro-industrial complex has been strengthened. In 2025, 635 billion tenge is provided for this direction with an increase of 30% compared to the current year. I would like to emphasize that social spending remains a priority area of expenditure. Since the beginning of the year, about 508.3 billion tenge has been allocated from the republican budget for the payment of state social benefits (hereinafter referred to as GSP) for disability and loss of breadwinner. In addition, social payments for disability and loss of breadwinner in the amount of about 66.5 billion tenge were made from the State Social Insurance Fund (hereinafter referred to as the GFSS).As of November 1, 2024, the number of recipients of GSP for disability is about 542.2 thousand people, in case of loss of breadwinner – about 177.9 thousand people.The amount of state social benefits for disability depends on the group and cause of disability, as well as on the amount of the subsistence minimum established by the law "On the Republican Budget" for the corresponding financial year.The amount of state social benefits in case of loss of a breadwinner depends on the number of dependents of the deceased (deceased) breadwinner, the cause of death and the amount of the subsistence minimum.In addition, participants in the compulsory social insurance system receive social payments from the State Social Insurance Fund in the event of social risks. So, as of November 1, 2024, 99.9 thousand people received social benefits for disability, and about 66.3 thousand families received social benefits for loss of breadwinner. The amounts of payments are individual and depend on: the average monthly income from which social contributions were made to the State Social Insurance Fund over the past 2 years, disability rates, the number of dependents, length of service in the compulsory social insurance system and income replacement. These payments are made in addition to similar benefits paid from the republican budget.Since January 1, 2024, the amount of state social benefits for disability and loss of breadwinner has been increased by 7% due to an increase in the subsistence level. According to the decision of the Government of the Republic of Kazakhstan, the amount of payments from the State Pension Fund for disability and loss of breadwinner was also increased by 7%.So, this year, the size of the GSP for disability from a common disease is 95,496 tenge for 1 group, 76,397 tenge for 2 groups, 52,089 tenge for 3 groups.As of November 1, 2024, the average amount of social benefits for disability is 59,256 tenge, for loss of breadwinner – 63,743 tenge.Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/887374

The First Vice-Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan, Akmadi Sarbasov, took part in a number of sessions of the UN Climate Change Conference held in Azerbaijan. The event discussed issues of inclusivity and gender equality in the context of climate change, as well as measures taken by governments, trade unions and employers to protect the environment.In his speeches and dialogues, Akmadi Sarbasov stressed that climate change is not only an environmental, but also a social problem that requires a systematic approach."Climate change is a social challenge that affects everyone and requires a comprehensive approach. Social protection programs should provide opportunities for retraining and adaptation, helping people integrate into the new economy. They must support the transition of workers to new jobs and ensure their safety.As an example, A.
