Online census period for agricultural enterprises extended until September 20 02.09.2025
The online census period for agricultural enterprises has been extended until September 20. All legal entities, peasant and farm enterprises, as well as individual entrepreneurs engaged in agriculture can complete the census on the website sanaq.gov.kz. According to the Bureau's register, the census should cover 22 thousand large enterprises and 271 thousand peasants, farms and individual entrepreneurs. In August, 574 thousand respondents took part in the online census. Of these, more than 245.7 thousand were representatives of agricultural structures, about 328 thousand were households. "The online census period showed good results. According to preliminary data, 84% of agricultural entities participated in the survey via the site. It should be noted that the general list also includes enterprises and farms that have been inactive for a long time, but are registered. There are also entities whose contact details are not up-to-date. In addition, some respondents were unable to complete the census on time due to their employment. The additional 20 days will allow them not to be left out of such an important state campaign," said the head of the Bureau, Maksat Turlybayev. Recall that the online census period began on August 1 and was supposed to end on August 31. The second phase, during which interviewers will visit households, will take place from September 20 to October 20. For all questions related to the agricultural census, you can call the 1446 call center from 9:00 to 21:00 or write to the Sanaq myrza chat bot located on the census website.
Protection of Children’s Rights in the Digital Environment and Prevention of Domestic Violence was Discussed at the Foreign Ministry of Kazakhstan 02.09.2025
Astana, August 27, 2025 – The Ministry of Foreign Affairs of the Republic of Kazakhstan hosted the regular meeting of the subgroup under the Consultative and Advisory Body “Dialogue Platform on the Human Dimension”, dedicated to the protection of children’s rights in the digital environment and prevention of domestic violence. The event was attended by the Deputy Chairperson of the Human Rights Commission under the President of the Republic of Kazakhstan, representatives of the National Center for Human Rights, relevant ministries, Kazakhstani human rights NGOs, representatives of civil society, as well as the guests from the Office of the UN High Commissioner for Human Rights and the United Nations Development Programme. In her opening remarks, Ambassador-at-Large of the Ministry of Foreign Affairs of Kazakhstan, Alua Nadirkulova, emphasized that, following the mandate of the President of Kazakhstan, large-scale legislative and strategic measures are being implemented to protect children’s rights. Measures have been introduced to toughen penalties for crimes against children and to establish administrative liability for bullying of minors.Special attention was given to the new Law “On the Rights of Women and the Safety of Children”. UN Women Kazakhstan Senior Adviser, and the first representative from Central Asia elected to the UN Committee on the Elimination of Discrimination against Women (CEDAW), Madina Jarbussynova, noted that the adoption of this Law is a historic step toward building a safe society. She also announced the establishment of the Central Asian Alliance on the Elimination of Gender-Based Violence, uniting five countries of the region with the support of the Ministry of Foreign Affairs of Kazakhstan, UN Women, and the European Union. On the issue of protecting children in the digital environment, Deputy Chairperson of the Committee for the Protection of Children’s Rights of the Ministry of Education of Kazakhstan, Yulia Ovechkina, presented new approaches: the introduction of a new subject “Global Competencies” for grades 5-9, which includes modules on media literacy, as well as awareness-raising campaigns such as “Cyber Tumar” and “Parental Control.” These initiatives aim to foster safe online behavior among children and strengthen parental engagement in digital upbringing.Regarding the second topic, Senior Inspector of the Ministry of Internal Affairs of Kazakhstan, Galiya Otepova, reported that following the adoption of the above-mentioned Law, the number of homicides decreased 2-3 times, while cases of serious bodily harm within families declined by 25%. She also presented the Kazakhstani Standard for Domestic Violence Risk Assessment, developed on the basis of the international ODARA project (Ontario Domestic Assault Risk Assessment). This tool makes it possible to identify individuals at high risk of reoffending and provides for mandatory psychological assistance for aggressors. At the conclusion of the meeting, participants underlined that the practical implementation of new legislative initiatives, along with the joint efforts of the state, civil society, and international partners, play a key role in strengthening the human rights protection system in Kazakhstan. For reference: The Human Dimension Dialogue Platform was established in 2013 at the initiative of the Ministry of Foreign Affairs of the Republic of Kazakhstan. President Kassym-Jomart Tokayev Speaks at the Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) 02.09.2025
