Development of the education system is a priority of regional policy 14.10.2025
The development of education, the creation of full–fledged conditions for the development of students' abilities, increasing interest in science, including artificial intelligence, is a priority of the Kostanay region's policy.Over the past three years, 23 educational facilities have been built in the region, and 5.5 billion tenge has been allocated to strengthen the material and technical base.        Special attention is paid to creating comfortable learning and upbringing conditions, starting from the foundation - the preschool level, which determines the further development of a person. Today, there are 486 preschool organizations in the region, of which 174 kindergartens with coverage of more than 23 thousand children, including 61 private kindergartens. There are also 312 mini-centers, where almost 5,000 children study. Preschool education coverage for children aged 2-6 is 92.4%.        Over the past 2 years, significant steps have been taken to increase enrollment: new kindergartens and groups for 1,717 places have been opened. This work continues.The focus is on the quality of education in schools and the creation of a comfortable, safe environment.7 new schools with 4,860 places have been built and put into operation in Kostanay region. The schools fully comply with modern standards and requirements, 5 of them were opened as part of the Keleshek Mektepteri National Project.These are modern schools with innovative equipment in the spirit of global trends, thoughtful equipment and design. Each of them is equipped with subject rooms and laboratories, they create the best conditions for the development of our students' talents and research ideas.        4 more schools will be put into operation by the end of the year.In order to improve the quality of education, the republican project "Auyl mektebi – sapa alany" is being implemented, covering 21 basic and 63 attached rural schools. Within its framework, from 2022 to 2024, with the support of the Public Foundation "Kazakhstan Khalkyna", 12 schools received modern equipment worth 3 billion tenge. Each of them has 25 specialized classrooms, including STEM labs, robotics and natural sciences classrooms, renovated libraries, art classrooms, and TV studios. This year, the modernization will affect 7 more schools.In parallel, the material and technical base of the attached schools was updated: 106 classrooms were repaired for the amount of 1.3 billion tenge. This opens up completely new opportunities for rural schoolchildren, fulfilling the task set by the Head of State to reduce the gap between urban and rural areas.        Such investments in the future are yielding results. First of all, these are victories in intellectual competitions.        In the 2024-2025 academic year, our students won 9 prizes at international Olympiads and competitions, 26 at the Republican Olympiad for Rural Schools (3rd team place) and 23 medals at the Republican Olympiad in subjects.        5 schools of the region entered the TOP 100 of Kazakhstan: lyceum "Bilim-Innovation", lyceum school No. 2 in Kostanay, gymnasium school No. 10 inRudny, specialized boarding school named after I. Altynsarin, lyceum school of information technology "Ozat".There were 16 prizes in the scientific project competition, and 4 medals in international scientific competitions.        The success of our children is the result not only of high—quality education, but also of systematic educational work.        So, starting from the new school year, educational work will be carried out according to the "Adal Azamat" program. Working with parents plays an important role in the formation of the school-family-society triad: there are 399 Educational Support Centers.A lot is being done in the field of education to support families. One of the important tasks is to provide children with high-quality hot meals. It should be recalled that on the instructions of President Kassym-Jomart Tokayev, all primary school students, which currently number 45,019 in the region, should be provided with free meals.Also, 7,222 pupils of grades 5-11 are provided with hot meals from the Universal Education Fund.  5.2 billion tenge has been allocated from the regional budget for these purposes.To ensure the clarity and transparency of the organization of free and discounted meals, 123 schools have a Social Wallet system, and 305 schools with fewer than 700 students have a Business Wallet service.More than 3.5 thousand schoolchildren will be covered by inclusive support in secondary schools in the region in the new academic year.The network of inclusion support rooms and psychological and pedagogical correction rooms is systematically expanding, currently there are 41 of them. Before the start of the new school year, new inclusion support rooms were opened at secondary school No. 1 and kindergarten No. 2 in Rudny. The next step is to open a KPI in Sarykolsky, Mendykarinsky, and Naurzumsky districts, which will allow them to receive high-quality correctional support on the ground in their regions. The Year of Working Professions has given a special impetus to the introduction of the ideology of "Man of Work".  