The issues of ensuring safe working conditions were considered 30.06.2026
Today, under the chairmanship of Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, a meeting of the Government was held. The agenda included discussions on ensuring safe working conditions and industrial safety. The regional akim, Murat Ergeshbayev, participated via video conference.The Head of Government, emphasizing the importance of ensuring occupational safety, preventing workplace injuries, and protecting workers' rights, gave specific instructions to central state bodies and regional akims.In April of this year, the Head of State signed a law covering the improvement of safe working conditions, protection of workers' rights, and social security. Amendments to labor legislation are expected in the near future. All these initiatives are aimed at strengthening occupational safety and social protection of citizens.At the meeting held after the Government session, specific instructions were given on these and other issues.The regional leader instructed to strictly monitor the implementation of projects for gasification of settlements, and to complete construction and installation works with high quality and within the established deadlines. It is necessary to explore the possibilities of implementing artificial intelligence technologies for occupational safety at enterprises and to prepare specific proposals within a month.The meeting noted that compliance with safety requirements at production and construction sites, as well as the protection of workers' rights, are the direct responsibility of managers at all levels.The responsible authorities were instructed to bring order to the sphere of sanitary cleanliness within three days, in particular, at the solid domestic waste landfill located near the Belkol settlement. On May 28-29 of this year, the Central Election Commission, at the Academy of Public Administration under the President of the Republic of Kazakhstan, held a two-day republican seminar titled “Information and Legal Support of the Electoral Process” for members of election commissions responsible for information and legal areas of activity.At the opening of the seminar, Secretary of the Central Election Commission Shavkhat Utemisov noted that specialists responsible for the legal and informational support of the electoral process operate in an area of heightened responsibility. According to him, electoral campaigns require not only deep knowledge of legislation, but also the ability to respond promptly to various non-standard situations, work in a public environment, and build effective communication with society. He emphasized that systematic training and the exchange of regional experience contribute to the development of unified professional approaches and improve the quality of organizing electoral processes.During the first day of the program, CEC member Azamat Aimanakumov presented a detailed analysis of the past regional campaigns, emphasizing the need to observe unified approaches to organizing procedures. CEC member Assel Zhanabilova briefed the participants on current amendments and new developments in electoral legislation.Following the division of participants into groups, the work continued in two thematic areas. The first group focused on issues of interaction with the media and public communications. The second group discussed the practice of considering appeals under the Constitutional Law “On Elections in the Republic of Kazakhstan” and the Administrative Procedural Code.In addition, invited experts, together with participants from both areas, reviewed the most relevant topics in the informational and legal activities of election commissions.The second day of the seminar began with testing for the participants.Then, as part of the traditional session on the exchange of regional experience, Chairman of the TEC of North Kazakhstan Region Askar Sakipkereyev presented the practices and developments of his region in organizing the electoral process.The work then continued in two parallel groups. In the first group, a practical analysis of cases was conducted based on the regional experience of the election commissions of North Kazakhstan Region. An Industrial Park to be Constructed in the Pavlodar Region 30.06.2026
Chairman of the Investment Committee of the Ministry of Foreign Affairs of Kazakhstan Gabidulla Ospankulov held a meeting with Deputy Chairman of the Board of Xinfa Group Zhao Tingyun.During the meeting, the parties discussed the implementation of a project to build an industrial park in the Pavlodar region. The planned investment volume is estimated at $15 billion, while the project is expected to create 10,000 jobs.During the talks, Gabidulla Ospankulov presented information on government support measures, tax incentives, and the advantages of the country's investment climate.Xinfa Group representatives noted that the industrial park will specialize in bauxite processing, aluminum production, electrolytic copper, soda ash, carbon materials, fluorochemicals, and environmentally friendly building materials. Under the chairmanship of the region's akim, Kumar Aksakalov, a meeting of the regional akimat was held, dedicated to the results of the socio-economic development of the region for January–April 2026 and the tasks for the remainder of the year.According to the results of the first four months of 2026, positive results have been achieved in all basic sectors of the region's economy."The volume of freight and passenger transportation increased by 11.1%, trade volume — by 8.5%, construction works — by 4.8%, industrial production — by 2.5%, agriculture — by 2.4%, investments — by 1.2%. In particular, the volume of private investments increased by 10.6%. The commissioning of housing has been maintained at last year's level," noted the region's akim, Kumar Aksakalov.Manufacturing enterprises are operating stably. The production volume in this sector increased