Tianjin, People’s Republic of China, 1 September 2025 - In his address, the Head of State expressed gratitude to President Xi Jinping of the People’s Republic of China for the excellent organization of the summit and the warm hospitality extended in the historic city of Tianjin.“Allow me to congratulate you, esteemed President Xi Jinping, on China’s successful chairmanship of the Shanghai Cooperation Organization. Kazakhstan highly values China’s consistent policy aimed at strengthening security, stability, economic cooperation, and cultural and humanitarian ties within the SCO framework. We attach great significance to today’s summit, which takes place on the eve of two historic anniversaries: the 80th anniversary of China’s heroic victory over Japanese militarism and the 80th anniversary of the great victory in World War II. These milestones must serve as an eternal reminder to humanity of the need for unity and solidarity in pursuit of the well-being of people across all continents, the prevention of historical distortion, and the education of younger generations in the spirit of patriotism and true values,” said the President. He stressed that the SCO is rightfully recognized by the international community as an effective, influential, and highly relevant international institution.“Kazakhstan fully supports the SCO’s key objectives: an equitable multipolar world order, security and stability, non-interference in the internal affairs of states, recognition of their sovereign right to development, fair international trade, and mutually beneficial investment cooperation. The Organization’s priorities serve the noble goal of ensuring prosperity, security, and sustainable development for our peoples in a new technological era. Firmly committed to the principles enshrined in SCO’s founding documents, Kazakhstan considers joint efforts to combat the ‘three evils’—terrorism, separatism, and religious extremism—as particularly timely. We advocate for further strengthening of the ‘Shanghai Spirit,’ which has become a symbol of international solidarity in the interests of global peace and security,” President Tokayev emphasized. He went on to outline his vision for the Organization’s future priorities, naming the strengthening of strategic partnership and mutual support as the first priority.“In the face of escalating geopolitical conflicts, technological competition, financial and economic sanctions, as well as environmental and man-made disasters, the SCO must become a permanent platform for broad political dialogue, trust-building in the international community, humanitarian cooperation, and intercivilizational dialogue. In this regard, we welcome President Xi Jinping’s initiatives on global development, global security, global civilization, and global governance. We consider the full implementation of the SCO’s new ten-year development strategy, which we are adopting today, to be of paramount importance,” the Head of State said.President Tokayev also underscored the importance of enhanced cooperation in security, noting that this is becoming a top priority in light of rising international terrorism, religious extremism, drug trafficking, illegal migration, cybercrime, and other destabilizing trends.“Such threats to international security, including the ‘three evils,’ can only be overcome through joint action. Kazakhstan therefore supports the establishment of four SCO centers to counter security challenges and threats. We also see value in deepening engagement between the SCO and the Conference on Interaction and Confidence-Building Measures in Asia (CICA). We call on SCO member states to continue providing humanitarian and technical assistance to Afghanistan to support its recovery and integration into regional and economic processes. Kazakhstan has already launched infrastructure and logistics projects in Afghanistan to enhance connectivity among SCO states. In early August, with the participation of the UN Secretary-General, the UN Regional Center for Sustainable Development Goals for Central Asia and Afghanistan was officially opened in Almaty. We propose that SCO member states jointly utilize this Center’s potential to coordinate efforts and strengthen regional cooperation across all priority areas,” the President stated. The Head of State highlighted the critical importance of advancing trade, economic, and investment cooperation, reaffirming Kazakhstan’s opposition to the use of sanctions as a tool of pressure.