An important stage in its formation is technical and vocational education. Today, 21,694 students study at 33 colleges, 87% of them are state—commissioned. During the period of large-scale development of the industrial cluster, specialists are trained according to the advanced staffing model.In recent years, 21 new specialties have been opened for factories and investment projects under construction, and 14 more are at the licensing stage.Special attention is paid to targeted training commissioned by enterprises: in three years, the number of students has almost doubled (from 687 to 1,237).Today, cooperation agreements have been signed with 853 enterprises, including such leading companies as KamLitKZ LLP, SaryarkaAvtoProm LLP, Agromashholding KZ JSC, Bayan Sulu JSC, SSGPO JSC, ERG Service LLP, Kostanay Minerals JSC and many others. The number of mentor companies has grown to 250.Dual education is developing — it covers over 7 thousand students. The employment rate of graduates is 91%, which is 10% higher than the national level.Students' achievements confirm the effectiveness of the system. So, last academic year, 8 students entered the TOP 100 of the country, which is one of the best indicators by region, 5 won medals at the national level. The President heard a report on the socio-economic and infrastructural development of the Karaganda region.According to Ermaganbet Bulekpayev, there is a positive trend in all key indicators. In 8 months, the region produced industrial products worth 3.2 trillion tenge, an increase of 7%. The share of the manufacturing industry in the gross regional product is growing. Production volumes in metallurgy, mechanical engineering, agriculture, light industry and food industry have increased.644.7 billion tenge of investments were attracted to the fixed capital, with an increase of 11.1%. This year, the region plans to implement 29 investment projects worth 195 billion tenge with the creation of more than 2,700 new jobs. By 2030, a pool of 120 investment projects worth 4.5 trillion tenge has been formed, the implementation of which will create 20,000 new jobs.Kassym-Jomart Tokayev was informed about the work to reduce the dependence of the food market on imports. Major projects are being implemented in agriculture. In particular, the construction of two dairy farms in the coming years will completely cover the region's demand for milk.The Head of State was provided with information about the activities of Qarmet JSC. Over 8 months, the company has invested 110 billion tenge in the modernization of the enterprise. The production of cast iron increased by 6%, steel – by 6.9%, rolled products – by 5%. A number of major projects are being implemented at the metallurgical plant: the construction of a foundry and rolling complex, new coke batteries, and a rolling mill. Qarmet is gradually switching to natural gas, while the first stage of gasification has already been completed. In addition, the positive dynamics of the mines is noted: coal production increased by 15%. Kyzylorda's heating system is being modernized 14.10.2025
Today, at the direction of the regional akim, Deputy Akim Bakhyt Zhakhanov inspected the city's preparations for the heating season.Preparations for the upcoming important campaign are proceeding in accordance with the approved action plan.At the Kyzylorda Combined Heat and Power Plant, modernization of one generator and four power transformers has been completed. Ten steam boilers and 20 independent boilers have also been repaired.Six projects are being implemented to modernize the network in Kyzylorda. The work will be fully completed before the start of the heating season, providing more than 81,000 residents with a stable heat supply.To date, 909 multi-story residential buildings and 1,079 social facilities connected to the centralized heating system are fully operational. The upcoming season will require 139,000 tons of coal, of which 117,000 tons are earmarked for household needs and 22,000 tons for social facilities. The region's industry has grown by 7% in eight months. Almost 645 billion tenge of investments were attracted, which is 11% more than a year ago.The unemployment rate in the region remains one of the lowest in the country, at about 4%.Active housing construction continues – 351 thousand square meters have been commissioned in eight months. By the end of the year, 1,330 waiting listers will receive apartments.New water supply networks are being built in villages and towns, gasification is being expanded and roads are being repaired. This year, the issue of clean drinking water should be fully resolved in the region. Special attention is also paid to the social sphere. More than half of the regional budget is allocated to medicine, education and assistance to those in need. This year, five new kindergartens have already been opened in the region and six schools have been built. In accordance with the instructions of the Head of State on the modernization of rural healthcare, 65 facilities have been built, and 27 more will be commissioned.