HUMAN RIGHTS ARE THE HIGHEST VALUE OF THE STATE 17.02.2026
On February 11, 2026, the President of the Republic of Kazakhstan signed a Decree on the appointment of a republican referendum. On March 15, 2026, the citizens of the country will make their choice on the issue of adopting a new Constitution. This step is a legitimate continuation of a large-scale constitutional reform aimed at comprehensive modernization of the political system. The reform was initiated by the initiative of Head of State Kassym-Jomart Tokayev to create a unicameral Parliament. This proposal was announced in his Address to the Nation on September 8, 2025, and its main goal was to make the public administration system more efficient, modernize political institutions, and give impetus to socio-economic development in the era of artificial intelligence. A special working group on parliamentary reform was created, which included lawyers, experts, representatives of political parties and public organizations. Society also actively participated in this process. Citizens sent their proposals through the e-Otinish and eGov platforms, participating in a nationwide discussion. As a result, more than two thousand proposals were considered and systematized. However, the essence of the reform is not limited to institutional changes. The main thesis of the new draft Constitution is clear: the Republic of Kazakhstan is a democratic, secular, legal and social state. The highest value of the state is a person and his life, rights and freedoms. This principle guides all areas of state policy. The rule of law, social justice, protection of citizens' rights, accountability and transparency of state bodies - all this should serve to protect human interests. Constitutional reform, before restructuring power structures, is aimed at strengthening the legal status of a person, protecting his dignity and freedom.

PROPERTY RIGHTS – A CONSTITUTIONAL GUARANTEE AND A PUBLIC WELFARE 17.02.2026
On February 11, 2026, the President of the Republic of Kazakhstan signed a Decree on the appointment of a republican referendum on the adoption of a new Constitution for March 15, 2026. Thus, the new draft Constitution establishes the right to property not only as an economic institution, but also as a constitutional value associated with social responsibility. The main emphasis is on the combination of the principles of guaranteeing property and its fair, legal and public use.

Waste paper collection takes place in Rudny as part of the "Taza Kazakhstan" campaign 17.02.2026
Schoolchildren from the city of Rudny actively joined in the collection of waste paper for recycling.. The environmental initiative is being held within the framework of the republican campaign of Taza Kazakhstan, aimed at the formation of an ecological culture and the preservation of the environment.Young participants of the action collect old books, newspapers, magazines and used notebooks. They bring waste paper from home, turn to neighbors, organize collection at enterprises, and even find recyclable materials on the street. According to the organizers, such work not only helps to clean up the environment, but also educates the younger generation with a responsible attitude towards nature.Paper recycling is essential for the conservation of natural resources. Thus, each ton of waste paper collected can save at least 17 trees, as well as reduce the amount of waste in landfills and reduce the burden on the ecosystem.The action brought together schoolchildren, teachers and residents of the city, becoming an example of active youth participation in solving environmental issues. Gross domestic product by production method for 2025 (flash estimates) 17.02.2026
The physical volume index (PVI) of the Gross Domestic Product (GDP) for 2025 (flash estimates) in relation to the appropriate period in 2024 amounted to 106,5%. О деталях внедрения механизма «Заказ на инвестиции» и планах по капитализации холдинга «Байтерек» до 1 трлн тенге сообщил заместитель Премьер-министра – министр национальной экономики Серик Жумангарин.По его словам, совокупный объем мер для развития реального сектора экономики будет доведен до 8 трлн тенге.Основной упор делается на устранение дефицита базовых товаров, который является одной из причин инфляции. В частности, определено 12 ключевых направлений в продовольственном секторе (от переработки мяса и молока до сахара и плодоовощной продукции) и 24 – в непродовольственном (бытовая техника, стройматериалы, химия). До 2030 года через структуры холдинга «Байтерек» планируется профинансировать промышленные проекты на сумму порядка $100-120 млрд."Суть механизма «Заказ на инвестиции» – в системном насыщении внутреннего рынка отечественными товарами. Сегодня одной из ключевых причин инфляционного давления является дефицит ряда базовых товаров. Наша цель – обеспечить рынок своей продукцией и снизить импортозависимость. Правительство обеспечит переход к новой модели экономического роста через привлечение $400 млрд совокупных инвестиций до 2029 года. О механизмах реализации задач, поставленных Главой государства на расширенном заседании Правительства, доложил заместитель Премьер-министра – министр национальной экономики Серик Жумангарин.По его словам, согласно Национальному плану развития, доля инвестиций в ВВП увеличится с текущих 14-15% до 23%, что позволит к 2029 году нарастить объем инвестиций в основной капитал в 2,5 раза по сравнению с уровнем 2024 года.Основной упор будет сделан на развитие металлургии, нефтехимии, производства газа и фармацевтики. Вместо пассивного ожидания инвесторов государство внедряет Проактивную политику экономического роста. То есть Правительство само будет формировать «заказы на инвестиции» под нужды местного бизнеса и привлекать зарубежных партнеров с готовыми технологиями для запуска новых производств."Суть этой политики заключается в переходе от модели, где государство лишь приглашает инвесторов, к модели активного государственного участия в формировании и запуске конкретных инвестиционных проектов. Данный подход сфокусирован на конкретных потребностях отраслей экономики. Dushanbe, February 16, 2026 – As part of his official visit to Dushanbe, Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev held talks with Minister of Foreign Affairs of the Republic of Tajikistan Sirojiddin Muhriddin.During the meeting, the parties reviewed priority areas of political, economic, water and energy, transit and transport, as well as cultural and humanitarian cooperation between the two countries.The sides reaffirmed their commitment to further strengthening political dialogue based on the principles of friendship, mutual trust and strategic partnership. The Foreign Ministers agreed that Kazakhstan and Tajikistan, as landlocked countries, are capable of realizing significant transit potential by providing mutual access to major markets in Europe, the Caucasus and South Asia.The ministers exchanged views on pressing issues of the regional and international agenda. They highlighted constructive cooperation within multilateral frameworks, including such international organizations as the United Nations, the Organisation of Islamic Cooperation, the Commonwealth of Independent States, and the Collective Security Treaty Organization, as well as mutual support for the two countries’ international initiatives.
