WTO Fisheries Subsidies Agreement Enters into Force 16.09.2025
Geneva, 15 September 2025 – At the Special meeting of the WTO General Council, it was officially announced that the Agreement on Fisheries Subsidies has entered into force. The final instruments of acceptance, ensuring the required threshold for entry into force, were deposited by Brazil, Kenya, Tonga and Viet Nam.The Agreement was adopted on 17 June 2022 at the 12th WTO Ministerial Conference (MC12), held under the chairmanship of Kazakhstan. This is only the second new WTO agreement since the Organization was established, and the first since the Trade Facilitation Agreement, adopted in Bali in 2013 and entered into force in 2017.The Agreement prohibits subsidies contributing to illegal, unreported and unregulated (IUU) fishing, subsidies for the exploitation of overfished stocks, and subsidies for fishing in unregulated areas of the high seas. In doing so, it will help cut down on the USD 22 billion in harmful subsidies provided annually, thereby protecting marine ecosystems. Estimates show that IUU fishing accounts for up to 20% of global catch.According to WTO Director-General Ngozi Okonjo-Iweala, the Agreement on Fisheries Subsidies “is not only about preserving deteriorating fish stocks, but also about protecting the livelihoods and food security of millions of people. It is a response to challenges relating to global public goods, and a demonstration that the multilateral trading system is capable of delivering real results.”Kazakhstan ratified the Agreement on 19 June 2024, when President Kassym-Jomart Tokayev signed the Law “On Ratification of the Protocol Amending the Marrakesh Agreement Establishing the World Trade Organization.”Kazakhstan’s Permanent Representative to the WTO, Kairat Torebayev, emphasized: “As the world’s largest landlocked country, strengthening the multilateral trading system is of special importance to Kazakhstan. В общественной организации военных медиков оказывают посильную помощь ветеранам - решают проблемы социальной защиты пенсионеров и членов их семей, содействуют оказанию медицинской, юридической и другой помощи.Возглавляет Общественное объединение «Ветераны военной медицины» полковник медицинской службы в отставке Найман Окапов, вся трудовая жизнь которого связана с вооруженными силами. В течение 10 лет он возглавлял Центральный военный клинический госпиталь Министерства обороны РК в Алматы, стоял у истоков деятельности учреждения и был первым его начальником, начальником департамента медицинского обеспечения МО РК.- Наша основная цель помогать ветеранам военной медицины в решении проблем социальной защиты, и не только содействовать оказанию медицинской, юридической и другой помощи ветеранам, но также использовать их потенциал, - говорит он. В задачи альянса также входит организация конференций, семинаров, симпозиумов с целью обмена опытом и популяризации профессии военного медика. У объединения есть представители в Талдыкоргане, Шымкенте, Актобе, Алматы, Астане и Семее, те ветераны, которые там служили и, выйдя на пенсию, продолжают жить в тех городах. При этом в ассоциацию входят не только врачи, но и средний медицинский персонал, медтехники, тыловые работники военно-медицинских учреждений. Ветераны поддерживают связь с воинскими частями в местных гарнизонах, оказывают методическую и практическую помощь в организации и проведении тактико-специальных занятий и учений, принимают участие в торжественных мероприятиях, занимаются военно-патриотическим воспитанием подрастающего поколения.ОО «Ветераны военной медицины» подписало меморандум с Главным военно-медицинским управлением Вооруженных сил РК о том, чтобы совместно реализовывать проекты, способствующие улучшению, сохранению и укреплению здоровья военнослужащих. Так, Министерство обороны планирует открыть Академию военной медицины, и члены объединения принимали активное участие в разработке организационно-штатной структуры, ветераны готовы преподавать в новом учебном заведении.В ОО «Ветераны военной медицины» достаточно опытных специалистов. Многие военврачи прослужили в Вооруженных силах по 40 лет, к примеру полковник медицинской службы в отставке Джамеев Файзолла Кабикенович создал большую школу военных терапевтов, многих военврачей он вырастил от лейтенантов до полковников. А, полковник медицинской службы в отставке Таласбаев Есимгали Таласбаевич был главным сосудистым хирургом, когда служил в Белорусском военном округе. In the case of Kazakhstan, a bicameral system sometimes slows down processes, requires excessive costs, and does not produce the results expected by society. Therefore, the idea of a unicameral Parliament is a long-standing issue. Products are supplied to Uzbekistan, Kyrgyzstan, Turkmenistan, Afghanistan, Tajikistan, Belarus and Russia. The company also operates the Pioneer confectionery factory, which produces confectionery products supplied both to Kazakhstan and to Mongolia and China.