- We see the result of our joint work. Both industry, agriculture, and the social sphere are showing growth. The President set the task to ensure economic growth of at least 7%. On the eve of the opening ceremony, the new stadium's football pitch underwent FIFA testing and received the highest category QUALITY PRO certificate.Today, the final Cup was presented to city residents at the Arai City Mall shopping center. Residents of the region will be able to see the trophy at the shopping center until October 4.The Kyzylorda Arena multi-sports complex is also under construction in the regional capital. It will include a 50-meter Olympic-standard swimming pool, a 2,500-seat arena suitable for hosting World and Asian Championships, and training facilities for Olympic sports. Construction is scheduled for completion in the second half of 2026.Regarding the extensive work undertaken to develop sports in the region, it is worth noting that 20 sports complexes have opened over the past three years. Additionally, there are classrooms for painting, drawing, arts and crafts, robotics, artificial intelligence, biotechnology, 3D modeling, eSports, and mathematics.The next facility was the bakery, confectionery, and pasta production complex of «Kyzylorda-Nan» LLP. Three production facilities are currently operational, and a cookie production facility will soon begin operations. Thirty percent of products are sold through the company's own retail network, with the remainder supplied to the city and rural areas. Five hectares of land have been allocated for the project, and the necessary infrastructure has been installed. The interest rate on the 1.2 billion tenge preferential loan received from Halyk Bank of Kazakhstan is subsidized by the state. Currently, 120 people work here, and in the future, that number will increase to 150.The veterans then toured the construction of a new combined heat and power plant. The 240 MW facility is being built as part of a joint project with the Turkish company «Aksa Energy». Equipment from General Electric (USA), Doosan Skoda (Czech Republic), AC BOILERS (Italy), and Mimsan (Turkey) has been delivered to the plant. Eighty percent of the construction work has been completed, with a gas distribution station and 45 kilometers of gas pipeline already built. This year, approximately 1,700 veterans received one-time social assistance totaling 322 million tenge. The «Syr Meyіrіmі» project has been implemented in the region for several years. Last weekend, 92 agricultural fairs were held across the country's regions. Over 1,000 agricultural producers and suppliers participated. The focus was on selling beef at below-market prices, as well as expanding the product range to include vegetables, dairy products, and other seasonal agricultural produce.The largest volume of beef sales was recorded in the Karaganda region, where over 52 tons of meat were sold. Astana and Almaty also saw brisk trade: 45.5 tons were sold in Astana, and 35 tons in Almaty. In Astana, beef prices ranged from 3,200 to 3,500 tenge, while in Almaty the average price was 3,150 tenge, 5% below market value. The fairs were highly popular in both cities: approximately 40,000 people attended in Astana and over 30,000 in Almaty.In the Aktobe region, 25 tons of beef were sold at a stable price of 2,700 tenge per kilogram, almost 8% below the market average. In the Kostanay region, approximately 11 tons of meat were sold, and the price was also below the average at 2,925 tenge. In Shymkent, 6.2 tons of beef were sold at an average price of 3,400 tenge per kilogram.In several regions, beef prices were significantly below market prices. For example, in the Pavlodar region, the average price was 2,400 tenge, 24% below the official price. In the Kyzylorda and Turkestan regions, the price remained at 2,500 tenge, deviating from the market price by 18% and 13%, respectively. In the Akmola region, a decrease of over 13% was also recorded, with 1.1 tons of meat sold.The eastern regions showed moderate sales volumes. About 1 ton of beef was sold in the East Kazakhstan region, and 0.6 tonnes in the North Kazakhstan region, with prices in both regions 10-14% below