United Nations Commends Kazakhstan’s Leadership on the International Day against Nuclear Tests 05.09.2025
New York, 3 September 2025 – A high-level plenary meeting marking the fifteenth anniversary of the International Day against Nuclear Tests was held at United Nations Headquarters. This year’s observance assumed particular significance as it coincided with the 80th anniversary of the first nuclear explosion and the 80th anniversary of the founding of the United Nations. From the General Assembly podium, Member States expressed profound appreciation to Kazakhstan for its initiative in establishing and annually convening this forum, as well as for its steadfast contribution to strengthening the global disarmament and non-proliferation regime.President of the General Assembly Philemon Yang recalled that between 1945 and 1996 more than two thousand nuclear tests were conducted worldwide, inflicting severe harm on human health and causing lasting environmental contamination. He underscored that Kazakhstan’s historic decision of 29 August 1991 to close the Semipalatinsk nuclear test site represented a decisive turning point in global efforts to end the nuclear testing race.The United Nations High Representative for Disarmament Affairs, Izumi Nakamitsu, speaking on behalf of the Secretary-General, underlined that the International Day against Nuclear Tests, established at Kazakhstan’s initiative, is not only a day of remembrance but also an effective international platform for advancing the goal of a world free of nuclear testing. She noted that Kazakhstan, by its own example – including its leadership of key sessions of the Treaty on the Non-Proliferation of Nuclear Weapons and the Treaty on the Prohibition of Nuclear Weapons – has convincingly demonstrated that prohibiting nuclear tests is not simply a technical matter, but a moral and strategic imperative.The Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization, Robert Floyd, stressed that the Treaty remains the only universal, legally binding instrument designed to end nuclear testing. He noted that it has succeeded in halting the practice of nuclear explosions and in establishing a unique global verification system comprising more than 300 certified facilities, five of which are located in Kazakhstan. On 29 August, he joined Kazakhstan’s Deputy Prime Minister - Minister of Foreign Affairs of the Republic of Kazakhstan,  Murat Nurtleu, in issuing a joint statement that reaffirmed their determination to secure the Treaty’s entry into force and to further strengthen its verification regime. They also called on States to maintain moratoria on nuclear testing and to accelerate the ratification process.Kazakhstan’s Permanent Representative to the United Nations, Kairat Umarov, conveyed the words of President Kassym-Jomart Tokayev, who stressed that the tragedy of the Semipalatinsk nuclear test site must never be repeated. He underlined: “For the sake of future generations, we must strengthen peace, promote international cooperation, and take efforts towards a complete ban of nuclear tests”. Astana, September 4, 2025 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Kuantyrov and Chairman of the Investment Committee of the Foreign Ministry of Kazakhstan Gabidulla Ospankulov held a meeting with Chairman of the State Great Khural of Mongolia Dashzegvi Amarbaysgalan and members of the Mongolian parliamentary and business delegation.The parties discussed the current state and prospects of bilateral cooperation in the investment and trade-economic spheres. Special attention was given to the exchange of experience in attracting investments and creating favorable conditions for the implementation of joint projects.During the talks, Kazakhstan and Mongolia emphasized their interest in developing joint initiatives in trade, transport and logistics infrastructure, industry, and agriculture. A ceremonial opening of the new educational building of the Republican Military College named after Hero of the Soviet Union Sabyr Rakhimov took place in the city of Shymkent. The event was attended by the Minister of Defense of the Republic of Kazakhstan, Lieutenant General of Aviation Dauren Kosanov, Akim of Shymkent Gabit Syzdykbekov, veterans of the Armed Forces, college personnel, as well as students of the military-patriotic movement "Zhas Sarbaz". The ceremony began with the laying of flowers at the monument to Sabyr Rakhimov, the participants honored the memory of the legendary commander with a minute of silence. The ritual had a deep educational meaning, reminding the younger generation of the heroic pages of history and instilling in them respect for the feat of the defenders of the Fatherland. He was involved in work from a young age and earned great respect among his colleagues for his professional skills and diligence. Later, he worked as a duty officer at the Akdala station. The President's Address for 2024: How the digital ecosystem is taking shape in our country 04.09.2025
In his Address “A Fair Kazakhstan: Law and Order, Economic Growth, Public Optimism,” Head of State Kassym-Jomart Tokayev instructed the Government and akims to pay special attention to the development of digitalization and artificial intelligence. The President noted the need to build on the achievements made in this area and fully implement artificial intelligence technology into the “Electronic Government” platform. In this regard, the Government is intensifying work on introducing digital solutions and AI technologies into all sectors, considering them as the main mechanism for accelerating the country's economic growth. Digital transformation of industries in our country is yielding significant results. As part of the large-scale digital transformation underway since 2021, a set of digital solutions has been introduced in the ministries of the Republic of Kazakhstan aimed at increasing the efficiency of public administration, reducing administrative