How is the tourist infrastructure of Kostanay region developing 13.09.2025
Today, the tourism industry is a fairly promising area of activity that directly affects the development of related sectors of the economy such as trade, catering and the provision of hotel services.According to the results of the first half of the current year, the volume of services provided by accommodation facilities amounted to 2.0 billion tenge, an increase of 33.2% compared to the previous year.The number of Kazakh citizens who visited the region amounted to 121.9 thousand people, the number of foreign tourists amounted to 6.0 thousand people, the number of rooms amounted to 6331 beds.In general, 2 sanatoriums, 1 rehabilitation center, 94 hotels, 2 motels, 4 hostels, and 14 recreation centers operate in the region.The main tourist sites of interest among tourists are the Sosnovy Bor sanatorium, the Naurzumsky Nature Reserve and the Thermal Park, which are equipped with the necessary communications and "soft" infrastructure. On its territory there are buildings built in the form of replicas of architectural monuments: the Taj Mahal in India, the Chichen Itza building in Mexico, the Eiffel Tower.A Wall of national memory has also been built on its territory, which contains 200 names of outstanding Kazakhstani figures, which have no analogues in the world.Also, for the convenience of tourists, a hotel, a restaurant, a summer amphitheater, sports and playgrounds have been built on its territory. In general, the project cost is 3.5 billion tenge, construction is scheduled to be completed this year.It is safe to say that this tour facility will become a center of attraction for tourists and will allow creating a full-scale tourist product in the Torgai region, which will include not only visits to the hub, but also a number of other facilities of interest to tourists located in the nearest regions.Thus, there are unique structures on the territory of the district - the Torgai geoglyphs (the Torgai swastika is located 22 km away, and the Ushtogai square is 125 km from the village of Amangeldy), which are of great interest to the scientific community and tourists.No less interesting object for guests and residents of the region are the "walking" dunes of "Kumkeshu" located at the entrance to the area.To organize recreation away from the daily hustle and bustle, a recreation center "Shanyrak" is being built in the Denisovsky district.The recreation center is located on a section of the Tobol River within the Verkhne-Tobolsk reservoir. To date, the first stage of the project has been completed: two comfortable beaches with shaded and children's areas, a pier for swimming, catamaran rentals, 6 comfortable houses designed for year-round living in the residential complex "Fishing Village" and 8 barbecue areas with gazebos have been built.It is also planned to build a year–round thermal complex "Baden Baden" in the region, the investor has acquired a franchise, allocated a plot of land, the estimated cost of the project is 3.5 billion tenge, the project is planned to be implemented by 2028.In addition, it is planned to build a hotel complex of the international Marriott hotel chain (Courtyard by Marriott Kostanay) in the city of Tobyl, Kostanay region, the project cost is 9.8 billion tenge. More than 400 entrepreneurs in the trade sector received state support as part of the implementation of measures to develop domestic trade. The Ministry of Trade and Integration of the Republic of Kazakhstan is systematically working to create favorable conditions for the modernization of trade infrastructure and increasing the competitiveness of small and medium businesses.Since the beginning of this year, 418 projects have been signed under the subsidy instrument for a total of 57.5 billion tenge in loans. The total amount of subsidies paid amounted to 2,788 million tenge. Along with this, 103 guarantees for loans of 8 billion tenge were signed under the guarantee instrument with the amount of state guarantees of 3.6 billion tenge.Particular attention is paid to the development of trade infrastructure in the regions. In the East Kazakhstan region, 21 projects worth about 7 billion tenge in the sphere of domestic trade are currently being implemented with state support.As part of the Roadmap for Market Modernization, it is planned to complete the renovation of three trade markets, Zarya, Zarechny, and Tsentralny, in the city of Ust-Kamenogorsk in 2025. Two of these markets, Zarya and Zarechny, received state support from the Ministry of Trade and Integration.During a working visit to the region, Deputy Chairman of the Trade Committee Yernur Zhautikbayev familiarized himself with the progress of the projects and inspected the trade facilities, where he noted the positive dynamics of the modernization of retail space.The Zarya market, commissioned in 2002, is a universal retail market with a predominance of food products in the assortment. In 2024, two new one-story pavilions with central communications were built here. Thanks to state support, the market continues to develop: in 2025, a parking area was equipped, and two more pavilions are under construction. A complete modernization of the facility is planned before the end of this year.The Zarechny Market, which has been operating since 1999, is also undergoing a large-scale renovation. Its territory includes 5 indoor buildings and several shopping arcades. Since last year, construction of a permanent retail facility has been underway, with completion scheduled for September 2025. Work on laying utility lines and interior finishing is actively ongoing. The facility has its own parking lot.The Central Market, which was commissioned in 2000, is represented by two main permanent buildings, where both food and non-food products are sold. There are also pavilions and shopping arcades on its territory. Work is being carried out at this facility as part of the Roadmap for the modernization of markets.“Full modernization of retail markets by the end of this year is among the Government’s priority tasks. This is the path of law and order. The Ministry of Trade has fully developed the necessary regulatory framework. Now retail facilities must bring their activities into compliance with the requirements of the law. First of all, this is a matter of social responsibility of business. On September 10, 2025, the Ministry’s Ethics Commissioner, together with the Legal Department, held a seminar on the topic: “Public Speaking, Mass Media, Social Networks, and Anti-Corruption Prevention.”The event was aimed at strengthening the legal and ethical culture of civil servants and enhancing their responsibility when interacting with citizens, the media, and in the digital space.During the seminar, special attention was given to the following issues:Ethics of public speaking and digital culture. Participants were advised to maintain a respectful tone in online discussions, official speeches, and social media publications, as this is a key component of digital ethics.Combating gambling addiction. The inadmissibility of civil servants’ participation in gambling activities and visits to gambling establishments was emphasized.Prevention of discrimination. Attention was drawn to the strict prohibition of any forms of discrimination against women, as well as the need to treat all citizens with respect regardless of their gender, social status, or other characteristics.Freedom of conscience and religion. One-click Ambulance: Digital technologies increase transparency of Kostanay's emergency services 11.09.2025