market prices. In Mangystau and Atyrau, sales volumes were less than 1 tonne, but the fairs were well attended. In Aktau, for example, over 30,000 people attended the event.Fairs were also held in regional capitals and rural areas of the Zhambyl, Abay, Zhetysu, Ulytau, and Almaty regions. QazTrade JSC, together with the Ministry of Trade and Integration of Kazakhstan and the International Trade Centre, held a webinar on the topic "EU Carbon Border Adjustment Mechanism (CBAM) Webinar: Compliance and Trade Implications for Aluminum and Priority Sectors in Kazakhstan’’. The event was organized within the framework of the EU-funded Ready4Trade Central Asia project.According to the European Commission (2024), imports from Kazakhstan into the EU are concentrated in six categories of goods that may be particularly sensitive to CBAM.Fuels and mineral products. In 2024, imports to the EU amounted to 31.8 billion euros, accounting for more than 95% of total supplies. Growth compared to the previous year reached 11.6%. Kazakhstan remains an important supplier of energy resources, and this category is the most exposed to the EU’s climate policy.Non-ferrous metals, including aluminum. In 2024, supplies amounted to 410 million euros, or 1.2% of imports, but volumes fell sharply by almost 40%. Aluminum is one of the most vulnerable positions and is already sensitive to CBAM requirements.Iron and steel. Exports to the EU in 2024 totaled 204 million euros, or 0.6% of imports, down by 27.1%. This sector falls directly under CBAM regulation and will be among the first to feel the impact of the new rules.Chemical products. Imports to the EU reached 667 million euros, or 2% of the total, showing growth of 26.5%. The sector demonstrates positive dynamics but may also fall under regulation.Other semi-manufactures. In 2024, supplies reached 95 million euros, or 0.3% of imports, with a 38.5% decline in volume. This underlines the sensitivity of this segment to changing trade rules.Machinery and transport equipment. Imports of this category amounted to 60 million euros, or 0.2% of imports, with a decline of 11.5%. Despite its small share, the sector may also be indirectly affected by CBAM, given its carbon intensity.Opening the webinar, Nurlan Kulbatyrov, Deputy Director General of QazTrade, emphasized that adaptation to CBAM requirements is an urgent task. He noted that the new rules could serve as a stimulus for modernizing production and strengthening Kazakhstan’s position as a reliable supplier to the European market.The European Union remains Kazakhstan’s largest trading partner, accounting for 37% of the country’s total exports in 2024. The sectors most sensitive to CBAM requirements are aluminum, fertilizers, and iron. In 2024, aluminum exports amounted to 662 million USD, of which more than 225 million USD went to EU markets. These figures confirm that the EU is a strategic destination for Kazakhstan’s exports.In addition, 17% of fertilizers, worth about 40 million USD, were exported to the EU, highlighting once again the importance of this market. Company representatives asked questions on practical aspects of emissions monitoring, registration in the CBAM Registry, reporting procedures and the purchase of carbon certificates. This confirmed the high relevance of the topic and the need for further work to prepare businesses for new trading conditions.In addition, Professor Joost Pauwelyn of the Geneva Graduate Institute emphasized that CBAM could become a catalyst for the development of Kazakhstan’s own green standards. As of September 1, 2025, there are 69,222 small and medium-sized businesses (hereinafter referred to as SMEs) operating in the region, which is 105.9% of the 2024 level (September 1, 2024 - 65,379 units), of which 9,568 are small business legal entities, 148 are medium-sized business legal entities, 53,211 are individual entrepreneurs and 6,295 are peasant farms.According to the results of the first quarter of 2025, the number of people employed in SMEs is 164,277 people (according to the results of the first quarter of 2024 - 159,195 people), including 50,082 people employed by small business legal entities, 25,341 people employed by medium-sized business legal entities, 77,089 people employed by individual entrepreneurs, and 11,765 people employed by peasant farms (statistics are compiled on a quarterly basis with a delay of the quarter following the reporting period).The output of SMEs in nominal terms increased by 15.5% and amounted to 515,962 million tenge (at the end of the first quarter of 2024 - 446,680 million tenge), including small business legal entities that produced products worth 182,230 million tenge, medium-sized business legal entities - 133,525 million tenge, individual entrepreneurs - 199,174 million tenge, and peasant farms - 1,033 million tenge.
