Председатель Комитета по правовой статистике и специальным учетам Генеральной прокуратуры Сабит Нурлыбай провел расширенное заседание коллегии по итогам работы за 1 полугодие 2025 года.В работе коллегии приняли участие руководители территориальных департаментов и приравненных к ним, личный состав центрального аппарата и территориальных органов.Открывая заседание Сабит Нурлыбай отметил, что в текущем году акцент внимания прокуроров Комитета был направлен на обеспечение достоверности государственной правовой статистики, выполнение поручений Главы государства, а также выполнение приоритетных задач поставленных Генеральным Прокурором.В ходе совещания заслушаны отчеты заместителей Председателя Комитета по курируемым направлениям деятельности, а также реализации цифровых проектов, обсуждены приоритеты по прогнозирования преступных угроз и противодействию им.В рамках надзорной деятельности Комитетом и его территориальными департаментами, проведено 489 проверок, 9 577 мониторингов, 467 анализов, выявлено 24 967 видов нарушений, внесено 2 055 актов прокурорского надзора, по которым к ответственности привлечено более 7 тыс. должностных лиц.Гражданам оказано более 2,9 млн. государственных услуг «Выдача справки о наличии либо отсутствии судимости», «Апостилирование официальных документов, исходящих из органов прокуратуры, органов следствия и дознания», «Выдача архивных справок и/или копий архивных документов в пределах архивов Комитета по правовой статистике и специальным учетам Генеральной прокуратуры Республики Казахстан и его территориальных органов», «Выдача сведений о совершении лицом коррупционного преступления».Продолжается работа по совершенствованию и развитию информационных систем и внедрению цифровых проектов. За последние годы значительно увеличены темпы цифровизации правоохранительной деятельности. Доля расследуемых электронных уголовных дел составила 95%, с использованием ЕРАП в электронном формате составлено 98% административных протоколов и предписаний. «Бизнес» надежно защищен от незаконных проверок в системе ЕРСОП.В рамках реализации прокурорского фильтра в системах ЕРАП и ЕРСОП создан механизм согласования прокурорами проверок и возбуждения административных производств в отношении инвесторов.Совместно с Министерством внутренних дел в июле т.г. на базе управления полиции района «Есиль» г. Астаны и отдела полиции г. Косшы Акмолинской области запущена апробация пилотного проекта «Цифрового помощника».«Цифровой помощник» - это не просто инструмент, а полноценный помощник следователя в раскрытии преступлений. Благодаря встроенному искусственному интеллекту, большим данным, система способна находить взаимосвязи между делами, строить прогнозы и давать рекомендации не только по проведению расследования, но и по профилактике преступности.При координации профильного отдела Администрации Президента совместно с уполномоченными органами проводится масштабная работа по построению «Единой экосистемы работы с обращениями граждан», которая позволит более точно определять потребности и ожидания граждан. В настоящее время в рамках исполнения поручения Главы государства о перезагрузке системы прогнозирования преступных угроз и противодействия им с использованием потенциала Комитета создан в пилотном режиме Центр прогнозирования преступных угроз и рисков общественной безопасности.В целом стартовый портфель Центра состоит из 5 проектов: ИИ-модель прогнозирования уличной преступности, Выявление лиц склонных к совершению повторных правонарушений», Интеллектуальная модель мониторинга международного информационного пространства так же, проекты по выявлению социально-чувствительных обращений на основе данных системы «е-Өтініш» и «Таргетинг-центр» по мониторингу и выявлению наркоправонарушений.В рамках совершенствования прогнозно-аналитической деятельности, для членов межведомственного рабочей группы определен приоритет по анализу актуальных кибер-угроз с выработкой конкретных профилактических мер. In 2024, as part of the Auyl - El Besigi program, the FAP building in the village of Krasnaya Presnya, Mendykara district, was overhauled in the amount of 36.7 million tenge, the Stepanovsky FAP building in Mendykara district in the amount of 35.7 million tenge, and the FAP building in Novotroitsk, Karabalyk district, in the amount of 40.9 million tenge. Kazakhstan and the Islamic Development Bank Signed a Letter of Intent on Infrastructure Projects 15.07.2025
A bilateral meeting was held in Jeddah between the representative of the Government of the Republic of Kazakhstan, Advisor to the Prime Minister Mr. Nurlan Baibazarov, and the President of the Islamic Development Bank (IsDB), Dr. Muhammad Sulaiman Al Jasser.During the negotiations, the parties discussed opportunities for deepening cooperation in financing priority infrastructure projects in Kazakhstan. Particular attention was given to the development of engineering and transport infrastructure in Special Economic Zones (SEZs) and Industrial Zones (IZs). A key outcome of the meeting was the agreement to attract financing of up to $1.1 billion from the Islamic Development Bank to implement these objectives.In addition to the reached agreements, a Letter of Intent was signed between the Government of the Republic of Kazakhstan and the Islamic Development Bank. The document reflects the mutual commitment of the parties to practically work out financing mechanisms for projects in SEZs and IZs using Islamic finance instruments.The implementation of this cooperation is expected to give a strong impetus to the country’s infrastructure development, attract over 1.6 trillion tenge in investments, and create more than 16,000 jobs, thereby contributing to the accelerated industrialization and economic diversification of Kazakhstan.This initiative continues the course set by the Framework Program Agreement on Strategic Cooperation between the Government of the Republic of Kazakhstan and the IsDB, signed on June 25, 2024. Under this agreement, the parties confirmed their intention to implement investment projects totaling more than $8 billion.The first phase of implementation was the Climate-Resilient Water Resources Development Project, for which the IsDB provided a $1.15 billion loan — the largest in the Bank's history. The funds are allocated for the construction and reconstruction of eight reservoirs and the modernization of 115 irrigation canals with a total length of over 3,600 kilometers. Abu Dhabi, July 14, 2025 – Kazakh Ambassador to the UAE Rauan Zhumabek met with Chairman of the UAE Supreme Court Muhammad Hamad Al-Badi.The Kazakh diplomat noted that important reforms are being carried out in the country aimed at modernizing the judicial system, additions and amendments have been made to the current legislation and noted that these works are aimed at expanding the institutional capabilities of citizens and businesses to protect their rights and legitimate interests.In turn, Muhammad al-Badie expressed interest in developing cooperation between the two countries in the field of the judicial system and wished the successful implementation of ongoing reforms in this important area.The sides also exchanged views on judicial protection of citizens' rights, ensuring the rule of law and increasing confidence in the courts.At the meeting, the Ambassador of Kazakhstan presented Muhammad Hamad al-Badi with an invitation letter from Chairman of the Constitutional Court of the Republic of Kazakhstan E.Azimova to the forum "Peace and Future through Law" dedicated to the 30th anniversary of the Constitution of the Republic of Kazakhstan, which will be held on September 12 this year.The UAE Supreme Court was founded on December 2, 1971. It consists of a Chairman appointed by the President of the country and 32 judges. This structure, as the Highest Court in the country, hears cases received from lower courts, as well as cases of particular importance to the federal authorities.
