Mangystau Region and Constanța County signed a memorandum of cooperation.On October 7, the Akim of Mangystau Region, Nurdaulet Kilybay, met with a delegation led by Mădălina Lupu, the Ambassador Extraordinary and Plenipotentiary of Romania to the Republic of Kazakhstan, and Florin Mitroi, Chairman of the Constanța County Council.During the meeting, the parties discussed the development of interregional cooperation, attracting investments, and the implementation of cultural and tourism-related projects.Florin Mitroi noted the high potential of economic relations between Romania and Kazakhstan and expressed Constanța County’s interest in establishing mutually beneficial partnerships with Mangystau.Nurdaulet Kilybay confirmed the region’s readiness to carry out joint projects with Romanian partners, emphasizing that Mangystau has significant investment potential and is open to new initiatives, international cooperation, and foreign investment. Düsseldorf, October 7, 2025 – On Tuesday, the Düsseldorf Business Association hosted a business roundtable titled “Kazakhstan - North Rhine-Westphalia: Cooperation and Partnership in Industrial, Raw Materials and Technological Sectors”. Youth Judo World Championship Takes Place in Peru 14.10.2025
Lima, October 5–7, 2025 – The Kazakh team is taking part in the 2025 Youth Judo World Championship in the under-20 category. The Kazakh athletes were welcomed in the Peruvian capital by the Honorary Consul of Kazakhstan in Peru, Freddy Saravia.On the first day of the tournament, Kazakhstan’s Dana Abdirova reached the final in the under-57 kg weight category. Competing in this division, D. Abdirova held five matches, winning four of them. In the semifinal, she defeated Giovanna Andrade (Brazil), and in the decisive bout, she was bested by Mio Shirakane (Japan), earning a silver medal at the championship. XII International Forum "Anti-Counterfeiting-2025" 14.10.2025
On October 6-7, 2025, the XII International Forum "Anti-Counterfeiting-2025" was held in Minsk, Belarus with the assistance of the International Association of Anti-Counterfeiting and the National Intellectual Property Center of the Republic of Belarus. Deputy Prime Minister of the Republic of Belarus Natalia Petkevich attended the opening of the forum.The Forum is a platform for discussing problematic issues in the field of intellectual property rights protection in the context of Eurasian integration, where representatives of government agencies, business, the expert community and international organizations discussed key measures to counter illicit trafficking in industrial products and the protection of intellectual property rights within the EAEU.Chairman of the Committee on Intellectual Property Rights of the Ministry of Justice of the Republic of Kazakhstan Sholpan Abdreyeva made presentations from the Republic of Kazakhstan. She spoke about the steps taken by the Ministry of Justice in the framework of digital transformation, in particular, the introduction of artificial intelligence technologies. Investment portfolios managed by the NBRK and IPM: Results as of September 1, 2025 14.10.2025
“UAPF” JSC (hereinafter referred to as the UAPF) presents a report on the management of pension assets by the National Bank of the Republic of Kazakhstan (hereinafter referred to as the NBRK) and investment portfolio managers (hereinafter referred to as the IPM) on the enpf.kz website in the section “Indicators - Investment Activity”. The total volume of pension assets as of September 1, 2025 managed by the NBRK and the IPM amounted to 25,083.08 billion KZT. As of this date, the pension assets of the UAPF held in trust by the NBRK, formed at the expense of mandatory pension contributions (hereinafter referred to as MPC), mandatory professional pension contributions (hereinafter referred to as MPPC), voluntary pension contributions (hereinafter referred to as VPC), amounted to about 24,463.47 billion KZT[1]. The volume of pension assets formed at the expense of mandatory pension contributions of the employer (hereinafter referred to as the MPCE), which are in trust management of the NBRK, is 551.25 billion KZT.Pension assets managed by the IPM amounted to more than 68.36 billion KZT. Investment portfolio of pension assets managed by the NBRK The National Bank, as a trustee of UAPF pension assets, pursues a balanced investment policy: it invests in various types of financial instruments by currency, country, sector and issuer.As of September 1, 2025, the main areas of investment of pension assets formed at the expense of MPC, MPPC, VPC are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 42.58%, bonds of quasi-public companies – 8.85%, bonds of second-tier banks of the Republic of Kazakhstan – 2.78%, deposits of the NBRK – 2.14%, shares and depositary receipts of issuers of the Republic of Kazakhstan – 1.77%, MFIs – 1.20%.As of September 1, 2025, the investment portfolio in terms of currencies in which financial instruments purchased at the expense of MPC, MPPC, APC are denominated is as follows: investments in the national currency – 57.33%, in US dollars – 42.67% of the portfolio of pension assets.From the analysis of the structure of income received, it follows that income in the form of interest on securities, including placed deposits and reverse repo transactions, amounted to 1,277.10 billion KZT, income from revaluation of foreign currency, except for assets under external management, amounted to 139.12 billion KZT, income from assets under external management, including taking into account exchange rate revaluation, amounted to 456.19 billion KZT,  other income - 5.16 billion KZT. The market revaluation of securities was negative.The amount of accrued investment income for the last 12 months from September 2024 to August 2025 amounted to about 2.74 trillion KZT, the yield for this period was 12.60% with inflation of 12.20%. As of September 1, 2025, the directions of investment of the MPCEare as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 97.58%, deposits of the NBRK - 2.22%, cash on investment accounts - 0.20%.The investment portfolio at the expense of the MPCE includes only financial instruments denominated in the national currency.As of September 1, 2025, the yield on compulsory pension insurance over the past 12 months was 7.64%.Recall that pension savings are long-term investments. Therefore, it is advisable to analyze the amount of investment income for a period of at least one year. In some periods, there may be a decrease in profitability due to the volatility of foreign exchange rates, changes in the market value of financial instruments, as well as the impact of inflation. Diversification of the investment portfolio, when the income on some instruments covers temporary losses on others, ensures the safety and sustainable profitability of pension savings in the long term. Thus, investment income in dynamics over the past 3 years shows stable growth, the return on pension assets exceeds the inflation rate.A detailed structure of theinvestment portfolio of financial instruments managed by the NBRK with an indication of issuers and an overview of investment activities are posted on the official website of the UAPF. Also on the website enpf.kz is information on the structure of the portfolio for pension assets formed at the expense of the MPCE.Investment Portfolio Managers The total volume of pension assets managed by the IPM is more than 68.36 billion KZT.  