by 7.9% compared to the same period in 2025.Within the framework of preferential lending for spring field work, 173 billion tenge will be allocated to the region, which is 1.4 times more than last year's figure.Agricultural producers in the region received preferential loans under the "Ken Dala 2" program amounting to 86.5 billion tenge. Compared to last year, the volume of financing has increased by 1.5 times.Under the forward purchase program of the Food Corporation, 16 billion tenge has been allocated, which is three times the level of last year."Representatives of the agricultural sector are especially pleased with the abundant precipitation that fell last week. In the territory of LLP 'Frunzenskoye' in Denisovsky district, 60 mm of precipitation fell; in LLP 'Grand' in Fedorovsky district — 44 mm; in LLP 'Olzha Ryazhskoye' in Uzunkolsky district — 20 mm; and in LLP 'PKF 'Kairat' in Kamystinsky district — 15 mm. It is expected that the moisture reserves will be sufficient for the next few weeks," emphasized the head of the region.The work of veterinary services has been strengthened. This year, 5.6 billion tenge has been allocated from the state budget for these purposes. With these funds, 122 veterinary points and 78 animal burial grounds will be built.Furthermore, this year, 1034 apartments will be purchased in 16 cities and districts of the region to provide to citizens from socially vulnerable categories who are on the housing waiting list. Kazakhstan Secures Equal Rights to the +7 Telephone Code at the International Level 30.06.2026
Geneva, 29 May 2026 – The International Telecommunication Union (ITU), the United Nations specialized agency for information and communication technologies, has officially published information on a new agreement between Kazakhstan and the Russian Federation concerning the joint use of the "7" numbering zone. The publication appeared in the ITU Operational Bulletin on 1 June 2026. The agreement was concluded for an indefinite period and entered into force on 3 December 2025.The agreement concerns the international dialing code "+7", which is jointly used by Kazakhstan and Russia. The new arrangement formally establishes Kazakhstan as an equal partner and defines the specific numbering ranges assigned to the country: +7 0, +7 6, and +7 7.Previously, the arrangement existed at the level of telecommunications administrations. The new agreement has been concluded at the governmental level between the two countries, thereby granting it a higher interstate status and providing stronger safeguards for Kazakhstan's interests.The guarantees of stability have also been strengthened. While either party could previously withdraw from the agreement with six months' notice, the notification period has now been extended to 24 months. Against the backdrop of ongoing armed conflicts around the world, the Permanent Representatives of Kazakhstan, Brazil, China, France, Jordan and South Africa, together with the President of the International Committee of the Red Cross, held a joint briefing in Geneva on the Global Initiative to Galvanize Political Commitment to International Humanitarian Law.The briefing was dedicated to preparations for the High-Level Conference “Humanity in War”, to be held in Jordan on 7 December 2026, as well as to the further promotion of the Initiative aimed at strengthening compliance with international humanitarian law in the context of contemporary armed conflicts.During the event, representatives of the six founding States of the Global Initiative emphasized the need for the international community to maintain a firm commitment to the norms of international humanitarian law, ensure the protection of civilians and strengthen political support for humanitarian principles.Permanent Representative of the Republic of Kazakhstan to the United Nations Office and other international organizations in Geneva, Erzhan Kazykhan, noted that Kazakhstan, as one of the founding States of the Initiative, consistently advocates for strengthening multilateral cooperation in the humanitarian sphere and promoting practical measures aimed at ensuring more effective compliance with international humanitarian law.Participants of the briefing were encouraged to take an active part in the upcoming High-Level Conference and in the further implementation of the Global Initiative.Background: The Global Initiative to Galvanize Political Commitment to International Humanitarian Law was launched in September 2024 at the initiative of Kazakhstan, Brazil, China, France, Jordan and South Africa, together with the International Committee of the Red Cross. The accrued investment income of Kazakhstanis over the past 12 months exceeded 2.1 trillion tenge. 30.06.2026
   Investment income for investors is generated through the management of pension assets by the National Bank of Kazakhstan (NBRK) and private investment portfolio managers (IPMs).Based on the NBRK's investment activities in managing pension assets formed through mandatory pension contributions (MPCs), mandatory professional pension contributions (MPPCs), and voluntary pension contributions (VPCs), the accrued investment income for the past 12 months from May 2025 to April 2026 amounted to approximately 2.00 trillion tenge, with a return of 8.57% for this period. For pension assets formed through mandatory employer pension contributions (MPECs), accrued investment income as of May 1, 2026, over the past 12 months amounted to 108.19 billion tenge, with a return of 17.49%.As a reminder, trustees adhere to a balanced investment policy, investing pension assets in various types of financial instruments across currencies, countries, economic sectors, and issuers. Investment income is generated from various sources: fees on securities, deposits, and other transactions, market and currency revaluations of financial instruments, assets under external management, etc. The amount of investment income depends