How is East Kazakhstan Region preparing for winter? 22.11.2024
The republican command and staff exercises "Kys-2024" are taking place in the East Kazakhstan region. We must be especially ready for emergency rescue operations on the roads," Yermek Kosherbayev said.According to the legend of the exercises of the RKSU "Kys-2024", a blizzard raged in East Kazakhstan region, a passenger bus with people remained hostage to winter drifts on one of the roads. Rescuers were able to make their way to help through the formed snowdrifts only on high-passable all-terrain vehicles "Sherp" and evacuated citizens, among whom there were victims. In order to quickly deliver them to the nearest medical facility, the MI-8 Kazaviaspas helicopter was involved. On board, first aid was provided by doctors of the Disaster Medicine Center.- Taking into account the peculiarities of the harsh winter in the east of the country, emergency situations were created at the exercises as close as possible to real ones. During the last winter alone, 90 people were rescued and evacuated from the slopes, 18 emergency rescue operations were carried out, and 70 storm warnings were announced. Over the past two years, new village clubs have been put into operation in the villages of Boztal, Malaya-Vladimirovka, Koyanbai, Ondiris, Dolon, Bokebai and Boden. However, many cultural objects need to be repaired. Over the 10 months of 2024, about 450 cultural events were held aimed at developing folk art and working with young people.There are 42 sports facilities on the territory of Beskaragai district. In 2024, mini-football fields were built in the villages of Boztal and Kanonerka, and a full—fledged football field was built in the village of Malaya Vladimirovka. Large-scale work is planned for the coming years: the construction of modular gyms, the creation of training bases, expanding the availability of sports sections for young people and adults, the introduction of modern technologies into the training process and professional development of coaches. On behalf of the Head of State, measures have been introduced into the draft of the new Water Code to prevent and protect against flood and meltwater. The Ministry of Water Resources and Irrigation, deputies of the Mazhilis of the Parliament and experts continue to finalize the document. According to the draft Water Code, in order to protect settlements and facilities, local executive bodies should carry out work on the construction of dams, mobile fences, bypass channels and temporary reservoirs. Also, local executive bodies should carry out the planting of forest plantations to protect against flood and meltwater. In turn, the basin plans will determine the measures necessary for each of the country's eight water basins. The draft of the new Water Code also provides for measures to counter droughts, including monitoring of precipitation and soil moisture, collection and storage of flood waters for dry periods, the introduction of water-saving technologies and adaptation of agriculture through the use of drought-resistant crops. "The document clearly delineates the powers of state bodies in the issue of countering floods and droughts. According to the ISO 3166-2 standard of the International Organization for Standardization, the geocodes "KAZ" and "KZ" officially designate the Republic of Kazakhstan. These codes are widely used in Internet domains, government documents, accounting documents and car license plates. They are recognizable both inside and outside the country. In this regard, Kazakhstan has approved the "KAZ" and "KZ" indexes for highways of international and national importance.The KAZ index is assigned to 23 highways passing through several regions. For example, the road between Astana and Almaty through Karaganda received the KAZ01 index, and the Astana – Kokshetau route (with a detour) – Petropavlovsk – the border of the Russian Federation (Zhana Zhol checkpoint) is designated as KAZ02.The KZ index is used for 88 roads of national significance located within the same region. During the meeting, the Vice Minister explained the key areas of the Ministry's activities, including the development of domestic and foreign trade, promotion of non-primary exports, technical regulation, metrology and consumer protection."One of the priorities of the Ministry is the development of exports of Kazakh products to international markets. The President set the task to bring the volume of non-primary exports to $ 41 billion by 2025. By the end of 2023, the target figure was $ 35.6 billion, which is 2.3% higher than planned," said Kairat Torebayev.Today, the export of Kazakh products covers more than 135 countries and is an important driver of the growth of commodity flows. A memorandum on ensuring fixed prices for vegetables was signed in Pavlodar region 22.11.2024
22 agricultural producers of the region signed a memorandum, according to which the necessary volume of potatoes and carrots will be laid down, as well as a fixed price for the winter-spring period 2024-2025 will be guaranteed. Vegetable growers have pledged to sell potatoes at a price not higher than 110-120 tenge per 1 kg, carrots — not higher than 90-100 tenge per 1 kg in social stores, at farmers' markets and within the framework of weekly agricultural fairs in the region.In addition, 10,000 tons of potatoes and 3,000 tons of carrots will be laid in the off-season to provide the region's market with affordable vegetables. It is planned to sell 1,290 tons of potatoes and 433 tons of carrots per month with a guarantee of product quality. The parties discussed the possibilities of using innovative technologies to search for underground resources in Kazakhstan.TERRA-A AG specializes in remote exploration of the subsurface using electromagnetic exploration and satellite imagery. Their technologies are used to detect sources of fresh water, precious metals like gold and diamonds, rare materials like lithium and copper, as well as to assess the environmental situation and monitor climate change.During the meeting, the participants expressed their willingness to work together on the search for white hydrogen. This type of hydrogen occurs naturally as a gas that can be found in underground deposits. Unlike synthetic hydrogen, which is produced through chemical processes, white hydrogen is extracted from natural sources, making it a potential environmentally friendly energy source in the future.Next, TERRA-A AG presented its platform for geophysical spectral analysis, which allows exploring underground resources. The Ministry of Industry and Construction of the Republic of Kazakhstan previously published an announcement on holding an electronic auction for 26 deposits. They contain reserves of such solid minerals as gold, silver, lead, zinc, etc.Recall that applications for participation in the auction will be accepted until January 15, 2025 through the EPN "minerals.e-qazyna.kz ".The electronic auction will be held on January 29, 2025 on the web portal of the state Property register e-qazyna.kz .The availability of information in the field of subsoil use is regulated by Article 7 of the Code of the Republic of Kazakhstan "On Subsoil and Subsoil Use", according to which the state provides open access to information about auctions for granting the right to subsoil use, their conditions and results.As a result, after the auctions, minutes of the auction results for each deposit are published on the official website of the Ministry on an ongoing basis, which contain the names of the winning companies, as well as the final amounts of subscription bonuses.Moreover, in the case of auctioning deposits with rare earth metals, additional obligations are put up to potential investors in the form of processing and production of metallurgical products at their own facilities or the construction of a plant on the territory of Kazakhstan.These additional obligations are a guarantee for the processing of rare earth metals in the country, and not just the extraction and export of ore abroad.It should be noted that in case of non-payment of the final amount of the subscription bonus by the auction winner, priority goes to the next participant.According to Tax legislation, non-payment of the final amount of the subscription bonus does not release the winner from payment obligations, moreover, the deposited guarantee obligation is also not returned to the winner who has not fulfilled his obligations and these amounts are collected into state revenue.