“Since the SCO’s establishment, our countries’ contribution to global GDP has doubled, reaching 30 percent. Intraregional trade continues to grow, amounting to over 650 billion US dollars in 2024. Kazakhstan’s trade turnover with SCO countries also shows steady growth, nearing 70 billion US dollars last year. We support China’s initiative to establish an SCO Development Bank and are ready to participate in this promising project. Furthermore, we propose setting up an SCO Investment Support Office at the Astana International Financial Centre to facilitate major investment projects and bring together legal, consulting, and financial services,” said President Tokayev.Another priority he identified was the strengthening of transit and transport cooperation, noting the immense potential of the Belt and Road Initiative, supported by more than 150 countries.“This global project could generate up to 1.5 trillion US dollars annually for participants in trade and logistics operations along the Belt and Road routes. Additional opportunities lie in the North–South and East–West transport corridors, as well as the Trans-Caspian International Transport Route. A promising new initiative is the ‘Trans-Altai Dialogue,’ designed to fully unlock the potential of the Altai region—a unique space in terms of geography, population, and economic strength, encompassing Kazakhstan, Russia, China, and Mongolia. To realize these ambitious plans, our countries must continue to develop transport connectivity and jointly address transit tariff strategies. This topic could feature on the agenda of discussions among port and logistics leaders at the upcoming first SCO Forum in November in the city of Aktau,” the President noted. He further underlined the urgent need to intensify cooperation in high technology and digitalization. According to him, this area has become particularly pressing, with the global artificial intelligence (AI) market projected to reach 5 trillion US dollars by 2033, accounting for 30 percent of the global technology industry.“Progress in this field is outpacing other strategic sectors. I am convinced that the SCO can become a global leader in the accelerated development of artificial intelligence. Kazakhstan therefore supports China’s proposal to establish a Global Organization for AI Cooperation and stands ready to contribute. We also advocate for practical collaboration across the entire digital agenda, including the introduction of smart solutions in industry, healthcare, logistics, and urban governance,” President Tokayev said.As a practical step in this direction, he proposed establishing an SCO Expert Forum on Artificial Intelligence to be held regularly across member states.“The first such meeting could take place in Astana within the framework of the respected Digital Bridge Forum. Furthermore, in 2027 Kazakhstan intends to host a High-Level Conference on ‘Artificial Intelligence for SCO Economies.’ Already next year, we are prepared to welcome SCO media representatives for discussions on information policy challenges in the new technological era,” President Tokayev added.Another priority he highlighted was environmental cooperation.“Climate challenges know no borders and cause damage to many states and regions around the world. It is essential to jointly develop effective strategies to address real threats such as desertification, drought, shrinking water bodies, melting glaciers, and other environmental issues. We therefore propose establishing an SCO Water Research Center in Kazakhstan,” the Head of State said.He also reminded participants that next year will mark the 25th anniversary of the SCO.“It is crucial to approach this milestone thoughtfully and constructively, ensuring tangible, meaningful results for our peoples. Once again, I express my deep gratitude to President Xi Jinping for his tireless and productive efforts in promoting the constructive values of the ‘Shanghai Spirit.’ I am confident that this summit will be remembered as a successful forum that adopted concrete decisions, which will undoubtedly strengthen the SCO’s potential,” President Tokayev concluded. In closing, the Head of State wished success to the Kyrgyz Republic and its President Sadyr Japarov as they assume the next SCO chairmanship.During the session, addresses were also delivered by President Xi Jinping of the People’s Republic of China, Prime Minister Narendra Modi of India, President Alexander Lukashenko of the Republic of Belarus, President Masoud Pezeshkian of the Islamic Republic of Iran, President Sadyr Japarov of the Kyrgyz Republic, Prime Minister Shehbaz Sharif of the Islamic Republic of Pakistan, President Vladimir Putin of the Russian Federation, President Emomali Rahmon of the Republic of Tajikistan, and President Shavkat Mirziyoyev of the Republic of Uzbekistan. The session concluded with the signing of the following