Current questions about UAPF Payment of pension savings from UAPF according to the schedule: how pension benefits are calculated and where to apply 10.06.2025
Current questions about UAPFPayment of pension savings from UAPF according to the schedule: how pension benefits are calculated and where to apply Who is entitled to pension benefits according to the schedule?Monthly pension benefits according to the established schedule from the UAPF in accordance with the Social Code of the Republic of Kazakhstan are paid to persons who have pension savings at the expense of the CPC and (or) the COPC in the UAPF:- who have reached retirement age (men - 63 years old, women - 61 years old);- with disability of group 1 or 2, established indefinitely;- who have reached 55 years old, if the COPC has been paid in their favor in total at least 84 calendar months at the time of applying for a pension benefit, subject to termination of employment in jobs with hazardous working conditions or upon transfer to another job that excludes exposure to harmful factors (hereinafter - persons who have reached 55 years old, for whom the COPC has been paid in total for at least 84 calendar months), in the manner determined by the Government of the Republic of Kazakhstan. How are pension benefits according to the schedule calculated? Pension benefits according to the schedule are calculated as follows: in the first year of receiving benefits, the amount of pension savings is multiplied by the pension benefit rate of 6.5% and divided by 12. In subsequent years, the amount of the monthly pension benefit is increased by the pension benefit indexation rate of 5%. In this case, the monthly pension benefit payment from the UAPF is made in the amount of at least 70% of the subsistence minimum (hereinafter - SM) established for the relevant financial year by the law on the republican budget (in 2025, the SM is 46,228 tenge), with the exception of persons who have reached 55 years of age, for whom COPC has been paid in total for at least 84 calendar months. For beneficiaries of certain categories: persons with disabilities of groups 1 or 2, established indefinitely, as well as persons who have reached retirement age and have pension savings formed through compulsory occupational pension contributions in total for at least sixty months, the Methodology provides for correction factors that increase the amount of the monthly pension benefit. For persons who meet more than one of the above conditions, the correction factor with the highest value is applied. If the amount of pension savings on the date of payment from the UAPF does not exceed twelve times the minimum pension established by the law on the republican budget for the relevant financial year (in 2025, 753,252 tenge = 62,771 x 12), the payment is made in a lump sum.Correction factors do not apply to persons who have reached 55 years of age, for whom COPC has been paid in total for at least 84 calendar months. Where and when should I apply for payment of my pension savings from the UAPF? To assign pension benefits from the UAPF at the expense of mandatory types of pension contributions in connection with reaching the retirement age, as well as the assignment of a basic and PAYG pension from the state budget, beneficiaries must promptly contact the State Corporation "Government for Citizens" (PSC) at their place of residence. This can be done 10 days before reaching the retirement age. All types of pension benefits are made from the date of application. In this case, the day of application is considered to be the day of registration of the application and the necessary documents in the PSC, provided that the beneficiary has reached the retirement age, if he applied earlier - the day of application is considered to be the day of reaching the retirement age. Timely application is especially important for receiving benefits from the budget, for the assignment of which it is necessary to verify the work experience based on the documents submitted by the beneficiary. Where should disabled persons with pension savings in UAPF apply?? For payment of pension savings in connection with the establishment of disability, you must contact the UAPF departments either through your personal account on the website (enpf.kz) or in the UAPF mobile application using an electronic digital signature. Please note that UAPF has organized on-site services for persons with disabilities. In this case, a preliminary consultation is carried out, including checking the possibility of receiving services remotely, without leaving Where should persons who have reached the age of 55, for whom COPC has been paid for a total of at least 84 calendar months, apply?Pension benefits at the expense of compulsory occupational pension contributions to persons who have reached 55 years of age, for whom COPC has been paid in total for at least 84 calendar months, are assigned through the provision of a proactive service within the framework of the assignment of a special social payment or by applying to the State Corporation with the presentation of an identity document, as well as information about the bank account. If the said person has pension savings formed at the expense of compulsory pension contributions, then this person may be assigned additional pension benefits from the UAPF at the expense of compulsory pension contributions, if he or she consents to receive them What actions does UAPF take in relation to pensioners who have not applied for pension benefits?Future pensioners (potential beneficiaries), whose phone numbers are registered in the egov mobile