on a variety of factors, including changes in the market value of financial instruments, exchange rate fluctuations, inflation, dividend payments, and other market conditions. Therefore, returns may increase or decrease over different periods, which, in turn, affects the total amount of pension savings for contributors. The main reason for the decrease in investment income since the beginning of this year is the negative exchange rate revaluation of foreign currency assets due to the appreciation of the tenge against the US dollar from 505.53 to 462.91 tenge per US dollar.Despite financial market volatility, positive investment income and a real return on pension savings are ensured in the medium and long term. The accumulated investment return since the inception of the funded pension system in 1998 as of May 1, 2026, was 1,060.20%, with inflation for the entire period at 979.41%.As of May 1, 2026, the net investment income earned by the NBRK since April 1, 2014 (after the consolidation of pension assets into the UAPF) amounted to 10.21 trillion tenge. Taking into account payments made, its share of the total pension savings of contributors (recipients) is 39.7%, demonstrating the significant role of investment activity in the structure of citizens' savings.It is important to note that the return on pension assets over specific short-term periods is not an indicator of their management effectiveness, as income from financial instruments and other transactions accrued over a short period does not always cover fluctuations in the value of securities and exchange rates during that period. Therefore, it is advisable to conduct an objective analysis of investment income over a longer period.As a reminder, investors have the right to transfer a portion of their pension assets (up to 50% of pension savings from mandatory pension contributions and up to 100% of pension savings from voluntary pension contributions) to a private investment portfolio manager (PIPM) that meets the regulator's requirements.Compared to the more conservative management of the National Bank of the Republic of Kazakhstan, aimed at preserving pension assets and ensuring their positive long-term returns, the investment declarations of the PIP and the regulator's requirements provide for broader investment opportunities for PIPs to increase the return on pension assets (although the risks in PIPs are also higher).The entire investment management and accounting system for pension assets is transparent: each investor can view their investment income in their personal account on the enpf.kz website or in the mobile app.Information on the investment management of ENPF pension assets and the financial instruments in which ENPF pension assets are invested is published on the official ENPF website in the "Statistics and Analytics/Investment Management of Pension Assets" section, as well as on the portal.Source : https://www.gov.kz/memleket/entities/abay-kurchatov/press/news/details/1231410?lang=ru

Brussels, June 2nd, 2026 – As part of the “Shanyraq Dialogue” discussion platform, the Embassy of the Republic of Kazakhstan to Belgium hosted a roundtable entitled “Kazakhstan’s Knowledge Economy: New Horizons for Partnership with the European Union”. The event brought together Kazakhstan’s Minister of Science and Higher Education Sayasat Nurbek, representatives of Belgian universities and research centres, members of the expert and diplomatic communities, and representatives of the European External Action Service.The discussion was moderated by Karina Anguelieva, Executive Director of the International Science and Technology Center (ISTC). In her opening remarks, she highlighted the dynamic development of Kazakhstan’s solid scientific and technological potential, which was one of the key factors behind the ISTC’s decision to relocate its headquarters to Astana in 2015. Mr. Kanat Tumysh, paid a working visit to Vientiane.During the visit, Ambassador Kanat Tumysh met with H.E. Mr. Thongsavanh Phomvihane, Deputy Prime Minister and Minister of Foreign Affairs of the Lao PDR. The parties exchanged views on the current state of Kazakhstan–Laos relations and discussed a range of issues concerning bilateral and multilateral cooperation. В Астане заместитель Премьер-министра – министр национальной экономики Республики Казахстан Серик Жумангарин провел встречу с представителями деловых кругов Гонконга и материкового Китая. В мероприятии приняли участие около 70 представителей бизнеса, включая 40 компаний из Гонконга и 30 компаний из материкового Китая, работающих в сферах финансов, логистики, технологий, энергетики, промышленности и профессиональных услуг.Открывая встречу, представители гонконгской делегации отметили, что целью визита является изучение перспектив партнерства между казахстанскими компаниями и бизнес-структурами Гонконга и материкового Китая, а также поиск новых направлений для трехстороннего сотрудничества в формате «Гонконг – материковый Китай – Казахстан».В ходе встречи был представлен проект развития Северного мегаполиса Гонконга (Northern Metropolis). Объем инвестиций из Гонконга в экономику Казахстана достиг почти $740 млн. A smart pedestrian crossing has started operating near the entrance to Central Park on Voinov-Internatsionalistov Street.The system is designed not only to detect pedestrians crossing the road on a red light but also to identify individuals registered with law enforcement authorities through Face ID technology.According to the Karaganda Region Police Department, once a violation is detected, the information is instantly transmitted to a nearby police post. Police officers can then promptly take the necessary administrative measures and issue the relevant citation.The system is currently operating in pilot mode.The Police Department reminds residents and visitors that, under Article 615 of the Code of Administrative Offences of the Republic of Kazakhstan, crossing the road against a red traffic signal is punishable by a fine of 8,650 tenge. A repeated violation within one year results in a significantly higher fine of 43,250 tenge.Police urge residents and visitors to strictly observe traffic regulations, cross roads only at designated pedestrian crossings, and do so only when the traffic signal permits. Beware of scammers! UAPF warns of new schemes targeting contributors 30.06.2026