documents:The Tianjin Declaration of the Council of Heads of State of the SCO;A decision of the Council of Heads of State on the adoption of outcome documents, including:– The SCO Development Strategy to 2035;– The Cooperation Program of SCO Member States to Counter Extremist Ideology for 2026–2030;– The Roadmap for Implementing the SCO Energy Cooperation Development Strategy to 2030;A decision to grant the Lao People’s Democratic Republic the status of SCO Dialogue Partner;A decision to grant the SCO observer status with the Commonwealth of Independent States;A decision on the new “SCO Partner” status;A decision to designate Cholpon-Ata, Kyrgyz Republic, as the SCO Cultural and Tourist Capital for 2025–2026;A decision authorizing the SCO Secretary-General to sign:– A Protocol to the Agreement between the SCO and the Government of the People’s Republic of China on the Conditions of the SCO Secretariat’s Presence in China (dated June 17, 2004);– A Memorandum of Understanding between the SCO Secretariat and the Roscongress Foundation;A decision to approve annual reports, including:– The Report of the SCO Secretary-General on the Organization’s activities over the past year;– The Report of the SCO Regional Anti-Terrorist Structure on its activities in 2024;An Agreement on the establishment of an SCO Anti-Drug Center; An Agreement on the establishment of a Universal SCO Center to Counter Security Challenges and Threats;A Statement marking the 80th anniversary of the end of World War II and the founding of the United Nations;A Statement on strengthening cooperation in the digital economy;A Statement on sustainable energy development;A Statement on cooperation in green industry;A Statement on advancing international cooperation in artificial intelligence;A Statement in support of the multilateral trading system;A Statement on addressing the world drug problem;A Statement on scientific, technical, and innovation cooperation;A Statement by authorized ministries and agencies on strengthening investment cooperation for sustainable development;A Protocol to the 2004 Agreement on the Conditions of the SCO Secretariat’s Presence in China.Source : https://www.gov.kz/memleket/entities/mfa-pretoria/press/news/details/1060731?lang=kk
From a seamstress in a correctional facility to the owner of an atelier 02.09.2025
In Institution No. 50 of the Department of the North Kazakhstan region, one of the inmates proved that even in difficult circumstances, it is possible to find the strength to change one’s life. While serving her sentence, she did not waste time — she completed training in the specialty of “seamstress.” From the very first classes, she showed herself to be a responsible and talented student: her works were distinguished by quality and speed. The staff of the institution noted that she always strived for perfection. As a child, the woman dreamed of becoming a fashion designer, but life turned out differently. It was within the walls of the institution that she regained her purpose and confidence. After receiving her profession, she began working as a seamstress inside the institution. When the long-awaited day of release came, the staff spoke with her and supported her desire to move forward. These words became the push she needed to fulfill her childhood dream. After her release, she got a job at an atelier, where she gained her first professional experience in freedom. Some time later, she decided to open her own business. Today, she has a team of like-minded people, and together they create custom-made clothing. This woman’s story is just one example of how education and work become the key to successful reintegration. At present, 622 inmates are employed in institutions of the North Kazakhstan region. There are 16 individual entrepreneurs and LLPs operating on their basis, creating additional jobs.By the new academic year, 240 inmates across the region were enrolled in 11 specialties. Among the most in-demand and unique professions are seamstress, construction specialties, as well as beekeeping and landscape design. These figures confirm: education and work in the institution help people not only to acquire a profession but also to find their place in life after release.“Profession gives a chance for a new life. The main thing is to believe in yourself and make use of the opportunities provided by the state. Then past mistakes can become the beginning of a new story”,- says the former inmate.Source : https://www.gov.kz/memleket/entities/duissko/press/news/details/1060687?lang=kk

A new service has been launched in the TsON mobile application - "Car Purchase and Sale Agreement" 02.09.2025