citizens database, receive an SMS notification from number 1414 2 months before reaching retirement age about the possibility of timely contacting the nearest branch of the State Corporation to receive services for the appointment of pension benefits with a link to the list of documents on the egov.kz website. That is, government agencies send out relevant notifications to process pension benefits within the specified timeframes, since payments are not assigned for the missed period. It is also worth noting that in order to provide a proactive service for paying pension benefits from UAPF to persons who have reached retirement age, who have pension savings due to CPC and (or) COPC in UAPF and have not applied for their benefit, UAPF conducts an annual reconciliation together with the State Corporation for the presence of assigned pension benefits by age and (or) state basic pension benefit at the expense of budgetary funds for these citizens. Based on the results of the annual reconciliation, when identifying persons who have assigned pension benefits from budgetary funds, UAPF pays pension benefits to them within the framework of the relevant agreement concluded with the State Corporation, i.e. without an application. Results of the activities of healthcare organizations of the Kostanay region for 5 months of 2025 10.06.2025
The results of the work of healthcare institutions in the Kostanay region for January-May of this year have been summed up. At the regular meeting of the akimat chaired by the akim of the region Kumar Aksakalov, key results were announced, current problems were identified and instructions were given for further improvement of the healthcare system.Infrastructure development is a priority vectorOver the past two years, 25 primary health care facilities have been built in rural areas. These are outpatient clinics, feldsher-obstetric and medical centers equipped with ultrasound machines, laboratories, rehabilitation and physiotherapy equipment. In 2024, a Center for children with autism and other mental disabilities was opened in the region. The construction of a new polyclinic for 250 visits per shift is underway in the city of Tobyl, Kostanay district. The construction of medical facilities in the Yubileyny microdistrict of the city of Kostanay and in the city of Rudny is also nearing completion.Modern equipment is the basis of qualityIn the last three years alone, the volume of funding for the healthcare sector has increased by 1.3 times, and the cost of purchasing equipment has doubled and reached 7.2 billion tenge. In 2023–2025, 46 ambulances, an ambulance, more than a hundred anesthesia and respiratory devices, ECG and ultrasound equipment, incubators for newborns, an angiograph and mammographs were purchased. The wear and tear of medical equipment has been reduced from 49.2% in 2022 to 27% at the current moment. At the same time, in a number of districts, the level of equipment remains below the regional average – in particular, in Dzhangeldinsky, Fyodorovsky and Amangeldinsky.Personnel issue: focus on attracting specialistsTo solve the problem of the shortage of doctors in the region, a program to support medical personnel is being implemented. As a result of the measures taken, the number of unfilled medical vacancies has decreased from 251 to 160. In the Altynsarinsky and Fyodorovsky districts, the personnel shortage has been completely eliminated, and positive dynamics have been observed in most other districts.Lifting allowances are paid: up to 8.5 million tenge for especially in-demand specialists heading to rural areas, up to 5 million tenge for villages, and 3.5 million tenge for cities. In Arkalyk, Amangeldy and Dzhangeldy districts, the amount of payments has been additionally increased.Population health indicators require attentionIn some districts, cases of increased infant mortality have been recorded, and in the city of Rudny, there is one case of maternal mortality. A high mortality rate from cardiovascular diseases is observed in Kostanay and Karabalyk districts. The akim of the region emphasized that improving medical indicators is possible only with the joint work of specialists, authorities and citizens themselves. Prevention and timely visits to a doctor are of particular importance.Medical care must be humaneMedical organizations have a Patient Support Service designed to promptly resolve citizens' issues. Most complaints concern the quality of care, compliance with ethical and deontological standards. The heads of medical institutions have been instructed to personally monitor the work of the services and take action on each complaint."A patient came - they listened, examined, helped. This is exactly the model of interaction that should be," noted Kumar Aksakalov.Specific instructionsFollowing the meeting, the regional akim gave a number of instructions to the Health Department, including:take measures to prevent an increase in the incidence rate and strengthen prevention;ensure uniform technical equipment of medical institutions in all districts;continue work to attract and train medical personnel;improve the quality of medical services;reduce the debt burden on medical organizations;consider issues of disciplinary responsibility for managers who have allowed performance indicators to decline, with possible dismissal from their positions based on the results of 9 months. The regional healthcare system will continue to develop in line with the patient-oriented approach, where the focus is on health, comfort and trust of citizens.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1014739?lang=kk