 UAPF branches have been frequently contacted by contributors claiming to be failing to pay compulsory pension contributions. Fraudsters, posing as Fund employees, call and report the discovery of several years of work experience not included in the total length of service for pension calculations, offering to recalculate their pensions upward.How do the scammers operate?To resolve these issues, and to establish a more trusting relationship, the scammers provide the address and invite the beneficiaries to actual Fund branches. According to the contributors/ beneficiaries, for supposed convenience and faster service, the scammers offer to reserve an online queue and ask for a code from an SMS message. Unfortunately, some recipients have already provided the codes to the scammers.​ Important: UAPF employees do not call or request SMS codes, passwords, card details, or other confidential information by phone, email, or messaging apps. UAPF provides all services completely free of charge. Pension benefits are processed strictly in accordance with established legal procedures. If the caller knows your name, IIN, address, or place of work, this does not mean they are an official. The UAPF continuously conducts outreach efforts on the need for both beneficiaries and heirs of deceased individuals with UAPF savings to claim their pension benefis in a timely manner.Every year, the UAPF verifies with the State Corporation "Government for Citizens" the records of individuals who have reached retirement age and who have pension savings through compulsory pension contributions (CPCs) and compulsory occupational pension contributions (COPCs) to the UAPF and who have not applied to the UAPF for their benefit. These individuals are verified in the information system of the authorized body in the sphere of social protection of the population for pension benefits assigned from budgetary funds based on age, length of service, and the state basic pension benefit.Since March of this year, a no-application procedure for pension benefits through voluntary pension contributions (VPC) has been introduced for individuals who have reached retirement age and have pension savings in the UAPF through VPC, including those who have not applied to the UAPF for payment due to reaching the age of fifty or disability. This procedure also requires an annual reconciliation with the Government for Citizens State Corporation.Based on the results of the annual reconciliation, the UAPF makes pension benefit payments to beneficiaies proactively (without an application) through the State Corporation. This means that pensioners receiving a pension from the state budget begin receiving payments from the UAPF if they have pension savings formed through the CPC, COPC, and VPC.StatisticsAs of May 1, 2026, the total amount of unclaimed pension savings in individual pension savings accounts (IPSAs) for accounting for the compulsory pension contributions of 279,041 individuals who have reached the generally established retirement age is approximately 45 billion tenge. Of these, according to information obtained by UAPF from government information systems, the following are true:- 155,217 individuals are deceased and their pension savings can be claimed by their heirs;- 61,459 individuals have registered for permanent residence outside the Republic of Kazakhstan in accordance with the procedure established by law;- 62,365 individuals have not yet applied to the State Corporation (PSC at their place of residence) to apply for their old-age pensions.How to receive pension benefits?Let us remind you that pension savings are subject to accounting in the IPSA of contributors (beneficiaries) in the UAPF, continue to be invested and remain in the IPSA of contributors until they are claimed by the beneficiaries or their heirs (in the event of the death of the beneficiary).Upon reaching the generally established retirement ageTo claim pension benefits from the UAPF upon reaching retirement age, as well as basic and solidarity pensions from the state budget, beneficiaries must contact the State Corporation "Government for Citizens" (PSC) at their place of residence.If a beneficiary has VPC pension savings in the UAPF for which they have not previously applied (due to reaching age 50 or disability), they will also be assigned pension benefits from the UAPF through the VPC.When leaving for permanent residenceForeigners and stateless persons who have permanently resided outside the Republic of Kazakhstan and who have pension savings in the UAPF may exercise their right to pension benefits from the UAPF in connection with their departure for permanent residence outside the Republic of Kazakhstan, unless otherwise provided by the laws of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.In connection with the death of a person with pension savingsIn the event of the death of a person with pension savings in the UAPF, their UAPF family members are paid a one-time funeral payment from the deceased person's pension savings up to an amount equal to 94 times the monthly calculation index established for the relevant financial year by the law on the republican budget, but no more than the deceased person's available IPSA funds.Pension and targeted savings are also inherited in accordance with the procedures established by the legislation of the Republic of Kazakhstan. Within six months of the death of a person with savings, their heirs must contact a notary to register the deceased person's savings and obtain a certificate of inheritance.