From September 2, 2025, in order to digitalize public services and improve their quality, a new service for registration of vehicle purchase agreements has been launched in the PSC mobile application.Previously, to conclude a contract, citizens signed a written transaction form using a QR code in public service departments. Now this process is available through the Car Purchase and Sale Agreement service in the PSC application: the agreement is drawn up and signed with an electronic digital signature (EDS) of the seller and the buyer. Thus, the contract can be concluded in advance, even before visiting a specialized PSC, which significantly reduces the waiting time and simplifies the process of receiving the service. After registration in the application, the signed contract must be submitted to the Special Service Center to complete the vehicle registration procedure. In addition, the record of the concluded contract is permanently preserved in the history of the service, ensuring transparency and the possibility of subsequent verification. At the same time, the legal significance of the document, the protection of personal data and the elimination of errors are ensured through automatic verification of information and integration with government databases, which helps prevent common risks such as document forgery, technical errors when filling out and executing the contract. The cost of one contract is 1,500 tenge. We remind you that access to the service is provided after authorization by IIN and phone number in the PSC mobile application (App Store and Google Play). It is worth noting that the service provides an additional opportunity to make a deal, which citizens can use at will. Thus, the introduction of the Auto Purchase Agreement service becomes another step in the digitalization of public services and the creation of a convenient, safe and transparent digital environment for citizens of the Republic of Kazakhstan.  Source : https://www.gov.kz/memleket/entities/akimat-munayli/press/news/details/1063238?lang=kk
Your Choice: pension benefits from UAPF or insurance company 02.09.2025
What You Need to Know About a Retirement Annuity?Kazakhstanis who have pension savings (PS) in UAPF can choose the method of receiving a pension: according to the schedule from UAPF until the funds are exhausted, for life through an insurance company, or using a combination of the above options. To receive stable monthly benefit payments throughout life or a guaranteed period, a pension annuity agreement is drawn up with an insurance company. What is a pension annuity? Pension annuity - This is an agreement between a citizen and a life insurance company, under which the insurance company undertakes to pay a monthly pension for life or until a certain age.Currently, the following types of pension annuities exist on the insurance market of Kazakhstan: an immediate pension annuity, under which payments begin immediately after the conclusion of the agreement, a deferred pension annuity, under which payments begin not immediately, but after a certain time specified in the agreement (this type of annuity allows you to increase the amount of future payments by investing funds during the deferment period), a joint (spousal) pension annuity, combining the pension income of two persons to receive lifetime payments (in the event of the death of one of the participants, the second continues to receive pension benefit payments. Conditions for concluding an annuity agreement:reaching the appropriate age. The age at which a citizen can enter into an annuity agreement depends on the type of annuity and the presence of compulsory occupational pension contributions (COPC):- Men can apply for an immediate pension annuity from the age of 55, women - from the age of 53 (from 2028, the female age will gradually increase and by 2031 it will reach 55 years). If there are COPCs paid for a period of at least 60 months, an immediate pension annuity can be purchased even earlier - from the age of 50 for both men and women (payments under the immediate annuity are made in all cases immediately after the conclusion of the contract).- Deferred annuity is issued to contributors of compulsory pension contributions (CPC), regardless of gender, from the age of 45, and representatives of harmful and dangerous professions for whom COPCs have been paid for at least 60 months - from the age of 40. Payments under the deferred annuity in all cases will begin from the age of 55.availability of a sufficient amount of PS, ensuring an insurance payment in the amount of not less than 70% of the subsistence minimum (SM) established for the relevant financial year by the law on the republican budget. In 2025, to receive the minimum monthly payment of 32,360 tenge, which is 70% of the SM, at least 9.1 million tenge for men and 11.9 million tenge for women are required. If the PS from CPC and/or COPC is not enough to issue an annuity, you can use savings from voluntary pension contributions (VPC). If savings are not enough even taking into account the amount of all types of contributions, you can issue a joint annuity with your