and corruption barriers, and improving the quality of services provided to citizens and businesses. This allowed to withdraw more than 28 billion tenge from the shadow economy and save more than 13 billion tenge in budget funds. The total effectiveness of the implemented solutions amounted to 51.3 billion tenge. The term for providing public services was reduced by 20 times. Corruption and administrative barriers were reduced. A platform model of public administration is being introduced, based on the principles of client-oriented transparency, efficiency, and maximum automation. Proactive service delivery mechanisms have been launched that minimize citizen participation in the service delivery process. A Digital Government Support Center has been established, and a business process reengineering practice has been introduced in conjunction with the Digital Government Office. This will allow for the analysis, redesign, and scaling of effective solutions. "Kazakhstan ranks 24th out of 193 countries in the world in terms of digitalization. And it is among the top ten countries in the online services index. Now 92% of public services can be obtained online," said Zhaslan Madiev, Minister of Digital Development, Innovation and Aerospace Industry. Digital services for citizens: convenient, fast and transparent As part of the implementation of the tasks set out in the Address of the Head of State, digital services in the G2C (government to citizens) format are being actively introduced in our country. This is accelerating the provision of government services, making them more open and accessible. College admissions have also been simplified: online applications and automatic verification of preferential status have reduced the processing time for documents from five days to thirty minutes. Admission to universities and placement in dormitories is carried out online, a single service allows you to submit documents, register for a clinic, register for military service, and get a place in a dormitory. The introduction of the UNT electronic certificate has saved the budget by 83 million tenge and allowed citizens to save more than 300 million tenge. A Euro-protocol procedure for traffic accidents has been introduced: a mobile service allows for the registration of accidents without the involvement of the police. Insurance payments are paid in 5 days instead of 40, with an economic efficiency of 516 million tenge. Enforcement proceedings have been automated: cases are initiated automatically, notifications are sent via SMS, and the participation of private bailiffs has been eliminated. To increase the targeting of support, the "Social Wallet" project was introduced. The IT industry is growing steadily. The number of IT companies in the country has exceeded 18 thousand, with a growth of 16% over the past three years. The development of the Astana Hub international technology park, which unites more than 1,700 participants, has been an important driver. The total income of residents has reached 1.2 trillion tenge, and export revenues have exceeded 140 billion tenge. Regional IT hubs have become a key element of the innovation ecosystem. There are already 19 of them in Kazakhstan. In addition, foreign platforms have been opened in Saudi Arabia, the USA, the UK, Dubai and China. Astana Hub, together with international partners, is developing a startup ecosystem. Within the framework of the AI'Preneurs and Silk Way Accelerator (in partnership with Google) programs, Kazakhstani projects are entering global markets. Thanks to cooperation with AlchemistX, Draper University and Silkroad Innovation Hub, more than 40 startups have been accelerated in Silicon Valley. By 2026, Kazakhstan aims to achieve $1 billion in IT services exports. The Tech Orda program envisages training 100,000 IT specialists by 2025. Online and offline programs are being conducted - Tomorrow School, AI'Preneurs, Decentrathon 2.0, as well as specialized courses: AI-People Bootcamp and AI Quest 1.0. Also, for the first time in Central Eurasia, the AI Qyzmet program was launched, which trains civil servants in AI skills. It aims to increase the efficiency of public service by introducing digital tools into work processes. "2024-2025 was a period of important initiatives in the field of AI. The concept until 2029 has been approved, a strategy for the development of AI and digital transformation, as well as a draft law on artificial intelligence are being developed," said Zhaslan Madiev. Work is underway to launch the international Alem.AI artificial intelligence center, which will be a platform for training specialists and scientific research. Recently, the largest language model in the Kazakh language, AlemLLM, became publicly available. It can be used by startups, universities, companies, and international platforms. In July, the first alem.cloud supercomputing cluster in Central Asia was launched. It is available to businesses and researchers to develop their AI solutions.

За январь–июль 2025 г. рост ВВП составил 6,3%, в том числе реальный сектор вырос на 8,3%, сфера услуг – на 5,2%. Приток прямых иностранных инвестиций в I квартале составил $6,6 млрд (+6,2% к прошлому году), инвестиции в основной капитал достигли 9,9 трлн тенге (+16,1%). Эти данные отражают доверие международных партнеров и подтверждают, что Казахстан остается надежной инвестиционной площадкой.«Одна из ключевых задач, которую ставит перед нами Глава государства, это привлечение инвестиций. Перед страной стоит задача удвоения размера экономики к 2029 году. Для этого необходимо привлечь не менее $150 млрд прямых иностранных инвестиций и довести уровень инвестиций в основной капитал до уровня 23% к ВВП к 2029 году. Уже сегодня внедрены новые инструменты поддержки бизнеса, включая Соглашения об инвестициях и механизм «зеленого коридора» для приоритетных проектов», — продолжил вице-премьер.МФЦА занимает важное место в реализации поставленных целей.