Residents of Kostanay will now be able to track the movement of ambulances on their call on the map in real time. This solution was implemented by the Ministry of Health of the Republic of Kazakhstan jointly with the Akimat of Kostanay region and in cooperation with Yandex Qazaqstan. It will be possible to observe the movement of the brigade on the map in the browser. The solution should significantly reduce the burden on dispatchers. This was stated by the Head of Yandex Qazaqstan Timur Shalekenov during a meeting with Akim of Kostanay region Kumar Aksakalov and Vice Minister of Digital Development Dmitry Moon at the QostanAI Investment Forum. It will be possible to monitor the movement of the ambulance team on the map in the browser, and in the future — in the Yandex Go application. As expected, this solution can significantly reduce the burden on dispatchers. After calling an ambulance, the system will automatically send an SMS with a link to a map where the movement of the brigade will be displayed in real time. The solution is implemented using the JavaScript API from Yandex Maps. The new solution is aimed at increasing the transparency of the work of emergency services, reducing the burden on dispatchers and improving the quality of interaction with the public. By decision of the Specialized Interdistrict Administrative Court of Konaev, an administrative fine in the amount of 1,533,480 tenge was imposed on LLP "PLANK." In addition, the court suspended the laboratory’s accreditation certificate for a period of six months.The basis for administrative liability was the results of unscheduled inspections regarding vehicle testing conducted in violation of the requirements of the Customs Union Technical Regulation “On the Safety of Wheeled Vehicles” (TR CU 018/2011).Specifically, violations in testing procedures were identified. In particular, the laboratory failed to conduct actual testing of emergency call systems and was proven to have used an inapplicable brake stand for testing a specific vehicle.The laboratory is required to operate within the legislation of the Republic of Kazakhstan and comply with the requirements of regulatory documents for which it has been accredited. "A clean country is a strong region": "Taza Kazakhstan" in the Kostanay region 09.09.2025
A large-scale environmental campaign was held in the Kostanay region to coincide with the international initiative "World Cleanup Day." On this day, thousands of residents of the region came out to clean their areas, demonstrating unity and active civic engagement in environmental protection. The main work took place from the turnoff from the Fyodorovskaya Highway to the Severny solid waste landfill.The campaign became truly massive. Through their combined efforts, 755 tons of waste were collected. Some of the waste was recycled: 0.5 tons of glass, 0.8 tons of plastic, 0.6 tons of rubber, and 0.3 tons of paper. The total area cleared was 150 hectares.Kostanay Region has traditionally actively supported this initiative. Regional events demonstrate that caring for cleanliness and improvement is becoming a shared responsibility, involving government officials, volunteers, and ordinary residents. Return of goods and cancellation of credit: the story of a consumer from Aktobe 09.09.2025

However, as it turned out, their visit was related to the sale of a Kirby vacuum cleaner.According to the consumer, the company's managers persistently contributed to a quick decision by demonstrating the vacuum cleaner and comparing its prices with other stores. As a bonus, they offered to accept a used vacuum cleaner and arrange the purchase of a new vacuum cleaner worth 1,900,000 tenge for 1,320,000 tenge. The consumer refused to hand over his old vacuum cleaner, but payment for the new product was made on credit through the bank.Subsequently, the consumer refuses to receive the goods and demands a refund. Sport is considered here as an essential component of social development and well-being. Conditions are being created in the region that allow residents, regardless of age and place of residence, to engage in an active and healthy daily life.According to our latest data, more than 380 thousand people in the region regularly play sports. This is about 45.5% of the population, which is a serious indicator demonstrating a steady interest in sports. I am particularly pleased that this interest is gradually embracing not only urban but also rural areas.One of the main areas of work remains the development of sports infrastructure. In 2025 alone, four new facilities were put into operation in the region: an indoor hockey court in the Mendykarinsky district, a sports and recreation complex in the Sarykolsky district, as well as two modern FOCa in the city of Rudny - Sokol and Sarybai, each of which is designed for hundreds of visitors. All facilities are designed with inclusivity and universal access in mind in order to reach as many residents as possible.Special attention is paid to young people and schoolchildren.Various competitions are held between young people. To date, such large-scale sporting events as the 38th Regional Spartakiad, the Regional Kazak Kures tournament "Kazakhstan Kyrany - 2025" dedicated to Constitution Day and others have been held. By the end of 2025, 100 markets will be modernized across the country. Today, Deputy Chairman of the Trade Committee of the Ministry of Trade and Integration of the Republic of Kazakhstan Yernur Zhautikbayev got acquainted with the progress of construction work at the markets "Asem-Bereket", "Magash", "City-Center", "RID-SK", "RusKaz".Modernization work is actively underway at the Asem-Bereket market, located on an area of 6 hectares. According to the plan, the modernization will be completed by the end of the year. In the market, consisting of 300 trading places, the rows of containers will be removed, and a modern building will be erected in their place.At the Magash market, located in the 23rd microdistrict, and the universal market "City-Center", the modernization is 90% complete.