spouse or close relatives (parents, children, adoptive parents, adopted children, full and half siblings, grandparents, grandchildren) or supplement the amount from your own funds. Key Features of a Retirement Annuity: it is possible to receive pension benefits before the official retirement age;payments are made until the end of life/guaranteed period even if their amount exceeds the amount of savings transferred to the insurance company;the pension amount is indexed annually by 7%;the beneficiary, when purchasing a pension annuity, transfers ownership of the savings to the insurance company, that is, he will not be able to use them for alternative needs, in the event of his death, the savings will not be inherited by relatives (while pension savings in UAPF are inherited). At the same time, within the framework of the pension annuity agreement, it is possible to provide for a guaranteed period of pension payments, during which certain payments will be transferred first to the beneficiary, and in the event of his death - to the heirs.Procedure for concluding an agreement. Restrictions on termination/modification of the agreementThe pension annuity agreement is concluded in writing. The basis for concluding the pension annuity agreement is an application to the insurance company of the CPC contributor (contributors) and (or) an individual for whom the COPC is transferred, containing the data necessary for calculating the insurance premium and identifying the policyholder (insured). You can get more complete information on the list of required documents and methods of submission on the UAPF website in the section "Services - Pension Annuity".For two years from the date of conclusion, the pension annuity agreement cannot be terminated or changed. After this period, despite the possibility of making changes to the agreement, it is not possible to return all funds to the account in UAPF: the insurance company must have an amount that ensures a lifetime monthly insurance payment of at least 70% of the PM in effect on the date of making changes.Termination of the agreement after two years is possible only if a new annuity agreement is concluded with another insurance company. UNITY AND FRIENDSHIP ARE THE PILLARS OF SOCIAL STABILITY 02.09.2025
If we look at the history of mankind, we can see that the prosperity of any country depends primarily on peace and understanding between its people. Because without unity and mutual trust, no success will last long. Stability in society is a strong pillar of economic power, social progress, and even international prestige. Today, there are many countries in different parts of the world that are torn apart by discord. While interethnic conflict is escalating in one country, religious conflict is plunging society into crisis in another. In such a situation, Kazakhstan's decision to make unity and friendship the core of state policy is a wise decision based on the historical experience of our people. The hospitality and generosity of the Kazakh people, their support for ethnic groups that have fallen into the hands of fate, are the solid foundation of today's social harmony. During the difficult years of deportation in the 20th century, thousands of ethnic groups found refuge on Kazakh soil and started a new life. This is a historical lesson that teaches us the value of peace. Friendship is a noble quality that unites people for a common goal, strengthens trust and solidarity. Its significance is especially significant for multi-ethnic Kazakhstan. Today, representatives of more than 130 ethnic groups live in harmony in our country and contribute to development. This is evidence that friendship not only unites society, but also connects cultures and enriches the country spiritually. The achievements of independent Kazakhstan - the emergence of a new capital, increased international prestige, economic success - all came about thanks to unity. Because where there is division, strength is dissipated, where there is unity, the labor of every citizen is used for the development of the country. The Assembly of the People of Kazakhstan is a unique example of strengthening peace and harmony. It not only preserves the culture of ethnic groups, but also gives each of them the opportunity to contribute to the development of the state. The fact that countries around the world recognize Kazakhstan's experience as a model of interethnic peace is proof of this. Political systems may change, economies may fluctuate. But friendship and unity are eternal values that stand the test of time. They do not lose their significance from year to year, but rather grow stronger. Therefore, preserving unity is protecting the future, and promoting friendship is strengthening peaceful life. This is a common duty for all of us. #МыВместе #PeaceAndHarmony #PeaceForAll #TogetherForPeace #АНК30жил #АНК30лет #APK30years #АНК #ANK