As of 01.09.2025, pension assets held in trust by “Alatau City Invest” JSC amounted to 12.74 billion KZT.The main investments of the company are: government securities of the Ministry of Finance of the Republic of Kazakhstan – 18.59%, Exchange Traded Funds (ETF) units – 16.76%, bonds of second-tier banks of the Republic of Kazakhstan – 16.29%, REPO – 16.14%, bonds of quasi-public organizations of the Republic of Kazakhstan – 11.33%, corporate bonds of foreign issuers – 6.17%, MFOs – 5.90%, corporate bonds of issuers of the Republic of Kazakhstan – 5.82%, government securities of foreign states – 2.77%. Depositors who have voluntary pension savings can transfer them to their IPM in the amount of 100%. The UAPF was established on August 22, 2013 on the basis of NPF “GNPF” JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution “State Property and Privatization Committee” of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts mandatory pension contributions, mandatory pension contributionsof the employer, mandatory professional pension contributions, voluntary pension contributions, as well as crediting and accounting for voluntary pension contributions formed at the expense of the unclaimed amount of guarantee compensation for the guaranteed deposit, transferred by the organization carrying out mandatory deposit insurance, in accordance with the Law of the Republic of Kazakhstan “Concerning Compulsory Insurance of Deposits Placed in Second-Tier Banks of the Republic of Kazakhstan” ensures the implementation of pension payments. Today’s priorities focus on strengthening social protection of the population and ensuring economic transparency. In this regard, a regular meeting was held at the Karmakshy District Akimat under the chairmanship of District Akim Zhandos Yerkinbek.The agenda included two key issues that were previously discussed at meetings chaired by the Prime Minister and the Regional Akim: modernization of the Mandatory Social Health Insurance system and measures to reduce the shadow economy.In his remarks, Zhandos Yerkinbek emphasized that health insurance is an important social initiative aimed at protecting the health of every citizen. On this topic, the Chief Physician of the District Hospital, Bakhytzhan Nysanbayev, provided a brief report on the implementation of the health insurance system in the district.Following the discussion, the district akim gave several specific instructions. Investing in the Future: Adult Kazakhstanis Used More Than $22.29 Million Under the National Fund for Children Program 14.10.2025
As of October 1, 2025, since the program's launch on February 1, 2024, authorized operators have processed 156,956 applications totaling over $22.29 million. Funds have been transferred to authorized operators for deposit into applicants' bank accounts. Of these, 98,046 applications totaling $14.14 million were processed for housing, and 58,910 applications totaling approximately $8.15 million were processed for educational services. As a reminder, recipients of targeted savings (TS) have the right to use the entire amount or a portion of it. Any unused balance is stored in a targeted savings account (TSA).When using funds to improve housing conditions, the main areas were: replenishment of the contribution to housing construction savings for further accumulation (95,786 applications were completed for a total of approximately 13.85 million US dollars), making a down payment to obtain a mortgage loan for the purchase of housing - 755 applications for a total of 101.44 thousand US dollars, acquisition of housing in ownership through civil law transactions (final settlement) - 553 applications for a total of approximately 69.88 thousand US dollars.Key areas for using funds for educational purposes include payment for educational services at educational institutions located in the Republic of Kazakhstan, either in installments (for each academic period or academic year) or in a lump sum (for the entire term of study) (52,574 applications completed, totaling $7.38 million), replenishment of educational savings deposits under educational savings deposit agreements (4,477 applications completed, totaling approximately $527,670), and payment for educational services at foreign educational institutions, either in installments (for each academic period or academic year) or in a lump sum (for the entire term of study) (1,526 applications completed, totaling approximately $194,540).Detailed information on targeted savings payments for the purpose of improving housing conditions and/or paying for education, broken down by authorized operators and regions, is available on the enpf.kz website.         As a reminder, under the National Fund for Children  program, 50% of the investment income from the National Fund of the Republic of Kazakhstan is distributed annually among children of the Republic of Kazakhstan citizens born in 2006 or later. All recipients of the TS were awarded $100.52 in 2023 and $129.38 in 2024. Children who received their first National Fund payments in 2023, with the exception of those born in 2006, were awarded $3.04 in investment income this year. As a result, the target savings for a child born in 2006 are $100.52, and for a child born in 2007, $232.94.Adult citizens must independently obtain information about their targeted savings through their personal account on the UAPF or e-government websites. They can then contact an authorized operator to open a US dollar bank account and submit an online application for targeted savings payments to improve their housing conditions and/or pay for education.To receive targeted savings payments, the recipient or their legal representative must contact an authorized operator with whom UAPF has a corresponding agreement.
